The American Rescue Plan Act of 2021 provides historic debt relief to socially disadvantaged producers including Black/African American, American Indian or Alaskan native, Hispanic or Latino, and Asian American or Pacific Islander.
USDA is now reviewing and working to gather feedback to implement the act, and more guidance will be forthcoming for socially disadvantaged borrowers with direct or guaranteed farm loans as well as Farm Storage Facility Loans.
As information becomes available, it will be provided directly to socially disadvantaged borrowers and stakeholder groups representing them, posted on farmers.gov, and shared through social media channels, email newsletters, and the media. 1. Who qualifies for this debt relief?
Any socially disadvantaged borrower with direct or guaranteed farm loans as well as Farm Storage Facility Loans qualifies. The American Rescue Plan Act uses the 2501 definition of socially disadvantaged, which includes Black/African American, American Indian or Alaskan native, Hispanic or Latino, and Asian American or Pacific Islander. Gender is not a criterion in and of itself, but of course women are included in these categories. 2. I qualify as socially disadvantaged, but I am not late on my payments. Do I still qualify?
Yes. Any socially disadvantaged borrower with direct or guaranteed farm loans as well as Farm Storage Facility Loans qualifies. 3. When will qualified borrowers begin to see a loan pay-off or other payment?

Forestry Matters: Be on the lookout for invasive cogongrass

One cannot help but relish springtime in Georgia, as trees, plants and flowers burst with colorful new growth. Allergies aside, it's a great time to be outdoors and an excellent time to take stock of the landscape's features and health.
How are your trees doing? Spring can be a good time to visually identify and cut out any dead branches or stems. Better overall structure can be established by pruning, and it helps the tree seal off the wound where the dead branch was. April is a good month to test your sleuthing skills and help the GFC identify an exceptionally noxious, invasive weed that is flowering across the state. Cogongrass was first introduced to the U.S. near Grand Bay, Ala., in 1911 via seed packing material in shipping containers. It is dangerous because it suppresses and eliminates natural vegetation, thereby reducing tree and plant regeneration, wildlife habitat, forage and ecological diversity. It is also highly flammable because of its dense mats, which contribute to hazardous wildfire and prescribed burning conditions. Once established, it's difficult to eradicate because of its tremendous root systems, which must be eliminated.
Cogongrass has been found primarily in South Georgia, but it's capable of growing in many conditions, with the exception of saturated soils. It likes full sun as well as shade and invades forests, pastures, old fields, roadsides, utility rights-of-way, and ditches. The grass spreads through both rhizomes and seed production. Since its introduction, it has become widespread throughout Alabama, Mississippi and Florida and has moved into Georgia and South Carolina.
Here is where your help is needed learn how to identify cogongrass! Its most recognizable feature is the fluffy white seed heads that are produced in spring (March-June), immediately following grass "green-up," which happened later this year due to a cooler fall and winter.
These seed heads are cylindrical in shape and between two and eight inches long. Cogongrass is the only warm season grass that produces cotton-like seeds in the spring. When not in the flowering stage, the roots are the plant's most identifiable feature. Cogongrass has sharp-pointed, scaly rhizomes with a very dense root system that usually grows in a circular-shaped pattern. Cogongrass grows in a circular pattern, and although not a sole identification feature, the grass also has an off-centered midrib on a long leaf blade measuring one to five feet.
The GFC is taking a proactive approach to eradicating cogongrass in Georgia, and in 2004 formed the Cogongrass Task Force, composed of a diverse group of government and private agencies and groups seeking to detect and eradicate this plant from our state. The forestry commission has begun the 15th year of its campaign to fight the exotic, invasive weed known as cogongrass. Forty-three new detections were confirmed from Jan. 1, 2021, through March 17, 2021, in Georgia, bringing the statewide cumulative total to 1,501 cogongrass spots. This number is moderately higher than the 31 detections made during the same time period in 2020. All new sites are in the southwest and southern regions of the state. Spot size this year has ranged from 0.01 acres to 5.0 acres, with an average of 0.21 acres.

Anyone suspecting they have seen cogongrass should report it to their local GFC office https://gatrees.org/about/county-contacts/ or report it here: http://www.gatrees.net/forest-management/cogongrass-report/index-WPEngine.cf. The site will be inspected by a GFC forester and if confirmed to be cogongrass, a chemical eradication program will be initiated at no expense to the landowner. In the meantime, avoid mowing or disking through or near a known or suspected cogongrass spot, since this could move seed or root fragments to other areas.
In addition, the GFC has a program in place to award the person who submits the most positive cocongrass detections in 2021. All landowners and resource professionals, especially in pine
woodlands, are encouraged to search for cogongrass during this calendar year. Your efforts can make a positive impact on the health and sustainability of Georgia's valuable forestland.

Chocolate-covered Strawberry Brownies
Borrowed from Calhoun Produce, Ashburn
Ingredients 1 box brownie mix, plus ingredients
called for on box 1 1/2 c. halved strawberries 2 1/3 c. semisweet chocolate chips 1 c. heavy cream
Directions Preheat oven to 350 degrees Fahrenheit and line an 8in-x-8in pan with parchment paper.
Make brownies: Prepare brownie batter according to package instructions. Pour batter into prepared pan and bake until a toothpick inserted into the middle comes out with only a few moist crumbs, 25 to 30 minutes. Let cool completely in pan, then top with strawberries.
Make ganache: Place chocolate chips in a medium, heatproof bowl and set aside. Heat heavy cream in a small saucepan over medium heat. When bubbles begin to break the surface around the edges of the pan, turn off the heat. Pour the hot cream over chocolate chips. Let sit for 5 minutes, then whisk constantly until the sauce is smooth. Pour over the strawberry layer. Refrigerate brownies until the ganache has set, about 15 minutes. Slice into squares and serve cold.

building and wondered how they got full grown trees planted around it so quickly? Last week, I visited Bold Spring Nursery outside Hawkinsville to find out how it's done. Founded in Monroe, Bold Spring Nursery moved to Pulaski County more than 10 years ago and produces a huge variety of trees and shrubs used in landscapes throughout the Southeast. I watched their Caterpillar tracked loader with a hydraulic tree spade dig up an entire row of willow oak trees. After each tree's limbs were wrapped to prevent breakage, the machine pulled up to each one, opened its jaws, and began to dig into the ground around the tree to a depth of about five feet. Then, the loader picked up the tree and pulled it straight out of the ground, roots and all. The "root ball" was wrapped in burlap so it could be kept safe and moist for the ride to its new home. When the huge loader's rear end began to lift off the ground, I found out each one of those trees weighed almost 10,000 pounds.
