Public, private partnerships are working to connect rural Georgians with economic opportunity

They say that patience is a virtue, but if rural Georgians were given a choice to practice patience or have a reliable internet connection without driving to the nearest McDonald's, they would likely choose the latter.
Representatives from public and private sectors in the state of Georgia are prompting initiatives that will improve internet accessibility across the state, specifically in rural areas.

The House Rural Development Council was created during the 2017 Legislative Session of the Georgia General Assembly. During its first year, the council met 18 times in 11 communities across the state and heard more than 70 hours of testimony from local officials. One complaint remained consistent the lack of reliable internet service.
"If you had to sit down and say, `What is the most important thing to be done to kind of move the needle forward?' we came to realize that we need broadband good high-speed broadband, reliable broadband, in every corner of the state," said State Rep. Terry England, R-Auburn, who co-chairs the council with Rep. Jay Powell, R-Camilla.
Sparse connectivity options are the result of numerous factors that internet service providers must consider before deploying infrastructure across the state.
"When considering internet deployment, population density, topography and existing network infrastructure are all determining factors in the decision-making process," said Riley Blount, director of public affairs for AT&T in Georgia and Alabama. "In most rural areas, homes are spread out over county miles versus city blocks and, oftentimes, the rural topography can be challenging.

Eight weeks ago, peach orchards in Middle Georgia were blanketed in snow. Now, after a month of above-average temperatures, those same trees are in full bloom. This 1,000acre peach orchard belonging to Dickey Farms in Musella put a pretty pink blush on Old Man Winter's pale face, giving honey bees plenty of work and treating motorists along U.S. Hwy. 341 to a splendid reminder of why Georgia is known as "The Peach State." Barring a prolonged late freeze, peach growers say they're on track to harvest their largest crop in years. Georgia's peach harvest begins in mid-May and continues through the summer. -Amy Carter/GDA

2018 Class of Georgia Grown Chefs Named
Georgia Department of Agriculture Commissioner Gary W. Black and Georgia Restaurant Association Chief Executive Karen Bremer announced the 2018 Georgia Grown Executive Chefs Feb. 21 at the association's 10th Annual Taste of Georgia Legislative Reception, held at the Georgia Railroad Freight Depot in Atlanta.
Evan Cordes of Cast Iron, Zach Meloy of Better Half, Christian Rodriguez of High Road Craft Ice Cream, Jason Jimenez of Kitchen Six, Brian Jones of Kennesaw State University and Todd White of Albany Technical College were selected from a large pool of well-qualified applicants for the executive chef program.
"Each chef chosen for this prestigious program brings a different perspective and unique talents to the Georgia Grown Executive Chef class of 2018," Bremer said. "All six chefs possess a true passion for local, seasonal cuisine and strengthening their relationships with Georgia suppliers. These Georgia chefs do an outstanding job representing Georgia's restaurants, and we are proud to have them represent Georgia Grown."
"We are pleased to welcome another group of talented chefs into this distinguished program that over the last several years has made great strides to bridge the gap between the farmers and consumers," said Georgia Agriculture Commissioner Gary Black. "We look forward to using these exemplary chefs as our culinary translators as we continue the mission of Georgia Grown."
These six distinguished chefs will join the roster of 27 other Georgia Grown Executive Chefs. Now entering its seventh year, the Georgia Grown Executive Chef Program seeks to promote the department's Georgia Grown campaign statewide. The program offers participating chefs a mark of honor and distinction, while increasing awareness for both restaurateurs and consumers about which local Georgia products are available for the cooking season.
As the program grows, it will create a pathway for consumers to find Georgia Grown products in their communities in order to support local, seasonal foods when dining out. It also aims to highlight and involve public school culinary education and school food nutrition in terms of increased opportunities for Georgia Grown products, training and recipe development. The chefs will participate in school demos, market demos, festivals and other events at the department.

Hello! I'm Georgie, the Georgia Grown mascot. I travel the state promoting our No. 1 industry -- agriculture. With an annual production value of over $5 billion, poultry is by far our No. 1 commodity. Georgia farms produce 29 million pounds of meat and almost seven million eggs every single day. But one city in South Georgia is famous for wild chickens Burmese junglefowl to be exact. Fitzgerald is located south of the Ocmulgee River in Ben Hill County. Back in the 1960s, the Georgia Department of Natural Resources released a pile of these junglefowl along the river near Bowen's Mill, hoping that they would reproduce enough to become another game bird species for hunters in South Georgia to enjoy. I reckon the birds got tired of living the country life pretty quick, 'cause they all packed up and moved to Fitzgerald. Not everybody likes these birds though. Would you believe the city council considered having them removed a few years ago? I've been chasing chickens almost as long as I've been chasing my tail, so I'm sure glad that motion failed. Nowadays, the folks in town celebrate their brightly feathered neighbors every third weekend in March with the Fitzgerald Wild Chicken Festival!

