Severe weather portends wet weather from El Nio

The weather has been tough on producers so far this year, including the latest storms on June 25 that swept through Georgia and caused significant crop damage. Current forecasts show that the recent El Nio oscillation will drive the weather in the Southeast through winter.
Last month, multiple rounds of severe weather, including hail and high winds, caused damage to many crops, including corn, vegetables, peanuts and cotton. In March, a freeze devastated the state's peach crop. It caused delays for other fruit and vegetable crops (On June 28, the United States Department of Agriculture announced 18 Georgia counties qualified for federal disaster assistance in the wake of the March freeze).
Pam Knox, director of the University of Georgia Weather Network, explained that a high-pressure sys-

tem to the north had caused a cycle of storms to come

weeks. She said the system has moved on and described the weather pattern as unusual for the early summer.
"You get it for a day or so, but we don't get it for multiple days in a row, and that's really the stationary of it all. It was not moving. It's just sticking in one place like it has been," she said.
Knox said the wetter, cooler weather could be attributed to El Nio that followed the milder and drier weather last winter from La Nina.
El Nio is a climate pattern that describes the unusual warming of surface waters in the eastern tropical Pacific Ocean. Warm water is pushed back east toward the west coast of the Americas. The warmer waters cause the Pacific jet stream to move south of its neutral position. With this shift, areas in the northern U.S. and Canada are dryer and warmer than usual. Conversely,

GDA's Law Enforcement Division and Emergency Management obtains law enforcement agency status

The Georgia Department of Agriculture regained the public safety accreditation of its Law Enforcement Division last month to enable the department to assist local, state, and federal agencies with ag-related investigations.
Georgia Agriculture Commissioner Tyler Harper announced the re-accreditation on June 26 and named Harlan Proveaux as GDA's new inspector general and director of the Department's Law Enforcement and Emergency Management Division.
"I am proud to announce the Georgia Department of Agriculture has regained our status as a law enforcement agency, restoring a critical function of the department and enabling us to better serve farmers, producers, and consumers across the state," Harper said in a statement. He added that Proveaux brings years of experience to the department and "has my full support as we work to rebuild and restore this critical division within the department."

The GDA has historically operated in a law enforcement capacity; however, the Law Enforcement Division was disbanded in 2013 during Gary Black's administration.
Georgia Department of Agriculture officers will assist local, state, and federal agencies with a wide range of investigations, from animal cruelty to labor and drug trafficking to agro-terrorism, while also working to improve safety and security at the State Farmer's Markets throughout Georgia.
According to the announcement, another responsibility of the Law Enforcement Division will be to strengthen the department's emergency management operations and response capabilities to respond more efficiently, effectively and rapidly in the event of a natural disaster, severe weather event or animal disease outbreak.
Proveaux was deputy director of the Georgia Emergency Management and Homeland Security Agency for seven years before arriving at GDA. He was the manager of the Georgia Public Safety Training Center in Savannah for 10 years. He also served at the Georgia Department of Natural

GATE participants reminded to update their information before renewal season

The Georgia Department of Agriculture encourages participants in the Georgia Agricultural Tax Exemption (GATE) program to update their business and contact information now as a measure to avoid delays going into the renewal and new card issuance process at the end of the year.
The GATE program began in 2013 to allow state and local sales tax exemptions on eligible agricultural purchases by qualified farmers or producers. GATE certificates are valid for three years. The program issues a plastic wallet-size card and two plastic key fobs each year for active certificate holders to use at the point of sale of their retailers.
Diann Pugh-Greenberry, GATE program assistant at the Georgia Department of Agriculture, said card holders can avoid delays in getting

their 2024 GATE cards by ensuring their contact and name information are correct by Aug.31.
"On top of sending out renewals, we are also sending out new cards to everyone every year, so it is crucial that we have the correct address," Pugh-Greenberry said.
There are about 39,000 active GATE certificate holders, with onethird up for certificate renewal each year. Pugh-Greenberry explained the process of printing the plastic cards for the coming year begins in August. GATE administrators will use the time from August through October to check for mailing address changes in preparation for the cards to be mailed out in November.
If a GATE participant needs to change their mailing address after the new cards have been mailed out, it could take several weeks to get the replacement card printed and mailed

