Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting agriculture and the Georgia Grown program. Last week, I motored through Plains, which is home to arguably the most famous peanut farmer ever, former President Jimmy Carter. Carter's childhood was rooted in agriculture. His family grew peanuts in Sumter County. Although he was the first U.S. President to be born in a hospital, he was not the first to grow peanuts. That honor goes to Thomas Jefferson, our nation's third president. Using leadership skills he first learned in FFA in high school, Carter was elected governor of Georgia in 1970 and then president in 1976. Back then, people loved to make huge peanut statues and what-nots to honor Carter's favorite cash crop. One of those creations is still on display for all to see just north of Plains on GA Hwy. 45. This particular peanut is 14 feet tall and features a double seed pod with an enviable set of chompers, patterned after the former president's famous smile. It was made by fans from Indiana during the 1976 Presidential Campaign and sent down to Georgia as a keepsake. People are plain nuts for Jimmy Carter of Plains!

Editor's Note: Wondering what to do with all those figs you harvested this summer? This recipe from our archives is a tasty way to ensure none go to waste. If figs are not available, you can substitute dates.
Ingredients: 2 cups all-purpose flour 1 cups sugar 1 tsp. salt 1 tsp. soda 1 tsp. ground cloves 1 tsp. ground nutmeg 1 tsp. ground cinnamon 3 large eggs, lightly beaten 1 cup vegetable oil 1 cup buttermilk 1 tsp. vanilla extract 1 cup chopped fresh figs or fig preserves (remove the stems!) 1 cup chopped pecans, optional Buttermilk glaze (recipe below)
Preparation: Sift together first seven ingredients. Stir in eggs, oil and buttermilk, blending well. Stir in vanilla; fold in figs and pecans.

Pour into a greased and floured 13x9-inch pan. Bake at 325 degrees Fahrenheit for 55 minutes or until a wooden pick inserted in the center comes out clean.
Pierce top of cake several times with wooden pick; pour buttermilk glaze over warm cake.
Buttermilk Glaze
Ingredients: 1 cup sugar cup buttermilk 1 tsp. light corn syrup 1 tsp. vanilla extract
Preparation: Combine all ingredients in medium saucepan. Bring to a boil and cook 3 minutes. Remove from heat and pour over warm cake.

will have to include on their application a state tax identification number recognized by the Georgia Department of Revenue. Acceptable numbers for this purpose include:
A Georgia Sales and Use Tax number; A Georgia Corporate Income Tax num-
ber (Federal Employee Identification Number or FEIN); A Georgia Personal Income Tax number (Social Security Number).

Out-of-state applicants may use either a Social Security number or FEIN.
With these changes, the GDA is transitioning to an electronic application process through the department's website at agr.georgia.gov. Beginning Nov. 1, paper applications for GATE cards will no longer be accepted by the GDA.
Warren said the Georgia Farm Bureau and the University of Georgia Cooperative Extension Service will welcome visitors to their county offices who need assistance submitting

their applications online. While the legislation that enacted these
changes did not alter the list of agricultural items eligible for exemption, the GDA is committed to educating cardholders and retailers on the proper use of the Georgia Agricultural Tax Exemption.
Five compliance officers are assigned to different regions of the state to work with retailers and consumers to ensure that the sales tax exemption is applied correctly. The updated rules and regulations that govern GATE

card use can be found online at agr.georgia. gov.
"One of our goals at the Georgia Department of Agriculture is to promote the farming industry in the state," said GDA Inspector General Gary Kelley.
"The GATE program is beneficial to farmers across the state, and our desire is to maintain the integrity of the GATE program through educational efforts and program monitoring so that it will be beneficial to Georgia's farmers for years to come."

Guest Column: My Mother's work

My only memory of

the farm is the long, paved

driveway where I first

learned to ride a bike. My

grandmother would give

a push and walk next to

my younger brother and

me as we raced away with

our training wheels still at-

tached. We would go up and

down that driveway until we

plopped down, exhausted,

under the oak tree next to the

horse pasture and barn. Not

long after I learned to ride

my bike without any help, my grandparents decided to

sell their life's work and retire to the city limits. Even though I do

not remember much from the farm, I know all about it through the

work ethic and stories from my family.

