UGA economists offer agricultural market outlook for 2016

Georgia's economy is strong and expected to grow faster than the national average, fueled by new housing starts, several significant economic development projects and a growing population. A strong dollar, however, will mean fewer export opportunities for Georgia farmers, who were urged to plan their 2016 crops accordingly during the first in a series of Ag Forecast Seminars conducted statewide by the University of Georgia's College of Agricultural and Environmental Sciences.
Carrollton hosted the first of six seminars Jan. 21. Winter weather postponed the second in the series, which was planned at Unicoi State Park in Cleveland Jan. 22. That seminar has been rescheduled for Feb. 17 and registration is open to all who wish to attend. The Georgia Farm Bureau, Georgia Department of Agriculture and the Georgia Agribusiness Council host the seminar series annually.
The series is based on extensive research designed to help Georgia's agricultural industry anticipate market forces that will impact their profitability, said Dr. Josef Broder, interim dean of the agricultural college.
"It's a very uncertain industry we're in," he said. A variety of factors from weather to disease to unstable

global economies impact the success of Georgia commodities. Falling fuel prices will help on the expense side, according to Forrest Stegelin of the Department of Agricultural and Applied Economics at UGA. Seed, pesticide and fertilizer expenses are predicted to be lower in 2016 as well.
Consumers can rejoice at the prospect of paying the lowest price for milk in six years, said Dr. Kent Wolfe, director of the Center for Agribusiness and Economic Development.
"Domestically things are looking pretty good," Wolfe said. The International Monetary Fund predicts modest growth in Europe, but there is uncertainty about China's economy, a recession in Japan and difficult times in Latin America, Africa and Asia, Wolfe said. "Our commodities are more expensive on the world market and less attractive because of the strong value of our dollar," Wolfe said. While market prices for row crops like cotton, corn and soybeans are in flux, prices for cattle, poultry and pork are strong. The specter of avian influenza will loom over the poultry industry even as producers in affected areas of the country recover. Cotton will continue to be a crop of concern in the coming year as demand drops globally. China, the No. 1 importer of U.S. cotton, is sitting on a surplus that is equivalent to 61

percent of the global stock. That's putting a downward press on prices, and could eventually drive them down to .50 cents per pound or less.
"That's kind of a scary thing if you're a cotton producer," Wolfe said.

Commissioner Black urges USDA to designate

cottonseed as "other oilseed"

"We are from the government, and we are here to help." Most citizens consider such a phrase satire at best and a flagrant insult at worst. Yet falling commodity prices have stimulated a warranted plea for help from Georgia cotton producers to our friends at the United States Department of Agriculture.
In this case, policies really are in place to help if Secretary Tom Vilsack will make the right call. A solution lies in the flexibil- Black ity of the 2014 Farm Bill. The solution is not one of the budget-busting disaster bailouts of old. The solution lies in designating cottonseed as "other oilseed," a decision clearly designated by Congress to the Secretary in the 2014 law. This designation would afford cotton producers the opportunity for relief through the safety net policies available to corn, soybean and other

program crops without exceeding existing aggregate budget limits. The 2014 Farm Bill (and previous farm bills) includes statutory
authority for USDA to designate "other oilseeds" for purposes of farm bill programs. The U.S. cotton industry, and specifically cotton producers, is struggling with the effects of low prices for cotton, weak demand and growing competition from heavily subsidized foreign producers. The infrastructure for the U.S. cotton industry (gins, warehouses, marketing co-ops, merchants, merchandisers and cottonseed crushers) will continue to shrink unless there is a stabilizing policy for cotton to help sustain the industry in periods of low prices, such as currently exists today. This policy will be important to ensure continued crop diversity in many parts of the Cotton Belt and the continued economic activity in rural areas.
Farm families who rely on the production of our state's No. 1 row crop are facing treacherous prospects for the 2016 crop year. Thousands of Georgians depend on cotton production and processing for a living. Federal policies are in place to help during challenging times like this. The budget is already in place. My hope is that Secretary Vilsack will move swiftly to exercise the authority he already has to assist. Help is needed now.

