State helps large animal veterinarians pay down school debt
Applications for loan repayment will be accepted through Dec. 31
By Adam Dye
The State Veterinary Education Board of Georgia is accepting applications for the first awards from the Georgia Veterinary Education Loan Repayment Program. Last year, the Georgia General Assembly appropriated $100,000 to the Georgia Student Finance Commission to grant financial relief to veterinarians willing to provide food animal services in under-served areas across the state. Members of the State Veterinary Education Board met for the first time in late October to discuss details of the program's administration.
Rural areas across the United States suffer from severe shortages of the veterinary services necessary for livestock producers to maintain the health of their animals. According to the American Veterinary Medical Association, 74 counties in Georgia had no veterinary practice devoted to food supply veterinary medicine in 2008. Without these large animal services readily available, livestock producers run the risk of losing their animals to health complications that could otherwise
be avoided. This not only puts their livelihoods at risk, but also causes concern for statewide outbreaks of animal disease and possible public health implications.
The reluctance of veterinarians to set up large animal practices in these rural areas is not usually a matter of preference, but rather one of being able to maintain a viable business. Small animal clients tend to bring in more money per animal. They also travel to the veterinarian. Large animal services, on the other hand, require the veterinarian to travel to the animal. Because of the disparity in services across the state they are often required to traverse great distances.
All of these circumstances, coupled with the burdening student debt these veterinarians acquire while in school, force new graduates to take jobs near higher income urban centers. According to the American Veterinary Medical Association, the average debt for veterinary students in 2014 was $135,283. Even when a veterinary student specializes in the practice of large animal medicine with the intention of serving in a rural area they soon realize that small animal practice has higher
earning potential that will allow them to pay off their debt sooner.
The State Veterinary Education Board will buy student loan debt from eligible veterinary students and practicing veterinarians serving rural counties with populations of 35,000 or less. The criteria for selection will be based upon the eligible candidates' qualifications and the area they intend to serve. Award recipients will be required to provide one year of service in the designated area of need. Upon completion of the service period, the board will purchase up to $20,000 of the veterinarian's student loan debt.
Applications will be accepted through Dec. 31. Eligible participants must submit an application with the appropriate documents in order to be considered. For more information about the program, go to http://agr.georgia.gov/animal-industry-division.aspx or contact Bo Warren at bo.warren@agr.georgia.gov.

Southeastern Gin and Peanut
produces 1,000,000th bale of cotton
That may look like an ordinary bale of cotton, but for the farmers of Southeast Georgia it represents a major milestone. Cotton production all but ceased in the region by the 1960s, said Roger Branch, vice president of Southeastern Gin and Peanut. The crop started making a comeback in the late 1980s and early 1990s, prompting a group of growers to form Southeastern Gin and Peanut in Surrency. The company ginned its first bale in 1995, and ginned its one millionth on Nov. 8, 2016. The cotton for the bale was grown by Larry and Stacey Williams of Baxley. Southeastern is owned by 60 shareholders who are cotton producers or have land in cotton production. The gin averages 50 to 60 bales a season.

Drought Intensity in Georgia:

Georgia farmers are experiencing one of the worst droughts in recent memory, and University of Georgia climatologist Pam Knox cautions that there could be a potential repeat next year.
"I'm thinking about April 1 of next year. If we haven't been able to recover that soil moisture that we've lost, we could really see another bad drought in 2017," Knox said.
Knox fears a La Nia weather pattern could impact South Georgia this winter. La Nia is associated with cooler temperatures in the Pacific Ocean, but would bring warmer temperatures and drier weather conditions to the Southeast. Farmers depend greatly on rainfall from December through February to replenish the soil and refill irrigation ponds.
"Farmers have been irrigating anywhere they can. Some of the streams in the northwestern part of the state are just puddles. There are not even flowing streams anymore. They're not able to irrigate because you're not allowed to draw water when the streamflow is that low,"
Knox said. "Now, I think we'll see some recovery from that over the winter. The question is, how much will we get?"
This year is unique in that the drought is impacting farmers statewide, not just in specific areas. Knox said that in 2007 and 2009, the drought was focused more on North Georgia, where residents expressed fears that they would run out of water. In 2011 and 2013, the drought was centered more around the central part of the state. This year, other than the coastal region that received rainfall from Hurricane Matthew, most of Georgia is experiencing drought-like conditions.
"This is already a dry time of year, but this is crazy that we've basically had no rain in the last month," Knox said. "There was a good portion of the state that got no rain in October. That, coupled with the high temperatures, really makes the drought worse."
Much of South Georgia, which is driven by production of row crops like cotton and peanuts, hasn't experienced rainfall since Hurri-

