2022 grants available for dog and cat sterilization

Georgia Department of Agriculture Commissioner Gary W. Black announced the availability of $800,000 in grants to assist with spaying and neutering Georgia's companion animals.
"Often local communities have citizens that are burdened by the high costs of having their pets spayed or neutered," Black said. "This grant will target and aid these communities across Georgia by keeping strays off the street and controlling the animal population in a humane manner."
Since the Dog and Cat Sterilization program's inception, it has been utilized to sexually alter thousands of companion animals. The funds for these procedures are obtained from the sales of the Dog and Cat specialty vehicle tags, tax-exempt deductions on the Georgia Form 500 Individual Income Tax Return, and from direct contributions to the

program. In 2013, the Dog and Cat Sterilization Grant Program was established to allow for Georgia-licensed animal shelters, Georgia-licensed animal rescue organizations with

501-(c)(3) status, and Georgia veterinary medical foundations with 501-(c)(3) status to apply.
Grants will be awarded based on the highest priority after considering factors such as

but not limited to: targeting important animal populations, ability to increase surgical numbers, cost-benefit ratio and record of grant applicant and sustainability. Applicants must reside in Georgia and all procedures must be performed by licensed Georgia veterinarians.
The online application is available on the Georgia Dog and Cat Sterilization website at http://www.agr.georgia.gov/dog-catsterilization-program.aspx and must be submitted by the close of business on Feb. 18, 2022.

The Georgia Agriculture Tax Exemption program, commonly known as GATE, provides tax exemptions on eligible agricultural purchases to qualified agriculture producers. The Market Bulletin is proud to partner with the Georgia Departments of Agriculture and Revenue to provide monthly education and outreach about the program.
The GATE program was enacted by the Georgia General Assembly in 2012. In 2019, the legislature updated the GATE regulations to increase the minimum income

threshold for participants from $2,500 to $5,000 earned from eligible program commodities. The income from multiple eligible crops can be combined to meet that threshold. Exemptions are valid for three years with an approved application for benefits, but cards are issued annually and must be provided to retailers at the time of purchase.
Eligible purchases of machinery, equipment, facilities, feed, inputs, certain fuels, and shipping related to a number of agriculture categories as defined by the North American Industry Classification System Codes include but are not limited to: Peanut farming Cotton ginning Greenhouse, nursery, and floriculture
production Beef cattle ranching and farming,
including feedlots Poultry hatcheries Apiculture Timber tract operations Logging Wineries Vegetable and melon farming Fruit and tree nut farming.
Exemptions are not provided for items such as: Clothes, boots and other apparel Structures (except for grain bins) Pet food and supplies for domestic
animals, including herding dogs Gasoline or on-road diesel, including
aviation fuel Guns, ammunition and hunting supplies.

Massey, chief executive officer and owner of Hays Tractor and Equipment in Social Circle. "If I know (a customer's farm) meets the qualifications to have one, I make sure they know about it."
Massey has a customer who runs a major hay operation. He buys top-of-the-line equipment and supplies to help other hay producers of lesser means. Massey said her

customer would easily spend $30,000 in sales tax on his purchases without his GATE card. That's an additional expense he doesn't pass along to his customers, Massey said.
To ensure the benefits continue annually, Massey's son, Andrew, sends letters every December to customers who are active GATE cardholders, reminding them to renew.
"The GATE card is too good of a program for our farmers to be abused," Massey said. "As a dealer, I do what I can to educate my customers, help them apply, and make their purchases less stressful."

Larry For The Country: Wish I could do it one more time

Often, in the black of night when I can't sleep, I think about the things I used to do, which I can't or don't do anymore; things that I would like to do one more time. Let me share some of them with you.
Go rabbit hunting, at night, with Jerry Horton, Jerry Wilson, and Bobby Jones. It was probably illegal, but I don't believe God held it against us, and, in any event, the statute of limitations has now run. I won't do this again, even though I know how much fun it would be. Go frog-gigging, at night, with Jerry Horton over at Sgt. Leverette's wet-weather pond. I wouldn't want to see all the water moccasins we used to see. They didn't seem to bother "Do-Tricks" (Jerry Horton), but they sure did scare me. See the Atlanta Crackers play the Birmingham Barons or maybe the Memphis Chicks at Ponce de Leon Park. This, to me, was more exciting than visiting the "Ted" to see the Atlanta Braves play, and I'll bet it was more exciting than the new place that the Braves have today. Better yet, see the Perry Pirates play the Charlie Wood Woodpeckers at Seabie Hickson Field in Perry; maybe Bubba Pierce would pitch. Sell boiled peanuts on the streets of Perry with my brother, David, at 10 cents a bag and have the grand sum of 10 or 12 dollars when we were through. Man, were they easy to sell!