Living on the farm, my mother spent her weekends baling hay,

worming livestock and picking up pecans. Before school, her morn-

ings were spent "feeding up." Agriculture has always played a role

in my mother's life, which carried down into mine. After graduating

college, my mother taught many classes at Lowndes High School,

including courses in Career, Technical and Agricultural Education.

She also served in the Georgia House of Representatives for 11

years and was a member of the Agriculture and Consumer Affairs

committee for seven years. On March 16, 2018, my mother, Amy

A. Carter, was appointed to the new position of Deputy Commis-

sioner for Rural Georgia Initiatives.

The Georgia General Assembly created the Rural Georgia Initia-

tives Division within the Georgia Department of Economic Devel-

opment in March 2018. The mission of the Rural Georgia Initia-

tives Division is "to help rural Georgia communities become more

competitive for economic development projects and identify new

strategies for attracting jobs and investment."

When I asked my mother what she intends to accomplish

through her position, she answered: "I hope to become a voice for

rural Georgia through the Department of Economic Development,

and I want to hear the struggles each community faces. That's why I

am traveling county to county, so I can be fully aware of the current

situation of our rural communities. I hope to help counties across

Georgia be more economically competitive for projects and reverse

the projections of disappearing populations."

In the six months since the division was established, the rural

development team has traveled to more than 40 counties in Geor-

gia and is adding more to the list weekly. During those visits, my

mother helps identify some problems which could be a hindrance

to rural Georgia's growth. The team connects with rural Georgians

through community meetings, bringing together leaders, business

owners, farmers, educators, economic developers, chamber execu-

tives, mayors and commissioners to discuss the issues that affect

them the most. They identify strengths, challenges and opportuni-

ties within the cities and counties.

So far, they've learned that the most pressing problem many ru-

ral communities face is a lack of skilled and qualified workers to fill

open jobs. Other concerns include infrastructure, a lack of health

care providers, and population drift after students leave for ad-

vanced education and never return home. Other pain points for rural

communities are migrating populations and dwindling tax bases.

My mother has instilled a sense of pride in me about where I

come from so that when I think of rural Georgia, I feel at home with

the endless miles of crop fields and pastures full of cattle.

"When I think about economic development, I know the value

of the state's agricultural industry. It is my mission to support the

agricultural community and to champion our state's number one

industry," my mother said. "Rural Georgia is here to stay, and I'm

thankful the Governor, Legislature and citizens throughout the state

value the impact rural Georgians make on our great state."

Market Bulletin: Why have rural and agricultural issues been a primary concern for you during your governance?
Gov. Nathan Deal: Hardworking farmers, growers, producers and manufacturers represent the No. 1 industry in the No. 1 state for business. In fact, agribusiness contributes $74.3 billion to our state's economy and accounts for more than 411,500 jobs. In almost two-thirds of Georgia's counties, agribusiness and other related industries are the largest or second largest economic engines. We must, therefore, ensure our agricultural communities are provided with the necessary resources to meet the demands of today's competitive economic environment.
Market Bulletin: Why was the Rural Georgia Initiatives Division created?
Gov. Deal: In order to create meaningful employment opportunities in every corner of our state, we are investing heavily in those areas that matter most to rural Georgians. The creation of the Rural Georgia Initiatives Division at the Georgia Department of Economic Development will prove instrumental in our efforts to identify new strategies for attracting jobs and investment outside the Metro Atlanta region.
The future of Georgia can be found not just in our urban centers, but in our rural communities as well. It is from those fertile regions where we receive not just the crops that feed us and the manufactured products that we use daily, but also the talented workforce that will keep Georgia the No. 1 state in which to do business.
As a champion for education and critical workforce development initiatives, Amy Carter will help to improve the economic future of our smaller communities. She acted as a tireless advocate for rural Georgia during her time in the legislature and will continue to do so as the leader of this new and vital component of GDEcD.
Market Bulletin: What kind of indicators did you see in Amy Carter's work as a state representative that made her a good fit for the position of Deputy Commissioner for Rural Georgia Initiatives?
Gov. Deal: Throughout her time in public service, Amy demonstrated an unwavering commitment to improv-

