My neighbor keeps his dog chained all the time. It looks like he never cleans up after it. During extreme weather the dog has no protection. Is this something the Department of Agriculture would investigate?

Could you tell me the price of raw cashmere? It is right off the goat. Nothing has been done to it.
We do not track the price of cashmere, but, like everything, price depends on demand, supply and quality.
Contact wool processors to see if they are interested. Call or visit a store where weavers, knitters and felters get supplies. These stores often carry various kinds of roving, yarns, fibers and such, and may give some advice or even be interested in purchasing what you have. You may also visit a library, bookstore or newsstand and find a magazine or book on weaving to get some ideas.

THE MARKET BULLETIN

Advertising Guidelines Bulletin Publishes Every Other Week

All advertisements published in the Market Bulletin must relate to the farming/agricultural industry or be a part thereof; any and all item(s) submitted for sale through the BULLETIN must meet at least one of the following criteria: 1) must be produced by the advertiser on his/her own farming operation, 2) must be made by the advertiser from materials on his/her own farming operation, 3) must be owned and used by the advertiser on his/her own farming operation for a period of at least 90 days prior to offering for sale through the BULLETIN. Businesses, corporations, dealerships or other commercial enterprises are not allowed to place classified advertisements in the MARKET BULLETIN. Commercial is defined as intended for mass market; handling large quantities of product for distribution (i.e., more than normal household or farm quantities); supported by advertisement (I.e., advertisement in publications other than the BULLETIN; listed as "business" in telephone directories or "yellow pages", etc.). Other indicators include, but are not limited to, holding business licenses and holding regulatory licenses/permits/registrations. Georgia residents only may advertise in the Market Bulletin with the following exception: out-of-state residents may advertise only in the Out-of-State Wanted category. The editor has the authority to designate the length of ads and the number of ads that may be placed by a family unit in any issue of the BULLETIN. Currently, only one (1) notice may be placed by any family unit in any issue of the BULLETIN. Family unit refers to all individuals sharing the same residence, address or telephone number. Ads must be received no later than designated deadline in order to appear in the following issue. Ads submitted via our website will be scheduled automatically for the next available issue. Ads will be published only once each time submitted unless the advertiser specifies on the notice that the ad is to be published more than once. Ads may be published for two (2) consecutive issues. A new notice must be submitted if the advertiser wants the advertisement to continue more than two issues. Note: Some ad categories are published infrequently and are published only once per submission. Please check ad category headings for publication frequency prior to submitting notice. There is a 20-word limit for advertisements except as noted under category headings (special categories that are published only monthly, quarterly or bi-annually, have a 30word limit). Advertiser's name, town, phone number or name and complete address must be included within the word limit. The Market Bulletin reserves the right to edit notices. Most advertisers include a telephone number in their ads, but mailing address may be published in lieu of phone number. However, it is important that advertisers provide a phone number when submitting ads in the event Bulletin ad personnel need to contact them concerning their ads. Advertisers who do not want a telephone number printed in their ads should note this fact when submitting the notice to the Bulletin. Each notice submitted for publication must be in writing; ads cannot be taken by telephone. Notices may be submitted by U.S. mail, facsimile transmission, or via the Internet through the Market Bulletin website.

Notices sent via mail or fax must be legible, on a single sheet of paper separate from any other notice, and be accompanied by the name of the category and the name, mailing and street address (es) and telephone number of the person submitting the same. Send ads to:

Items for sale or services offered in any notice must conform to all laws and regulations covering sale and movement of the same. Ads for some categories must meet certain requirements. If you have questions regarding ads in this category, call 404-651-9081.
All equine advertised in the Market Bulletin must have had a negative Coggins test within past 12 months. Negative reports are valid for 12 months from the sample date. A copy of this test report must accompany the ad each time it is submitted or the notice will be returned to the advertiser. For this reason, generalized ads (i.e., many horses, varieties to choose from, others, etc.) cannot be accepted. Buyers are urged to request verification of a negative Coggins test before purchasing any equine. Any person engaged in buying live poultry of any kind for resale, or in selling live poultry of any kind bought for the purpose of resale, must be licensed by the Georgia Department of Agriculture. Possessing such a license does not by itself disqualify an individual from advertising poultry in the Market Bulletin; however, advertisers should note that all livestock (which includes poultry), must have been in possession of the advertiser for a minimum of 90 days or, in the case of chicks, ducklings, etc., must have been raised by the advertiser before offering them for sale in the Market Bulletin. Mallard ducks must be at least three generations from the wild before they can be advertised in the Market Bulletin. Advertisers must include this information in notices submitted for publication.

