Tobacco Cooperative Association



On October 9th, representatives of the Federal Farm Board, the
Georgia State College of Agriculture and the Southeastern Agricultural
Cooperative Consolidated, and of the railroads, met in my office to
discuss plans for organizing a Tobocco Cooperative Association in
Georgia.

Hon. Frank Lever, former Congressman from South Carolina and
co-author of the Smith-Lever Bill, was also here, representing the
Federal Farm Board.

We had quite a lengthy meeting. Plans were discussed by every-
body in the room, except Frank Lever. He sat by me for two hours
and a half and I could not get. him to open his mouth.

The representatives of the Federal Farm Board insisted that in
organizing a cooperative association we would have to plainly instruct
the farmers that they could not join with the sole expectation of get-
ting hieher prices. In other words, the representatives*of the Federal
Farm Board stated that cooveratives were formerly organized with a

~ monopolistic idea in view. They stated also, with the sanction of most
- of the others in the room, that this was the wrong idea. They finally
- poiled it down to the statement that the advantages of cooperatives
were educational, that they would teach us to grow better crops, grade
them better and orderly market them by putting all the crop in one
big pile and carrying it through the same channels of trade.

Mr. Tom Linder and I answered this argument with the following
illustrations:

We stated that they had cooperated the mules of the Southeast and
Missouri in Atlanta. If any farmer doubts this let him come to Atlanta
in December or in January and h will think that all the mules in the
country are here in the stock yards. I know that you can buy mules
cheaper in Atlanta, Georgia, than you can buy them on the farms of
Tennessee, Kentucky and Missouri. I have tried this personally and
have found that you can buy a mule at the stock yards in Atlanta from
25 to 50 dollars cheaver a\head than you can buy them on the farms
where they are raised. : ;

Have they cooperated wheat? If they have not, they have led us
people in the South to believe that they have by the expenditure of
millions of dollars. Wheat has been going down ever since the great

agitation to cooperate it began.

They have also been making a good many efforts toward cooperat-

ae ing cotton, not only here in Georgia but in other states of the cotton

belt. Since the Federal Farm Board has been assisting with this, cotton
has gone down every week. I suppose that they have been grading it
properly and teaching us a good deal about better staple by this co-
operation. I cannot agree with them that they have been marketing
cotton orderly. ; : BSE

Last week at the cotton meeting in New Orleans, Mr. EB. F. Creek-
more, General Manager of the American Cotton Cooperative Associa-

' tion, announced that The Cooperative organization intends to use the

cotton futures market for hedging purposes for protection of the price
and basis of the cotton. ye Z

I cannot get anything out of this statement but this: That they
will sell the cotton to the manufacturer and take the money and gamble |
with it on the cotton exchange. Chairman Legge stated at the meeting
at Milledgeville in the spring that the cooperatives had been doing this
and the Federal Farm Board had advanced about. $5,000,000 to pay
up the debts they owed to the cotton brokers. At that time, Chairman
Legge, in answer to my question, stated that they would not be guilty
of it any more.-

I suppose that Chairman Legge heard what the Manager of this giant
cotton cooperative said in New Orleans and hecertainly must be giving
this his support. - : {

This statement of Mr. Creekmore was published in the papers of
Tuesday, October 14th.

This is nothing but the Government backing up the Board in
gambling in cotton and doing it with the taxpayers money. Gambling
in cotton can defeat the law of supply and demand and it is doing it.
It was bad enough when private individuals were allowed to sell cotton
on the cotton exchange when they did not have it but when a branch
of our Government selis cotton that is not in existence it is inexcusable. ~

To get back to the original subjectat the meeting here in the
office on Octoper 9th, we finally decided to call meetings for the pur-
pose of discussing the question of organizing a tobacco association at
Tifton on October 29th, at Waycross on October 30th, and at Savan-
nah on October 31st. :

If we can perfect a tobacco association in Georgia that is organized
strong enough to refuse to plant tobacco unless they can contract so
ee per pound, per grade, it will help the farmers who grow the |
obacco. BS

If we cannot get such an organization as this perfected and or-
ponited we will help everybody that handles the tobacco except the
armer. rise

There is no competition among the buyers of tobacco and if an

organization is to benefit the man who grows the tobacco it must con-. ~

trol what he sells on a definite price per grade per pound before it is
planted.

The State Devartment. of Agriculture will have a representative ats NX

all of these meetings and we hope that we can perfect an organization |
that will be strong enough to carry out. this plan.

time these tests were carried on indi-
cated that both sows and pigs on the
self-feeders looked better and were
more thrifty than the sows and pigs in
the hand-fed lot.

different forms is indicated by the fact
that ice cream consumption is jumping
rapidly. The quantity made in this
country in 1928 was 348.046,000 gallons
In 1929 it jumped to 365,448,000 gal-
lons, which is equal to three gallons
for every man woman and child in the
United States. ee
Those of us who milk cows should
not only talk about increased consump-_
tion of dairy products, but should set
the example at home. Investigations
show that farmers consume a much
smaller percentage of real butter than
do folks in town, butter substitutes
being extensively used by the produc-
ers of butter. We should at least prac-
tice what we preach and consume more
