Macon State Farmers Market serves as one of four mass vaccination sites in Georgia

On the budget chopping block just a year ago as the state contemplated deep cuts in the face of an ongoing public health crisis, the Macon State Farmers Market has found new purpose serving as one of four mass vaccination sites in Georgia.
On Feb. 18, Gov. Brian Kemp set a goal of administering 22,000 COVID-19 vaccinations per week when he announced the launch of the four sites in Macon/ Bibb, Dougherty, Fulton and Habersham counties.
According to a spokesperson for the Georgia Emergency Management and Homeland Security Agency, the Macon Market has the capacity to deliver up to 1,100 shots per day. On Feb. 27, Kemp's office announced that 5,199 vaccinations were administered at the market during its first five days in operation. The combined weekly total for all four sites was 18,667.

That was a possibility GDA administration didn't

to utilize portions of the market, forming a partnership

that saved the site from permanent closure. GEMA

was using a large warehouse facility on the site prior

to locating a drive-through vaccination clinic in one of

three open-air sheds there.

USDA sees mixed bag in economic forecast for U.S. agriculture

The United States Department of Agriculture's annual Agricultural Outlook Forum last month offered a glimpse into what producers should expect in 2021 exports. Despite overall optimistic projections, Georgia agricultural commodities may see a mixed bag of growth and uncertainty in the global markets this year as the world moves out of the shadows of the COVID-19 pandemic.
Seth Meyer, the chief economist for USDA, said on Feb. 18 that global markets for U.S. ag products appear good after a more robust than expected export market last fall.

"The strength of our export markets was made clear especially in the second half of 2020 as global demand for our corn, soybeans, and many other commodities surged, pulling prices to multi-year highs and supporting a sharp rise in crop cash receipts," Meyer said. "In 2021, we expect the strong export demand and favorable price conditions to continue, supporting increases in acreage and production for the primary crops as much as the weather will allow."
China, one of the United States' largest agricultural trade partners, will certainly have a role to play this year. For example, corn and soybean prices rose significantly during the last quarter of 2020 due to demand from China and low domestic

stocks. Meyer said average prices for corn and soybeans are projected at seven-year highs.
However, those high prices will have a ripple effect across livestock commodities in the U.S. and Georgia. Higher grain prices, mainly corn used in feed, will cause a drag on livestock markets.
Terry Danforth, a hog producer in Cook County, said he already sees the effect from higher grain prices.
"The fact is that corn is up, and it hurts the livestock people," Danforth said. "We do both, we raise grain and hogs, but we also have to buy a lot of corn. These grain prices are hurting us, the cattle feedlots, and the poultry industry. The row crop farmers need it, but it's hurting us."

Danforth, a member of the Georgia Pork Producers Commission, said pork exports look good this year thanks to continued demand from China and other Asian countries, where African swine fever has decimated hog producers.
Danforth said the best way to hold prices is to control supply, but that is easier said than done as producers look to profit in an upmarket by increasing production.
"Futures look really good now, but what we don't need is for everybody to start expanding, and they will," Danforth said.

GDA Laboratory Division puts the awareness in buying for every Georgian

Whether from the gas pump or the field or the grocery store shelf, the Laboratory Division of the Georgia Department of Agriculture performs a critical role in keeping consumers safe and ensuring labels are true to what is inside the packages they buy.
Technicians in the seed, food, and fuel labs in Tifton and Atlanta process thousands of samples annually.
Food labs More than 7,000 samples were processed
last year by the state's food labs, said Dana Shell, food lab program director.
"Our samples are pretty much anything that's made in the state of Georgia, sold in the state of Georgia, produced in the state of Georgia, or warehoused in the state of Georgia," Shell said. "It could be anything you can buy at the grocery store. If you walk into any store as a consumer, those products are vul-

nerable to being inspected." One part of the lab focuses on dairy prod-
ucts while the other focuses on food. Protocols and tests vary as widely as the products, but the technicians look at safety and quality assurances. For example, milk is regularly tested to ensure pasteurization and look for contamination or excess water. The lab also checks milk and other dairy products to ensure that the labels showing low-fat content are correct.
If a sample tested does not meet safety or quality standards, the food lab will let inspectors know. They take the test results to the manufacturer for resolution. That resolution can come in different ways, from a recall of the product to a shutdown of operations until the quality problem is solved. Shell added that in most cases, regulators and manufacturers work together to solve a problem.

