The F ederal F: arm Board Bove Curtail Aoveaue Or They Will Reduce The Sixteen Cent
Loan Value ( On Cotton.
Tent night I saw.a eaomienan fron the Federal Farm Board
to the effect that we had too: large an acreage of cotton: - the United
_ States.
The Federal estimate on the production of cotton on October 21st,
1929, was 14,915000 bales.
' At that time cotton was bringing 18. 40 on the market. The Federal
Farm Board came out with a statement that 18.40 was too cheap for -
cotton and they would advance 16 cents per. pound: as a loan on all
middling cotton 7-8 inch staple.
SET 3: 40 wastoo cheap for cotton why didnt bey make an ad--~
vance of 19 cents per pound or 20 cents per pound? Their statement
_of 16 cents had- the effect of making the market drop from 18.40 to
_ practically 16 cents and stay there. Now they come out ape a threat
that they will reduce the loan value from 16 cents.:
~ Was. their first original statement. es that cotton. was Gelling too
Ee cheap at 18.40 on October 2ist?
If that statement was correct then it ghould be correct now.
The latest advice we have received from the Federal Farm Board |
is curtail acreage, plant. more feed crops.
Is this new? I heard it: when I was a little boy trom the profess-
ional propagandist, newspaper writers, corner street advisers, and in
_fact everybody except the man who. was making the stuff on the farm
and the banker and merchant who were financing him. to make it.
- Did you ever have about 500 bushels of sweet potatoes, two or three
ousand bushls of corn, fifteen or twenty tons of hay that you want-
ed to sell? If you had a to meet 2 found that the sale of these
_ products: was slow.
Georgia is a leaay peliine enormous Giantiiien, of food products.
We are shipping cars of velvet beans, corn and hay daily from south
Georgia. We are shipping car lots of hogs and carloads of cattle daily:
from south Georgia. A lot of these products are going out of the state.
Peanuts and cotton seed are going begging on the market. What
about curtailing this acreage?
Jute is a fibre, it takes the place of cotton by displacing the sale
and use of two million bales of cotton annually in the United States. _
It is used in the manufacture of bagging, burlap, etc. Congress can
curtail the importation of jute into the United States in the present
ay bill they are writing. ;
I give you below @ copy of the. tariff rates on jute, ete tariff
seaet Of 1922, which is in effect today. |

You will note that fake and ee waste are on the free list. Hey:
are imported into this country from India. You cannot use jute and
jute waste until they are manufactured. What do we see on every -on
of the items of manufactured jute? We see a tariff duty. If they
protect the manufacturers of America on the manufactured jute wh}
not protect the-cotton grower on the importation of the fibre that is
shipped into this country as a substitute for cotton in the amount o
Tf they would put the seven
iff duty on the manufactured articles of jute because the seven cents
on jute would go all the way through. -This seven cent rate on jute
would be the best curtailer of the cotton acreage in America that iL
know anything of.
Lets ask the Federal Farm Board of the United States to joi with
me and the farmers of Georgia and the farmers of the entire South in-
_ helping us curtail the acreage by asking Congress to put this seven cen
tariff duty on jute. If they do this it will give an increased consumip-
tion of two million bales of cotton.
It is un-American to tell the farmers of the United States to. slow
We have enough idle lands now. We have
too many loafers. We need a busy working people. Protect us: on our
raw products so that they will bring a living price. Everybody can
not live in eities and run little filling stations. Georgia has already
eurtailed her acreage to the bone. Idle lands and fallen down houses
are in evidence everywhere. :
Protect the raw products, keep down the acreage on cotton by
keeping jute from coming to America ems India and there will nO
over aye of cotton.
