The voice of Georgia's farmers will be heard in Washington

On Wednesday, July 11, 1956, the Georgia Market Bulletin reported that the use of machinery on Georgia farms more than tripled during the previous decade. Citing a report by H.B. Goolsby, agricultural engineer for the University of Georgia's Agricultural Extension Service, the Bulletin forecasted "a sharp rise" for the future. "Because of this increase in machinery, it is estimated that production of alfalfa, corn, cotton, hay, sericea lespedeza, oats, permanent pasture, and Coastal Bermuda will be greatly expanded within the next 10 years." Machines outnumbered beasts of burden on U.S. farms for the first time in the mid-1950s. Nowadays, the only way most people will see a mule team drawing a walking plow is for demonstration purposes, such as this example photographed at the Georgia National Fair in Perry in October 2016.

Georgia's farmers will be well represented in Washington, D.C., when work begins on the 2018 Farm Bill, said agricultural lobbyist Bob Redding, president of The Redding Firm. Redding presented a legislative update in Macon Jan. 18 during the first in a series of Ag Forecast Seminars hosted by the University of Georgia statewide.
With both of Georgia's U.S. Senators serving on key agriculture and foreign policy committees, the state will play a major role in shaping domestic and international agribusiness policies. Sen. David Perdue, R-Ga., serves on the U.S. Senate Committee on Agriculture, Nutrition and Forestry.
"I can't recall a time when Georgia did not have a member, if ever, on the Senate Ag Committee. It is a huge deal," Redding said. "During farm bill development we need someone on that committee. Sen. Perdue being on the committee is really important to this state's economy."
U.S. Sen. Johnny Isakson, R-Ga., sits on the Senate Committee on Foreign Relations. Perdue is also a member of that panel's Subcommittee on Near East, South Asia, Central Asia, and Counterterrorism.
"Every single dignitary that comes to Capitol Hill from another country drops by the Senate offices that serve on the foreign relations committee, and having (Perdue) and Sen. Isakson on that committee is important, whether it's trying to get the pecan tariff lowered in India from

35 percent to 10 percent like all the other tree nuts, or poultry exports, etcetera," he said. "Having the one-on-one with a prime minister or president of another country with a Georgia senator is a real plus."
Redding addressed speculation that former Georgia Gov. Sonny Perdue would be tapped to serve as U.S. Secretary of Agriculture one day before President Donald Trump formally announced the appointment. The presence of a Georgia agribusiness leader in that post would give Georgia and the entire Southeast a rare and powerful ally in Washington, Redding said. Past appointees to the post have mostly hailed from the Midwest, he said, and that put Southern farmers at a disadvantage.
"The Midwestern learning curve is tough for us. Whether it's payment limits, whether it's specialty crops many of these things that we do in this state having a new secretary of agriculture

we face a lot of challenges for the first few months or a year," he said. "Having a Southerner or a Southern agribusiness person who understands our culture, the size of our farms, our farming practices it's invaluable."
After Trump announced Sonny Perdue for the post, Georgia Agriculture Commissioner Gary W. Black said Sonny Perdue's knowledge of Georgia agriculture will benefit the state in many ways.
"Sonny Perdue brings a unique understanding and experience of both grain crops, livestock and traditional Southern commodities. His balanced perspective and breadth of background will be essential to the 2018 Farm Bill development and any other issues his new position may face," Black said. "I am confident every commodity will have representation and I feel assured that Sonny will build one of the most talented and diverse teams at USDA in several generations."
Georgia Farm Bureau President Gerald Long said Sonny Perdue's presence on President Donald Trump's Cabinet is a great opportunity for the state.
"I think the most important thing is the commodity program of the Farm Bill," Long said. "Sometimes the Midwest does not understand how we operate and the importance of Georgia and the economic impact it has in Georgia. Commodity programs, the new secretary of agriculture certainly understands them. This new Farm Bill coming up is going to be one of the most important Farm Bills that we've ever had to protect the commodity programs for the Southern part of the United States."

