As I have written in this Bulletin several times before, most grades of

In 1920 a little flat woods farmer from Jeff Davis County came to
the Legislature by the name of Tom Linder. He introduced a bill re-
quiring the fertilizer manufacturers to show the proportionate parts of
the organic and inorganic nitrogen that they used in each bag. This was
the main provision of the bill. |
Mr. Linder, the author of the bill went. before the agricultural com-
- mittee, sponsoring the bill, and it received one vote favorable to its
passage and that was the vote of Mr. Linder.
' At each session of the Legislature since 1920 a fertilizer bill has been
introduced carrying this provision. At each session it has been defeated
promptly. Pas :
This year fortilizer bill 199 passed the House and passed the Senate
_and was signed by the Governor Saturday morning, August 24th, thus.
becoming a law of the State of Georgia.
The provision of this bill require that the proportionate parts of or-
- ganic and inorganic nitrogen and the sources of all of the plant food
and the amount of filler, in each sack and what it is, all shall be printed
on the sack. The amount of filler shall be printed in pounds.
The fertilizer bill also provides that the Commissioner of Agriculture
collect the penalties for the farmer where the fertilizer is subject to a
\ penalty.
The bill also provides that we, have factory inspection together with
inspection anywher in the State that we find the fertilizer. Factory in-
inspection we can tell what
they are going to put in the fertilizer befora it gets into the hands of
the farmer. If they are going to put the wrong thing in it we can stop

them before it is put in the ground and the crops of the farmetr damaged
thereby. :
In conclusion I wish to call your attention to this. You cannot build
up your land by buying mixed fertilizer. Every heavy.user of commer-
' cial fertilizer that has lived around m has gone broke. Plant you some
winter cover crops. I have called your attention to vetch, Austrian peas,
clover, and rye, in the columns of this paper before. Do not overlook
this. You can double the yicld of your fields and cut your fertilizer bill
in half by planting these winter cover crops.
There were other bills advocated by the Department of Agriculture.
that passed the agricultural committees such as the Powdered Milk Bill,
Imitation Butter Bill, Commission Merchants Bill, and the Seed Bill.
These were caught in the jam at the last of the session and were not
put on the floor for passage. They should be written into law.
The necessity for the imitation butter bill is now over, as I have re-
ceived a copy of a judgment in the Federal Court of Missouri, where the
Internal Revenue Department had proceeded against these imitation
butters to collect the 10 cents per: pound on them for being oleomarga-
rine. The imitation butter people resisted this, the same as they resisted
action of this Department in the spring. They enjoined the Internal
Revenue Department. The case was decided on August 5th, 1929. Albert
L. Reeves, Judge of the Western District of the Federal Court of Missouri
handed down a decision that these imitation butters were subject to
this 10 cent per pound tax. I am advised that the imitation butter people
are not going to appeal the case but are meeting in Washington, D. C.
this week for a settlement with the Internal Revenue Department. This
applies to the whole United States. Georgia will be protected from these
imitation butters by this decision in Missouri.
As a whole the legislature worked harder than any legislature that I
have known. \

The sweet potato market is declining rapidly. Too many producers are
dumping their crop on the market. Some are not receiving enough for
their crop to pay for producing it. Now is the time to begin curing. If
you will do this, we can look for a better price later on. es

Experiment, Georgia, August 15, 1929-According to a bulletin just
issued by the Georgia Experiment Station 1eporting a survey of the grades
of cotton grown in the state, 82 per cent of the staple produced in 1928 was
7-8 of an inch and under. It is shown that Georgia mills go outside of the
state to get 150,180 bales of 15-16 inch cotton and 98,952 bales of 1 inch to
1 1-32 inch cotton, while there is a surplus of 219,657 bales of 7-8 inch
cotton to be marketed in competition with short staple cottons produced
The Station brings out the fact that the longer staples are grown in
Georgia and the reason more are not grown is attributed to the failure,
especially of local markets, to pay sufficiently high prices for the better
grades to encourage the farmer to grow them.
The bulletin reports length of staple growr in various areas of Georgia
and provides valuable data as to where improvement is most needed in
changing Georgias production of staple required by the southern market.

Cotton Wilt And Root Knot
Cotton wilt is caused by a fungus which enters the plant through
the roots from the soil. Once inside the plant, it grows vigorously in
water-carrying vessels of the plant, and shuts off the water supply of
the plant. When cotton plants wilt without any apparant -cause the
wilt fungus is probably active. Dwarfing of the main stem of the plant, ~
particularly a shortening of the distance between the branches, is like-
wise a characteristic of wilt. If the roots or the stem of a freshly wilted
plant are cut with a sharp knife, the woody tissues will be found to
be browned or blackened more or less in a circle. Another characteristic
of wilt is that it is often found in round spots or irregular areas of land
which enlarge each*season. Wilt occurs almost exclusively on sandy soils
or sandy loam soils. For this reason, the disease is much worse in the
coastal plains than in the piedmont section. Also, wilt infestation is
much more common in the southwestern half of the coastal plains than
in the northeastern half.
Wilt control is altogether a matter of planting wilt resistant var-
ieties. All other remedies are either useless or doubtful in value. Of all
the wilt resistant varieties tested out by the Georgia Experiment Sta-
tion Lightning Express has so far given the best results when resistance,
yield of lint, value of lint per pound, etc., are considered. Most of the
varieties generally recommended for wilt resistance do not have the
yielding power of the best non-wilt resistant varieties. Lighting Express
seems to be an exception to this rule, and is the only cotton that can be
recommended for all sections of the state, Lightning Express under aver-
age conditions will produce a lint of 1 1-8 inch in length. Properly ginn-
ed and marketed, it should bring a premium of at least 3 cents per
pound. Some other varieties of cotton which are wilt resistant and good
yielders are Dixie Triump ae 16inch), Cae Toole (7-8 inch) and
Superseven (1 inch).
\ Where wilt resistant varieties have given unsatisfactory results the
cause is generally root knot. This disease is caused by, small worms
(nematodes) which attack the roots of the plant. Plants infested with
nematodes are usually dwarfed and the roots covered with galls from
1-16 to 1-2 inch in diameter. When these galls are cut open the egg-fil-
led, female nematodes can often be seen, with the naked eye. They are
small rounded white bodies about one-half the size of a pinhead.
Root knot, unlike cotton wilt, attacks a number of other plants be-
sides cotton. Plants which are especially susceptible to root. knot are
soybeans (most varieties), beets, cantaloupes, carrots, celery, bur and
crimson clover, cowpeas (most varieties), cucumbers, egg plant, figs,
lettuce, okra, peaches, pecans, pomegranates, potatoes, salsify, squash,
tobacco, tomatoes, watermelons, May-pop or passion vine, purslane, pig
weed, saw brier, sweet fennel/and other weeds. Plants which are less sev-
erely injured by root knot but are still susceptible are alfalfa, asparagus,
Lima beans, snap beans, cabbage, sweet clover, collards, mulberry, oniong
English peas, sweet potatoes, radishes, spinach, strawberries, sugar cane,
' yetch and Austrian peas. Vetch and Austrian peas grow as a winter
cover crop and turned under early are nearly immune. Plants which are
entirely immune to root knot are very nearly as follows: Grasses (nearly
all), velvet beans, beggerweed, chufas, Brabham, Victor and Iron Cow-
peas, Laredo soybeans, peanuts, parley, corn, millets, sorghums, wheat,
rye and winter oats, The best method of controlling root knot is to grow
immune crops on the land for two or three years.