Arty's Garden:
A rose less complicated
By Arty Schronce
I received a small chestnut rose (Rosa roxburghii) about 30 years ago and planted it in the red clay on the south side of my parents' house. It is still thriving there today in spite of the clay, hot sun, no fertilizer, no mulch and no pesticides. I may have watered it the first year but that was all.
Chestnut rose is also known as the chinquapin or burr rose. The common names come from the bristly hips (fruits/seedpods) which resemble the burr of a chestnut, horse chestnut or chinquapin. The buds are bristly as well.
It is a shrubby rose with ferny foliage of bright green. There is a single-flowered form (which is what I have) and a double-flowered form, with the double being more common. The flowers are pink. The double-flowered variety looks like tissue paper construction while the single form resembles a wild rose. Some people detect a slight fragrance, but I cannot. Although bristly hips may sound unappealing, they are interesting, large and attractive, especially when they turn yellow.
I grew up prejudiced against roses. Aren't they too much trouble? Yes, they are pretty, but someone else can grow them. I'm glad I allowed this rose into my life. There are other roses that are undemanding and rewarding. Butterfly rose (Rosa `Mutabalis'), Persian rose (Rosa nastarana) and other old roses as well as those in the popular Knockout series are a few possibilities. If you think all roses are fussy, give the chestnut or another of these roses a try.
-Arty Schronce is the department's resident gardening expert. Write to him at arty.schronce@agr.georgia.gov, or in care of the Market Bulletin.

Abbey Gretsch retires from national office
INDIANAPOLIS The Georgia FFA Association won 20 national awards and marked the retirement of National FFA Vice President Abbey Gretsch of Athens during the 89th National FFA Convention in October.

The Winder-Barrow FFA chapter represented Georgia in the national Hall of States display and bested 25 other entries to be named the national winner. The chapter created an interactive display that featured the diversity of agriculture in Georgia.

and the FFA. Farm Again Georgia puts a disabled veteran back to work
Organization serves farmers sidelined by injury or disabling disease
By Amy H. Carter
Editor
Timothy Anderson is a disabled military veteran with a dream. Farm Again Georgia/AgrAbility is a nonprofit with the funds and the know-how to make his dream reality. The organization hosted a work day at Anderson's Warner Robins home Nov. 4 to expand his production capacity and push him closer to his goal of helping other veterans find peace and prosperity through farming.
Farm Again is part of the national AgrAbility organization created by the Farm Bill of 1990. Georgia is one of 26 states in the nation funded by a four-year grant to help farmers and agricultural workers disabled by injury or disease get back to work on the farm. The service is free to those in need and tailored to the individual, said Jimmy Hill, engagement director for Farm Again/AgrAbility in Georgia.
"In (Timothy's) case what he really needed was a way to get started in his farming venture. He wanted to grow organic," Hill said.
Anderson started his farming operation in his own backyard with one raised bed. The volunteers from Farm Again which included FFA members, vocational-technical students from Perry High School and adult members of the Houston County Young Farmers Association added seven more.
"Right now I'm going to be growing broccoli, brussels sprouts, swiss chard, kale, collard greens and cauliflower. I sell it at the farmers market here in Warner Robins. I also have rainbow carrots at the farmers market. I was skeptical at first and then somebody talked me into growing them," Anderson said. "Within an hour, hour and a half I had sold out. So now I know that as long as it's naturally grown and organic, they're going to buy it."
Anderson served 13 years in the U.S. Army and Army National Guard. He was in Bosnia when the terrorist attacks occurred on 9/11 and volunteered to return to active duty status. He deployed with the Air National Guard and later transferred to regular duty in the U.S. Air Force. He lost his lower right leg in a motorcycle accident in 2005, and wears a prosthesis.
"We built this so that he can either operate standing up going around tending to his beds or he can be in a wheelchair," Hill said.
Becky Brightwell, co-director of Farm Again at the University of Georgia in Athens, said the raised beds are the first
part of the organization's effort to help Anderson. "We've applied for funding to do a mushroom house,"
Brightwell said. "His goal is to get his own land, but it will be a year or so before he has the equity in this project to make that possible."
Anderson started his own nonprofit, Green Planet Vets, to introduce other veterans to agriculture.
"He wants to have them come here and learn," Brightwell said. "Recently a lot of veterans who are coming back home are connecting to agriculture. It's the discipline of it. Many of them have (Post Traumatic Stress Disorder). It is healing to do gardening and to do farming. USDA has put in a lot of funds recently to help these veterans get started."
Farm Again helps start-up farmers like Anderson write a business plan and find a market for what they're growing. The organization also helps established farmers sidelined by
injury or disease keep farming. "In the case of a farmer maybe having trouble getting on
his tractor maybe he has arthritis or whatever we can put more steps on his tractor. We can fabricate those steps," Hill said. "Or if they need something more extensive, we can get them a lift to put them on the tractor. If they've lost the use of their legs but their upper body's OK, we can put them in the seat and put hand controls on the tractor. It's very specific to what that particular farmer needs."
Farm Again/AgrAbility is administered in Georgia through UGA's College of Agricultural and Environmental Sciences and the Institute on Human Development and Disability in the College of Family and Consumer Sciences. The organization has assisted more than 1,200 farmers and farm families in Georgia since its inception in 2006. To learn more, visit FarmAgain.com or call 877.524.6264.
Farm Again Georgia Volunteers built seven raised garden beds in Timothy Anderson's backyard to help the disabled veteran grow his produce business.
DROUGHT: Cattle ranchers forced to import hay from other states

