- Encyclopedia article about Hugh Peterson Sr. A native of Ailey, in Montgomery County, Peterson served in the Georgia General Assembly from 1923 to 1933. Along with Georgia governor Richard B. Russell Jr., Peterson was instrumental to the passage of the State Reorganization Act of 1931, which streamlined the workings of state government. He later served in the U.S. Congress from 1935 to 1947.
