Significance: The Eagle & Phenix Mills Dam was built in 1882 to replace earlier wooden dams immediately upstream. The construction of the dam revealed by breaching is typical of stone gravity dams. Large irregular stones were stacked in a horizontal orientation with smaller stones packed into interstices. The whole assembly was heavily grouted to prevent leaks.
