PERRY How do nearly 200 first responders, government regulators and inspectors representing more than 50 local, state and federal agencies come together in a crisis and work as one for the common good?
That was the question the Georgia Department of Agriculture's Food and Feed Rapid Response Team set out to answer with an immense three-day disaster drill held Aug. 1416 at the Guardian Centers. Situated on 830 acres of a former Northrop Grumman munitions plant in Perry, the Guardian Centers hosts public safety and private security training exercises in a mock city setting.
The GDA's exercise, dubbed "Operation Hot Plate," was structured around the fictitious scenario that two food manufacturing facilities in Georgia were intentionally poisoned with radiological material. However, representatives of several agencies involved said the contacts made and the lessons learned will serve them in any disaster or emergency scenario, including possible threats to Super Bowl LIII in Atlanta on Feb. 3, 2019.
"If we train for the worst, we can respond to other things," said Gary Kelley, inspector general for the GDA, at a briefing for controllers and evaluators that preceded the exercise.
Georgia's RRT is one of 21 across the country that responds to emergencies that threaten the safety of food supplies for humans and feed for animals. Members of RRTs in Texas and Florida traveled to Georgia to observe Operation Hot Plate.

on behalf of the federal Advisory
Team for Environment, Food and
Health, which unites health phys-
icists from the EPA, FDA, USDA
and CDC to assist local and state
governments in responding to
food and feed emergencies. The
advisory team is a support group
to active responders, and being

ABAC begins fall term classes with highest enrollment ever

Hello! I'm Georgie, the Georgia Grown mascot. I travel the state promoting Georgia's No. 1 industry, agriculture. Agriculture thrives in Georgia thanks to our four seasons: winter, spring, summer and peanut season! Peanuts are planted on about 800,000 acres of Georgia farmland. In fact, we grow nearly half of all peanuts produced in the United States every year. This past winter, I traveled across Ichawaynochaway Creek on my way to Miller County, where it's peanut season all year long. I ventured there to see one of the largest outdoor murals in the country. "The Peanut Farmer" is the name of the mural painted on a huge concrete peanut storage building owned by the Birdsong Peanut Co. in downtown Colquitt. The central figure of the mural is a farmer inspecting his crop of peanut vines, but the mural also has a cotton field, a corn patch with a crop duster, a center pivot irrigation system and a herd of cows outside a country church. The artist who painted the mural, Charles Johnston, came all the way from Canada to paint it. He washed the building and painted the whole thing by himself. The mural was started in 2010 and finished in 2011. As you can see, peanuts are big in Colquitt!
TIFTON Abraham Baldwin Agricultural College began the 2018 fall semester Aug. 15 with the highest enrollment in its 110-year history.
ABAC President David Bridges expects more than 4,100 students to be enrolled when the final numbers are compiled. The student body hails from 24 countries, 18 states and 155 of Georgia's 159 counties.
"We have come a long way since 27 students walked up the front steps of Tift Hall in 1908 to attend classes at the Second District Agricultural and Mechanical School," said Bridges, who begins his 13th fall semester as the ABAC president. "As an ABAC alumnus, I am proud to have been a part of that journey, both as a student and now as an administrator.
"It has been quite a ride. From adding four-year degrees 10 years ago to the merger with Bainbridge today, ABAC has transformed itself into a one-of-kind baccalaureate-degree granting institution that has a worldwide reputation for excellence."
With the consolidation with the former Bainbridge State College complete, ABAC now offers classes in Tifton, Moultrie, Bainbridge, Blakely and Donalsonville. Students choose between 12 different bachelor's degrees on the Tifton campus and two different bachelor's degrees on the Bainbridge campus. Associate degrees are also available at both locations.
"There's no question in my mind that attending ABAC is a life-changing experience," said Bridges, the longest-serving president among the 26 colleges and universities in the University System of Georgia. "I believe that was the case in 1908, and I know it's the case today."
ABAC alumnus Ben Kennedy spoke at the annual Freshman Convocation Aug. 14 before hundreds of first-year students in Gressette Gym.
"My time at ABAC was amazing," said Kennedy, a custom-home builder in Bluffton, S.C. "I use what I learned here on a daily basis to make a difference in the lives of others and in my own life."
ABAC students spread across Tifton on Tuesday afternoon for the first annual Day of Service. Dean of Students Bernice Hughes impressed upon the students that it's important to give back to the community, and from painting walls to odd jobs all over town, they did just that.
"Tifton is going to be these students' home for the next four years," Hughes said. "They are going to contribute to the community in the usual ways of buying gas and food but they also need to contribute in other humanitarian ways."
The latest research shows ABAC has an economic impact of $369,874,664 on Tift and surrounding counties. The school houses more than 1,300 students in modern, apartment-style complexes on campus. That's more than the population of many small towns in Georgia.
"All of our students are eating in the restaurants, buying from the stores, and contributing to the local economy," Bridges said. "Not to be dramatic, but can you imagine what Tifton would be like without the ABAC students plus all the ABAC employees and their families?
"And now you add Bainbridge and that Southwest Georgia corner of the state to the mix. ABAC's economic impact when the next survey is conducted will be off the charts."
ABAC's previous enrollment high was in the fall term of 2007 when 3,665 students were enrolled. All those students were freshmen and sophomores because ABAC didn't offer bachelor's degrees at the time. Bridges said the number of students in four-year programs at ABAC should approach 2,200.

