- Significance: The Richard B. Russell Dam and Lake represents the final link in a chain of three U.S. Army Corps of Engineers Hydroelectric projects on the Savannah River. Land acquisition for the project began in 1974. Completion of the Russell Dam and flooding of the project area, scheduled for 1985, will complete the progressive inundation of land surrounding 120 miles of the Savannah River. Clark Hill and Hartwell Lakes were constructed without reliable research on the historic, social, and cultural resources in their impact areas. As a result, little historic information exists to explain their place in the development of the southeastern United States.
Executive Order 11593 established a vehicle for insuring that the historic, cultural and social resources of an area be investigated prior to completion of Federally funded projects. As a result, investigations of the archaeologic and remaining historical properties in the Richard B. Russell project area were implemented to document the historic value of this final open stretch of the upper Savannah River valley prior to its inundation. In 1979, the Historic American Buildings Survey inventoried the remaining examples of architectural and engineering history in the Russell project area, through the cooperation of the U.S. Army Corps of Engineers and the Heritage Conservation and Recreation Service. In all, 28 complexes, comprising 90 structures, and 8 examples of engineering history were inventoried. In the field notes accompanying this inventory is a survey history of the project area, intended as a foundation for further documentation.