Ingredients 1 cup butterscotch chips cup creamy peanut butter cup salted peanuts 2 cups chow mein noodles
Instructions Pour the butterscotch chips and peanut butter in a medium microwave-safe bowl. Cook on high for 20 seconds. Stir the mixture. Cook on high for another 20 seconds and stir. Repeat this

process until the butterscotch chips are melted and mixture is smooth. (Ours took a total of 2 minutes.) Alternately, you can melt the mixture on the stovetop in a double boiler.
Add the peanuts and noodles to the peanut butter mixture. Gently stir until all of the noodles and peanuts are coated.
Drop by forkfuls onto waxed paper. Cool until set.

Cook Georgia Grown: Corned Beef and Cabbage
(or, Chef Holly's Old-Fashioned New England Boiled Dinner)

Ingredients 1 home-cured or store-bought corned beef
brisket (preferably flat cut) cabbage, cut in 1-to-2-inch wedges 3 large carrots, peeled, cut in 1-inch pieces 2 medium to large sweet onions, peeled, cut in
2-inch pieces 10-to-12 small red potatoes, cut in half

Directions In a large pot, place corned beef brisket and, if store bought, the pickling spice included in the package. Fill pot with enough water to cover by about half an inch. Bring water to a boil, then lower to simmer and partially cover with a lid. Cook for about 2-to-3 hours or until just fork tender.
Add vegetables to the pot and continue to cook at a simmer until vegetables are tender, about 30 minutes. Remove corned beef brisket from the pot onto a cutting board. Remove any unwanted large portions of fat attached. Slice meat against the grain.
To serve, place a few slices each of corned beef in shallow bowls. Place some of the vegetables in each bowl with a slotted spoon and add some of the cooking liquid.
Serve as is or with mustard or horseradish as an accompaniment.
Serves about 6 people depending on the size of the brisket.

Home-Cured Corned Beef

Ingredients 1 4-to-6 lb brisket (preferably flat cut)
Brine 1 gallon water 2 cups Diamond Crystal Kosher salt or 1 cup
Morton's Kosher salt 3 Tbsps pickling spice 5 tsps pink salt, also called Prague powder
(pickling salt, not Himalayan pink salt) cup light brown sugar 1 small cinnamon stick

Directions In a large pot, bring all ingredients to a boil, then immediately remove from heat. Let cool to room temperature, then refrigerate until well chilled.
In a container large enough to submerge brisket, place brisket and enough brine to cover completely.
Refrigerate 5-to-6 days or until meat turns pink. Remove from brine just before cooking.

Atlanta Farmers Market tenants adapt to business in a pandemic

From adversity comes opportunity. Food distributors at the Atlanta State Farmers Market saw the most unusual year ever due to the COVID-19 pandemic. Institutional customers like schools and restaurants were forced to close. Other customers flourished due to disruptions in parts of the food supply chain or customers' preferences to shop differently. And in the mix were food relief programs where the federal government became the largest buyer of produce. Through it all, the refrain for 2021 remains cautiously optimistic. Robert Poole, a salesman at Athena Farms, said that his company and others at the farmers market have no choice but to adapt. "There's no magic combination, and it's a lot of hard work," Poole said. "In some ways, we've worked hardest this past year for less reward than we have in a long time. I think that's the way for everybody because every which way you turn, there's a hurdle." When the pandemic shut the economy down, a lot of Athena's restaurant, catering, and hotel business went away. "There were big chunks of our business that went from a nice volume to nothing overnight," Poole said. Once things began to reopen, Poole said his company focused on customer service to stand out from competitors. He said the market pie got smaller, and they had to work harder to get a slice. Poole said Athena is not the largest produce distributor, but their smaller size allows them to move quicker to meet customer needs. An example he gave was allowing restaurants to order as late as 11 p.m. for next-day delivery. "The secret to success in this situation is to be nimble," Poole said. "For some of our competitors and how they are set up, they would need that same order earlier." The USDA's Farmers to Families Food Box Program started in June to help farmers get their produce to consumers. Several produce distributors at the farmers market participated in the program by procuring, packaging, and distributing food. According to Paul Thompson, director of the Georgia Department of Agriculture's Marketing Division, the food box program not only met immediate needs