cane Hermine moved through the area Labor Day. "A lot of these areas, especially west of I-75, hadn't had
a single drop in two months. We're definitely not doing well there at all," said UGA Cooperative Extension peanut agronomist Scott Monfort.
Half of Georgia's peanut crop is grown in dryland, or nonirrigated, fields. Monfort said that this year's dryland crop could be classified as below average due to the lack of rainfall. Next year's growing conditions could be even worse.
"This year's seed crop is not the best quality, or at least is not as good as it could have been. When you have seed that doesn't have as good of vigor as we've had in the past because of the stress it went through, if we can't get an adequate amount of rain this winter, that means we're going to plant next year's dryland crop in subpar conditions with limited moisture. The weather scenario is going to make things tough next year if it doesn't change," Monfort said.
For the northern part of the state, the drought has already made life difficult for cattle farmers. Knox said that North Georgia farmers started experiencing a lack of rain around the same time as the start of pollination of corn. Some farmers lost their entire corn crop due to a lack of moisture. Some farmers resorted to culling some of their cattle while importing hay
from outside the state. "My farmers are selling cattle. They're running out of wa-
ter. They're selling their cattle because they may water their cattle out of the creeks and the creeks have dried up. They have no other source," said UGA Extension Agriculture and Natural Resources agent Paula Burke in Carroll County. "They're buying hay from other states. At first, we were encouraging them to look elsewhere in our state, but those supplies are limited."
Burke has advised her farmers not to overseed for winter grazing due to the lack of water, which is needed to germinate the seed. The result is that there's been no grass for the cattle since midsummer, none this fall and there will likely be no winter annuals to graze.
"That means the cost of production will go up because they're buying grain and they're buying more hay than they would in an average year," said Burke, who estimates her farmers are producing approximately 25,000 head of cattle.
Carroll County was Georgia's top cattle-producing county in 2014, according to the UGA Center for Agribusiness and Economic Development.
UGA Extension beef cattle nutritionist Jacob Segers cautions cattle producers about the hay they're buying.
"There is a severe hay shortage and anybody buying needs to test that forage for nutrient content as well as nitrates given the extended amount of drought stress these crops have seen this year," Segers said.
Adding to the challenging weather conditions are the abnormally high temperatures felt during October and to date in November. Knox reported that in some areas in Georgia, temperatures were more than six degrees above normal.
"The temperatures have been way above normal, which puts even more stress on the plants than there would be if the temperatures were a little closer to normal conditions," Knox said.
While rain remains on everyone's wish list, Knox cautions against wishing for all that rain to come at once. Instead of soaking through the soil, the rain would result in runoff.
"It might fill the ponds, but it won't do anything for the soil moisture. What we need is to get lesser amounts of rain consistently over a long time period, so it could really sink into the soil," Knox said.