Samuel Pardue named Dean of GA Agricultural College

Samuel Pardue, a noted poultry science researcher and administrator at North Carolina State University, has been named dean and director of the University of Georgia's College of Agricultural and Environmental Sciences.
Pardue is currently associate dean and director of academic programs at NC State's College of Agriculture and Life Sciences, and his appointment at UGA is effective March 14.
"I am pleased that Dr. Pardue is joining the university as the next dean and director of the College of Agricultural and Environmental Sciences," said President Jere W. Morehead. "His academic background and professional

experience are ideal for leading the College at a very exciting time in its history and working with key stakeholders and alumni who are critical to our future success."
Since 2012, Pardue has overseen the academic programming in the College of Agriculture and Life Sciences' 16 departments.
"I am honored to have Pardue the opportunity to work with UGA's outstanding administration, faculty, staff, students, alumni, friends, and Geor-

gia's dynamic agricultural community," Pardue said. "The College of Agricultural and Environmental Sciences has played a significant role in growing Georgia's #1 economic sector. It is a college with a long and honored history. I look forward to an even brighter future for CAES."
Pardue earned his bachelor's degree in poultry science and his master's and doctoral degrees, both in physiology, from NC State. He completed his postdoctoral training in genetics at the University of Massachusetts-Amherst and began his academic career at Texas A&M University.

The Gwinnett County Cooperative Extension office in Lawrenceville is taking orders Jan. 2 through March 8 for blueberries, blackberries, raspberries, figs, apples, native azaleas and other landscape plants.

All orders must be prepaid and picked up at the Gwinnett County Fairgrounds (Sugarloaf Parkway) in Lawrenceville between 9 a.m. and 6 p.m. on Thursday, March 17. No orders are shipped and all orders are pre-paid. Credit card payments (Visa, Mastercard & Discover) are accepted with walk-in orders to the Cooperative Extension office in Lawrenceville.

Super Bowl Eats

Our home team may have fumbled its chance to play in Super Bowl 50, but Georgia Grown Executive Chef Holly Chute is keeping us in the game with this winning selection of party dishes incorporating Georgia Grown products. Whip up one, two or all of them for your Super Bowl Party. Bon appetit, y'all, and keep it between the goal posts!

Georgia Grown Wings Three Ways
Asian:
Ingredients: 1 dozen chicken wings cup Oliver Farms infused peanut oil cup soy sauce 2 Tbsps. rice vinegar 2 cloves garlic, minced 1 Tbsp. fresh grated ginger or teaspoon dried

Preparation: In a bowl, combine wings with salt, pepper and sunflower oil. Refrigerate until ready to use. In a small saucepan heat bourbon on high heat until reduced by one-third. Add ginger honey, lower heat to medium and cook until slightly thickened, (it should be the consistency of syrup).
Heat charcoal or gas grill to medium heat. Cook wings until almost done, about 150 degrees internal temperature. This will take 20-30 minutes depending on size of wings.

Preparation: Combine all ingredients except wings in a bowl, mix well. Place wings in a zip top bag, add marinade. Seal and refrigerate wings for several hours or overnight.

Remove about half of glaze to a bowl then dip wings in glaze and return to grill to finish cooking. When wings have reached an internal temperature of 170 degrees,

Ingredients: 1 dozen chicken wings 2/3 cup Abby J's Smokin Hot Sauce 1 Tbsp. fresh lemon juice 2 cloves garlic, minced cup butter 2 Tbsps. Oliver Farms or Solio sunflower oil Salt and pepper
Preparation: In a bowl combine wings with sunflower oil and salt and pepper. Refrigerate until ready to use.
In a small saucepan, heat butter over medium heat. Add garlic to pan and cook until soft. Add Smokin Hot Sauce, lemon juice, salt and pepper and bring to a boil then simmer about 5 minutes.
Heat charcoal or gas grill to medium. Cook wings over medium heat 25-35 minutes or until done (170 degrees internal temperature).*
Dip wings in sauce then return to grill for 1-2 minutes then dip again in sauce and serve.
*To cut down on grilling or baking time you can microwave wings for 5 6 minutes before grilling.