but also opened new networks to participating distributors.
"I would tell you that the vendors are strong and able to adjust to current situ-

ations quickly," Thompson said. "Examples being those who have participated in the Farmers to Families Food Box Program and how that has morphed into

a new business model for them even outside of the original program, and those who have had to make a quick transition from heavy food service to some level of retail."
Poole said that is what happened with Athena Foods. He said the Farmers to Families program helped them navigate the worst part of the pandemic.
"What was nice was that some of the nonprofits that we have developed relationships with are continuing to get boxes from us and buy them from us," Poole said. "Rather than us doing the boxes and the government paying for it, we have some nonprofits that are funding the program. That's been a new revenue stream to us that was not here before the pandemic."
Cliff Sherman at Sunbelt Produce said there was a lot of uncertainty at the start of the pandemic for his company. His customers were a little different than Athena's. Sunbelt's restaurant business is about 20-25 percent, with the rest being small, independent grocery stores.
"When it first hit, we were looking for problems," he said. "We had plans in place for slowdowns and layoffs and backing off what we brought in. Then it did the opposite, and we had one of the best years we ever had."
Sherman credited his diverse customer base for helping his company. While restaurants closed or cut back significantly, his mom-and-pop customers did well during the pandemic and made up the difference and more.
"For us, spring is busy. It starts end of March, or first of April, so we were thinking, `Lord, what is going to happen now?'" Sherman said. "And then the mom-andpops went bananas. People didn't want to go to the big chain stores because they didn't want to be around a bunch of people, so it was wild."
Although COVID considerations continue to bring challenges to the produce business in 2021, Sherman said he is looking forward to the year, albeit with COVID protocols remaining in place.
Sherman said it was a difficult time keeping up with orders and shipments last year, so he had his wife and two children working with his employees for a time at the farmers market.
"For my business, I hope I know we are going to have a good year. Last year was a freak," Sherman said.

the Tallapoosa and the Apalachee, to the Ocmulgee and the Altamaha and Big Horse Creek. If it took you a couple of times to work through a few of those names, you're not alone. Down a country road between two major highways in Upson County, there once sat a community known as Hootenville. There, next to a brand new bridge across Auchumpkee Creek, sits one of the last covered bridges in the state of Georgia. At 120 feet long, the bridge has aided travel since it was built in 1892. The original construction cost was $1,199, which is about how much it would cost to paint a bridge nowadays. Like the much longer Watson Mill Bridge near Athens, it was built using the town lattice construction method, with interior beams held together by hand-hewn wooden pegs. The bridge was restored in 1985 by the Upson Preservation Commission, but nearly destroyed during the Flood of 1994. Three years later, the bridge was restored again by the Georgia Department of Transportation.

In 2020, the USDA estimated that Georgia exported about $3.8 billion worth of ag products, almost $1 billion more than in the previous year. That will be tempered by several factors this year, with China providing the most impact.
Munisamy said one factor that helped Georgia ag exports is the Phase 1 trade agreement China signed with the Trump Administration in January 2020 that obligated China to increase purchases of U.S. agricultural products. The Phase 1 agreement was a pause in the overall trade disagreement between the two countries and will expire at the end of this year.
Among Georgia commodities that ben-