Forestry Matters: A message from GFC Director Tim Lowrimore

July marks the beginning of the 2024 fiscal year, a great time to assess successes and challenges as well as the road map ahead. At the Georgia Forestry Commission, we were
excited about our mission to keep Georgia's forests sustainable, serving Georgia's landowners and all its citizens with the benefits made possible by trees.
As the #1 forestry state in the nation, we're proud to share the statistics that quantify that distinction. Georgia is the national leader in privately owned, commercially available timberland at 22 million acres. Our annual growth volume greatly exceeds removals by 48 percent, and the forestry industry has a $41.3 billion overall economic impact on the state. Plus, the environmental services afforded by Georgia's amazing forest resources (think clean air, clean water, wildlife, and recreation) are worth more than $38 billion. None of these highlights would be possible without the work of our incredible GFC team. Last year, our Protection Department serviced over 5,600 landowners and responded to 2,500 wildfires. We continue to lead the country to keep average fire sizes below five acres, with a response time of under 30 minutes. Our foresters visited nearly 8,000 landowners and provided recommendations on more than 500,000 acres. Georgia Forestry Commission Urban & Community foresters worked with hundreds of communities to meet the specialized care and maintenance needs of urban forests and guide numerous municipalities in gaining and maintaining Tree City USA recognition from the National Arbor Day Foundation. Today we remain steadfastly committed to service and engagement with communities and forest landowners, so reach out to your county GFC unit if you need us. Did you know you can get in on economic tree planting solutions through GFC? We make a sizable inventory of pine and hardwood seedlings available to all beginning in July.

USDA reminds Georgia producers to file crop acreage reports

Agricultural producers in Georgia who have not yet completed their crop acreage reports after planting should make an appointment with their U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) service center before the applicable deadline.
"Many USDA programs require producers to file an accurate crop acreage report by the applicable deadline," said Arthur Tripp, State Executive Director in Georgia. "Once planting is complete, call your local FSA office to make an appointment to report your acreage. Our FSA staff can assist producers in completing acreage reports, including providing maps."
An acreage report documents a crop grown on a farm or ranch and its intended uses. Filing an accurate and timely acreage report for all crops and land uses, including failed acreage and prevented planted acreage, can prevent the loss of benefits.
How to File a Report Acreage reporting dates vary by crop and by county. Contact your local FSA office for a list of acreage reporting deadlines by crop. To file a crop acreage report, producers need to provide: Crop and crop type or variety; Intended use of the crop; Number of acres of the crop; Map with approximate boundaries for the crop; Planting date(s);

Planting pattern, when applicable; Producer shares; Irrigation practice(s); Acreage prevented from planting, when applicable; Other information as required.
Acreage Reporting Exceptions
The following exceptions apply to acreage reporting dates: If the crop has not been planted by the acreage reporting
date, then the acreage must be reported no later than 15 calendar days after planting is completed. If a producer acquires additional acreage after the acreage reporting date, then the acreage must be reported no later than 30 calendar days after purchase or acquiring the lease. Appropriate documentation must be provided to the county office. Noninsured Crop Disaster Assistance Program (NAP) policy holders should note that the acreage reporting date for NAP-covered crops is the earlier of the dates listed above or 15 calendar days before grazing or harvesting of the crop begins. Producers should also report crop acreage they intended to plant, but due to natural disaster, were unable to because of a natural disaster. Prevented planting acreage must be reported on form CCC-576, Notice of Loss, no later than 15 calendar days after the final planting date as established by FSA and USDA's Risk Management Agency. FSA offers continuous certification for perennial forage. This means after perennial forage is reported once and the

producer elects continuous certification, the certification remains in effect until a change is made. Check with FSA at the local USDA Service Center for more information on continuous certification.
Farmers.gov Portal
Producers can access their FSA farm records, maps and common land units through the farmers.gov portal. Through a new mapping feature, producers can import and view other shapefiles, such as precision agriculture planting boundaries. This allows producers to view, save, print and label their own maps for acreage reporting purposes. To access mapping features and other helpful on-line tools, producers need level 2 eAuth access linked to their Business Partner customer record. Visit www.farmers.gov/account and choose the "Create a Farmers.gov Account" link.
In addition to mapping tools, a farmers.gov account offers a variety of self-service opportunities for FSA and Natural Resources Conservation Service (NRCS) customers, including managing FSA farm loans and NRCS conservation contracts.

Good to Grow: Harvest green tomatoes, start planning for fall gardening

lawns, trees, and shrubs.
July is prime time for tomatoes to come off the plant and onto salads and summer dishes. Harvest tomatoes at the mature green stage (when green tomatoes turn light green) or slightly pink and ripen indoors in the cool of your house. High temperatures inhibit ripening, but 70-degree indoor temperatures will bring about rapid ripening.
High July day and night temperatures may cause blooms to abort on regular-size tomatoes and green peppers. There is little you can do about this but wait for cooler temperatures (days: 85-90 degrees F or less). Fortunately, heat has little effect on cherry-type tomatoes and hot peppers.
It's still summer, but you need to start planning your fall garden now. Clear out weeds regularly to prevent competition with your crops for nutrients, space, and water. Moreover, they serve as reservoirs for diseases and pests that could get into the garden.
Practice "situational awareness" in the garden and visit and observe your garden at least twice a day, once in the morning and again at dusk. Keep an eye out for pests and beginning diseases on garden plants, as early treatment is always best. Look out for stinkbugs, leaf-footed bugs, hornworms, corn earworms (tomato fruitworm), cucumber beetle, and squash vine borer in the garden. Watch carefully for leaf and stem diseases on tomatoes. Early intervention is critical.
Clear away any diseased and dried-out foliage on vegetable plants and the ground around vegetable plants. When you water, keep water from splashing up on leaves and stems.
Scientists have known for over a decade that tobacco and tomato hornworms glow blue or greenish when seen under short-wavelength UV light. Recently, UV flashlights have become widely available and can be purchased for under $15, making night-hunting for hornworms easy and painless. Just look for the glowing critters, pick them off, and drop them in soapy water or save them for your backyard chickens! This UV technique will increase your ability to find hornworms considerably.
Consider "trap plants" such as sunflowers or grain sorghum around tomatoes to attract leaf-footed bugs away from your tomatoes.

