Black: `Help is finally on the way for our farm families'

State will begin accepting applications for Hurricane Michael relief March 18

Nearly 18 months after Hurricane Michael struck at the heart of Georgia agriculture, producers in 95 affected counties can finally look forward to a share in federal relief dollars to help them rebuild, repair and replant.
In a joint press conference with Gov. Brian Kemp at the State Capitol Feb. 26, Georgia Agriculture Commissioner Gary W. Black announced that the department reached a long-awaited agreement with the U.S. Department of Agriculture for the disbursement of $347 million in disaster aid to address losses suffered by timber, dairy, beef, poultry, fruit and vegetable, and pecan producers. The Georgia Farm Recovery Block Grant program also includes a plan to address certain losses for uninsured infrastructure.
"No one will approach being made whole, but our hope is that these resources will help restore a measure of confidence in the marketplace," Black said.

A three-week enrollment window will open March 18 and close at midnight on April 8. Applications will be accepted online only at the GDA's dedicated website, www.FarmRecovery.com. Black encouraged affected producers to visit the site prior to March 18 for a checklist of required documentation (also included on Page 15 of this issue) and for updates on the program.
Black said he anticipates disbursing funds to qualified producers in two payments.
"Our goal is to move swiftly" once the application period closes and demand is calculated, he said. "When I say swiftly, I like to believe this will be a spring-time activity. I certainly don't want to go into other seasons of the year before we're finished."
By most accounts Hurricane Michael's winds were still well above 100 mph when the storm crossed into Southwest Georgia on Oct. 10, 2018. Michael was a Category 5 storm at landfall, as measured on the Saffir-Simpson wind scale, with maximum sustained winds of 160 mph. Though

Forestry Matters: Applying for the Farm Recovery Block Grant

As you've likely heard and are reading about elsewhere in the Market Bulletin, federal aid designed to help farmers and forest landowners impacted by Hurricane Michael has been rolled out under the Georgia Farm Recovery Block Grant. Tree farmers in 95 Georgia counties could be eligible for assistance. The sign-up window is short March 18 to April 8 and will be handled entirely online at www.farmrecovery.com.
There, forest landowners can create an ac-

count and apply for assistance for each of their land parcels. Two types of funding will be available for timber: Comprehensive or Self-certification. Comprehensive will have a higher per-acre payment rate than self-certification but will require additional documentation, such as an IRS 4684 Casualty Loss Form. The exact per-acre payment for each funding level will be based on the overall demand for funding.

Enrollment portal is open to prospective hemp processors seeking state permitting GDA, USDA working to approve plan for grower licenses

On March 2, the Georgia Department of Agriculture activated its online application portal for those desiring to process and handle hemp at any location in Georgia. The Hemp Processor Permit Application can be found online at www.agr.georgia.gov/georgia-hempprogram.aspx.
Any person processing or intending to process hemp must have a valid Hemp Processor Permit before receiving, processing, handling or storing hemp. A valid permit means the permit has been issued and is unexpired, unsuspended and unrevoked. Processor permits are issued annually. The initial permit fee is $25,000. The annual renewal fee is currently set at $10,000.
As part of their applications, processors must submit to the state department of agriculture supporting documentation as outlined in

the Georgia Hemp Processor Permit Application Guide printed on Page 14 of this issue and posted online at www.agr.georgia.gov/georgia-hemp-program.aspx.

The GDA and USDA are still working out details of the state's grower license program. Updates on that process will be posted online at www.agr.georgia.gov/georgiahemp-program.aspx.
The 2014 Farm Bill made limited allow-

ances for hemp cultivation. The 2018 Farm Bill fully legalized hemp as a commercial crop under regulation by the USDA or individual state departments of agriculture. In Georgia, growers and processors must be licensed by the Georgia Department of Agriculture.
Hemp is defined as the Cannabis sativa L. plant and any part of the plant, including the seeds and all derivatives, extracts, cannabinoids, isomers, acids, salts and salts of isomers. Whether growing or not, the plant must have a tetrahydrocannabinol (THC) concentration of no more than 0.3 percent on a dry-weight basis to comply with the Georgia Hemp Farming Act.
Essentially the same plant as marijuana, the distinction lies in the concentration of THC, the primary intoxicant in marijuana. Federal law defines Cannabis sativa L. as hemp when it contains less than 0.3 percent THC by dry weight. The THC content of marijuana typically ranges from five to 20 percent.

