December rainfall reduces, but does not eliminate, drought conditions
By Pam Knox
While the rain in December 2016 eliminated abnormally dry conditions along the Georgia coast and reduced drought conditions in southern Atlanta and South Georgia, only limited relief was seen in North Georgia. The outlook for January shows an increased chance of above-normal temperatures and wetter-than-normal conditions. The warm conditions are likely to continue into spring, but drier conditions may return as the weak La Nina ebbs away.
December's heat and varying rainfall had limited impacts on agriculture in Georgia. December was much warmer than normal across the state, with some areas over six degrees above normal. Rainfall was highly variable this month. The northern half of the state remained quite dry, while much of the southern half was inundated with heavy rain, particularly from Dec. 4 to Dec. 6.
Macon and Augusta set new record highs of 81 and 84, respectively, on Dec. 18. Those temperatures surpassed the old records of 79 and 82 set in 2008. Brunswick tied several record highs on Dec. 18, 24 and 29, and broke a record high on Dec. 6 at 81, which surpassed the old record of 79 set in 1972.
The highest monthly total precipitation from National Weather Service reporting stations was 10.68 inches in Albany 6.93 inches above normal and the lowest was in Valdosta with 2.15 inches 1.02 inches below normal.
Several daily rainfall records were set on Dec. 5 across southern Georgia. Savannah received 1.36 inches, breaking the old record of 1.17 inches set in 1994. Alma received 2.16 inches, surpassing the old record of 1.16 inches set in 1954. Although the National Weather Service does not publish daily rainfall records for Albany, the 5.47 inches that city received on the same day was undoubtedly a daily record as well.
The highest one-day rainfall recorded by a Community Collaborative Rain, Hail and Snow Network observer was 6.9 inches reported on the morning of Dec. 6 northeast of Baconton in Mitchell County, followed by 6.48 inches northeast of Camilla in the same county. An observer near Tifton received 6.26 inches on the same day. The highest monthly total 12.42 inches was recorded west of Albany, followed by 11.15 inches at the Camilla station and 10.76 inches near Sylvester.

The big news in the fruit and vegetable industry this year will be the release of a fresh crop of Georgia-grown Satsuma mandarins. Citrus growers in South Georgia and North Florida are organizing their efforts to find markets for this cold-hardy fruit that grows best south of a line from Cordele to the coast.
Florida Georgia Citrus of Monticello, Fla., introduced Satsuma juice, syrup and jelly at the Southeast Regional Fruit and Vegetable Growers Conference in Savannah Jan. 5-8. Read more about Georgia's burgeoning citrus industry on Page 12.
Reader Profile: George Burkett uses the Market
Bulletin to help bluebirds
By Amy H. Carter
Editor
In 1999, George Burkett retired and took up the hobby of fine woodworking. His sister-inlaw set the course of his hobby for the next 18 years when she gave him a blueprint for a bluebird box she found in the March 31, 1999, issue of the Farmers and Consumers Market Bulletin.
"I built her a bluebird box and she liked it, and so I started building more boxes," said Burkett, who lives in Mableton. "Consequently I have built hundreds of bluebird boxes and, along with the Market Bulletin, brought back hundreds of bluebirds to Georgia."
According to the Audubon Guide to North American Birds (Audubon.org), populations
of the Eastern Bluebird "declined seriously
in many areas with loss of habitat and loss of
nesting sites. During recent decades (the popu-
lation) has been increasing again, undoubtedly
helped by birdhouses in many areas."
One such area is the Green Meadows Pre-
serve in Powder Springs. Jim Bearden estab-
lished a bluebird trail at the park after buying a
bluebird box from Burkett at a plant sale hosted
by the Cobb County Master Gardeners.
"We started with that one. I put it on a fence,
which I was reluctant to do because when you
have them on a tree or fence, you're subject to
predators," Bearden said.
Still, a male bluebird put the box to good
use. According to Cornell University's Orni-