den where possible. Use spinosad or pyrethrum for chewing insects like grasshoppers and flea beetles. Use insecticidal soap for aphids, thrips, and whiteflies. Diatomaceous earth is helpful for slug control and for aphids and thrips. Neem oil is useful as an insecticide and fungicide (powdery mildew). Old fallbacks for garden pest control include carbaryl or fungi such as chlorothalonil or a copper fungicide.
Check your tomatoes and other susceptible crops for blossom end rot on the fruit as it begins to form. Blossom end rot is usually an indication of a calcium deficiency.
Place and work in a handful of gypsum (land plaster) in the soil beside the tomato at planting (or later) to help prevent this. Foliar sprays such as blossom end rot spray may help alleviate the problem in tomatoes.
Nothing will heal the fruit with rot on it, so remove and discard them. You can minimize blossom end rot issues in tomatoes, peppers, and squash by maintaining a good soil pH (6-6.5), keeping the soil evenly moist (use mulches), avoiding fertilizers with high urea or ammoniacal nitrogen, and maintaining good soil fertility.

If you're going to raise seedling transplants of cool season cole crops such as cabbage and collards, start indoors now in the cool of the house and allow about 6-8 weeks before planting in the fall.

garden between Aug. 1 to Sept. 1 from transplants. Cauliflower: Aug. 1-15 from transplants. Cabbage: Aug. 1 to Oct. 1 from transplants.
Solarize the vegetable garden patch using solar heat that you plan to use for fall planting. It takes four to six weeks to kill weeds, diseases, and nematodes, so start now.

Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting our #1 industry, agriculture! There are some famous rock formations in Georgia, like Stone Mountain, the Broxton Rocks, and the Allman Brothers Band. But did you know Fat Man's Squeeze, Tortoise Shell Rock, Mushroom Rock and Lover's Leap are also in Georgia?
On May 21, 1932, owners Garnet and Frieda Carter opened Rock City to the public after developing their property's gardens and marking a path through the rock formations. In 1936, Mr. Carter hired a painter named Clark Byers to help promote his attraction. The famous See Rock City bird house. Within just a few years, SEE ROCK CITY was painted on over 900 barns along major highways throughout the United States. The Carters' then added Fairy Tale Caverns after World War II.
At the top of the path through Rock City at Lover's Leap, you can see seven states: Alabama, South Carolina, North Carolina, Virginia, Kentucky, Georgia, and Tennessee. Most folks don't realize it because they travel through Chattanooga to get there, but the southern end of Lookout Mountain extends into Georgia where you'll find Rock City about a half mile inside the Georgia state line.

Servings: 5-6 Prep Time: 45 minutes
The crunchiness of the water chestnuts make this dish unique. The green beans, chicken and cheese make it nutritious and since each serving is only about $1, this is a very economical entree.

Ingredients: 1 can (14.5 oz.) no salt green beans, drained 1 can (10.5 oz.) can 98 percent fat-free Cream of
Mushroom soup 1 can (5 oz.) canned chicken breast, drained 1 can (8 oz.) can no-salt diced water chestnuts,
drained 1 8 oz. bag shredded Fiesta cheese (optional)

Instructions: 1. Preheat oven to 350 degrees. 2. In bowl, mix all ingredients with 1/2 bag of
shredded cheese. 3. Spray 2.2 quart casserole dish and pour in
mixture. 4. Top with remainder of cheese and place in oven. 5. Set timer for 30 minutes. 6. Serve and Enjoy!

