Hank Huckaby discusses his early life in Hapeville and attending Young Harris College and Georgia State. He recalls taking an American Government class with Professor Zell Miller and subsequently forming a friendship with the political leader. Huckaby discusses his later work for the Office of Planning and Budget under Governors Carter and Busbee. He recalls working as the Director of the Senate Research Office, created by Lieutenant Governor Zell Miller and subsequently as Director of the Department of Community Affairs. Huckaby comments on the tumultuous relationship between Zell Miller and Speaker Tom Murphy. He recalls serving on the board of the Georgia Residential Finance Authority. Huckaby discusses the 1990 governor's race, Zell Miller's strategy, and his relationship with James Carville. Upon election, Huckaby recalls Miller offering him the job of Director of Office of Planning and Budget. He explains the process by which Governors draft and implement state budgets. Huckaby comments on the appropriation for lottery funds for education-related expenditures. Huckaby comments on Miller's insistence he would only serve one term and explains his transition to working in higher education first at Georgia State and subsequently at the Univerity of Georgia.

Henry M. "Hank" Huckaby was born in Griffin, Georgia, on December 13, 1941. He attended Young Harris College, and then Georgia State University. In 1964, he volunteered for Zell Miller's unsuccessful campaign for Congress. He worked as an assistant dean of admissions at Georgia State for four years. In 1973, he went to work under Governor Jimmy Carter's administration in the Office of Planning and Budget, serving in subsequent years as director of the Senate Research Office and deputy commissioner of the new Department of Community Affairs. In 1980, Huckaby was selected to be chairman of the Georgia Residential Finance Authority, and served there for the next ten years. Under Governor Miller, he served as director of the Office of Budget and Planning. Upon leaving political life, he went to work in the Policy Research Center at Georgia State University, and in 1997 he became director of the Carl Vinson Institute of Government at the University of Georgia. In 2000, he was appointed senior vice president in Finance and Administration at the University of Georgia. He retired from UGA in 2006.
