Jfis early education was completed at Sough Jr. Jigh <5chool andiBoggs ^Mcademy, l/Ceysvifle, Seorgia. Jie a/so attendedJfaroison jr. Go/lege in 3rmo, SG, andlater completedhis studies as an electrician at the Indiana Schooloftechnology in ^t. Wayne, Indiana. Jfe servedtwo years in the <-U. c5. Jlrmy andwas stationedat&t. Sordon, Su%. Arthur wasfondly jknown to some as brother andto others as JIGac .
OTlt different times in his life, he made his home in Sough, Sift, Jlugusta, 35% and Syracuse, DQ) where he united with D^eiv Jerusalem baptist Ghurch. On September 2, 2003, JlCac returned to live in Jlugusta, SC% at the encouragement ofhis sisters &ddie and^Pearl.
On Friday morning, "iKauemoer 23, 2003, 9Kac entered into eternal rest at his resiaence. Jfe was preceded in death By two sisters (G. !J3ernice Garter Uhomas and jSessie .Mae Garter), and two Brothers (jrfarry Lraul Garter and William JKarion Garter). 3~fe leaves with cherished memories one daughter, CilhaBeth (Oanessa) Garter JlCatthews, Jacksonville, 5M3; two sisters, Ciddie Jo.