Work, one more day, at Texas Steel Company in Fort Worth, Texas, and visit with Will Wilson, Newby and Linsey, Preacher and Willie Lewis. Then, spend a day packing peaches at Tabor's Packing shed under the supervision of 'Fessor Staples and Herb St. John. Then, go on the feed truck with Joe Hodges to deliver feed to Mr. Henry Cullen Talton's store in Bonaire. Joe taught me lots about life that I needed to know.
After working a full Saturday at the feed store, eat a big steak that night at the City Caf with Ed Thompson and Glea Gray and listen to Mr. Glea's wonderful "true" stories.
Go to eat at the Brookwood Grill on Piedmont Avenue
in Atlanta with Clark Fain and Connell Stafford and listen to Charly Marshall play the piano and sing MacArthur's Park. And, the next day, meet Celestine Sibley, Bryant Culpepper, Wayne Snow and Warren Evans at Manuel's for lunch and listen to Celestine's wonderful stories and Wayne's wonderful humor.
Visit Hal Nowak's wonderful restaurant on Old Ivey in Atlanta and eat one of his always wonderful meals. I might just do this again!
Rake the skimmings off the "syrup-makings" at Papa's in Washington County and then later in the year be at the hog-killing with Grandma and Aunt Lillian helping to run the show. What a show it was to a pre-teen!

Mercer Medical Moment: January is Thyroid Awareness Month

We are kicking off the New Year with Thyroid Awareness Month in January. Most of us have heard of the thyroid gland, but we may not realize how important this tiny gland is to our overall health. An estimated 15 million Americans have undiagnosed thyroid problems, so this month is dedicated to bringing awareness to thyroid disease and the signs and symptoms you can look for at home.
What is the thyroid gland? The thyroid gland is a butterfly-shaped
gland found in the neck. The thyroid is in charge of both metabolism and the creation of new proteins for your body to use. It can affect almost every single organ in your body. For example, it influences metabolism, brain development, and body temperature. Problems with your thyroid begin when the thyroid gland produces either too much or not enough thyroid hormone.
Hyperthyroidism Hyperthyroidism occurs when your thy-
roid is working overtime and producing more hormone than it should. It is more common in patients under age 50 and is commonly accompanied by an enlarged thyroid gland.

Symptoms of hyperthyroidism include: increased sweating anxiety diarrhea palpitations fatigue insomnia shakiness/trembling hair loss oversensitivity to heat weight loss increased appetite dry, thin skin
Hypothyroidism Hypothyroidism occurs when your thy-
roid gland is working slower and not producing as much hormone as it should. It is more common in older patients over 60 and it becomes more common as you age. Many things can cause hypothyroidism including autoimmune disease (commonly Hashimoto's disease), certain medications, and surgical removal of part of the thyroid gland. Symptoms of hypothyroidism include: tiredness/fatigue sensitivity to cold/heat poor appetite brittle hair and nails muscle aches, pains, and weakness depression constipation weight gain and inability to lose weight
Thyroid Nodules and Thyroid Cancer Thyroid nodules are abnormal growths of
the tissue that are most often benign, though in some cases they can be cancerous. Impor-

tantly, more than 90 percent of thyroid nodules do not turn out to be cancerous.
Thyroid cancer is a solid tumor that usually shows up as a nodule in the thyroid gland. Between 1 percent and 2 percent of people will be diagnosed with thyroid cancer at some point in their lifetime. It usually has no symptoms and is usually discovered when a nodule is noted upon examination. When thyroid cancer does cause symptoms, you can commonly see swelling of the neck. In some cases, a person can have a thyroid nodule big enough to cause other issues such as: problems swallowing shortness of breath hoarseness changes in voice
Most thyroid cancers are very curable. In

