- In this series of WSB newsfilm clips from Washington, D.C. on September 27, 1962, at the White House Conference on Narcotic and Drug Abuse, President John F. Kennedy and Governor of California Pat Brown offer remarks on the problem of non-narcotic drugs. The clips open on the exterior of the Harry S. Truman Building. The next clip shows people seated in the State Department auditorium. The next clip shows a close-up of an unidentified white woman. The next clip shows President John F. Kennedy speaking at a podium. His speech is transcribed in full below:
"One problem meriting special attention deals with the growing abuse of nonnarcotic drugs, including barbiturates and amphetamines. Society's gains will be illusory if we reduce the incidence of one kind of drug dependence only to have new kinds of drugs substituted. Abuse of these drugs is increasingly creating problems of abnormal and antisocial behavior, highway accidents, juvenile delinquency, and broken homes. The Congress is now considering legislation which I requested to strengthen Federal authority to control the manufacture and distribution of barbiturates and stimulant drugs. This key area should be the subject of continuous, intensive scrutiny. The sooner effective devices for preventing abuse of these drugs are implemented, the less severe the problem will be."

"The tide was not easily turned. The victims, the addicts, are sick and the peddlers are slick. And the war goes on, mostly at night. In the search for the most effective laws, we've had to walk a path between extremists who call for the death penalty for peddlers on one hand, and then on the other side those who would give free heroin to addicts."
