Bill Summary: SB 5 requires health insurers to implement a program that reduces prior authorization requirements for providers based on quality metrics.

The bill also requires that all health benefit policies administered by the State Health Benefit Plan (SHBP) in Georgia provide coverage for healthcare services related to Pediatric Autoimmune Neuropsychiatric Disorders Associated with Streptococcal Infections (PANDAS) and Pediatric Acute Onset Neuropsychiatric Syndrome (PANS).

Coverage must align with nationally recognized clinical practice guidelines and apply to diagnosis,

treatment, management, and monitoring of these conditions. The bill prohibits special deductibles,

coinsurance, or copayments beyond those generally applicable to other covered healthcare services.

Bill Summary: SB 152 amends O.C.G.A. 20-2B-5, to allow the education savings authority to submit the names of applicants to the state revenue commissioner to verify income thresholds related to eligibility as necessary to enforce the provisions of the Promise scholarship. The education savings authority may also submit to the Department of Human Services the names of foster parents for verification related to eligibility.

Section 2 amended O.C.G.A. 20-2B-22 by clarifying enrollment eligibility is based on the student's primary residence, the school the student is currently enrolled in, or will be eligible to be enrolled in for the following school year.

Section 3 creates O.C.G.A. 20-2B-22.1, to allow biological children of foster parents to be eligible for the Promise scholarship.

SB 179

Education; the academic and disciplinary records of each transferring student shall be provided within five days; require
Bill Summary: SB 179 amends O.C.G.A. 20-2-149.3 to implement a new graduation requirement. Beginning in the 2031-2032 school year, students must have completed a computer science course or a career, technical, and agricultural education (CTAE) course embedded with computer science in grades eight through 12 in order to graduate. The computer science course will be in-person, virtual, or through remote instruction.

Section 2 amends O.C.G.A. 20-2-319.1, to increase the payment by local school systems to Georgia Virtual School from $250 per student per semester course to $350 per student per semester course.

Section 3 amends O.C.G.A. 20-2-690, to require private online virtual schools to report enrollment of

Prosecuting Attorneys Qualifications Commission; shall be assigned for administrative purposes only to the Administrative Office of the Courts; provide
Bill Summary: SB 218 revises how payments are made to the members who serve on the Prosecuting Attorneys Qualifications Commission (PAQC), when information regarding a disciplinary matter is available to the public, and who has appeal rights related to decisions made by the PAQC. This moves the PAQC to the Administrative Office of the Courts for administrative purposes.

The bill further provides that the PAQC can employ investigators who have law enforcement powers and that the commission can issue subpoenas. The director, staff members, and members of the board of the PAQC, as well as licensed members of the State Bar in good standing, are added to exemptions related to carrying weapons or long guns, including in courthouses or government buildings.

The bill also includes the 'Nurture Originals, Foster Art, and Keep Entertainment Safe Act of 2025' or the 'NO FAKES Act of 2025.' These provisions of the bill establish legal protections and regulations regarding the creation, use, and ownership of digital replicas, which are highly realistic computergenerated representations of an individual's voice or likeness.

The bill grants individuals, or their rights holders, exclusive control over their digital replicas, allowing them to license their use. This right remains with the individual for life and extends posthumously for up to 70 years, subject to renewal conditions. The bill also outlines the conditions for licensing, provides legal recourse for right holders, and establishes liability limitations for online services.

SB 268

Offenses Against Public Order; crime of interference with a first responder; provide
Bill Summary: SB 268, Section 1, adds a step-grandparent and step-grandchild to O.C.G.A. 16-622(a)(4), which is a list of people prohibited from having "sexual intercourse or sodomy" with one another.

Section 2 defines first responder as a person or agency that provides on-site care until the arrival of a licensed ambulance service. This includes law enforcement, firefighters, rescue agencies, and others. A person commits the offense of interference with a first responder when they receive a verbal warning not to approach from a person that they know, or reasonably should know, is a first responder engaged in the performance of a legal duty and knowingly and willfully violates the warning and approaches within 25 feet of that first responder with the intent to: A) impede or interfere with the first responder's ability to perform the duty; B) threaten the first responder with physical harm; or C) harass the first responder. This offense is a high and aggravated misdemeanor.

Bill Summary: HB 87 states all benefits policies renewed on or after January 1, 2026 will include coverage for orthotic devices and prosthetic devices that are medically necessary for the following: activities of daily living, essential job-related activities, personal hygiene-related activities, and physical activities.

Coverage will be provided for no more than three orthotic devices or prosthetic devices per affected limb per covered person during any three-year period.

Coverage considered as habilitative or rehabilitative benefits will be comparable to coverage for other medical and surgical benefits, may be subject to the same cost-sharing requirements that apply to other medical devices, and may be limited for out-of-network providers. The bill requires the commissioner to submit a report to the House Committee on Insurance and the Senate Insurance and Labor Committee regarding implementation of coverage by July 1, 2032.