Georgia Cooking: Pecan Cobbler

By popular demand, Chef Holly Chute's pecan cobbler recipe is back! This is a Governor's Mansion and Market Bulletin favorite. Don't forget to use Georgia Grown pecans; find a full list at the Georgia Grown website, https://bit.ly/3NUd7lD.
Ingredients
6 Tablespoons butter 2 cups pecans 1 teaspoon cinnamon, split 1 cup self-rising flour 1 cup granulated sugar 2/3 cup milk 1 teaspoon vanilla 1 cup packed light brown sugar 1 cup hot water

Instructions
1. Preheat oven to 350 degrees.
2. Add butter to a 9x13 inch cake pan or casserole dish and melt in oven.
3. Once butter is melted, sprinkle pecans over butter.
4. In a bowl, mix flour, granulated sugar, teaspoon cinnamon, milk and vanilla. Stir to combine but do not over-mix.
5. Pour batter over butter and pecans, do not mix.
6. Combine brown sugar with teaspoon cinnamon.
7. Sprinkle brown sugar evenly over batter, do not stir.

8. Carefully pour the hot water over the mixture, do not stir.
9. Bake 30 to 35 minutes or until golden brown. Cobbler will not be firm.
10. Serve with whipped cream or vanilla ice cream.

Severe Weather: Farmers need to consider possible rainy harvest season this fall

these periods are wetter than usual in the Gulf Coast and Southeast.
Knox expects El Nio will continue through the end of the year and could produce a wetter fall, which producers should keep in mind.
"Usually falls are the driest time of year, but we could see a fairly wet fall if this El Nio pattern continues to strengthen and may cause some problems for harvest," Knox said. "If it's really wet, it's going to be hard to get into the field. It's pretty far down the calendar year to figure that out yet, but it's something that I think producers need to keep in mind that we could have a fairly wet fall going into the El Nio winter."
El Nio effects vary in intensity and length of time, but Knox said they typically mean a wetter, cooler winter for the South. She said the extra moisture will help in 2024, along with less chance of drought.

"The likelihood of a drought in the summer after an El Nio is less, which is good, but you've got to manage your crops differently because you get a lot more fungal diseases when it's really wet and humid," Knox said. "I think this winter we'll probably see more clouds, and rain temperatures will be a little bit cooler. Although here we're working against the trend towards warmer temperatures in the winter, and winter is the season in Georgia that's getting warmest the fastest."
The warm winter trend played out this past winter, setting up crop loss despite freeze events in March and December. Knox noted that many called the March event a late freeze; however, it was about the time expected for a last frost for most of the state.
"I definitely feel like this whole year's been odd because we had such a warm winter, and everything bloomed early. Then, we had the frost in March, which really wasn't that

early," Knox said. "It's just that everything was early in comparison. All the development of plants and everything was early, so it felt like it was a late frost."

Proveaux joined GDA as an advisor to Harper in January to develop plans for the restart of the Law Enforcement Division. Among the first challenges facing the division is addressing crime reported at the Atlanta State Farmers Market in Forest Park. Earlier this year, Atlanta news outlets reported on car break-ins at the market.
Proveaux said the department is upgrading security cameras at the Atlanta market. They are also examining all existing entrances and exits at the market and considering closing

some deemed unnecessary. Proveaux added he has met with the city manager and
police chief of Forest Park to coordinate law enforcement efforts at the market. "We now have a good partnership with them. They understand our mission, and they're going to help us increase patrols there," he said.
Currently, the Law Enforcement Division is Proveaux and an investigator with two open positions. One of the open positions will be funded through a federal grant by the Georgia Criminal Justice Coordinating Council to serve on the state's Labor Trafficking Task Force.

Labor trafficking and forced labor came to the attention of everyone in 2021 when a federal court indictment revealed a human trafficking operation involving migrant farm workers in South Georgia. The indictment accused 24 people with felony charges, which came from a multi-agency investigation dubbed Operation Blooming Onion.
Proveaux said he hopes to have 10 law enforcement officers in place as funding becomes available.

To change the company name, company's physical location, or contact person's name, GATE participants must provide the updated information to GDA directly. The best way to notify GDA is by email to farmtax@ agr.georgia.gov. Cardholders may also call 855-FARMTAX (855- 327-6829) if they need to speak to someone.
Pugh-Greenberry said that using a valid and regularly checked email address is the best way to ensure participants receive the latest information from the program.
GATE participants can save significantly on sales taxes from various items associated with their agricultural opera-

tions. Those seeking GATE certification must be actively involved in agriculture and generate at least $5,000 from their operation in a 12-month period. There are seven tax forms listed on the GATE website that are accepted. According to

GATE requirements, producers can use one or more tax forms to prove their ag revenue.
The $5,000 income qualification can be aggregated across multiple crops or the North American Industry Classification System (NAICS) codes. Farmers and producers considering applying to the GATE program can find the NAICS codes for eligible crops on the GATE website.
A complete list of items designed as exempt is on the GATE website, www.agr.georgia.gov/GATE. They fall under four categories machinery and equipment; plant, crops, and irrigation; livestock and poultry; energy, fuel, and shipping. Pugh-Greenberry said these lists are long and encouraged cardholders and retailers to review them and contact the GATE office with any questions.