A clarification from Georgie
In the Aug. 15 edition of Georgie's Drive, I told you about the Iron Horse in Greene County. A couple of folks called in after reading that piece to tell me the rest of the story. After talking to them, I realized the Iron Horse is really something special. First, I talked to a man who worked for Dr. L.C. Curtis during the time that he and his son tended the Iron Horse Farm. At that time, Dr. Curtis was also a faculty member at UGA. The man who worked for Dr. Curtis told me that UGA bought the farm, but not the horse. The Curtis family kept it and a small piece of land around it, which they still own. Then I talked to a man who told me how the horse was stored in Diamond Hill for several years after it was removed from campus. The man who kept the Iron Horse was one of the head groundskeepers on campus. During my research, I found out the horse was paid for by a grant from the John D. Rockefeller Foundation the same foundation that paid for the Museum of Modern Art in New York City to introduce modern art to the Southern states. You might say I got all that straight from the horse's mouth!

Speaker Ralston and House Rural Development Council leadership announce launch of Center for Rural Prosperity and Innovation
ELBERTON House Speaker David Ralston, R-Blue Ridge, and the leadership of the House Rural Development Council announced the official launch of the Center for Rural Prosperity and Innovation on Aug. 14. The center has identified 16 potential projects with a mission of spurring economic activity and development in rural communities.
The first major project, a study of Premium Peanut in Douglas, is already underway. Premium Peanut, which bills itself as the world's largest shelling facility, has expanded within the last year to include peanut oil production as part of its business model. The study conducted by the center will reaffirm the value of Premium's cooperative business model. It will also serve as a reference tool for communities who are interested in expanding their economies using similar business plans.
Another long-term, on-going project of the Rural Center will be to connect college students with internship opportunities in rural Georgia. The Rural Center for Georgia's website will function as a "marketplace" where potential employees and employers in rural communities can connect. The goal is to simplify the job search and hiring process while helping to revitalize the workforce in rural areas.
The remaining projects will continue to focus on reconnecting the state's rural and urban populations; rediscovering the unique potential present in small towns and communities; recreating successful business models to help rebuild struggling rural communities; and reinvesting human capital in the state's rural areas. The goal of the center is to facilitate growth and prosperity by reminding Georgians across the state of the vital role rural communities