ing Georgia's education system and advancing strategic workforce development initiatives, two areas that are critical in generating significant investment and economic opportunities. As a former educator, she possesses a unique understanding of the needs and trends of tomorrow's jobs and those that will fill them.
Having had the pleasure of working with Amy throughout my time in office, I have witnessed firsthand her dedication, depth of knowledge and generosity of spirit. I am confident she will serve our state well and help to improve the quality of life for rural Georgians.
Market Bulletin: What do you hope this position and initiative will accomplish for rural Georgia in the years to come?
Gov. Deal: Although many people think that economic development projects are only happening in the Metro Atlanta region, 80 percent of fiscal year 2017 global commerce locations took place far beyond the confines of our state's capital. This investment in our smaller communities is representative of our broader commitment to expanding opportunities for all Georgians.
To that end, my amended FY 2018 budget included more than $25 million in increased funding for airport runway extension projects to better accommodate corporate aircraft and job creators interested in all that rural Georgia has to offer. This is in addition to the transportation infrastructure investments we are making throughout the state as part of our Major Mobility Investment Program. These improvements will allow our farmers to move their goods more quickly and efficiently, both here in Georgia and far beyond through our record-breaking port system.
Over the course of my administration, we have also invested more than $100 million towards ensuring rural students across the state have access to high-speed internet. In an era when technological advances have become a part of almost every aspect of our lives including farming equipment internet connectivity is a critical resource for all Georgia students.
Our strategic investments in education and transportation are in addition to HB 73, legislation that provides tax credit incentives to promote the revitalization of downtown rural Georgia. Signed into law last year, HB 73 compliments the work we do through the OneGeorgia Authority, which provides grants and loans to encourage rural economic development and job creation. Since January 2011, the OneGeorgia Authority has invested more than $100 million through rural economic development projects, while creating or retaining over 25,575 jobs.

Speaker David Ralston:
Thankfully, the area of North Georgia I represent Blue Ridge, Ellijay and surrounding areas is still very much a rural community. I take great pride in my rural Georgia community and believe that your zip code shouldn't dictate your lot in life. I want citizens in rural Georgia to have the same opportunities for success as those in our metropolitan areas. I want our entire state to be prosperous and for everyone to be able to thrive.

Amy has worked on numerous initiatives to help our rural residents particularly in the fields of education and workforce development. As a Valdosta resident, Amy is intimately familiar with the issues facing many of our rural communities particularly those in South Georgia. She was a trusted member of my House leadership team as Chairman of the House Appropriations Subcommittee on General Government and has a proven track record of being able to work with people from both political parties to achieve substantive goals. For these reasons and more, I am delighted she accepted this post and the General Assembly looks forward to supporting her work.

Speaker Ralston: Our Department of Economic Development is among the best in the nation. They have a proven track record of recruiting businesses and helping to create jobs in Georgia. It is only natural to integrate our rural initiatives into the agency's mission. I am confident that Commissioner Pat Wilson and Deputy Commissioner Amy Carter and their team will rise to this challenge.

Speaker Ralston: I have the same goal for this initiative as I do for the House Rural Development Council we launched in 2017 to create an environment in which private businesses can grow and create jobs in rural Georgia. Now, that's not as simple as it sounds. That's why I want this initiative to work across policy areas and collaborate with stakeholders to build up our rural communities and ensure every Georgia community has a ready workforce.

Retired Atlanta journalists Jim and Ann Wooten purchased the Talmadge House, as it was known then, in 2011, and set about restoring it to its former glory. A reflection of the personality that built it, the house's highest and best use is that of an event venue, Jim Wooten said.
"Because it was built by a political figure, it's well-designed and has a real good flow of traffic, so you can have large numbers of people in there and they can move about without somebody getting trapped in a cul-de-sac with the most boring person in the room," he said.
The Wootens have offered it for weddings and private parties since completing restoration in 2014. They named it "Sugar Creek Plantation" after a stream that flowed through the 1,300-acre farm that originally constituted the Talmadge estate.

Talmadge died in 1946 before inauguration to his fourth term in the Governor's Office, but the house and farm remained in his family for six decades. It holds the distinction of being the only residence outside of the state's official Governor's Mansion to house two Georgia governors. Eugene Talmadge's son, Herman, also served as the state's chief executive before moving on to a long career in the U.S. Senate.
Residents of Telfair County and surrounding communities were happy to see the house restored, said Anderson.
"It sat vacant for quite a few years and became what I would call in a run-down state, so people were glad to see that it was opened back up and put back as close as possible to the original state when the two governors lived there," she said. "It's part of our history, to have had two governors from Telfair, a father and a son."