Georgia Grown Hot Shrimp Dip
Ingredients: 1 Tbsp. butter 1/3 cup finely diced colored peppers cup chopped scallions 1 cup chopped Georgia shrimp cup mayonnaise cup Laurie Jo's Meyer Lemon Pepper Jelly Salt & pepper cup fresh grated Parmesan cheese
Preparation: In a small saucepan, melt butter over medium heat. Cook peppers and scallions until slightly soft, add shrimp cooking until just pink. Add cream cheese, mayo, jelly and salt and pepper. Cook, stirring until cream cheese melts.
Pour mixture into an ovenproof dish (I use an 8-in. ceramic pie dish), sprinkle with Parmesan cheese. Bake at 350 degrees about 30 minutes or until bubbly and cheese begins to brown. Serve with crackers or French bread.

Georgia Grown Collard Green Dip
Ingredients: 8 cups Baker Farms collard greens, stems removed, cut in thin ribbons 2 Tbsps. Oliver Farms or Solio sunflower oil 1/3 cup diced onion 1 large clove garlic, minced cup Half & Half 8 oz. cream cheese 1 Tbsp. Worcestershire 1 Tbsp. hot sauce 1/3 cup fresh grated Parmesan 1 8-oz. package shredded Mozzarella Salt & pepper
Preparation: Heat oil in a large skillet. Add onion and garlic and cook until translucent, 3-4 minutes. Add collard greens to pan and cook until wilted. Add salt, pepper, Worcestershire and hot sauce, stirring to combine well.
Add cream cheese, Half & Half and Parmesan. Cook, stirring until cream cheese is melted. Pour mixture into square baking dish, top with Mozzarella. Bake 350 degrees 30-40 minutes or until bubbly and cheese begins to turn golden. Serve with crackers, tortilla chips or French bread.

Georgia Grown Layered Shrimp Dip
Ingredients: 15 Jumbo Georgia shrimp, peeled & deveined 8-oz. cream cheese cup plain Greek Yogurt cup Wisham's Orange Ginger Jelly cup chopped Cilantro cup chopped scallions 1 Tbsp. + 1 tsp. Salt Table Tybee Island Blend
Preparation: Combine 1 Tbsp. Tybee Island Blend in a pot with water. Bring water to a boil then add shrimp. Cook a couple of minutes until shrimp turn pink and start to rise to top. Drain shrimp, cool then coarse chop. Refrigerate until ready to assemble.
Meanwhile in a mixing bowl, combine cream cheese and yogurt and 1 tsp. Tybee Island Blend, mixing until smooth.
Line an 8-inch cake pan with plastic wrap. Scoop cream cheese mixture into prepared pan, smoothing to make even. Refrigerate until ready to assemble.
When ready to assemble, select a cake stand or decorative plate. Unmold cream cheese mixture onto serving piece. Sprinkle cream cheese mixture with cilantro then top with orange ginger jelly, spreading all the way to edges.
For the next layer, distribute the shrimp over the top then sprinkle scallions as a garnish on top.
Serve with crackers.

Super Bowl 50: Food Safety Tips for an Illness-Free Party

The 50th annual Super Bowl is one that will stand out in history, but it shouldn't be memorable because of foodborne illness. The Super Bowl is a time when many gather with friends and family to enjoy food and drinks, football (and maybe some funny commercials). In fact, Super Bowl Sunday is the second largest day for food consumption in the nation second only to Thanksgiving.
Agriculture Commissioner Gary W. Black has some great tips to help partygoers and hosts alike avoid ending up on the "injured reserve list."
"Everyone loves a good Super Bowl party," Black said. "But whether you're hosting or attending, you want to make sure no one ends up making any `personal fouls' when it comes to food safety."
Here are some easy tips to ensure food safety for everyone on Feb. 7.
Clean: Just like in football, hand control is key. In the game of food safety, if people prepare or handle food without washing their hands first, pathogens can be passed on to ready-to-eat foods. Food preparers should wash with soap and warm water for at least 20 seconds before and after handling food and don't forget to wash food preparation surfaces often (cutting boards, dishes, utensils and countertops). For extra assurance, make a sanitizing solution using 1 tablespoon of liquid bleach mixed with 1 gallon of water and use on kitchen surfaces and utensils.
Separate: Avoid an "encroachment" or "off-sides" penalty. Maintain separation between ready-to-eat foods and raw proteins