My Tractor Story: One thing leads to another

One of Hamilton Halford's earliest memories of the farm was mowing a pecan orchard with a John Deere 620 Orchard Special, a rare tractor very few people have ever seen. After graduating from school and working for a few years, he began to look for that 620 from his childhood. The hunt led him to other rare pieces including an orange John Deere 330 with mower. All John Deere 330s are rare. Less than 1,800 were made from 1958 through 1960. Seventy-six were painted yellow, four were red, and only two were painted orange. A man from Tennessee once asked Halford if he knew anyone who might be interested in buying a 330. He said he might be. When he got there, he saw orange beneath the peeling paint of that 330. Halford learned that the tractor was originally painted orange when it was used to mow rights-of-way in Ohio in the 1960s. He restored it to its original color and equipped it with a mower, just like it would have been back then.

Cook Georgia Grown: White Chicken Chili

This recipe is the winning entry from Brooks County High School in Quitman for the annual high school Student Chef Competition held at Helms College in Macon on Feb. 20. The students used Georgia-grown ingredients such as red onions, Jalapeno peppers, tomatoes and green bell peppers. They will take this recipe to the Southeast regional competition on May 7 and 8 in Louisville, Ky.
Ingredients
Chili: 15 oz or about 8 pieces chicken 1 Jalapeno pepper 3 garlic cloves 24 oz chicken broth (low sodium) 15 oz Cannellini beans 6 oz diced green chilies 1 Tbsp Cumin, ground tsp salt, kosher tsp black pepper tsp red chili flakes tsp Cayenne pepper oz margarine cup cilantro (save half for salsa)

Pico de Gallo salsa: 1 medium tomato 2 cups red onion cup green bell pepper 2 Tbsps cilantro 1 Tbsp lime juice
Garnish: 4 oz avocado 1 oz shredded yellow cheese cup sour cream 1 oz fried tortilla strips, spinach and white
Directions
Preheat oven to 350 degrees F to roast chicken pieces for 20-30 minutes.
Blend cup of beans with a splash of chicken broth in a frying pan. In a sauce pot or steam kettle, add margarine and heat over medium-high heat to warm, then add onion, jalapeno, green chilis and saut for 7 minutes or until softened.
Remove bones and place chicken in

oven and heat to 165 F.
Add garlic to the sauce pot and saut for 1-2 minutes. Add the chicken broth, chicken and beans in the sauce pot, stir, then add lime juice, cumin, oregano, salt, pepper, red chili flakes, cayenne pepper and bring to a boil. Allow mixture to boil gently for 7-10 minutes. Add water to thin chili as desired. Add half of the cilantro and boil for 1 minute (the rest will be added to the Pico de Gallo salsa).
While the chili cooks, prepare the Pico de Gallo salsa for garnish. Combine diced tomato, onion, bell pepper and in a bowl with lime juice and reminder of cilantro. Let sit.
Serve chili with Pico de Gallo, sour cream, sliced avocado, shredded cheese and tortilla strips. Serves 6.

Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting our No. 1 industry agriculture! My family lives below the Gnat Line, aka the Atlantic Seaboard Fall Line, where the Piedmont meets the Coastal Plain. Many important Georgia cities are located on the Fall Line Augusta, Macon and Columbus, for example. These towns were settled because river-going vessels could carry their cargo only so far inland before they hit rocky outcrops, like the shoals near Juliette. Sandersville, Toombsboro and Dry Branch gained importance with the discovery of what's underneath the Fall Line, a mineral called kaolin. I talked to an engineer at the KaMin mine near Sgoda the other day about kaolin's uses. It gives paper its glossy appearance on magazine covers. Kaolin is also added to paint and ink to give them a longer lasting color. Kaolin is used in wires, cables, plastics, car tires, cement, receipts, lottery tickets, pharmaceutical and cosmetic products. Because 30 people a year trespass in mines and lose their lives, the folks at the Georgia Mining Association have an important message: Stay out! Stay alive! That's good advice to keep in mine!

Guest Column: How 'bout them apples?

Up until about five years ago I had never really given much thought or consideration to apples. I was born with horticultural genes inherited from my mother and grandfather, but apples were green and tart or red and sweet to me. I knew more about the various devices bearing an apple logo than the history and intricacies of apples. That all changed when my wife and I bought our house that happened to come with 20-some apple trees of various varieties.

ters like "King David," "Jonathan," "Grimes Golden," "Lady" and others. And just like characters in a good book these varieties came with interesting histories, flavors and personalities.
The history of "Grimes Golden" is particularly well documented. The best information is that a pioneer settler, Edward Cranford, planted an orchard from seeds in Brooks County, W.Va., around 1790. The farm was sold to Thomas Grimes in 1802, who found one particular tree that produced a fine, golden fruit with excellent quality and keeping ability. These qualities led to it being replicated by grafting with entire orchards being planted for commercial purposes.
Eventually the original "parent" tree met its end in 1905 when it was blown over with a full load of nearly ripe apples. The tree was so important that gavels were made from the wood of the old tree and given to prominent men in the area. And to this day there is a granite monument where that old tree lived on State Route 27 two-and-a-half miles east of Wellsburg in the Grimes Golden Apple Park.
The apple has high genetic variability which is part of the reason why we have more than 7,500 known varieties and cultivars, many of which are chance seedlings. At one point there were close to 1,600 cultivars grown in the South. In 2010 the genome of "Golden Delicious," whose parent is "Grimes Golden," was sequenced. It contained about 57,000 genes, the highest number of any plant genome studied to date and more genes than humans.
Since apples must be cross-pollinated, we cannot plant the seeds from that fruit and expect the variety to have the same characteristics of the mother tree. So when a desirable variety is discovered, or bred in more modern times, cuttings from that tree are taken and propagated asexually. This type of propagation, also referred to as clonal, can be done by rooting these cuttings but most often it is through grafting. Grafting is a horticultural technique that attaches the desired variety or scion to a rootstock or branch to another variety. So the "Grimes Golden" in my backyard is an exact clone of the original tree that was planted as a seed around 1790 and died in 1905.
If you are interested in learning how to graft, Cherokee County Extension will be hosting two apple grafting sessions on Thursday, March 26 at the Ball Ground Community Center. Classes will be from 2 p.m. until 4:30 p.m. and 5:30 p.m. until

8 p.m. Each session will start with a lecture on the science behind grafting and will then be fully hands-on.
Participants will be provided with all the materials needed to graft including five semi-dwarf rootstocks and a wide variety of scions to choose from. So if you would like to acquire a "Grime's Golden" or another of the 46 varieties that will be available, don't miss out on this class.
This type of propagation sounds advanced. I assure you it is quite simple. Last year we had 62 people attend our grafting class from across the state and all but a handful had no prior grafting experience. In following up with everyone since last year the average success rate of the grafts was 80 percent.

Farmers that have suffered losses to infrastructure, timber, beef, dairy, poultry, fruit and vegetables or pecans due to Hurricane Michael will be eligible to enroll in Georgia's Farm Recovery Block Grant at farmrecovery.com

PLEASE NOTE: GDA is in the process of finalizing an agreement with USDA to implement the Georgia Farm Recovery Block Grant. Until a final agreement has been reached, GDA cannot provide any additional details regarding the program. As soon as USDA and GDA finalize the terms, GDA will announce the dates for the enrollment period and provide additional information on the specifics of the program. Until then, please consult the application guide below regarding helpful tips to begin preparations to apply for the Georgia Farm Recovery Block Grant.