play in strengthening the economy. "Georgia's rural communities face many
unique challenges, and the RDC has worked meticulously to identify these challenges and present workable solutions," said Rep. Sam Watson, R-Moultrie, vice chair of the rural development council. "It has been a great honor to work alongside my Georgia General Assembly colleagues to pass legislation for the good of rural Georgia."
House Bill 951 sponsored by State Rep. Jason Shaw, R-Lakeland provided for the establishment of the center. Housed within ABAC in Tifton, the center will serve as a resource for rural leadership training and best practices. The center will also partner with public and private com-
munity stakeholders to identify and support projects that will lead to prosperity through entrepreneurship, job creation, community engagement and cultural enhancement.
With funds allocated from the Fiscal Year 2018 budget, the center has developed a shortterm strategic plan and contracted to develop a strategic and operational communications
plan, including critical identity materials such as logos and branding and a website for the center. ABAC facilities personnel have been engaged to prepare Gaines Hall to house the center and draft partnership agreements have been developed.
Additionally, job descriptions for the center have been developed for the following positions: director, which will be filled by ABAC President David Bridges as interim director until a director is named; associate director, which has been filled by Scott Blount; and center logistics and operations manager, which has been filled by Bridgett Mobley.
"ABAC hit the ground running with the RDC last year and never backed off," said Rep. Terry England, R-Auburn, co-chair of the council. "Dr. Bridges and Scott Blount have been at every meeting with us along the way and have provided invaluable input in our work. I look forward to seeing the results of the work they have already completed."
Bridges said the center was founded to produce results.
"From the beginning, we said the rural center would be outcome-based, and that is precisely what we plan to be less of a `think tank' and more of a workhorse," he said. "We believe it's time to reintroduce all that this state's small towns and rural communities have to offer." Georgia vineyards prepare for wine grape harvest next month
Inaugural vineyard tour offers backyard hobbyists, wine enthusiasts an inside look at wine-making in Georgia

Georgia's wine grape harvest will be a bit behind schedule, but the grapes look good and should produce quality wine.
That was the takeaway from the University of Georgia Extension Viticulture Team's recent vineyard tour and research and practice discussion. About four dozen Georgia wine grape growers, backyard hobbyists and wine fans joined UGA Cooperative Extension on Aug. 8 for a tour of four north Georgia vineyards.
In its inaugural year, the tour was an opportunity for new and veteran growers to learn how viticulture production practices affect wine quality. Tour participants visited CeNita Vineyards in Cleveland; Stonepile Vineyards in Clarkesville; and Kaya Vineyard and Winery and Three Sisters Vineyards and Winery, both in Dahlonega.
Managers at each vineyard walked the crowd through their fields of wine grape varieties and shared growing strategies and management philosophies.
"It gave the grape farmers and winemakers a chance to talk about what they do and how they do it," said Cain Hickey, UGA Extension viticulture specialist. "It was a great opportunity for people to network and learn from each other."
Hickey and his team talked about their research projects at each vineyard. Hickey and his graduate students are running field trials to see how different cultural practices such as pruning technique, trellising method and fruit zone leaf removal may impact disease pressure, crop yield and fruit quality.
While many on the tour were simply interested in learning more about how wine grapes are grown, others came as aspiring

vineyard and winery owners, and others yet came on the tour looking for solutions to particular vineyard issues.
Randy Olsen, a Clarkesville-based homeowner with 12 muscadine vines, attended the tour because he wanted to learn better pruning techniques to manage his unruly backyard vineyard.
Others on the tour viewed it as a chance to get a crash course in growing grapes from those with a career's worth of experience. Rachel Crow, who currently works at the tasting room at Yonah Mountain Vineyards in Cleveland, came to the tour because she wants to advance her career in Georgia's burgeoning winemaking industry.
In the most recent impact study con-
ducted by the UGA College of Agricultural and Environmental Sciences Center for Agribusiness and Economic Development, Georgia's wine industry had an $81.6 million impact on the state's economy. The UGA Viticulture Extension Team offers research and on-the-ground support for the state's grape growers through a network of Extension specialists and county Extension agents across Georgia.

Mother's Sticky Roasted Chicken
Ingredients:
One 3 lb. chicken 1-2 large onions, thickly chopped 2 tsps. salt 1 tsp. paprika tsp. cayenne pepper (or more) tsp. ground thyme tsp. white pepper 1 tsps. garlic powder tsp. black pepper
Preparation:
Wash chicken, remove giblets, liver and trim off excess fat.
Combine all spices in a small bowl and mix well. Rub chicken inside and out with the spice mixture, using all the spices. Stuff the cavity of the chicken with the onions. Tie the legs together with string if you want and place in a small roasting pan. If there are left-over onions, add them to the roaster. This can be refrigerated overnight as-is.
Next day, roast at 275 degrees Fahrenheit for 4-5 hours, basting occasionally with pan juice. When juices start to caramelize on bottom of pan, it's done. Serve with rice.
