Savannah State College, on March 25, 1972, established The Major
Richard R. Wright Award of Excellence whereby alumni, members of the
community, and corporations are chosen by a jury appointed by the
President to be honored for outstanding repute as leaders in their respec-
tive fields of endeavor. Nominations for the honor are made by the
alumni, the student body, and the faculty. The Award commemorates
Major Richard R. Wright, the first President of Savannah State College.

To qualify to receive this Award, an alumnus, a member of the com-
munity, or a corporation must have worked constructively to change the
pulse of the community for the better. The parties cited must have used
innovative approaches in opening new avenues of awareness for the in-
dividual and society as a whole. The honorees must have utilized
scholarly means which address the needs of the public and attempt to
improve the human condition. Recipients of this Award must be eclectic
thinkers who have proven themselves able to transcend the false pride
that tempers self-aggrandizement.

The Major Richard R. Wright Award of Excellence will not be given
injudiciously. Those parties that receive the Award will be noted for their
expertise in social, educational, and civic arenas.

The College will recognize recipients of the Major Richard R. Wright
Award of Excellence at Commencement Convocations.

Since the Board of Regents does not allow any of the state colleges to
confer honorary degrees, this Award is given by Savannah State College
in lieu of them.

Assistant Professor Elmore

SAMUEL LEE GRAVELY is that rara avis, a native of Richmond,
Virginia, who has achieved notable success in the United States Navy.
Graduated from the Midshipmen School, Columbia University, New
York City, he has advanced in rank from a Commissioned Ensign
in the United Stales Naval Reserve in December 1944, to his present
position of Rear Admiral, having transferred to the United States
Navy on August 16, 1955.

Long recognized as an outstanding leader in the arena of naval
operations and logistics, Rear Admiral Gravely has been awarded the
Legion of Merit, the Bronze Star Medal, the Meritorious Service
Medal, the Joint Services Commendation Medal, and the Navy Com-
mendation Medal embellished with both the Bronze Star and the
Combat "V." He is also authorized to wear the World War II Victory
Medal and the Naval Reserve, American Campaign, the National
Defense, the Korean Service, the United Nations, the Armed Forces
Expeditionary, the Vietnam Service, the China Service, the Viet-
namese Campaign, and the Antarctica Service Medals. Rear Admiral
Gravely has also been awarded the coveted Korean Presidential Unit
Citation.

Mr. President, I present to you the Honorable Samuel Lee Gravely,
Rear Admiral, the United States Navy, who is to receive the Major
Richard R. Wright Award of Excellence.

SAMUEL LEE GRAVELY, in recognition of your distinguished
record as one of this country's finest naval scientists and laureate
practitioners of all the truths which men hold inviolable, I now award
you the Richard R. Wright Award of Excellence.

Assistant Professor Elmore

JULIAN C. HALLIGAN is that human being extraordinaire who is
ever unselfishly working for the good of mankind. His credentials
attest to his having proffered continuous service to the people of
Savannah, Chatham County, and the State of Georgia in both edu-
cational and religious spheres. Mr. Halligan is a graduate of Savan-
nah's Benedictine Military Academy (Class of 1929) and is one of
its most proud and staunch benefactors. He is a Past Grand Knight
of the Knights of Columbus and a past president in three arenas of
interest : the USO, the Gridiron Club of Savannah, and the Georgia
School Boards Association. Mr. Halligan has been a member of the
Savannah-Chatham County Board of Education since 1960 and has
served as Vice-President and President of the Board of Education
and chaired all of its major committees. He has served as Commis-
sioner of Education for the State of Georgia in 1967, and on January
1, 1971, he became President of the first elective Savannah-Chatham
County School Board.

Ever a champion of the people, Mr. Halligan is a recipient of the
School Bell Award for outstanding service to the school children of
Chatham County. He also currently serves as a member of the
Georgia School Board's Legislative Committee, in addition to his
serving as a member of the Board of Directors of the Diocesan
Council of Catholic Men of Savannah and as President of the Hiber-
nian Council of Savannah.

Mr. President, I present to you the Honorable Julian C. Halligan,
President of the Savannah-Chatham County Board of Education, and
a man who has pondered the Socratic axiom, "Know thyself . . . ,"
to receive the Major Richard R. Wright Award of Excellence.

JULIAN C. HALLIGAN, in recognition of your dynamic and pivotal
leadership, outstanding service to the people of Savannah and Chat-
ham County, and gallant efforts undertaken to improve the produc-
tivity of citizens from all walks of life, I am honored to award you
the Major Richard R. Wright Award of Excellence.

Assistant Professor Elmore

ESTHER F. GARRISON, a native of Irwin County, Ocilla, Georgia,
was educated in the public schools of Ocilla and at Savannah State
College. She is a rare and catholic spirit whose inventive and inquisi-
tive mind has led her into all corners and byways of the socio-civic
arena. Since 1942, Mrs. Garrison has been a dynamic force for good

in the Savannah community. She was one of the first Chatham
Countians to sign the petition requesting that the Board of Public
Education for the City of Savannah and the County of Chatham
integrate the schools. Always socially conscious, Mrs. Garrison has
served as Secretary of the Savannah Branch of the National Associa-
tion for the Advancement of Colored People for twenty years, having
voluntarily accepted that position in 1954, immediately after the
Supreme Court handed down its historic decision in the Brown versus
Board of Education Case. She is a ten-year veteran of the Savannah-
Chatham County Board of Education of which she is currently both
the Vice-President pro tempore and the senior member.

