GDA's Rapid Response Team leverages technology in emergency incidents

In times of a natural disaster, the Georgia Department of Agriculture's Food Safety Division has used GIS technology to make sense out of chaos with its Rapid Response Team.
A recent example of the team using GIS, or Geographic Information System, was on Jan. 11 when a series of tornados tore through central Georgia, causing significant damage across the region. It was important for the Rapid Response Team to determine how much tornados affected food processing facilities in the area.
Brandon Sauceda, a member of the GDA's Rapid Response Team for IT development, explained that GIS-developed map models show the paths of the tornados on top of locations for each food processing facility and other agribusinesses in the area.
From there, GDA field inspectors first contacted those businesses in the tornados' path and assessed damages. The Rapid Response Team can then coordinate response and recovery.
"It helps us plan where to respond, so we try to visualize some piece of data, whether that is a path of a tornado or the prediction of wind speed of an incoming hurricane, and we use that to plan where to respond," Sauceda said.
Field inspectors check on the damages and can complete an online survey on their smartphones to capture more information that response coordinators can see in real-time. "We can say, `Hey, we've done this many inspections in this area, this county has the most power outages, and this county has the most flood damage," Sauceda said.

Athens Tech to dedicate new Tom McCall Agriscience Complex at Elbert County campus

Athens Technical College will dedicate its Elberton campus's new $8.2 million agricultural facility on March 31 in honor of Georgia Farm Bureau President Tom McCall, who represented Elbert County and surrounding areas as a state legislator.
School officials will hold the dedication ceremony and ribbon cutting for the Tom McCall Agriscience Complex at 11 a.m. Friday, March 31. In August, the facility opened for fall classes for agricultural studies across three tracks horticulture, animal science and poultry science.
McCall is a grain and livestock farmer and has been farming since 1976. He was elected to the Georgia House of Representatives in 1994. He retired after the 2020 General Assembly session as the House Agriculture and Consumer Affairs Committee chairman. He was elected Farm Bureau president in 2020 and recently re-elected to

CAES research keeps Georgia's agriculture industry on leading edge of innovation

The University of Georgia Office of Research recently announced a record-breaking fiscal year 2022 with more than a half billion dollars spent on research and development. The College of Agricultural and Environmental Sciences (CAES) was responsible for $112.8 million of the total, up $13.8 million from fiscal year 2021 in overall money spent on research from all funding sources.
These expenditures contribute to the college's position as a global leader in agricultural and environmental sciences.
"This increase in expenditures demonstrates that our research efforts are stronger, more productive and prepared to continue addressing issues facing agriculture, environment and health as a result," said Nick T. Place, CAES dean and director. "In CAES, we are committed to research that produces meaningful results for producers, consumers and the industry as a whole -- these funds are an indicator that we're finding success today and setting our research programs up for even greater levels of success in the future."
But the drive to make advances in urban agriculture, animal science, regenerative bioscience, plant and food sciences, sustainability and conservation and more begins long before the funding is spent.

"Research conducted by our faculty in their laboratories, fields and at RECs across Georgia is the engine that drives the No. 1 industry in the state -- agriculture," Thippareddi said.
CAES faculty are world leaders in research on turfgrass, cotton, peanuts, animal science and poultry science. Renowned

UGA turfgrass breeders have developed varieties used in world-class sporting facilities, including Olympic stadiums. CAES is the home of the Feed the Future Innovation Lab for Peanut, one of 14 universities in the U.S. to host a Feed the Future Innovation Lab, the U.S. government's global hunger and food security initiative.
Through partnerships with the UGA College of Engineering, CAES researchers are developing robots that will help cotton farmers improve management practices to produce better crops with less impact on the environment. Researchers at the UGA Regenerative Bioscience Center are developing new methods to treat stroke, heart disease, Parkinson's and Alzheimer's -- devastating diseases that do not yet have a cure.
Investments in physical research spaces, both on campus and across the state, including the nearly complete Poultry Science Building, enable researchers to expand the drive for innovation.
Growing business and industry partnerships
While the college maintains well-proven efforts in securing grants and federal funding, CAES leadership recognized the need to invest in business and industry partnerships.
In July 2020, Chris Rhodes joined CAES as director of industry partnerships and project-based learning. In this role, Rhodes acts as a liaison with the agriculture industry, facilitating interactions between industry partners, students and faculty.
These partnerships span all areas of expertise within CAES, from partnering with an international company on the world's first honey bee vaccine to expanding vertical farming efforts to stay on the cutting edge of controlled environment agriculture research.
Rhodes also facilitates CAES participation in the UGA Innovation District.
"CAES is one of the top programs of its kind in the world, and the breadth of agricultural activities in Georgia provides UGA a unique opportunity to build a leading environment of entrepreneurship and public-private partnership," Rhodes said.