Pizza Soup
Ingredients: 1 lb. Italian sausage 1 cup sliced mushrooms 1/2 cup chopped onion 1/2 cup chopped green pepper 1 clove garlic, chopped 1 teaspoon Italian seasoning 1 cup sliced pepperoni, chopped 15 oz. jar pizza sauce 2 cups water 1 cup chopped fresh tomato Mozzarella cheese, shredded Parmesan cheese
Preparation: Brown sausage in a large saucepan, drain if necessary. Brown mushrooms, onions, green pepper and garlic. Return sausage to pan, add remaining ingredients except for cheeses. Cover and simmer for 20-30 minutes, stirring occasionally. Serve in bowls and top with cheese if desired. Serves 4.
Cheesy Flat Bread
Ingredients: 1 thin refrigerated pizza crust 2 tsps. Italian seasoning 3 cloves garlic, minced 3/4 cup grated parmesan cheese 1/4 cup butter, melted 2 cups shredded cheddar cheese
Preparation: Spread crust on a greased or parchment lined pan. Combine butter, seasoning and garlic, brush on crust. Sprinkle with cheeses, bake at 400 degrees for 10-12 minutes or until brown. Cut into squares, serve warm.

Georgia's rural areas are losing population to urban opportunities
The UGA College of Agricultural and Environmental Sciences, in partnership with the Georgia Department of Agriculture and Georgia Farm Bureau, hosted its annual Ag Forecast Series in January and February, making stops in Lyons, Bainbridge, Tifton, Cartersville, Macon and Athens.
The agenda for the series was centered on informing farmers and industry representatives about the silver linings and struggles ahead for the Georgia agriculture industry. UGA agricultural economists discussed markets, prices, supply and demand, but the keynote speaker for the Athens and Cartersville sessions discussed a less perceptible influencer on the future of Georgia agriculture the shift of human resources to urban centers.
Matt Hauer, a public service associate with the UGA Carl Vinson Institute, spoke on rural demographics and development. With a presentation titled "The New Face of Georgia," Hauer covered population trends and shifts across the state. With this information, state and local leaders can plan for the future and ultimately help rural communities begin to thrive again.
"I think Matt's presentation was an important addition to the seminar, because there needs to be some kind of action taken to reinvigorate some of these rural areas," said Kent Wolfe, director of UGA's Center for Agribusiness and Economic Development. "If we lose all of the young people out of those communities, who is going to be there to run the farms, to run the stores and keep the communities vibrant?"
Rural Georgia has seen a long-term population decline as a combination of low natural increase rates and low inward migration rates chips away at the populace.
According to Hauer's presentation, between 2010 and 2015, 36 counties in the state of Georgia experienced negative natural increase, meaning that the mortality rate exceeded the birthrate. Seventy-eight of Georgia's 156 counties saw population loss over the last eight years, and just seven counties account for 66.7 percent of all population growth since 2010. Six of those seven counties are in the Atlanta Metropolitan Statistical Area: Fulton, Cobb, Cherokee, Gwinnett, DeKalb and Clayton. Chatham County is the seventh.
Seventy-one percent of Georgians who moved in 2013 moved to a more urban area of the state, while 23 percent of the remaining migrants moved out of state. That means just seven percent of residents moved into rural areas.
Migratory trends affect the economic wellbeing and the workforce vitality of agrarian communities. A rise in average resident age has accompanied shifts, making able-bodied employees an increasingly sparse resource in farming communities. According to the U.S. Census Bureau, the population over age 65 is expected to more than double over the next 50 years. This is a concern for the future of Georgia's agriculture industry as fewer young adults aspire to pursue a career in farming or return to work on the family farm.
"In truth, if you take some of these rural, agrarian areas and take away agriculture, there's nothing left," said Wolfe. "That's what's keeping those communities alive and thriving, so I'm not sure what will happen if these trends continue."