Candid, productive, and intellectually tenacious, Mrs. Garrison
has been cited by the Adult Education Branch of Chatham County,
the Savannah State Chapter of the National Association for the
Advancement of Colored People, the Prince Hall Masons, the Order
of Eastern Star, and the Mutual Benevolent Society of Savannah.

Mr. President, it is my great pleasure to present a champion of
the Lumpenproleturiat, Mrs. Esther F. Garrison, Vice-President pro
tempore of the Savannah-Chatham County Board of Education and
Secretary to both the Savannah Branch Chapter of the National
Association for the Advancement of Colored People and to the
President of the International Longshoremen's Association, Local
1414, to receive the Major Richard R. Wright Award of Excellence.

rights of the common man for more than thirty-two years, it is with
heartfelt pride that I present you the Major Richard R. Wright
Award of Excellence.

Assistant Professor Elmore

HOWARD JORDAN, JR., a native of Beaufort, South Carolina, is a
beloved and respected educator and religious leader, who advanced
in rank from President of Savannah State College in 1971 to his
current position as Vice Chancellor for Services, Regents of the
University System of Georgia, Atlanta, Georgia.

Ever since his undergraduate days at both Georgia State College
(now Savannah State College) and South Carolina State College,
Howard Jordan, Jr., an architect of the novo ordo, has demonstrated
a rare combination of talents: excellent perception as a scholar, keen
perception as an intellectual connoisseur, clear vision of the public's
educational needs, and a flair for effective administration. Dr. Jordan
received the accoutrements which allowed him to deport himself
judiciously at South Carolina State College, which awarded him the
baccalaureate degree in history and political science, from Howard
University, where he earned the master of arts degree, and at New
York University, which conferred on him the Doctor of Education
degree in educational psychology. While matriculating at New York
University, Dr. Jordan was a student of the laureate psychologist,
Dr. Charles E. Skinner.

Dr. Jordan is a prolific public speaker and a distinguished vestry-
man of the Episcopal Church. He holds memberships in Phi Delta
Kappa, Kappa Delta Pi, and Alpha Kappa Mu Honor Societies and
the American Psychological Association. Ever an active and dynamic
personality, Dr. Jordan is a member of many outstanding committees,
foremost of which are the Governor's Goals for Georgia Committee,
the Governor's Commission to Study Prison Reform, the President's
Advisory Committee on Supplementary Centers and Services, Title II,
Elementary Education Act, and the Southern Regional Education
Board's Commission on Equal Higher Education Opportunity.

Mr. President, I present to you a man who espouses divergent
honorable causes basic to the hearts of men, the Honorable Howard
Jordan, Jr., Immediate Past President of Savannah State College and
Vice Chancellor for Services, Regents of the University System of
Georgia, to receive the Major Richard R. Wright Award of
Excellence.

ACADEMIC COSTUMES

Modern academic dress has evolved from a type of apparel prescribed by English Medieval
Universities to distinguish their schools from the lay person in dress at a time when everybody
wore robes or gowns. When American colleges and universities desired to adopt some suitable
system of academic apparel a half century ago it seemed best to agree on some definite system
which all might follow. Accordingly, this attire has consisted of the cap, the gown, and the hood,
the latter two now differing according to the degree the wearer has received.

The modern cap, in academic dress has the same design for all degrees; black and square-
shaped with a tassel hanging from the center. However, the color of the tassel usually differentiates
the field of study for which the degree wao granted, the gold tassel being worn by doctors or by
presidents of colleges and universities; but it may be added that the black tassel is correct for
all degrees.

The gown, unlike the cap, differs appreciably in design according to the degree conferred
on the wearer. The gown for the bachelor's degree has pointed sleeves. It is designed to be worn
closed. The gown for the master's degree, worn open or closed has an oblong sleeve, open at the
wrist, like the others. The sleeve base hangs down in the traditional manner. The rear part
of its oblong shape is square cut and the front part has an arc cut away. The doctor's gown, worn
open or closed, has long sleeves faced with velvet; three bars of velvet are midway the sleeves.
The trimmings of the doctor's gown may be black or the color associated with the field of study.

The hood, while not an article of dress, is, however, the most distinctive feature of the aca-
demic attire. It is a black, crow-shaped badge or adornment with an oval opening and worn down
the back. It enables one to quickly determine not only the degree held by the wearer but also the
college or university from which he is graduated. The colors lining the hood and the size and
shape of the hood make this distinction. The bachelor's and master's hoods are three feet and
three and a half feet in length, respectively; the doctor's hood is four feet in length and is made
with a wide panel. Hoods may be worn for only those degrees actually held by the wearers.

Members of the governing body of a college or university, and they only, whatever their
degrees may be, are entitled to wear doctor's gowns (with black velvet), but their hoods may
be only those of degrees actually held by the wearers or those especially prescribed for them
by the institution.

In some colleges and universities, it is customary for the president, chancellor, or chief officer
to wear a costume similar to that worn by the head of a foreign university.

The chief marshal may wear a specially designed costume approved by the institution.

For all academic purposes, including trimmings of doctor's gowns, edging of hoods, and
tassels of caps, the color associated with different subjects as prescribed by the revised American
Intercollegiate Code is as follows:
