Recession, trade wars dominate economic forecast for 2020

UGA kicks off annual forecast series in Macon

MACON Uncertainty in trade and the possibility of recession were on the minds of many in attendance for the first meeting in the University of Georgia's annual Ag Forecast series. The session was held Jan. 21 at the headquarters of the Georgia Farm Bureau.
Sam Pardue, dean of UGA's College of Agricultural and Environmental Sciences, opened the meeting by noting the challenges facing his school. As the Georgia General Assembly began its session this month, legislators are considering significant funding reductions in agricultural research and extension services as part of Gov. Brian Kemp's request for 8 percent less government spending in the upcoming fiscal year to prepare for a possible recession.
On trade, Pardue was optimistic with news last week of the signing of the Phase 1 trade agreement between China and the United States that may signal better days ahead for Georgia farmers and producers.
"I got out of the predicting business a long time ago, but I am at least mildly optimistic we will get truly some impacts that will help commodity pricing," he said.
The numbers seem to back Pardue's optimism. Adam Rabinowitz, UGA professor and Extension economist, noted that pork and poultry are aligned for gains in 2020 due to the reduction of trade tension with China.
Pork exports to China last year were nearly 80 percent higher than in 2018 despite the ongoing trade dispute between the two countries. Domestically, per capita demand is up for pork and new slaughter plants have been built to meet that demand.
Rabinowitz said 2020 could be even bigger.

break of Asian Swine Flu. It has devastated the Chinese pork industry and has spread to some surrounding countries. Farm Ag services project that about 30 percent of China's swine herd has been lost and world-wide production may be down 16 percent in 2020," he said.
Rabinowitz noted poultry should also expect some sales growth overseas as people find it to be a less expensive replacement for pork.

es are calculated from the Australian wild fires. Rabinowitz said Australia, which is a major beef supplier to Southeast Asia, may find it difficult to meet demand from their trading partners.
Commodities such as dairy, fruit, tree nuts and vegetables are expected to remain flat or see modest growth. The forecast for timber and turfgrass remains less clear due to consumer fear of a possible recession that could affect new home construction.

of a possible recession. Dorfman addressed the Ag Forecast gathering by phone from the Georgia State Capitol, where he delivered a similar message to a joint meeting of the State Senate and House Appropriations committees.
Dorfman told the Ag Forecast crowd that recent polls show many people believe a recession is coming. However, consumer holiday spending in the U.S. was up 3.5 percent from the previous year, which Dorfman said was in line with a strong economy.
"That's a sign that consumers are still finding money and willing to put some things on their credit cards," he said.
Dorfman said Georgia's economy remains in good shape, but due to the state's dependence on international trade, there are risks outside the U.S. that could have a significant impact on the local economy.
"Georgia's economy is strong enough to where you should not anticipate a recession unless something happens in the world that would make everybody panic," Dorfman said. "The recession doesn't look like it will just die of old age. Something will have to push it and there's a list of things and we will see whether those things happen or not."
The incidents Dorfman listed that could affect international trade include whatever effects may come from Brexit, a turn in the trade war with China, another Middle East incident like the recent disputes between the U.S. and Iran, and the outcome of the 2020 elections.

Georgia pecan production will still be low compared to pre-Hurricane Michael era, but will be slightly higher than the post-hurricane 2018-2019 crop season, as recovery from Hurricane Michael continues.

There are five major sources of honey produced in Georgia: sourwood, tupelo, gallberry, wildflower and cotton. Honey production overall was average in 2019 for the state, with each source fluctuating slightly above or below average, depending on location.

My Tractor Story: A peanut picker ahead of its time

When Amadas introduced its first self-propelled peanut harvester about 20 years ago, it got a lot of people talking. One of those people was Hamilton Halford, a helicopter pilot for the Georgia State Patrol in Perry who collects rare John Deere machines. Halford, who hails from the heart of peanut territory in Southwest Georgia, asked Billy Ratliff of Plains about the 111. Ratliff worked for the John Deere dealership in Cuthbert and helped farmers set up and run John Deere 111s back in the 1960s.

designed to pick peanuts. Since the 111s were only offered in 1966 and '67, they were also the only

ones in existence for nearly 30 years.

Ratliff told Halford of a farm in Sumter County where a couple of the machines still existed, so off

he went to the farm of Luscious Black in southwest Sumter County, where he found one machine

under shelter and a second out in the weather. Halford

bought both and brought them home to his farm near Perry. He was able to crank the combine that was under the shelter the very next day After replacing a few bearings and belts, the thresher worked too. He even picked peanuts with it in 1997.

Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting our #1 industry agriculture! As you may know, the Georgia State Vegetable is the Vidalia Onion. While I was in Cedar Crossing in Toombs County the other day, I got to see Vidalia Onions being planted. Millions of onion seeds are planted close together in special beds in the early fall and allowed to grow for about two months. The plants are then transplanted to fields throughout the 20-county Vidalia growing area. Onion farmers in Southeast Georgia use a custom-made implement called a pegger to establish a uniform field of 12-inch-wide rows with two-inch-deep holes spaced four-to-six inches apart. A pegger gets its name from the "pegs" welded on its steel wheels. They create holes for the transplanted onion plants as the machine rolls through the field. A pegger is usually installed on a tractor behind a rotary tiller that tills up the ground to make a soft planting bed for the onions to grow in. After the pegger has done its work, one onion plant is placed in each hole by hand at a rate of about 80,000 onions per acre.

Cook Georgia Grown: Georgia Greens and White Bean Soup

Yield: 4-6 servings Ingredients:

1 tsp. dried oregano 1/4-1/2 tsp. crushed red pepper
1 Tbsp. fresh lemon juice

1/4 cup olive oil 1 cup diced onion 5-6 cloves minced garlic 3 Tbsps. tomato paste 8 cups sliced mixed greens, stems
removed and cut in thin shreds (we used 4 cups mustard greens and 4 cups collard greens) 1-qt chicken stock (you can use vegetable stock or water to make vegan) 2 cans cannellini beans, drained and rinsed 2 tsps. salt 1 tsp. black pepper

Directions:
Heat olive oil in a medium pot. Add onions and garlic to pot. Cook over medium heat until onions are translucent. Stir in tomato paste to cooked onions and garlic, blending well. Add shredded greens to pot, stirring to combine. Add stock to pot and increase heat to bring to a boil. Add remaining ingredients and lower heat to simmer. Simmer soup for 20-30 minutes or until greens are tender.

From the Editor: Down the road I go

A funny thing happened on my way somewhere: I discovered a new happy place.
In the interest of full disclosure, I have about 10 happy places scattered from one end of Georgia to the other plus New Orleans, La., and Key West, Fla. I'm a big believer in happy places. And fight songs. Since I was a teenager, Van Halen's version of "Pretty Woman" has been my fight song. Not because I think I am one never have, never will, unless I just happen to wake up tomorrow looking like Sophia Loren circa 1950s-ish. That song just never fails to pull me out of a funk. It's a swagger song, full of brio, exuberance, verve the musical equivalent of that one friend who hollers, "You've got this!" loud enough to shush the inner voice of doubt. We all need that. We also need sanctuary, a place of beauty that soothes the soul. Mine is a pecan orchard along the road that takes me many places I go these days. It's the link between here and home, and

here and just about everywhere else. Or maybe I've just made it that.
There are other ways to go, some faster, or maybe that's because I slow my roll when I reach that orchard. I've seen it in every season, all kinds of weather and at all hours of the day and night. It's just as soothing at 3 a.m. (maybe more so) as it is at 3 p.m.

One day, I kid you not, my radio queued Ray Charles singing "Georgia On My Mind" as I approached that grove. You'll be tempted to revoke my Georgia citizenship when I tell you this, but I generally prefer Willie Nelson's version of that song to Ray's. There's a harmonica solo in the middle that'll make you weak in the knees, if you're prone to such nonsense. Nevertheless, it was a magical moment.
There are many things about that orchard that enthrall me, but the aesthetic that appeals most is the way the branches of the older trees closest to the road arch overhead like children linking hands to play "London Bridge."
I felt sure those branches had fallen to Hurricane Michael and fretted about it until I could get away to see for myself. I can only imagine that my relief to see those trees still standing was nothing compared to that of the farmer they belong to.
Beauty is a by-product of the farmer's work, be it a cotton field in bloom, a green pasture filled with cows or a vintage tractor sitting idle along a fence row. I've tried many times to capture the breadth and beauty of that spot along the road I travel, but my eye and my camera simply aren't up to it.
If there's a place like that on your journey, take a photo and share it with us and everyone you know. Show them farmers don't just feed our bodies, they also feed our souls.