fact, the most common types have a more than 98 percent cure rate if they are caught and treated early.
Performing a Self-Check The good news is that checking for thy-
roid problems is relatively easy. Simple blood tests can be performed at a doctor's office, or you can perform your own thyroid check at home. You only need two tools: a mirror and a glass of water. Hold a mirror towards your neck, above
the collarbones and below the voice box (larynx) near the lower front area of your neck Tilt the head back and take a sip of water and swallow As you swallow, look at your neck and check for any bulges or protrusions. You may repeat this several times to ensure a thorough check. Be careful not to confuse the Adam's apple with the thyroid gland. The thyroid gland is located further down on your neck close to your collarbone. If you see any bulges or protrusions, talk to your doctor. You may have an enlarged thyroid gland or nodule that should be checked out to see if further examination is needed.
All thyroid disease is treatable. If you have concerns about your thyroid gland's health, you can start by performing a selfcheck at home and then following up with your doctor.

Cook Georgia Grown: Rice Pizza

Crust Ingredients 1 cups cooked rice 1 egg, beaten cup grated Mozzarella or Cheddar cheese
Topping Ingredients 1 (8 oz) can tomato sauce or canned tomato
slices tsp each oregano, basil, garlic powder, and
salt cup grated Mozzarella or Cheddar cheese 1 Tbsp grated Parmesan cheese

Optional: Ripe olives, bell peppers, tomatoes, onions, mushrooms
Directions To make crust, combine rice, eggs, and cheese. Press firmly into a 9-inch pie pan by spreading evenly with a spatula. Bake at 450 degrees Fahrenheit for 20 minutes.
For the topping, combine tomato sauce and seasonings and optional materials if used.
Spread evenly over rice crust. Top with Mozzarella, Cheddar and Parmesan cheese. Bake 10 minutes longer. To serve, cut in wedges. Makes 3 servings.

Seller sent the wrong item,
won't refund money
Dear Consumer Ed: I responded to a classified ad from a Georgia-based seller for some red bamboo and paid the seller by check. The guy sent me the wrong plant (not even bamboo). When I called to request an exchange, he told me he would ship the correct plant to me and hold my check until I confirmed receipt. I've been waiting three months and haven't received the correct plant. Furthermore, the guy cashed my check after promising to hold it and now refuses to refund my money. What can I do?

Consumer Ed says: The Georgia Department of Agriculture regulates the sale of live plants. According to its rules, at the request of the purchaser, refund of payment must be made by any live plant grower or live plant dealer on all orders of live plants which have not been delivered within 90 days of acceptance of payment, and which are not covered by a contract on a future order. If the seller did not deliver the plant that you ordered, and instead sent a plant that was significantly different from the plant that was advertised and that you believed you would be purchasing, you should receive a refund. If you can't resolve the dispute with the seller, you may take your problem to magistrate court. Magistrate court, also called small claims court, is an informal court that handles money claims of less than $15,000. This court may offer you a quick and inexpensive solution. Go to consumer.georgia.gov/resolve-your-dispute/other-options-resolving-your-dispute for more information. In addition, deceptive advertising and deliberate misrepresentations could be violations of the Georgia Fair Business Practices Act, so you may want to submit a complaint to the Georgia Attorney General's Consumer Protection Division by visiting consumer.ga.gov or calling 404.651.8600. As always, when faced with legal issues, you may want to consider consulting with a private attorney regarding any other legal remedies you might have.

Georgie's Drive Thru Mayhem
Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting our No. 1 industry, agriculture! Last Saturday night, I went to see a hockey

game between the Macon Mayhem and the Knoxville Ice Bears at the Macon Coliseum on Country Moo-sic Night. The home team came out dressed in special Holstein cow patterned jerseys, including Mac the mascot. The Mayhem have played at the Coliseum since 2015 in the Southern Professional Hockey League. Each team has five skaters with sticks and one great big ol' dude standing in front of the net. They play three 20-minute periods, fighting over a little round, rubber thing they hit with their sticks called a puck. Some of the players got mad, threw off their gloves and commenced to beating the starch out of each other. Then the older people skating around without sticks waited till they calmed down a little before dragging them by their collars to time-out until they were ready to apologize. The game was close right down to the wire and was tied at the buzzer, with the Mayhem winning in sudden death overtime!