efited from Phase 1, pecans showed the most significant jump in exports. Munisamy explained China hit pecans with retaliatory tariffs as part of its trade war with the U.S in 2018. Chinese consumers resumed feeding their appetite for pecans after the trade agreement was signed, and exports there have doubled since 2019, Munisamy said.
Georgia poultry is another commodity that did well in the past year as Chinese consumers looked for alternative proteins to domestic pork. Munisamy said poultry exports look to stay strong this year. China will still buy American pork, but Munisamy said that it is unknown how long price and demand will stay at the current level.
Munisamy said Georgia cotton, the

state's largest row crop, suffered an abrupt collapse in early 2020 but made a remarkable recovery by the end of the year. He attributed cotton recovery to stores reopening as the year progressed.
"There's been some catch-up buying because everybody had their malls shut down, but now they are slowly opening up, and sales are picking up," Munisamy said. "It's been unusual for the first few months of 2021, but that's catch up from the fact we didn't buy much last year."
Munisamy added that along with COVID-19 and the weather concerns, a new uncertainty for cotton this year is a U.S. import ban on cotton originating from the Xinjiang region in western China.
The Trump Administration placed re-

strictions on Xinjiang's cotton imports on Jan. 10, citing human rights violations and accusations of China using forced labor in harvesting and producing cotton. The ban includes not only raw cotton, but any finished product made from Xinjiang cotton.
Munisamy said the U.S. projected a three percent increase in China's foreign cotton demand before the ban was announced.
"There is some uncertainty as to how much we can send to China cotton-wise because we're not buying back stuff coming out of Xinjiang," Munisamy said. "It's a roundabout story. We sell cotton to them, and then they sell apparel to us. If we limit our imports of apparel, then they will limit their imports of cotton."

Lab in Tifton process samples of seeds of all kinds and anything sold in the state for planting. They finished 2020 having tested over 20,000 samples. The new year started with their busiest season leading up to spring planting.
And because peanuts are the largest crop in the state, most samples the seed lab processes in the first half of each year are for Georgia's best-known groundnut, according to Dedria Smith, program director of the seed lab in Tifton.
Smith and her staff also certify peanut seeds for Florida, Alabama, and Texas.
Grass seed testing is another service anyone buying grass seed at their local hardware store can appreciate. Every bag has a seed analysis certificate that shows the grass seed was sampled and tested for germination and weed content.
However, Smith said consumers could overlook the analysis label.
Smith told a story of an older gentleman from North Georgia who called her to complain. He planted Kentucky 31 fescue but had different types of plants coming up in his yard.
"He sent me the analysis tag, and we looked over it with him," Smith said. "That sample was labeled with three and a half percent orchard grass, so he wasn't aware of looking at the analysis tag and seeing what he was buying."
The lab tests seed germination in chambers where temperature and humidity are controlled to induce the seeds to sprout.
The technicians then look for variables in a seed's sprout and structure and, in the case of grasses or forage crops, check for weed contamination. If the seed meets state standards, the sample receives a certificate that gives farmers and consumers some assurance that they know what is going into the ground.

Fuel lab As its name suggests, the fuel and oil
lab tests fuels used in commerce. State Fuel Chemist David Au said the lab processed 9,142 fuel samples in fiscal year 2020 (July 1, 2019, to June 30, 2020). The lab is on track for about the same number this year, having tested 4,137 samples since July 1, 2020.
Au noted that except for Christmas and New Year holidays when many people travel

and commercial traffic is up, the lab's workload is steady throughout the year. Fuel inspectors pull all samples, whether for routine inspections, resampling, or complaints.
Routine inspection sampling accounted for about three-fourths of the Fuel Lab's work, followed by resampling at 11 percent. Fuel samples from complaints accounted for eight percent, Au said.
The lab tests for octane levels and to make sure fuel is free from contaminants. Similar checks are made on the wholesale level for fuel delivery trucks and at storage terminals.
The fuel lab also tests diesel fuel for flashpoint, the temperature where a liquid

changes the air pressure around it. For diesel, that range is between 125 and 180 degrees Fahrenheit.
