2020 Summary Report Uniform Crime Reporting (UCR) Program
Georgia Crime Information Center
Georgia's Uniform Crime Reporting (UCR) Program is derived from the Federal Bureau of Investigation's national program. Utilizing standard definitions and procedures established by the national program, crime data on the number of serious criminal offenses reported to or investigated by law enforcement and the number of arrests for all crimes are collected from law enforcement agencies. This data can then be used to portray crime in Georgia as well as used for comparisons throughout the State and United States.
UCR data presented in this annual report is compiled directly from summary offense and arrest reports submitted from Georgia's law enforcement agencies. Data presented does not include estimates for incidents or arrests that might have occurred but are not reported.
The 2020 report reflects statistics based on local agency submissions from 2016

CRIME DATA
Data collected on offenses reported to or investigated by law enforcement include counts for the crimes of Murder and Non-Negligent Manslaughter, Rape, Robbery, Aggravated Assault, Burglary, Larceny-Theft, Motor-Vehicle Theft, Arson and Human Trafficking (Involuntary Servitude and Commercial Sex Acts). Because of their seriousness, frequency of occurrence and likelihood of being reported, these crimes are regarded as an Index Crime. The first four Index Crimes are violent crimes or crimes against persons. The remaining Index Crimes are serious property crimes.
The following table is a profile of reported index Crimes for 2020 in Georgia. This table includes calculated crime rates per 100,000 people. The use of crime rates in making comparisons in crime trends helps to minimize problems with crime data interpretation. However, readers are cautioned that crime rates cited are reliable indications of crime only to the extent that population estimates are accurate, that victims report crimes and that Uniform Crime Reports are submitted to GCIC by law enforcement agencies.

JUVENILE ARREST DATA

The following tables represent juvenile arrest data. For the purposes of the FBI UCR program, offenders who are 18 years of age and older are considered adults while anyone under the age of 18 is considered a juvenile. The first table is a comparison of juvenile arrests made between 2016 and 2020 for all crimes (Part I or Index and Part II or nonserious crimes). As part of the juvenile arrest report, local agencies also are requested to indicate how the juvenile arrestee was handled. Possible dispositions include referrals to other courts or agencies or disposition by the local law enforcement agency. JUVENILE ARREST DISPOSITIONS - 2016 - 2020 are presented in the second table.

CRIME AND ARREST COMPARISONS 2016 - 2020
The first table shows the number of incidents and arrests reported each year, based upon UCR criteria, between 2016 and 2020 for each of the ten Index Crimes. While comparisons of arrests to crimes reported could be useful measurements of law enforcement activity, caution must be exercised. Arrests reported in one year may be incidents that occurred in that same year or earlier. Since more than one individual can be arrested for a crime, or individuals can be arrested more than once during a given year, arrest statistics more accurately reflect the number of arrests made, rather than the number of crimes solved or the number of different persons taken into custody. Also, it is possible in the UCR program to "clear" an incident without making an arrest, if certain exceptions are met.
The second table shows a profile of arrests made by age group for each of the seven Index Crimes between 2016 and 2020.

LAW ENFORCEMENT OFFICERS KILLED OR ASSAULTED - 2020
As part of the UCR program, local law enforcement agencies are requested to complete monthly reports on all officers killed by felonious act, by accident or by negligence. Agencies also are required to report officers assaulted. The data on officers assaulted is broken down into the type of activity in which the officer was involved when the assault occurred.

FAMILY VIOLENCE
The collection of family violence data began in the last half of 1995 when passage of legislation mandated reporting of such incidents to the GCIC by local law enforcement agencies. Since that time, the number of reporting offenses has increased steadily. In 2020, there were 47,133 reported incidents of family violence. Children were involved in almost 21% (9,828) of the total incidents. In an additional 30% (13,941) of the incidents, the act was committed in the presence of children.