The Carolinas see three confirmed cases of HPAI in wild ducks
Results pending on AI-infected wild bird in NE Georgia

The U.S. Department of Agriculture's Animal and Plant Health Inspection Service has confirmed highly pathogenic Eurasian H5N1 avian influenza in two wild birds in Colleton County, S.C., and one in Hyde County, N.C. The samples were collected from three species of wild duck -- an American wigeon, a blue-winged teal, and a northern shoveler.
Georgia Agriculture Commissioner Gary Black confirmed that a waterfowl in Northeast Georgia has also tested positive for H5. It is not yet known if that case is highly pathogenic and thus potentially fatal to poultry.
"We hope and pray that it's not (HPAI)" Black told a joint hearing of the Georgia State Senate and House Budget Committees Jan. 18.North Georgia is the epicenter of Georgia's poultry industry.
Avian influenza (AI) is caused by
an influenza type A virus which
can infect poultry (such as chick-
ens, turkeys, pheasants, quail,
domestic ducks, geese, and guin-
ea fowl) and is carried by free
flying waterfowl such as ducks,
geese and shorebirds.

Eurasian H5 HPAI has not been detected in a wild bird in the United States since 2016. There was a case of HPAI (H7N3) in one
commercial meat turkey flock in South Carolina in 2020 due to a North American lineage virus.
The Centers for Disease Control and Prevention considers the risk to the general public from HPAI H5 infections to be low. No human infections with Eurasian H5 viruses have occurred in the United States. As a reminder, the proper handling and cooking of poultry and eggs to an internal temperature of 165 degrees Fahrenheit kills bacteria and viruses, including HPAI. Anyone involved in poultry production from the small backyard to the large commercial producer should review their biosecurity activities to assure the health of their birds. minimize contact with wild birds by using gloves. If contact occurs, wash your hands with soap and water and change clothing before having any contact with healthy domestic poultry and birds. Hunters should dress game birds in the field whenever possible and practice good biosecurity to prevent any potential disease spread. SE Regional Fruit and Vegetable Conference draws a crowd
Technology reigns in educational sessions, behind the scenes

SAVANNAH Newfangled technology and good old-fashioned facetime marked the return of the Southeast Regional Fruit and Vegetable Conference Jan. 6-9 at the Savannah Convention Center on Hutchinson Island.
While the ability to meet on virtual platforms and collect pesticide education credits online made the COVID-induced cancellation of a face-to-face meeting in 2021 less of a loss than it could have been, show-goers were happy to be back in one another's company.
Jay Holder of Holder Ag Consulting in Ashburn found it easier to collect the Continuing Education Units needed to maintain his certification as a crop advisor through last year's virtual conference. He even saw it as an opportunity to learn new things by streaming educational sessions he couldn't have attended in a real-time atmosphere with discussions

on various topics running concurrently. The advantage to that scenario and the one
that makes it his preferred choice is the interaction with peers and colleagues. He relies on word-of-mouth to attract new business, so the "meeting season" when growers and vendors come together around the state is vital. Nearly 300 exhibitors set up for the trade show associated with the conference, which consistently maintains a waiting list for space.
"I do like in person," Holder said. "I've talked to two other people in the lobby that if I'd watched online, I wouldn't have talked to. We don't know what's going to happen this coming year. It might be how last year ended up. If we have to get back to online, that works, too. Online is fine but we don't need to be hindered socially."
Some 3,000 other people apparently shared his view. That's how many registered to attend the 2022 conference, bringing the association close to its 2019 peak of 3,700, said Bill Brim,

"I think the show is great. I'm just so glad we're back at it. This has been such a good venue to come back in here and be involved and see people you haven't seen in a while," he said.
COVID made it possible for the association to blend the virtual and the real for some safe facetime this year. With the Omicron variant of COVID creating a post-holiday surge in infection numbers statewide, the association created a spacious registration area with self-service iPads that reduced staff contact.
They also utilized smart phones to scan QR codes printed on the name badges of show-goers attending educational sessions, thereby eliminating extensive paperwork and capturing an accurate attendance log for credit purposes.

in the mechanics of the conference, "COVID kind of jump-started that," said Chris Butts, executive director of the Georgia Fruit and Vegetable Growers Association.
The focus on technology wasn't just behind the scenes. Several sessions put it frontand-center, including a Saturday morning discussion of precision ag and advances in drone technology.
A social media boot camp offered expert advice on growing a farm's social media presence and how to interpret social media analytics, while a Photography 101 course in the roadside markets track offered professional tips for telling the story of farming with images.