At Work with the GDA: Animal health inspectors guard the well-being of humans' companions

LOGANVILLE Companion Animal and Equine Inspectors Mike Lurey and Joey Brooks walked into a metro Atlanta pet store recently and started counting all the birds. As simple a task as that may sound, Lurey explained it has a significant role.
"You don't want birds carrying diseases to come into the state and have it become an issue that could potentially affect poultry," he said. "What we require for birds is to have incoming and outgoing records, a name, an address and a phone number of where they came from and outgoing records in case there is a disease issue. We may need to be able to track the animals."
Small details add up to a lot for the Companion Animal/ Equine Program of the Georgia Department of Agriculture. The program licenses anyone who sells, breeds, trains, grooms, rescues or shelters companion animals or equines. Fourteen inspectors and three regional supervisors cover more than 4,000 establishments across the state. Program Manager Mark Murrah said his office works with anything that has to do with pets where money is exchanged, as well as nonprofit animal rescues.
The bulk of the work is regular inspections. For their visit to the pet store, part of a national chain, Lurey explained that the store holds three state licenses a pet dealer's license, a bird dealer's license and a kennel license. The kennel license is required for its dog grooming services. Along with inventory records, the inspectors look to ensure that adequate food, water and care are provided to the animals. The Companion Animal and Equine Program also regulates all government animal control shelters in the state. As part of their circuit that day, Lurey and Brooks visited the Walton County Animal Control. Lurey, who is the North Georgia supervisor, noted the shelter's canine viewing area. through a glass window. Walton County Animal Control Director William Wise said the layout of the area helps reduce traffic within the shelter.
Lurey also noted that the individual stalls help reduce the chance of disease spreading among the animals.
"A lot of times you don't know where someone has been when they come here. With cross-contamination from one location to another location to another location, it's almost a safety factor in having it set up like this," Lurey said. "(People) can view them here, and if they decide to interact with a particular dog, they will have an area to interact with the dog

to make sure they are compatible." Companion Animal and Equine works under the authori-
ty of two state laws: The Georgia Animal Protection Act and the Georgia Humane Care for Equines Act.
Murrah said when violations are cited, the license holders may be given a chance to correct them depending on the severity. Failure of establishments to meet state regulations can result in fines and suspension or revocation of their licenses.
Individuals who have ongoing violations or continue operating without a state license are subject to administrative action by the department and referred to local law enforcement.
"Our goal is to educate people and bring them into compliance, but if they're unable to come into compliance, we transfer that case to local law enforcement for its final disposition," Murrah said. "We then serve to assist law enforcement as subject matter experts."
The Companion Animal and Equine Program also responds to reports of possible equine neglect. Murrah said the program continues to work to find ways to partner with local law enforcement and animal control to investigate those calls as soon as possible.
"They're so much better suited as the eyes and ears on the ground at a local level and keeping an eye out on these things that can just simply go bad so fast," he said.
Reports of animal cruelty or abuse of personal pets or equines should be reported to local law enforcement or animal control. Complaints about licensed pet dealers, kennels, bird dealers or stables may be reported to the GDA by calling 404.656.4914 or submitting an online complaint at http:// agr.georgia.gov/companion-animal-equine-division.aspx.
The GDA is always looking for candidates for inspectors. Ideal candidates have a background or experience with animals or educational background in public health, animal science or other related fields of study.

ATLANTA The Georgia Grown brand was represented by 30 Georgia-based agribusinesses at the Atlanta International Gift Mart held at AmericasMart Jan. 14-21. Their presence was made possible through the Georgia Department of Agriculture's Domestic Marketing Initiative, which shares trade show costs with small companies looking to access broader markets. "Big Daddy Biscuits," one of these 30 businesses, was the first dog treat company to be displayed within the Gourmet Foods Category at the Mart. The department's funding of these business' booths not only creates growth for them but fulfills the ultimate goal of growing small agribusinesses in Georgia. AmericasMart is a leading wholesale marketplace center based in downtown Atlanta. "The Mart" is seven million square feet worth of gift, home, furnishings and apparel vendors and merchandise.