Athens Tech: New facility expands ag degrees, certification programs on Elbert County campus

said that McCall had supported the college for over 35 years and played an important role in securing state funding for the construction of the complex, including a 10,320-square-foot lab building and a 17,091-square-foot multipurpose arena building.
"We've had great support from him throughout his time in the legislature, specifically in securing funding for the agricultural science facilities, and now as Georgia Farm Bureau president," Daniel said. "He understands technical education and the positive impact on the workforce we have. He's been a tremendous supporter of our college and especially the Elbert County Campus."
Daniel added that along with the agricultural curriculum, the complex would allow Athens Tech to start a new program in conservation law enforcement, which the Georgia Department of Natural Resources had requested.

and will allow us to better prepare students to make a positive impact on the agriculture industry in Georgia," Morgan said. "In Elberton, we have four labs, a classroom, and a livestock arena, which is ten times the amount of space we had in Athens. In addition, a new 5,400 sq. ft. greenhouse lab will be finished soon."
Funding for construction was in the state's fiscal year 2019 budget. According to school officials, construction was delayed due to the coronavirus pandemic but was completed last year in time for fall classes.
The project was initially for one building but evolved into two structures. The arena building has three purpose areas: a multipurpose area of 4,725 square feet, a show arena of 5,841 square feet, bleacher seating for 274 people, and 1,876 square feet for a dedicated Ag Mechanical and Construction lab.
The college funded the greenhouse construction, with additional funding provided by the Athens Tech Foundation.
Morgan noted that the McCall Agricultural Complex would continue the school's mission to graduate agriculture professionals. Athens Tech agricultural graduates have gone on to become farm owners, managers in poultry and greenhouse production, and field

Mercer Medical: Chronic pain and ways to manage it

Sometimes pain can be a good thing. It can act as a warning sort of like a check-engine light on a car. Other times, sudden and unpleasant pain can indicate an acute injury or worsening of a chronic disease, like tumor growth or diabetes. And, sometimes, pain may not mean anything, yet it can still be debilitating. This is the case with chronic pain. Chronic pain can persist after treating an injury or illness. It is less curable, impedes daily living, and can cause emotional distress. Sadly, chronic pain is not that uncommon. Studies have shown that 1 in 5 people have chronic pain. However, it can be challenging to tell the difference between acute and chronic pain for patients and doctors; and it can become even more unsettling when doctors cannot find a cause for the pain, despite their best efforts. That's why pain management

is an ongoing crisis for the entire healthcare system, mainly because chronic pain can lead to various problems for patients, like opioid use disorder, anxiety, and depression. But that doesn't have to be the end of the story. Having chronic pain does not mean you have to rely on opioids or suffer through the pain. There are many ways to treat chronic pain, with many methods not requiring the long-term use of pain medication. These methods include:
Exercising regularly
By performing regular physical activity, you can improve blood flow to your joints and other areas of your body. Exercising can also help you maintain muscle mass around joints to keep them moving correctly, reduce swelling, aid in weight loss, and improve sleep. These benefits make exercise helpful for many conditions, such as diabetes and arthritis.
Going to physical therapy
Like exercise, targeted physical activity can significantly improve muscle and skeletal pain. Physical therapy can be a great way to learn proper exercise techniques and increase joint stability. Physical therapy can also offer treatments you may not be able to do yourself, such as deep tissue massage and joint manipulation.

Seeking counseling
In some cases, chronic pain can bring on feelings of loss of control resulting in anxiety and depression. Seeking therapy can help you start regaining a sense of control and independence.
Practicing yoga and meditation
Yoga and meditation can be great activities to help destress and relax. They are healthy outlets to get away from pain and other daily life stressors.
Using neurostimulators
Neurostimulators such as Transcutaneous electrical nerve stimulation (TENS) help treat pain by activating your body's natural pain-reducing nerves by sending low-voltage electric currents to certain areas of your body. TENS are becoming more widespread and easily accessible. Many TENS units are available at Walmart and online.
If you notice any ongoing pain, it is essential that you have a physician check it out. They may be able to determine the underlying cause of your pain and treat it or refer you to a specialist. If they determine that you are experiencing chronic pain, see if non-pharmacological options would work for you so you can get back to enjoying your life.