Good fences make good neighbors, but what makes a fence good? That's just one of the questions that Henry Cobb wants to answer for military veterans seeking peace of mind through farming.
"It's a thing that kind of got my attention when my son came back with PTSD," said Cobb, who lives in Woodstock with his wife, Dianne.
The couple's son served three tours in the Middle East over 14 years of active military duty.
"If he had been in good enough shape to make another six years he could have retired with a fairly decent income, but he couldn't handle it," said Dianne Cobb, a retired nurse. "Most of the guys are that way."
To help their son through the difficult tran-

sition from military to civilian life, the Cobbs encouraged him to work with plants. Woodworking offered another release, and he used the sawdust and shavings from his woodshop as a medium to grow vegetables. Chefs from area restaurants started buying vegetables from him, boosting his confidence and giving new purpose to his life.
"That's what gave us the idea that, hey, (farming is) therapy," said Henry Cobb.
Dianne Cobb said doctors prescribed 18 different medications to help her son deal with the emotional aftermath of war. Now 52 and working a steady job, he's down to three medications. Based on their son's successes, the Cobbs want to help other veterans re-engage with civilian life through farming.
The pairing of physically and emotionally wounded veterans with farming is an idea many support. Even the U.S. Department of Agriculture endorses the idea, offering farm

ownership and operating loans to veterans through its Farm Services Administration. The catch is that applicants must participate in the business operations of a farm for at least three years before they can qualify for FSA assistance. Few have that kind of experience.
"Veterans are getting into farming, and they want to get into it because it's purposedriven work. It's a challenge. There are a lot of symbiotic things going on between farming and war. It's a regimented system, a good fit for vets to get into," said Jon Jackson, founder of the nonprofit STAG (Strength to Achieve Greatness) VETS, which operates an acute veterans crisis agriculture center at Comfort Farms in Milledgeville.
Jackson served in Iraq and Afghanistan, and is disabled by a traumatic brain injury suffered in service. He founded STAG VETS and Comfort Farms to help military personnel

The Georgia Environmental Finance Authority offers conservation-minded Georgians the opportunity to help preserve the state's rich natural resources by donating to the Georgia Land Conservation Program when completing their state income tax forms. Check line 29 on Georgia Form 500 or line 13 on Georgia Form 500EZ and enter a donation amount. That amount will be subtracted from any refund or added to any tax payment due, and transferred to the conservation program by the Georgia Department of Revenue.
All funds donated through the state income tax form are used to help landowners donate a conservation easement or transfer the title of a property to the Georgia Department of Natural Resources, Georgia Forestry Commission, or Georgia Soil and Water Conservation Commission. The program has protected more than 39,000 acres of natural, agricultural and historical lands with state income tax form proceeds.
The GLCP provides financing for local governments, state agencies and non-government organizations to accomplish permanent land conservation projects. Eligible land conservation initiatives should advance at least one of 10 conservation purposes:

u Water quality protection for rivers, streams, and lakes
u Flood protection u Wetlands protection u Erosion reduction through steep slopes,
areas with erodible soils, and stream banks protection u Protection of riparian buffers and other areas that serve as natural habitat and corridors for native plant and animal species u Prime agricultural and forestry lands protection u Protection of cultural sites, heritage corridors, and archaeological and historic resources u Scenic protection u Recreation provisions in the form of boating, hiking, camping, fishing, hunting, running, jogging, biking, walking, and similar outdoor activities u Connection of existing or planned areas contributing to land conservation outlined by the Land Conservation Act.

Financing options include grants for fee title or conservation easement purchases to state agencies from the Georgia Land Conservation Trust Fund; low-interest loans for fee title or conservation easement purchases from the Georgia Land Conservation Revolving Loan Fund; and state income tax credits for donations of conservation lands or conservation easements.
All direct costs of activities required to permanently protect approved conservation
lands can be funded as part of a successful grant or loan application, including the purchase price, if any; required due diligence, such as appraisals, surveys, phase 1 environmental site assessments, and title insurance commitments; and other fees allowed by law. The GLCP also administers the Georgia Conservation Tax Credit Program, which offers tax incentives for eligible donations of conservation lands and easements. Learn more at glcp. georgia.gov.