Farmers in 95 counties are eligible, please see the map at right.

The enrollment process will take place entirely online at farmrecovery.com. Once the application opens, eligible producers should create a farmrecovery.com account to add required information and upload documents. Applicants can save their application to finish later throughout the three-week enrollment period. Please monitor farmrecovery.com for more information on the application dates and deadlines.

Georgia Grown Profile: Big Daddy Biscuits

Lauren Janis is the owner of Big Daddy Biscuits, an Atlanta-based company that makes all natural and organic dog biscuits. Janis first got the idea to start her own dog treat business from her niece and nephew while looking to take her career in a new direction. Her niece and nephew tossed around a few names and felt that "Big Daddy Biscuits" was the perfect name for the business since Janis' rescue dog named Big Daddy would be the head dog in charge, taste-testing all of the products.
This is a non-discriminatory dog biscuit company as one of her goals was to create treats that all dogs would be able to eat.
"I say that dogs are like people," she said.

"We don't eat everything."
Therefore, all treats available for purchase contain simple ingredients. Janis regularly visits farmers markets and feels that if she has the luxury of knowing where her food comes from, owners and their beloved pups should be granted the same opportunity. Her products contain benefits that vary from bettering a dog's digestion to curbing its bad breath or flatulence.
The treats are made with or without grain, including a grain-free peanut butter that

takes only four ingredients to make. Turkey bacon or crunchy peanut butter flavored biscuits are also offered if you're looking for treats that contain grain.
"As my mother once said, if you were stranded and needed something to eat, these would help you sustain yourself," Janis said.
She launched Big Daddy Biscuits as a vendor at the Marietta Square Farmers Market. Other vendors there encouraged her to become a member of Georgia Grown, the marketing and eco-

nomic development initiative of the Georgia Department of Agriculture. Janis found that a membership gave her the chance to learn how to promote her business and gain more support in numerous new ways, so she jumped at the opportunity. Janis said being a member of Georgia Grown is an honor, and as a plus, her customers love seeing the Georgia Grown logo on her products, adding another level of pride in what she does.
"To be able to shout to the world that we are from Georgia, have the support of a community and our state that wants to help small businesses flourish...and having the encouragement and resources to help us grow and succeed is just amazing," Janis said.

the storm weakened rapidly as it tracked inland from Donalsonville, it destroyed what promised to be a record cotton crop worth an estimated $300 million-$800 million. Timber accounted for $1 billion of the $2.5 billion in damages to farming interests.
Within weeks of the storm, former Gov. Nathan Deal called the General Assembly into special session to approve a $270 million disaster aid package that included $55 million in direct loans to affected producers. The General Assembly funded an additional $20 million worth of loans under Kemp's leadership in early 2019.
Black said 276 loans averaging $280,000 per producer came out of those allocations, and many of the recipients would not be farming today if it weren't for that initial action.
Rep. Sam Watson, R-Moultrie, a vegetable grower and member of the House Agriculture and Consumer Affairs Committee, said the federal block grant program offers hope to that population of producers who were unable to participate in the state's loan program.
"The ripple effects of this are going to be tremendous," Watson said. "Good things come to those who wait, and I think this is going to be great for not only the farmers but for local communities and it will be another step in rebuilding because we're going to be rebuilding for a long time."
State Rep. Tom McCall, R-Elberton, chair of the House Agriculture and Consumer Affairs Committee, said the block grant funds will help stabilize economies in rural southwest Georgia and start farm families on the long road to recovery.
"I'm proud for Southwest Georgia to finally get some stability, as little as it may be. It's time. Some farmers lost everything they had in the field and I worry about the pecan people probably more than anybody because it takes a lifetime for a pecan tree to be replanted and then back in production," McCall said.
