Dear Sir:

The last annual report of this office for the fiscal year ending

December 31, 1925, showed a balance in the Treasury of

$ 2,542,526.76

Since that date I have received and certified to the Comptroller

General, as shown by table 1 of this report, the sum of

23,934,457.51

Making a total chargeable to the Treasurer in this office and the

office of the Comptroller General

$26,476,984.27

The disbursements for the same period, from January 1, 1926,

were

23,927,224.16

Leaving a balance in the Treasury on December 31, 1926- $ 2,549,760.11

This balance is not altogether a cash balance, but a portion of same is represented by bonds and coupons paid by our correspondent in New York, and by our State Depositories, under instructions of this Department, and by advances on account of salaries to members of Civil Establishment for the quarter ending December 31, 1926 for all of which executive warrants will be issued in due time and credited on the books of this office.
The following exhibits are self-explanatory, and show in detail the standing of the various funds, and other accounts of moneys passing through the hands of this Department, not chargeable to the Treasurer, and not included in the above balance:

BONDED DEBT.
The bonded debt of this State, as set forth in Exhibit No. 3, shows the outstanding indebtedness on December 31, 1926, to be $5,084,202.00.
The tenth installment of bonds amounting to $100,000.00, issued under Act of 1889, due January 1, 1926, were paid.
BONDS THE PROPERTY OF THE LESSEES OF THE WESTERN AND ATLANTIC RAILROAD.
During the month of January, 1926, the Nashville, Chattanooga & St. Louis Railway, as lessees of the Western & Atlantic Railroad, in compliance with their lease contract, substituted $50,000.00 United States Second Liberty Loan registered 4| per cent, bonds in lieu of the same amount of State of Georgia registered 31 per cent, bonds, which matured January 1, 1926, and which were paid.
We give below a descriptive list of the deposit of bonds belonging to the Nashville, Chattanooga & St. Louis Railway, at the close of business December 31,1926, as follows:

FUEL OIL TAX FUND TO COUNTIES.

During the year this office disbursed quarterly to the Counties, as provided by Acts of the General Assembly, 1923 and 1925, their pro rata of the Fuel Oil Tax Funds. The distributions were based upon the amounts received and credited to the Counties from the Fuel Oil Distributors to the date of payment into the Treasury, less cost of collection, as provided by law, and upon the State Aid System Mileage in each County to the entire system, which is furnished this office quarterly by the State Highway Department. Delinquent payments are accounted for and disbursed at each next quarterly distribution.

The Fuel Oil Tax Funds set aside to Counties, collected and paid into the Treasury during 1926, aggregated $1,556,418.56. Delinquent payments brought forward from 1925 amounted to $6,880.99.

This office disbursed from the above amounts $1,559,917.47 and carried forward delinquent payments of $3,382.08, which will be added to the amount collected for Counties in January, 1927, to be disbursed at that time.

Quarterly payments to the various Counties, to be expended for Roads & Bridges, were as follows:

REFUNDING BONDS.
The General Assembly, 1925 session, made provision for a refunding issue of bonds, sufficient in amount when added to the Public Property Fund on hand, to retire on July 1, 1926 State of Georgia 4 per cent, bonds, issued under Act of 1895, amounting to $230,000.00.

FEDERAL WELFARE AND HYGIENE OF MATERNITY AND INFANCY FUNDS.

Under Act of Congress, approved November 23, 1921, entitled "An Act for the promotion of welfare and hygiene of maternity and infancy, and for other purposes," the United States Department of Labor, Children's Bureau, has forwarded to this Department allotments of funds for the use of the State Board of Health. These funds have been turned over to the Secretary of the State Board of Health, who has been authorized to act as Custodian and disbursing officer by the Federal Board, independent and as separate funds not entering into the receipts and disbursements of the State Treasury Department, as follows:

EXHIBIT NO. 11.
STATE BOARD FOR THE EXAMINATION AND REGISTRATION OF ARCHITECTS.
Act of 1919, page 127, Sec. 9, approved Aug. 18, provides for all fees collected by the above named Board "shall be paid and receipted for by the Treasurer of the State of Georgia and shall not be used for any purpose other than the purpose of this Act. The expenses of the Board for the examination and registration of architects, subject to the approval of the State Treasurer, shall be paid by him upon written order and warrant of the President and Secretary of said Board."

FEDERAL VOCATIONAL EDUCATION FUNDS.
Under an Act of the Legislature approved Aug. 21, 1917, accepting the provisions of an Act of Congress to provide for the promotion of Vocational Education in this State, the State Treasurer is made Custodian of all monies from the National Government for that purpose.
This Act provides that the Custodian shall pay out said money on warrants signed by the Chairman and countersigned by the Secretary of the State Board of Vocational Education created by said Act.
Under the terms and provisions of the Act referred to I have received and disbursed this money in accordance with the Act, as set forth in the following condensed statement of that account:

FEDERAL INDUSTRIAL REHABILITATION FUNDS.
Under an Act of the Legislature approved Aug. 16, 1920, accepting the provisions of an Act of Congress "to provide for the promotion of Vocational rehabilitations of persons disabled in industry or otherwise and their return to civil employments, the State Treasurer is made Custodian of all moneys received from the National Government for that purpose."
The Act authorizes the Custodian to receive and disburse these funds upon the requisition of the State Board of Vocational Education. All warrants drawn against these funds are signed by the Chairman and countersigned by the Secretary of said Board.
Under the terms and provisions of the Act above referred to I have received and disbursed this money in accordance with the Act, as set forth in the following condensed statement of that account.