Arty's Garden: Try Jerusalem artichokes in the kitchen and the garden
By Arty Schronce
Jerusalem artichokes are
hard to figure out. Their name
doesn't help matters. They are
not artichokes but are a tuberous
sunflower, Helianthus tuberos-
us, native to much of the United
States and eastern Canada.
The plant has nothing to
do with Jerusalem. The most
common reason given for the
name is that it is a corruption
of girasole, the Italian word
for sunflower. Garden writer
Elizabeth Lawrence says that
the name is a "hawker's version
of Ter Neusen, a town in Hol-
land where tubers were grown
for the English market." Either
option is plausible. It's a com-
mon linguistic occurrence for an
unfamiliar word to evolve into
a familiar one. I've been called
Andy and Marty often enough
to testify to that.
You will also see Jerusalem
artichokes sold as "sunchokes,"
which is a step closer to calling
them what they really are and
also may make them sound
more marketable, which I am in
favor of.
I've tried pasta made from
Jerusalem artichokes and
thought it was excellent. Now it
is time to experiment with the
real thing. Fortunately, I am see-
ing Jerusalem artichokes show
up at local farmers markets and
at prices more reasonable than
I see them at the supermarket.
And they're Georgia Grown to
boot.
I've heard of people pickling
Courtesy of Wikicommons
Jerusalem artichokes. My Ger-
man heritage informs me that if you can fit it into a mason jar you pickle
it. However, I am going to try some sauted in butter with garlic and
herbs and also roast some in the oven. Cold weather is approaching and,
in my old house, I appreciate the extra warmth that comes from cooking.
Jerusalem artichokes can be grown from tubers or from seeds. In fact
there is an ad in this week's Bulletin offering seeds for sale. Jerusalem
artichokes are perennial and can be aggressive spreaders, however, so
find an appropriate spot for them. Although you are growing them as a
vegetable, you should plant them away from other vegetables because
they multiply rapidly. Since they can get tall they will also shade other
vegetable plants. My garden is too small to invite them in, so I will be
purchasing mine from farmers at the market.
And remember, Jerusalem artichokes are sunflowers. They have
yellow flowers that you can cut for bouquets or leave for the bees and
butterflies.
Whether you try them in the garden or in the kitchen, make 2017 the
year you will try Jerusalem artichokes.
Cook Georgia Grown:
Sunchokes
Editor's Note: The Market Bulletin boasts an eclectic archive of recipes submitted by readers over the years. The five recipes below for Jerusalem artichokes, or sunchokes, are attributed to Howard A. Bailey of Tustin, Calif. No date is ascribed to them. We also do not know if they were ever tested by the department. They seemed to fit well with the subject of Arty's Garden this issue, so we share them in the hope that you might try them and find one or two new delicious dishes to add to your family's table. -Amy H. Carter
Stewed Sunchokes
Ingredients: 1 lbs. sunchokes 2 oz. butter 1 large onion, chopped 1 clove garlic Sprig of parsley
Pinch of thyme 1 bay leaf 1 cups beef stock 1 cups white wine Salt and pepper to taste
Directions: Brown the onion in the butter over medium heat until the onion is soft and golden in color. Clean and slice the sunchokes. Add chokes and spices to onion and cook for 5 minutes, stirring occasionally. Add stock and wine to pan (you may want to reduce quantities of stock and wine, but make sure vegetable is adequately covered with liquid), reduce heat, cover pan and simmer until chokes are tender. (Serves 4)
Creamed Sunchokes
Ingredients: 1 lbs. sunchokes 2 Tbsps. butter 2 Tbsps. flour 1 cup cold milk
Salt and pepper to taste Few drops Tabasco sauce 3 Tbsps. chopped parsley
Directions: Wash and scrape the tubers, cover and cook for 10 minutes in boiling salted water to which lemon juice has been added. While tubers are cooking, combine butter and flour in a double boiler or small, heavy saucepan over low heat. Gradually add milk, stirring constantly, and bring to a boil. When sauce has boiled and thickened, add salt, pepper, parsley and Tabasco and stir the mixture. Drain sunchokes thoroughly, pour sauce on top and serve immediately. (Serves 4)
Sunchoke Chips
Ingredients: 1 lbs. sunchokes Juice of two lemons
Salt and pepper to taste Deep fat for frying
Directions: Clean sunchokes, cut into thin slices for frying and soak for one hour in water to which lemon juice has been added. Drain chokes, dry well with cloth, add salt and pepper to taste and fry in deep fat until golden brown. Serve either as a side dish with roast meat, or as an unusual snack.
Sunchoke Fritters
Ingredients: 1 lb. sunchokes 1 egg beaten 1 Tbsp. flour
Salt and pepper to taste Fat for deep frying
Directions: Peel sunchokes, boil just until tender, drain and mash. Add egg, flour, salt and pepper. Drop mixture by tablespoonfuls into the hot fat, fry on both sides until golden brown. Serve very hot. (Serves 4)
Sunchokes A'La Provencale
Ingredients: 1 lbs. sunchokes 2 cups beef stock 2 Tbsps. butter 3 tomatoes, sliced
1 clove garlic, chopped 1 onion, finely chopped Pinch of thyme Salt and pepper to taste
Directions: Clean and scrape sunchokes, slice and add to boiling stock. Cook for 5 to 8 minutes and drain. Melt butter in a skillet over medium heat. Add sunchokes, tomatoes, garlic, onion and seasonings to pan and saut until onions are lightly browned. Serve at once. (Serves 4)
All recipes have been tested for accuracy in our Georgia Grown Test Kitchen unless otherwise noted. For more recipes and to watch cooking in action, find our "Pick, Cook, Keep" series at www.gpb.org/pick-cook-keep!

"We had 293 birds hatch and were printed in the March 31, 1999, issue of the Market Bulletin.
"I was born and raised on a farm," Bearden said. "We used to raise a lot of cotton, and if you had cotton you had boll weevils. If you had boll weevils, you had to spray DDT."
More nesting boxes will ensure the continued recovery of bluebirds, Burkett and Bearden said. Burkett's boxes are built from plans approved by the North American Bluebird Society and the Audubon Society, which is now working with Burkett to build nesting boxes for the Brown-headed Nuthatch.
Burkett advertises his boxes for sale in the Handicrafts category of the Market Bulletin's classified ads. Handicrafts ads are published in the first issue of every month.