Capitol Update: 2017 legislative session is underway

Legislators were sworn in at the Capitol, across the street from the Georgia Department of Agriculture in Atlanta, when the Georgia General Assembly convened for the first day of the 2017 session on Jan. 9. There were many new faces as the House and Senate welcomed 30 freshmen to the legislature this year. As is custom, legislative business took a back seat during the first week to organizational procedures such as assigning committee membership and adopting rules for each chamber.
The General Assembly's second week was cut short by a state holiday and President Trump's inauguration. The only business taken up was by the House and Senate Appropriations Committees who held joint meetings to discuss the Governor's Budget Reports for the Fiscal Year 2017 Amended Budget and the Fiscal Year 2018 General Budget.
Department Budget
The department has several items on this year's legislative agenda, but none are more important than advocating for its budget.
The Governor's AFY17 and FY18 budget recommendations provide the framework from which the House and Senate Appropriations Committees work. The Governor is required by law to submit these reports to the General Assembly by the fifth legislative day of each session. All items included in the recommendations are still on the table and are subject to change as the budget moves through the process.
Important items under the department's budget for AFY17 include: $550,000 in general funds to replace 15 vehicles in Con-
sumer Protection and 15 vehicles in Marketing and Promotion.
Items included in the department's budget for FY18: $561,141 in general funds for merit-based pay adjustments,
employee recruitment and retention initiatives across the department. $1,000,000 in bonds for repairs and maintenance to department facilities.
Bills of Note
Several bills which could potentially impact the department have been dropped in each chamber: HB 50 by Rep. Clay Pirkle, R- Ashburn, would add liabil-
ity protections for livestock activities. SB 2, the FAST Act, by Sen. Mike Dugan, R-Carrollton,
is intended to streamline the licensing and permitting processes of state agencies and local governments. Currently, this legislation also requires agencies which conduct inspections to give reasonable notice of the time and date of the inspection to the regulated entity or individual. SB 21 by Sen. Josh McKoon, R-Columbus, would allow for the legal possession of African Pygmy Hedgehogs. These exotic animals are currently prohibited under Georgia's Wild Animal Law. One of the department's bills, HB 49 by Pirkle, was assigned to the House Agriculture Committee. This bill will up-

date the license and surety requirements for Livestock Dealers and Livestock Market Operators licensed by the department.

Committee Assignments
Assignments to standing committees for the House and Senate were announced with a few changes to how each chamber will conduct committee business. Leadership in the House of Representatives introduced a new subcommittee on appropriations this year which will oversee transportation and infrastructure funding. These budget priorities formerly fell under the House Appropriations Economic Development Subcommittee, which also oversees the department's budget. In the Senate, the Judiciary Civil and Judiciary Non-Civil Committees will be merged into a single committee.
The department deals mostly in the Agriculture and Consumer Affairs Committees of the House and the Senate. This session's committee membership includes:

The appropriations committees of the House and the Senate are responsible for passing the legislation that allocates the funds to be received by state agencies, departments and authorities. The appropriations process must originate in the House of Representatives after the Governor submits his budget reports for the next fiscal year.
Each appropriations committee is divided into various subcommittees, each of which is responsible for a specific funding and policy area. "You train to go to war. You train to be a soldier. You train to be a Marine. It's like a six-month-to-ayear process. You're conditioned while you're in and then one day they say to you, `Oh, you're a civilian again,'" Jackson said. "Everybody knows somebody who went to war, and they've come back a totally different person. That's why so many veterans commit suicide, because they're trying to get back to that person they were and they never will again. This whole process is a ramp-down. We take a soldier down to the point where they can find their new normal."
While Jackson's focus is on acute or crisis therapy for veterans, the Cobbs are hoping to offer a long-term learning experience for veterans who are new to farming so that they can qualify for FSA assistance to go out on their own.
"There's no place to get three years' experience. My husband was raised on a farm. We've operated a farm on 198 acres in Tennessee, and have had dairy goats and toured with two- and four-legged 4-H kids. We have all kinds of experience," Dianne Cobb said.

Yet the Cobbs don't qualify for an FSA loan to start a greenhouse operation because that's not one of Henry's areas of expertise. Henry Cobb is advertising in the Market Bulletin for a lease on farmland that he can use to gain greenhouse experience, and help veterans learn that skill and several others, including the cultivation of pasture and forage crops, caring for small farm animals, maintaining farm equipment, and building fences. Well-built fencing and cross-fencing are key to a successful farm, the Cobbs said. That point is proven by the experience of a veteran the couple knows who received more than 25 acres of farmland donated by a charitable organization. A novice at farming, the man said he'd killed three of his neighbors' dogs to keep them from bothering his livestock. He lost his fall and winter crops to deer.
"You could tell he didn't put up a fence," Dianne Cobb said. "Where we come from, a perimeter fence is the first thing you put up. But where do you learn to put up a fence? It's an art. It really is."

GWINNETT COUNTY EXTENSION 2017 ANNUAL PLANT SALE
The Gwinnett County Cooperative Extension office is accepting orders through March 7 for blueberries, blackberries, raspberries, figs, apples, pomegranate, goji berries, native azaleas and other landscape plants as part of its annual plant sale. This year, pecan trees and the big Titan blueberry, which produces blueberries the size of quarters, have been added to the list of pre-ordered options. Order forms may be obtained from: www.ugaextension.org/gwinnett, or by calling 678.377.4010 to request a form be mailed to you.
All orders must be prepaid, and can be paid via cash or check (payable to Gwinnett County Extension/4H). Credit cards (VISA, MasterCard and Discover) can only be accepted with walk-in orders.
The one and only day scheduled for pick-up of prepaid orders is Thursday, March 16, between 9 a.m. and 6 p.m., at the Gwinnett County Fairgrounds, 2406 Sugarloaf Parkway, Lawrenceville. No orders are shipped. Plants that are not picked up will be considered a donation.
On plant pick-up day, there will be a variety of landscape plants for sale that are not on the pre-order sheet. All proceeds are used for Gwinnett County Extension educational projects and activities. Georgia Organics will celebrate 20 years of the `good food