ATLANTA The U.S. Small Business Administration (SBA) is reminding eligible Private Nonprofit (PNP) organizations in Georgia of the April 11 deadline to submit disaster loan applications for physical damages caused by severe storms, straight-line winds and tornadoes on Jan. 12.
The declaration covers the counties of Butts, Crisp, Henry, Jasper, Meriwether, Newton, Spalding and Troup in Georgia. Examples of eligible non-critical PNP organizations include but are not limited to food kitchens, homeless shelters, museums, libraries, community centers, schools and colleges.
PNP organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets. The interest rate is 2.375 percent, with terms up to 30 years. Applicants may be eligible for a loan amount increase up to 20 percent of their physical damages, as verified by the SBA, for miti-

gation purposes. Eligible mitigation improvements may include a safe room or storm shelter, sump pump or French drain to help protect property and occupants from future damage caused by a similar disaster.
The SBA also offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs, such as ongoing operating expenses, to PNP organizations. EIDL assistance is available regardless of whether the organization suffered any physical property damage.
PNP organizations are urged to contact their Emergency Manager to provide information about their organization. The information will be submitted to FEMA to determine eligibility for a Public Assistance grant or whether the PNP should be referred to SBA for disaster loan assistance.

Rapid Response: Food safety team looks to move faster to protect food supply

Colby Brown, a field operations specialist with the GDA Food Safety Division, said that in the case of the Jan. 11 tornados, GIS mapping worked well. The first thing they did was pull data from the National Weather Service to visualize the paths of the tornados.
"The tornadoes came through Spalding County, and we were able to identify a lot of potentially damaged firms (food establishments)," Brown said. "The visual provided by GIS made it easier to plan out areas for a strike team of inspectors to travel into the storm damaged area, put eyes on those firms, check in with those owners and to be a face that the firm owner can relate to with GDA. It worked out well."
Georgia is one of 21 states with Rapid Response Teams, funded through federal U.S. Food and Drug Administration grants. The teams are multi-agency, multi-disciplinary

teams that use recognized incident command and management systems to respond to human and animal food emergencies.
Summer Williams, GDA's Rapid Response Team program manager, said the team has worked with various state and federal agencies during response incidents and trained with them regularly to improve coordination and share information.
"Using it for planning purposes is super important for us, but also sharing the GIS data with our partners in the RRT and with our ESF 11 (Emergency Support Function for Agriculture as part of Georgia's Emergency Management Agency)," Williams said. She added that during a response event, the GDA's Emergency Management Division gathers daily reports from Rapid Response Team data through the state's Emergency Management Operations Center.

"We can share that information with other agencies like GEMA, the Governor's Office and everyone that's part of the operations center," Summer said. "With this specific emergency (the January tornados), it was a federally declared disaster, so FEMA was involved, and they were able to receive that information."
And the system is constantly evolving. The Rapid Response Team used GIS data during the response to Hurricane Michael in 2018. The experience from Michael led Sauceda to refine GIS data in response to Hurricane Dorian in 2019 and create resources for the public (www.agr.georgia.gov/ hurricane-response-dorian).
"We helped people find locations of emergency animal shelters, equine shelter, and Red Cross pet-friendly shelters allowing people to stay with their pets after they had

Team building and learning from each incident that allows them to be ready for the next time they are called into action. For emergency responses by the GDA, he refers to the Rapid Response Team as a "cheat sheet."
"What I mean by a cheat sheet is the majority of the time we already know who we can contact for any type of emergency, therefore we're shortening the amount of time for a response to an event," Brown said.
Brown added that the Rapid Response Team is always pursuing methods to, "shorten that amount of time from being notified to mobilizing an actual response, placing necessary control measures to protect public health, and then to assist or aid in the recovery or outcome for those food establishments."

Preheat oven to 350 F degrees. In a medium bowl, beat butter with an electric mixer until light and fluffy; gradually beat in sugar until creamy. Add eggs and beat well. Stir in the mashed bananas.

Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting our #1 industry, agriculture! The other day, I drove to Jekyll Island for the Georgia Grown Symposium and noticed the sign on the causeway read, "Jekyll Island Established 1947."
After I crossed the Jekyll River on the M.E. Thompson Bridge, the road's name changed to Ben Fortson Parkway. Then it hit me that all these things weren't a coincidence. In 1946, Eugene Talmadge succeeded Ellis Arnall for a fourth term as Governor of Georgia but died before taking office. M.E. Thompson had just been elected Georgia's first Lt. Governor and thought he should assume the governor's office. Ellis Arnall was still the governor and thought he should remain governor. A third man, Eugene Talmadge's son Herman, thought he should be governor. All three men struggled for power during the early days of 1947, with Thompson coming out on top of the "Three Governors Controversy."
While it wasn't clear who should be governor, the Secretary of State, Ben Fortson, prevented any activity from being conducted until the question was settled by hiding the official state seal inside the cushion of his wheelchair.
