Steve Wrigley discusses his childhood in Cobb and Douglas counties and dicusses his positions at the University of Georgia, including being the VP of Government Relations and directing the Carl Vinson Institute. Wrigley recalls meeting Zell Miller through a legislative internship, later working in senate research, and helping Miller research the Mountain Protection Act. He explains how he became Miller's executive assistant. Wrigley discusses Miller's resiliency after several failed campaigns for Congress and his interest in education reform. He comments on Miller's tumultuous relationship with Speaker of the House Tom Murphy and Miller's personality when not in the spotlight. Wrigley discusses Miller's sense of humor and introspective tendencies. He also mentions Miller's relationships with Governors Sanders, Busbee, and Harris. Wrigley comments on Miller's 1990 campaign for Governor and his relationship with James Carville and Paul Begala. He also recalls the financial aspects of running for Governor and the decision to run on a pro-lottery platform. Wrigley comments on the demographics of the results of the 1990 race. Wrigley discusses Miller's legislative plans after his election and how Miller handled budgetary shortfalls. He also discusses the Williams Commission, appointed by Miller to research monetary mismanagement. Wrigley describes the inception of the HOPE Scholarship program and Miller's interaction with the new flag issue. Wrigley recalls the nature of Miller's relationship with Bill Clinton, the Contract with America, and judicial appointments. He also discusses Miller's 1994 campaign for reelection and Miller's time in the U.S. Senate.

Steve W. Wrigley was born in Kansas and moved to Atlanta at a young age. He earned his undergraduate degree from Georgia State University and his masters and doctorate degrees from Northwestern University. In 1987, Wrigley worked as a senior policy analyst for the Georgia State Senate, and advised Senator Zell Miller on the Mountain Protection Act. When Miller was elected lieutenant governor, Wrigley served as his executive assistant. From 1993 to 1998, he served as chief of staff for Governor Miller. Wrigley worked on many issues under Miller, including the HOPE Scholarship, pre-kindergarten programs, and the Georgia Research Alliance. In 1998, he joined the University of Georgia system, becoming the first director of the Carl Vinson Institute of Government's International Center for Democratic Governance. As director, he helped to develop training programs in several countries. In 2000, he was named UGA's vice president for government relations, overseeing connections between UGA and federal, state, and local government. In 2002, Wrigley was appointed interim vice president for external affairs, and later permanent vice president.
