DEAR SIR:

The last annual report of this office for the fiscal

year ending December 31, 1920, showed a bal-

ance in the Treasury of

$ 1,024,801.15

Since that date I have received and certified to the

Comptroller General, as shown by Table 1 of

this report, the sum of

13,904,607.42

Making amount chargeable to the Treasurer in

this office and the office of the Comptroller Gen-

eral

$ 14,929,408.57

The disbursements for the same period, from Jan-

uary 1, 1921, to December 31, 1921, were

$ 13,201,542.22

Leaving a balance in the Treasury on December

31, 1921

$ 1,727,866.35

This balance is not altogether a cash balance, but a portion of same is represented by bonds and eoupons paid by our correspondent in New York, and by our State Depositories, under instructions of this Department, and by advances on account of salaries to members of Civil Establishmet for quarter ending December 31, 1921, for all of which Executive warrants will be issued in due time and credited on the books of this office.

TREASURER'S REPORT

BONDED DEBT.

The bonded debt of this State, as set forth in Exhibit No. 3, shows the outstanding indebtedness on December 31, 1921, to be $5,620,202.00.

The fifth installment of bonds amounting to $100,000, issued under Act of 1889, due January 1, 1921, were paid.

Included in the $5,620,202 of bonded indebtedness is $90,202 which the State owes the University of Georgia. This amount was covered into the Treasury many years ago, a balance arising from the sale of " Land Script" donated by the general government for educational purposes, and upon which we pay annually to the University interest at the rate of 7 per cent, per annum.

The Legislature at its last session made provision for a refunding issue of bonds, sufficient in amount when added to the Public Property Fund on hand, to retire on January 1, 1922, State of Georgia <y2 per cent, bonds, issued under Act of 1891, which will mature on that date.

173 State of Georgia Refunding 4 3-4 per cent, bonds of $1,000

each, to be dated January 1, 1922, and to mature July

1, 1945, have been awarded to the Trust Company

of Georgia, Atlanta, the successful bidder for the total

sum of $174,159.13, including a premium of 1,159.13.

The total proceeds of the sale of these refunding bonds

will be paid into the Treasury on January 1, 1922, or at the time

these bonds are delivered, which when added to the Public

Property Fund (accumulated since the refunding issue of

bonds on July 1, 1915) aggregating $33,705.67 at the close of

this year, will retire the maturing issue of $207,000.00, and will

leave a balance to the credit of the Public Property Fund of

$864.80.

BONDS THE PROPERTY OF THE LESSEES OP THE WESTERN AND ATLANTIC RAILROAD

On January 24,1921, the Nashville, Chattanooga and St Louis Railway, as lessees of the Western and Atlantic Railroad, in compliance with their lease contract, substituted $100,000 of United States Second Liberty Loan registered 4% per cent, bonds in lieu ot the same amount of registered State of Georgia 3V9% bonds, which matured January 1, 1921, and which were paid

FEDERAL SOCIAL HYGIENE FUNDS.

Under the Chamberlain-Kahn Act of Congress, approved July 9, 1918 (Section 6, Chapter 15), the Interdepartmental Social Hygiene Board of Washington, D. C, has forwarded to this Department allotments of funds for the use of the State Board of Health in extending the work of combatting venereal infections within the State of Georgia. These funds have been turned over to the Secretary of the State Board of Health, who has been authorized to act as Custodian and Disbursing Officer by the Federal Board, independent and as separate funds, not entering into the receipts and disbursements of the State Treasury Department, as follows:

Under an Act of the Legislature approved Aug 21 1917 accepting the provisions of an Act of Congress to provide for the promotion of Vocational Education in this State the btate Treasurer is made Custodian of all monevs received from the National Government for that purpose.

The Act provides that the Custodian shall pay out said money on warrants signed by the chairman and countersigned by the Secretary of the State Board of Vocational Education created by said Act.