The goal of CAF is to distribute funding to cover the cost of expanding and maintaining both fixed and mobile broadband networks to underserved areas of the U.S. In 2015, phase II of the CAF program was revealed. Through CAF phase II, the FCC provides funding to private sector companies to subsidize the cost of developing new infrastructure or performing network upgrades in underserved areas.
"The FCC's CAF II program offers a model for the significant progress that can be made when government works with the private sector to bring high-speed internet service to high-cost areas that would otherwise remain unserved," said Blount.
Internet providers are testing new methods of deployment. According to Blount, AT&T began offering fixed wireless internet in 44 counties across Georgia last November. This method is an innovative new service that uses a fixed wireless "last mile" connection between cell towers and a fixed antenna on the customer premises to provide fast internet speeds up to 10 Mbps.
"In today's economy, access to high-speed internet is an integral part of both our infrastructure foundation and our job growth. Ensuring our current and future workforce are equipped with the skills necessary to succeed has been a top priority of mine since taking office," said Georgia Gov. Nathan Deal following the launch of AT&T's fixed wireless initiative in November. "These efforts are further enhanced through strong private sector partnerships, and I'm grateful for this latest AT&T initiative."
According to England, the Rural Development Council is studying other options to encourage rural connectivity, including the "reverse auction process" used in New York State to allocate funds for infrastructure deployment. New York's private sector companies were given the opportunity to obtain state funding if they could adequately serve an area for the lowest bid. Georgia legislators are considering ways to finance a reverse auction program in Georgia. Once funding is established, the census blocks that will be given priority for financial backing are areas where healthcare and public safety organizations require infrastructure improvement to operate efficiently.
From the children who are unable to complete their homework in a timely manner due to dial-up speeds to healthcare professionals who are unable to transmit files electronically, rural residents are faced with the challenges of fly-by-night internet connection daily. However, with resilient efforts of government officials and private sector companies, rural Georgians may finally be on their way to ditching dial-up.
Still time to be counted in the 2017 Census of Agriculture
NASS to follow up with producers who have not yet responded
WASHINGTON Farmers and ranchers still have time to be counted in the 2017 Census of Agriculture, according to the U.S. Department of Agriculture's National Agricultural Statistics Service. Although the first deadline has just passed, NASS will continue to accept Census information through the spring to get a complete and accurate picture of American agriculture that represents all farmers and ranchers.
"We thank everyone who has completed their Census to date. We currently have a return rate of just over 40 percent of the three million Census questionnaires mailed last fall," said NASS Administrator Hubert Hamer. "A lot is at stake if producers are not represented in this data. Census data have and will continue to influence important decisions for American agriculture. The data will affect every operation and every farming community at some point, whether it be through farm policy, disaster relief, insurance or loan programs, infrastructure improvements, or agribusiness setup. There is accuracy and strength in numbers, which is why NASS is committed to giving producers every opportunity to respond."
The USDA NASS estimates that farmers working 40,900 farms in the state represent just 0.4 percent of
the total population of 10.3 million in Georgia. The Census is an important tool for amplifying their voices.
"Most Georgians are unfamiliar with the challenges farmers and ranchers face to produce food and fiber," said Jim Ewing, director of the NASS's Southern region. "Here is the opportunity for their voice and story to be told." Federal law mandates that everyone who received the 2017 Census of Agriculture questionnaire complete it and return it even if not currently farming. NASS will continue to follow-up with producers through the spring with mailings, phone calls and personal visits. To avoid these additional contacts, farmers and ranchers are encouraged to complete their Census either online at www.agcounts.usda. gov or by mail as soon as possible. Feds warn young farmers:
Agribusiness also a target for investment fraud
BRASELTON Young farmers across the Peach State should be cautious and ask questions before investing their hard-earned money in schemes that sound too good to be true, the federal government's investment watchdog agency recently warned.
Appearing as an exhibitor at the Georgia Young Farmers Association's 48th annual convention at the Chteau lan Winery and Resort in Barrow County, staff from the U.S. Securities and Exchange Commission reminded agribusiness workers that investment scams can and do prey upon agribusiness companies and farm workers.
"Financial scams can come in many forms and Georgia's rural residents, including those working in agribusiness, are not immune from being victims," said Brian M. Basinger, an enforcement attorney with the SEC's Atlanta Regional Office. "Agribusiness is Georgia's number one industry, which is a point of pride for the state, but also a tempting target for thieves who want to make themselves rich by fleecing farmers."
The SEC staff handed out investor education materials at the Young Farmers convention detailing various investment products and topics, such as mutual funds and annuities. The SEC also gave out information detailing how to avoid affinity frauds, which are schemes targeting people who have trust between each other because of a shared trait, such as working at the same company or attending the same church or other religious house of worship. Such frauds rely on word of mouth among unsuspecting victims in order for thieves to find new targets and grow the scam.