movement' at its annual conference in February

Georgia Organics is calling farmers and foodies to the conference table to talk about what Alice Rolls calls "the good food movement" for the 20th time in as many years Feb. 17-18 in Atlanta. Rolls, the executive director of Georgia Organics, attended the conference for the first time in 2004 with 150 others. Last year, more than 1,000 people were present.
"One of my favorite things about the conference is when I see a farmer that might be out in a rural area and is trying to start their organic farm. They come to the conference and they see 1,000 people there and they have that show of support not just from fellow farmers but also from consumers and advocates who want to champion that farm," Rolls said. "To me that's what the conference is all about. It's about that support and that inspiration and that community."
The conference will also include educational opportunities, farm tours and keynote speeches from a pair of organic farmers who've gained unique insight into the life of a small farmer. Friday's keynote address will be given by CheFarmer Matthew Raiford of Brunswick, who grows certified organic crops with his sister, Althea, on Gilliard Farms. The land has been in their family since 1874.
"I am the sixth generation to be on it farming," Raiford said in a podcast prepared for Georgia Organics by "Good Gracious" host Boyd Baker. "My children are the seventh generation to have planted a seed, harvested a seed and eaten from a crop that was planted here on this land."

in Demorest, Taylor also refers to herself as a "farm wife."
"Through my husband's one vocation, which is to be an organic vegetable farmer, I have learned more than I ever thought I would learn about what it takes to sustain life and in my language what makes a meal sacred, so that's probably going to be the title of my talk, The Sacred Meal. The sacred meal shows up in every tradition. It doesn't really matter where you go in the world, everybody knows food is sacred. Everybody knows the mystery that is involved in getting food on a plate in front of people."
Few, except the farmers, however, understand the agony and the ecstasy of producing that food.
"This is the circle of life, so learning to live with the bounty and the loss, the grief, the joy, the ups, the downs and not getting too attached to any of it because it comes and goes," Taylor said. "There's a season when all the bees die and there's a season when the honey is amazing. There's a season when there's not much to eat but potatoes and there's a season when there's every kind of vegetable you can think of. That's taught me so much about what it means to be human and alive."

Tractor Supply, National FFA Looking for State FFA Projects to Fund Grants for Growing applications open through Feb. 13

BRENTWOOD, Tenn. FFA chapters in search of funding for their next animal science lab, community garden or any other worthy agricultural project, take note: Tractor Supply Company will soon be awarding Grants for Growing starting at $500 to qualifying FFA chapters. To win a grant, FFA advisors must visit http://www.ffa.org/grantsforgrowing and complete the application. Submissions are due by Monday, Feb. 13.
In partnership with the National FFA Foundation, Tractor Supply supports Grants for Growing to serve FFA chapters who want to make a difference in their communities with critical project funding. Grants are awarded to deserving FFA chapter initiatives in the spring.
Grant recipients are selected based on proposals detailing how they will start or expand a project that will benefit their communities well into the future. While the minimum competitive grant amount is $500 for participating chapters, there is no cap on the amount of funding a chapter may request for its project.
Now in its second year, Grants for Growing is offered to

FFA chapters across the country. Notable 2016 grant recipients included the Jemison, Ala., FFA chapter, which used program funding to construct an animal science lab addition to house laboratory and show animals such as pigs, donkeys, rabbits and Texas Longhorn heifers. In Cedar Springs, Mich., the local FFA chapter built a garden to provide the community with food donations, as well as help students learn more about raising vegetables.
In 2016, Grants for Growing raised more than $700,000, funding 374 grants supporting projects involving 39,038 students. To support the program, Tractor Supply hosts a 10-day in-store event nationwide that offers shoppers the opportunity to donate $1 at checkout in support of the program.
In 2017, the fundraising period will take place during National FFA Week, Feb. 17-26. All in-store donations remain within the state where they were made.

That person will be recognized at the 89th State FFA Convention during the Smith-Hughes Act 100th Anniversary Celebration on April 29 in Macon. The Smith-Hughes Act, adopted in 1917, provided federal aid to states for the purpose of promoting precollegiate vocational education in agricultural and industrial trades and home economics. The act also led to the creation of FFA.