THE MARKET BULLETIN

Centennial Farms Application Deadline Is May 1

Farms hold a central role in the heritage of our state, having formed the economic, cultural, and family foundation for generations of Georgians. Some farms have been continuously operating for over 100 years and are recognized for their historical importance. This year, the Georgia Centennial Farm Program celebrates its 20th year of honoring the contributions of farm families throughout Georgia.
This program was created to draw attention to historic farms and to encourage their preservation. Since 1993, the program has recognized 426 farms around the state.
Nominees must be a working farm with

a minimum of 10 acres of the original purchase actively involved in agricultural production and must generate at least $1,000 in annual farm-generated income. In addition, farms must have been continuously farmed by members of the same family for at least 100 years. Qualifying Georgia Centennial Farms are recognized each October at an awards ceremony at the Georgia National Fairgrounds and Agricenter in Perry.
The Georgia Centennial Farm Program is administered by the Historic Preservation Division of the Georgia Department of Natural Resources; Georgia Farm Bureau Federation; Georgia Department of Agriculture; Georgia Forestry Commission; and the Georgia National Fair and Agricenter.
For more information, contact Steven Moffson, chair of the Georgia Centennial Farm Committee, at 404-651-5906 or at steven.moffson@dnr.state.ga.us. The postmark deadline for applications is May 1 of each year. Applications are available online at www.georgiashpo.org/historic/ centennial_farms.

Taliaferro, Taylor, Terrell, Thomas, Troup, Twiggs, Union, Upson, Walton, Warren, Washington, Webster, Wilcox, Wilkes, and Wilkinson.
Farmers and ranchers in the following Georgia counties also qualify for natural disaster assistance because their counties are contiguous:
Barrow, Ben Hill, Brooks, Clarke, Colquitt, Emanuel, Floyd, Gordon, Gwinnett, Hall, Hart, Jenkins, Madison, Miller, Murray, Screven, Seminole, Telfair, Towns, Treutlen, Turner, Wheeler, White, and Worth.
These primary and contiguous counties were designated natural disaster areas Jan. 9, 2013, making all qualified farm operators in the designated areas eligible for low interest emergency (EM) loans from USDA's Farm Service Agency (FSA), provided eligibility requirements are met. Farmers in eligible counties have eight months from the date of the declaration to apply for loans to help cover part of their actual losses. FSA will consider each loan application on its own merits, taking into account the extent of losses, security available and repayment ability. FSA has a variety of programs, in addition to the EM loan program, to help eligible farmers recover from adversity. Additional programs available to assist farmers and ranchers include the Emergency Conservation Program, Federal Crop Insurance, and the Noninsured Crop Disaster Assistance Program. Interested farmers may contact their local USDA Service Centers for further information on

The 2013 Forest Bioenergy Conference, scheduled for Feb. 21 and hosted by the Georgia Forestry Association and the University of Georgia Warnell School of Forestry and Natural Resources, will examine the recent developments that feature forest biomass as an alternative fuel source and the implications for the future of the forest industry in Georgia.
Interest in forest biomass as a preferred feedstock for renewable energy production has been especially keen for the past several years and much of the activity surrounding the development of biomass energy production facilities has been centered in Georgia.
About 90 percent of the state's 24 million acres of forested land is privately owned and the vast majority of Georgia's timber is available for commercial consumption. The combination of Georgia's abundant forests, competitive wood supply, and prime location near ports, has created strong biomass markets that have grown substantially in the past year alone.
The addition of new biomass facilities in Georgia and the national promotion of alternative fuels will undoubtedly affect the forest economy for landowners, logging contractors, wood users and others, adding to the $24 billion contribution that forestry already provides to the state's economy.
The conference represents an opportunity to learn from individuals on the front lines of developing markets, influencing government policies and conducting research on how these changes may impact Georgia's forest economy for landowners, logging contractors, wood

