THE MEETING OF THE COMMISSIONERS OF AGRICULTURE OF THE

COTTON GROWING STATES

Yesterday, August 11th, we had eight States represented at a
meeting that was held at the Ansley Hotel, as follows:

Florida, Georgia, Kentucky, Louisiana, North Carolina, South
Carolina, Texas, Virginia. i

The morning session was devoted to the tobacco situation. Com-
missioner Newton Bright of Kentucky, had had considerable exper-
ience with the night riders, day riders and cooperatives of Kentucky
for the past 20 years. Commissioner Graham of North Carolina

has had considerable experience with growing and marketing tobacco

for the past 25 or 80 years. Mr. A. C. Summers, of the Department
of Agriculture of South Carolina was also present and gave his ex-
perience with tobacco marketing in South Carolina. Congressman
Lankford of Georgia was present and outlined a bill that should be
quite helpful, in regard to the curtailment of acreage planted. Rep-
resentatives of the Banking Associations of different States were
also present and gave helpful suggestions.

I was surprised when the information was given that every time
a farmer receives 28 cents for the raw tobacco the Federal Govern-
ment receives 43 cents in tax as internal revenue. This internal

_ revenue tax that is paid to the Federal Government was put on dur-
ing the war.

It taxes chewing tobacco, cigarettes, cigars and snuff.
This tax is as high as six cents per package on cigarettes.
Commissioner Graham of North Carolina said, and had the data

to prove it, that his State during the tobacco marketing season paid >
to the, Federal Government a million dollars a day as a tobacco tax.

It was also shown that there are only four tobacco manufactur-

_ ers in the United States that amount to anything on the market as

they buy 90 per cent of the tobacco bought in the United States.
This excessive Federal tax not only hag the effect of making
the manufacturer buy his raw product as cheaply as possible but
also scares off competition. Any company is loath to go into a to-
bacco manufacturing business when there is such an enormous Fed-
eral tax to be paid.

unanimously passed a resolution calling on Congress to abolish this
tax entirely or to cut it to a reasonable amount at least. If this was
assured the manufacturer, he of course, would be encouraged to pay

more for the raw product. ~_ Sa

Another thing that we took up at length was the grading of to-
bacco. I have telegrams and letters that proye to me conclusively
that there is a variance of 10 to 15 cents a pound paid for the same

buyers to combine would also be lessened. I am reasonably sure
this will be done in all of the tobaceo growing States by the begin-
ning of next season.

Another suggestion that was made, which is good, is for the
growers to keep the extremely low grades of tobacco off of the
market. These low grades do not bring more than two or three
cents a pound on the market and it is these low grades that thie
manufacturers are mopping up on. Tobacco conta

fertilizer. You could do more toward breaking up a
buyers by keeping these low grades bacco off a

Cotton was the next subject discussed.

The concensus of opinion was hat the Federal estimate of 14,-
362,000 bales is rather high considering the extreme drought that
We are having in certain sections of the cotton States. The general

- opinion of all of those present was that it would require extremely

favorable seasons from now on for the crop to average around
14,000,000 bales.

- Reports came from North Carolina that the mills were buying
cotton in that section as fast as they could. Reports were also read
showing that there was a very small stock of cotton goods on hand.
Look in the stores now and you will see depleted stocks where you

once saw shelves overflowing. 4

The advice of the Southern Commissioners of Agriculture to
the farmers is to hold your cotton, where you can.
pitiful part of the farming conditions of the South is that some of
the farmers are so heavily in debt that they have to sell their cotton .
as soon as they get it out. Some farmers are not in this condition.
They can aid the price of cotton by. holding their crop. It is a safe
investment always. to hold anything that is selling below the cost of
production. Cotton is going to move from the present price or there
can not be another full crop made. o She

Another thing that the Commissioners of Agriculture took a
unanimous stand on was for a high tariff on jute,-the most serious
competitor that cotton has. Right here in the United States jute
and burlap take the place of three million bales of cotton. We again

petitioned Congress to put a tariff rate on jute, high enough to On

amount to an embargo, at their next session. This policy is follow-
ed by manufacturing companies and why not by the farmers?