(e.g., meat, poultry or seafood) which can cross-contaminate food and prep surfaces. Create your own "neutral zone." Partition an area of the kitchen for raw protein preparation and another area for any ready-to-eat foods. Use separate cutting boards or, if you're only using one, wash it with hot soapy water in between prepping different foods, and apply that sanitizing solution. The same is true for your serving dishes; don't use the same platter to bring meat IN from the grill that you used to carry it OUT on (unless you wash it between uses).
Cook: For the chef/grill-master, the meat thermometer is your best piece of "protective equipment" and a vital culinary tool. Use it to make sure foods are thoroughly cooked to proper end-point temperatures, which will kill any harmful bacteria. Refer to the chart here to find the proper minimum cooking temperature for the meat being cooked. For safety and quality, allow the meat to rest three minutes before enjoying. Two-Hour Rule: Time management can win or lose the game; unfortunately for food safety, there is no way to stop the clock. One common food safety mistake is leaving perishable items out for too long. Super Bowl parties often last up to several hours and people put food out early so snacks are ready for everyone to munch on.
Any hot or cold foods that have been sitting at room temperature for more than two hours could begin to grow bacteria and

cause illness. To prevent that from happening, use a chafing dish or slow cooker for hot foods, and put cold perishables in a bowl of ice, cooler or refrigerator. You can also set a timer and rotate food throughout your Super Bowl party to keep everything at proper temperatures, swapping out with fresh hot or cold items every two hours. Otherwise food can enter the danger zone (over 40 degrees for cold foods and under 135 degrees for hot foods), which is a perfect breeding ground for bacteria. (Remember, even in colder weather, this rule still applies.)

Georgia Pecan grower shares tailgating recipes on Lifetime Network show

Just in time for Super Bowl 50, Georgia pecans are cropping up on nationwide TV as a tasty win for any tailgating party--whether in your living room or at your favorite team's home games. Trent Mason, spokesman for the Georgia Pecan Commission and a Georgia pecan grower, appeared Jan. 28 and Feb. 4 on "The Balancing Act," a morning show for women broadcast on the Lifetime cable network.
Mason shared several pecan recipes with "Balancing Act" host Julie Moran. He also gave the scoop on the many benefits of hearthealthy pecans, which are rich in antioxidants, vitamins, minerals and enzymes.
"Antioxidants, which can reduce your risk of heart disease, caused the American Heart Association to name us a recommended heart-healthy food," said Mason, who also serves as vice president of the Georgia Pecan Growers Association. "Like all nuts, pecans are also gluten- and sodium-free, so they work for many different diets and lifestyles."
The Georgia Agricultural Commodity Commission for Pecans (Georgia Pecan Commission) funds research, educational and promotional programs though its Center for Pecan Innovation in order to increase awareness and raise demand for Georgia pecans year-round. Arty's Garden: Cold hardiness is in the genes, among other things

Many years ago I proclaimed a certain plant hard hardy to 5 degrees F. because I saw several survive a brief episode of low temperatures. Blame it on my youth; now I know better. I have seen the same plant killed by temperatures that got nowhere near that low.
Cold hardiness is not an exact science and certainly not something that can be determined from one experience. There are numerous factors that come into play when considering whether or not a plant is cold hardy.
A plant may survive 0 degrees F. for one night with no damage provided temperatures rise the next day. The same plant may be killed outright if exposed to only 15 degrees F. if temperatures remain low for an extended period.
Genetic variability among a species of plant can determine cold hardiness. Dwarf palmettos (Sabal minor) native to southern Florida are likely to be less cold hardy than those native to southeastern Oklahoma. They are the same species and may look alike in every way, but they can vary in how much cold they can tolerate.
Numerous plants native to arid areas can survive low temperatures when grown in well-drained soil and protected from winter wetness. This is a critical factor when trying to grow them in Georgia. They can take the cold, but not the cold and the wet.
Cold snaps that follow extremely warm periods can be more damaging than those that come after a gradual period of cooling.
Plants that are flush with new growth