cleanliness of the deli slicing equipment, which is required to be cleaned every four hours by breaking down and sanitizing all components of the equipment.
Meat and poultry cooler spaces are inspected to make sure products are from approved sources and being stored at proper temperatures, while the produce area is inspected to ensure fruits and vegetables are handled in a sanitary manner.
Grocery store sections that weigh, label and process food also are examined by inspectors. Every store scale is checked to ensure products are being weighed properly and priced accurately, and even the front checkout scales tied into the store's computer system are inspected.
Inside food manufacturing facilities, inspectors review all sanitary conditions on both the processing and distribution levels, making sure products are not adulterated or misbranded. Depending on the type of facility, inspections happen anywhere from once every few months up to 18 months.
Seafood comes under several different regulations because of the various types of processes involved. For instance, oysters have to be handled under extremely sanitary conditions since much of this product is consumed raw. Oysters sold in Georgia grocery stores must have been caught in waters approved by the Georgia Department of Natural Resources.
Milk, eggs, infant formula, shucked oysters and pre-packaged sandwiches are required by Georgia law to show an expiration date on the product label. These products cannot be sold after their stated expiration dates, and are surveyed randomly by inspectors during routine inspections. In addition to these products, potentially hazardous foods labeled with a handling statement (such as "keep

John Woodell of Ball Ground, who is over six-feet tall, is shown on the ladder at his home next to the Big Beef tomato plants he grew. When the vines had climbed about seven feet high, his neighbor, Jim Lawson, provided him with the bamboo poles to support the plants while they continued to climb. The vines reached a height of 18 feet. Woodell had ripe tomatoes from the vine from early June until frost and was still eating tomatoes in December.

Cream of Tomato Soup
2 (14 ounce) cans tomatoes cup chopped onion teaspoon salt teaspoon celery salt teaspoon pepper 1 tablespoon butter 1 tablespoon flour teaspoon salt 1 cup milk
Combine tomatoes, onion and next 3 seasonings in a heavy saucepan. Bring quickly to a boil. Lower heat and simmer 10 minutes, strain.
Melt butter in a saucepan. Add flour and salt, mix well to make a smooth paste. Add milk slowly and stir constantly to prevent the mixture from becoming lumpy. Continue stirring until well blended. Just before serving slowly add hot strained tomatoes to hot white sauce, stirring constantly. Make sure both mixtures are hot when combining. Do not reheat.
Makes 6 servings.

AG SEED FOR SALE
If you have questions regarding this category, call 404-651-9081.
Advertisers of agricultural seed must submit a current state laboratory report (not more than 9 months old) for purity, noxious weeds and germination for each seed lot advertised. A seed lot must be uniform and not exceed 400 50-lb. bags. Laboratory reports will be returned upon request. Any ads for agricultural seed submitted for publication without this documentation will not be published. Licensed seed dealers cannot advertise seed in the Market Bulletin. Certain varieties of seed are protected from propagation unless they are grown as a class of certified seed. For example, wheat seed such as Florida 304, Coker 9152, Coker 9835 and soybean seed, such as Prichard and Benning, may not be propagated for sale unless the seed has been grown as a class of certified seed. Propagation of such seed is a violation of the Plant Variety Protection Act and the Federal Seed Act. If you have questions regarding certified seed, call the Market Bulletin office or the Georgia Department of Agriculture Seed Division at (404) 656-5584.