FARMERS AND CONSUMERS MARKET BULLETIN 404-656-3722 agr.georgia.gov

South Georgia casts some shade on the Sunshine State's
signature crop with heavy cultivation of satsuma orchards
By Amy H. Carter Five-year-old Kaid Covin is typical of
most citrus growers in Georgia. His crop, while plentiful and increasing each season, grows from a single tree in the backyard. Shortly after Kaid was born, his grandfather and great-uncle planted an orange tree from South Florida beside the pond on the family farm in Moultrie. As it matures, the tree puts forth a little more fruit each year. Late in 2016, Kaid harvested a bumper crop of or-
Kaid Covin's success with oranges on his Moultrie farm shows how well citrus is suited to South Georgia. anges. Kaid's bounty may well be a harbinger of future prosperity, not just for him but also for Georgia's budding citrus industry.
"There are a lot of people out there who have one or two citrus trees of some type in
their yard," said Jake Price, Lowndes County Extension Coordinator for the University of Georgia in Valdosta.
In 2013, however, the citrus landscape changed dramatically in Georgia. No longer limited to the odd Meyer lemon or grapefruit tree fruiting in the neighbor's backyard, Georgia's citrus industry found viable commercial potential in a small, easy-to-peel fruit called the Satsuma.
"Satsumas are the most cold-hardy mandarin that there is, and to grow citrus in Georgia you're going to have to have the very cold hardy (varieties). We can get down into the teens, and there are reports that Satsuma can survive 15 to 18 degrees with minimal damage," Price said.
Every spring since 2014 Price has surveyed Georgia Satsuma growers to check the progress of the fledgling industry. Last year, he counted 40 growers who are tending some 150 acres of citrus orchards in 22 South Georgia counties. Most of the crop is concentrated in Lowndes, Echols and Thomas counties, he said.
"Most of that has been planted since 2014," Price said. "There is tremendous interest in growing citrus, mostly Satsumas. I have consultations in my office probably daily with people wanting to talk about it."
Lindy Savelle is one of the many who found inspiration for a business plan in the knowledge that Price and University of Georgia plant researcher Wayne Hanna of Tifton possess.
"I never realized that citrus could grow so well in South Georgia. Several of our friends have trees, but you know you just don't think about it commercially until you start digging into it and realize, wow, it really does grow well here. With satsumas and tangerines, the colder you can take it without actually freezing the fruit, the sweeter it's going to taste. It's the same with lemon and grapefruit," said Savelle, a citrus grower and co-founder of the Georgia Citrus Association and 1DOG Ventures, a commercial nursery in Sale City that
offers citrus trees for sale to commercial and residential growers.
Savelle and her brother, Clay Lamar, retrofitted a 10,000-square-foot tobacco greenhouse in hopes of becoming Georgia's first APHIS greenhouse, a designation given by the USDA's Animal and Plant Health Inspection Service which would allow them to ship plants outside of Georgia.
"An APHIS greenhouse is very different than a regular greenhouse in that it must be completely free of any possible pest or insect entry," she said. "That means the greenhouse has to be covered in 50mm screen with every little nook and cranny completely caulked shut. There are also requirements in the entry way for positive pressure and certain chemical applications to prevent spread of disease."
1 DOG is currently growing two specialty products: citrus trees and fruit and perennial peanut grown cover and hay. The citrus trees are University of Georgia varieties for use by homeowners and commercial growers and include tangerines, grapefruit and lemons. They are patented under the names Sweet Frost, Pink Frost and Grand Frost. The first trees will be available in spring.
"The reason we did the nursery is ... we had a really hard time finding trees that were not coming out of an area that has a lot of disease. You can find trees in other states but I didn't want to be known as the girl who brought disease into the state," Savelle said. "I want to be known as the girl who helped the industry get started."
With the help of growers like Kim Jones of Bethel Oaks Farm in Monticello, Fla., Georgia's citrus growers are actively working to develop markets for the crop they'll harvest later this year. Jones, who has 800 trees in production in North Florida that will produce mature, marketable fruit later this year, is developing Satsuma juice, simple syrup and jelly to make full use the entire crop, including unmarketable fruit.
"The Satsuma itself, any variety, will produce some oddball fruit, special fruit. It's
not culled but it doesn't sit well on the shelf. It doesn't sell on the retail market. Schools don't want it for the kids because it's too big a lot of times. It's got great meat, great juice, but we were seeing growers tossing those special fruit and in my mind I said, we can't let that taste get away from us," Jones said. "That was the birth of the juice. I wanted to see if we could take a product that's got no value and turn it into something that's valu-

Jones began juicing satsumas last year, and is marketing the juice to school nutrition departments in hopes of getting the word out.
"We're still two or three years from seeing (satsumas) in the Whole Foods produce market. We're trying to get in the school systems first," Jones said. "If you think about it, most people don't know what a Satsuma is, but if we can have a generation of kids that recognize what a Satsuma is it would really explode for us down the road. And it really is a better fruit. It's an absolutely phenomenal fruit."