due to lots of water and nitrogen fertilizer are more likely to be damaged than those grown under leaner conditions.
Generally, plants that are well established are less likely to be damaged than those planted more recently.
Plants in pots are much more susceptible to cold damage because their roots are more exposed than those of plants in the ground.
Mulching in the fall is a way to provide a little more winter protection for plants, especially those only marginally hardy in Georgia.
Some evergreens will experience "leaf burn" if the ground remains frozen for long periods, especially under sunny conditions. Sunlight can raise the surface temperature of the leaves and cause them to transpire and lose water. The plant is

unable to absorb water from the frozen ground to replace this lost water, which can lead to desiccated leaves and even branches. These plants often re-leaf in the spring with no major damage. In the winter of 2014 I saw many specimens of creeping fig and prostrate rosemary that were damaged in Atlanta. I was both delighted and surprised to see how well they recovered.
When you see cold damage, don't despair or jump to a premature conclusion that the plant is dead. Wait until late spring. Your plants may be hardier than you think. And if a plant does die, that is just another chance to try it again somewhere else or to try something new.

DNR accepting applications for Georgia's Centennial Farm Program

The Georgia Centennial Farm Program was developed in 1993 to distinguish family farms that have contributed to preserving Georgia's agricultural history by maintaining working farms for more than 100 years.
"The Centennial Farms program honors and recognizes the families and farms that are an essential part of the history of Georgia as they formed the economic, cultural, and family foundation for generations of Georgians," said Allison Asbrock, outreach program manager for the Historic Preservation Division of the Georgia Department of Natural Resources.
The program has recognized 482 farms around the state. It is administered by DNR's Historic Preservation Division in a partner-

ship with the Georgia Farm Bureau Federation, the Georgia Department of Agriculture, the Georgia Forestry Commission and the Georgia National Fairgrounds and Agricenter. It is sponsored in part by Georgia EMC.
Each year, qualifying farms are recognized at the opening day of the Georgia National Fair in Perry. During the awards presentation, farm owners receive a Georgia Centennial Farm certificate of honor signed by the governor.
There are three ways to be recognized: Centennial Heritage Farm
Owned continuously by members of the same family for 100 years or more
Listed in the National Register of Historic Places

Centennial Farm
Does not require continual family ownership

of Biosecurity Recommendations regarding Introduction of Highly Pathogenic Avian Influenza (HPAI)
to Georgia Organic Poultry Producers and
All Georgia Poultry Producers Raising Birds with Outside Access
(Free Range)
Due to the recent finding of H7N8 Highly Pathogenic Avian Influenza (HPAI) in Indiana on January 14, 2016, and in an effort to minimize the risk of introduction of HPAI into our Georgia poultry flocks, effective immediately and until further notice, all Georgia Organic and Free Range Poultry Producers are urged to implement the following:
All poultry with outside access must be moved into biosecure housing immediately. If this is not possible, Georgia Department of Agriculture should be notified.
Implement strict biosecurity on these premises. Alert all company personnel, growers, farm workers and service personnel of the increased risk of Highly Pathogenic Avian Influenza (HPAI). Especially focus biosecurity methods on preventing any exposure to wild waterfowl or their droppings.
Monitor all flocks for increased mortality or clinical signs consistent with Highly Pathogenic Avian Influenza (HPAI), and report any concerns immediately.
The consistent clinical sign in all the current reported cases to this point has been a marked rapid increase in mortality over several days.

Pinkney Farm in Worth County, owned by Leonard Dykes, was inducted into Georgia's Centennial Farm Program in 2015. The original 202.5 acre farm was acquired in 1883 by his great-grandfather, Robert Pinkney Dykes. Leonard Dykes' grandfather, Earl P. Dykes, is pictured aboard the new Farmall Tractor he acquired in the mid-20th century. The tractor survives to this day.