Sustainable Farming Focus
Of UGA Workshop Series
Wondering how to start a successful, small-herd cattle operation? Want to learn how to defeat the hornworms that attacked your tomatoes last year? Or are you worried about finding customers for this year's bumper crop of cucumbers?
The University of Georgia is hosting a four-part workshop on sustainable farming techniques for small and beginning farmers January through April at the J. Campbell Research and Education Center in Watkinsville. The workshops are part of UGA and the U.S. Department of Agriculture's joint Piedmont Beginning Farmers and Ranchers Partnership.
Held at the Oconee County Extension office, the series will feature natural pest controls, sustainable grazing practices, food safety for small farmers and local marketing basics. The series was organized so that farmers can make the most of their new knowledge for this year's growing season.
Each course is $15, or well-rounded farmers can save $20 by paying $40 for the entire series. The other registration deadlines and topics are:
January 29 Organic Insect and Disease Control in Fruits and Vegetables.
February 12 Food Safety for Small Farms (register by Feb. 5)
February 19 Small Farm Grazing Management (register by Feb. 12)
March 5 Profitable Marketing for Small Farms (register by Feb. 26)
While these courses are suitable for "beginning farmers," they will offer the latest research-based techniques and information that all growers can implement.
Each class starts at 5:30 p.m. with a locally grown meal and provides a chance to network with other farmers and learn what's working -- or not working -- in each other's fields.
There is a limit of 30 participants. To register for the upcoming program, call the Oconee County Extension office at (706) 769-3946.
More information about UGA's sustainable farming resources can be found at www.extension.uga.edu/agriculture/sustai nable and at www.SustainAgGA.org.
Team Agriculture Ga.

sale and delivery of all food products in the state.

The U.S. Department of Agriculture's National Agricultural Statistics Service (NASS) will spend the next several months gathering production practices information from farmers and ranchers across the nation through the Agricultural Resource Management Survey (ARMS). The results of this survey will serve as a baseline for numerous federal policies and programs that affect U.S. farms and farm families.
"It is hard to overestimate the impact the responses to ARMS can have since this survey is the primary tool for federal, state and local government representatives and all major farm sector stakeholders to gauge the financial condition of American farms and ranches," said Douglas Kleweno, director of the NASS Ga. Field Office. "By responding, Georgia farmers can ensure that they are accurately represented when it comes to decision-making."
NASS conducts ARMS jointly with USDA's Economic Research Service. In an effort to obtain the most accurate data, the federal agencies will reach out to nearly 33,000 producers nationwide, including 1,300 in Georgia, between February 1 and March 30. The survey asks producers to provide data on their operating expenditures, production costs and household characteristics.

Tonya Farness, a food safety inspector with the Georgia Department of Agriculture, is shown examining the scales at a grocery store. Every store scale is inspected to make sure that products are being weighed properly and priced accurately.

UGA Hosts Climate Adaptation Workshop

Climate scientists won't be able to predict what kind of weather the 2013 growing season will bring, but they do have techniques to help producers survive, whatever the weather.
Extension specialists, farmers, climatologists and researchers from across the Southeast will meet in Tifton Feb. 8 to share the latest techniques for helping producers manage unpredictable weather conditions.

Other topics discussed will be crop insurance issues, barriers and solutions to changing management and the seasonal climate outlook.
The workshop is free and producers and Extension agents can register at www.agroclimate.org/seclimate/events.
For more information or to view multimedia associated with this story, access: http://georgiafaces.caes.uga.edu/ ?public=viewStory&pk_id=4621.

Food Safety inspectors are trained to make sure grocery store products meet all rules and regulations, as well as consumer expectations for food safety, quality and consistency. These inspectors randomly examine a variety of food products in large supermarkets and small "mom and pop" stores, along with checking and licensing "mobile" vehicles selling fresh and frozen seafood, meat, poultry and other foods.
Many of the "big box" grocery stores in urban areas have several processing areas within their stores that fall under the jurisdiction of the Food Safety Division. No matter what the size, all regulated processes in Georgia grocery stores are inspected by a division inspector on a random basis. This routine inspection happens roughly every 12 months, followed by a sanitation inspection six months later. All stores may be subject to additional inspections in the event that corrective action is warranted.
Food that is pre-packaged and ready for take-out is inspected in a store's deli/bakery area. Inspectors confirm the food has been processed in a clean and sanitary manner with proper storage and temperature controls in place. Sanitary conditions are evaluated, such as the