The two-day Young Farmers convention also featured various agribusiness exhibitors, including farm machinery companies and crop-specific organizations that promote and support industries such as corn, cotton, milk and peanuts.
Also on hand were staff members from the U.S. Department of Agriculture, as well as staff from the office of the Georgia Secretary of State which licenses many agribusiness companies through its corporations division.
Next year's Young Farmers convention has been set for Feb. 1-2, 2019, in Augusta.

Q: How did you get your start farming?
A: I grew up on our family farm in Dixie. As kids, my siblings and I worked summers on the farm. I earned a Master's of Plant Protection and Pest Management from UGA and was employed with Robinson Fresh immediately after graduating. I started working for Generation Farms as an agronomist in 2015 and became the organics farm manager in 2016.
Q: What does your farming operation primarily consist of?
A: The organic farm I work for has carrots, onions, beets, green beans and grain corn.
Q: What advantages and disadvantages do you think there are to being a younger farmer? How has being a woman played into these?
A: An advantage to a young farmer is the learned ability to access information. Young people are trained to be resourceful and can find answers from appropriate personnel quickly. The disadvantage to a young farmer is the lack of experience; it will be the crutch early on. Farming is a blend of science and feeling. Both take time and seasons to master.
Being a woman, I have to use more WD40 to set a plow. I'm definitely not the strongest pair of hands on the farm.
Q: Who has been your biggest role model in farming, and what is the best piece of advice he/she has given you?
A: I am fortunate to work with many experienced farmers, agronomists, consultants and extension specialists; however, my Dad, Jim Petrey, has been the most influential. By example and advice, he has consistently taught me to remain humble but optimistic.
Q: What are your hobbies and interests
outside of farming, and how are you able to maintain your work schedule while also participating in those?
A: Family, church and CrossFit. I have a big family and our time together is priceless. I live close to my church and prioritize to devote my time on Sunday. Staying physically fit is important in farming. CrossFit helps me maintain strength for when I need it most. I've had to do many muscle-ups out of hopper bottoms.
Q: What do you think is the most important thing that young female (or male) farmers need to know about their chosen line of work?
A: Ask questions, listen and be grateful for all advice. Surround yourself with wise folks. Read a chapter of Proverbs every day.

Rural upbringing informs England's leadership of Council

Like Babe Ruth calling his shot to centerfield, State Rep. Terry England marked his destiny on a fifth-grade field trip to the Georgia State Capitol.
"I walked in the House Chamber, walked in the Senate Chamber, then walked back to the House Chamber and thought, `I like the way this place feels. I want to be here one day,' and just kind of filed that away, said alright, one of these days I want to do this," he recalled.
When the opportunity presented itself in 2004, England nearly took a pass. He'd told three or four people about that moment in the intervening years, and one of them called to remind him of it when a seat in the House of Representatives came open.
"It's your time," she said to him. Fourteen years later, England's position among the leadership in the State House is giving voice to the unique needs of Georgia's farmers and rural residents.

His own record of leadership was celebrated in a big way last summer when the new leadership center at the FFA-FCCLA Center in Newton County was dedicated to England.
John "Chip" Bridges, program manager of Agricultural Education for the Georgia Department of Education, said the decision to dedicate the new multi-use facility to England was a unanimous one by the board of directors of the State FFA Camps in Georgia.
"It seems fitting since he is a product of the Georgia Agricultural Education Program," Bridges said. "I believe it will also serve as a reminder to all FFA members of the profound impact they can have on our future state leadership as well as the future of agriculture."
As profound as that honor was, England is still equally moved by the fact that friends and family kept the dedication secret from him until he arrived in Covington for the ceremony, which was attended by Gov. Nathan Deal.
"Perhaps we just got lucky in keeping it a secret from him until the dedication ceremony," Bridges said, "however, I can't help but to believe it was kept a secret due in large part to the understanding by everyone involved of just how much the Georgia FFA means to Terry England and how special we all wanted the dedication ceremony to be for him. He is a humble person, and I am not sure what his reaction would be if he knew about it ahead of time. He may have declined to attend to avoid all the fuss over him."
