To Hon. W. Y. Atkinson, Governor of Georgia.
SiR :--I submit herewith the annual report of this department, showing the transactions of same for the report year ending Sept. 30th, 1898.
On the first day of October, 1897, my report of that date
showed a balance in the treasury of

BONDED DEBT.
My report for the year ending September 30th, 1897, showed
the bonded indebtedness of the State to be

On the first day of January of this year, the first installment
of bonds, issued under Act of 1897, became due and were
paid off with the Sinking Fnnd, then in hand, amounting

BANKS.
The banks operating under the laws of this State have been carefully examined during the year by myself and assistant, and a statement of the condition of each bank as shown on examination will be found in this report. They have also made to this office, and published, the usual statements under oath as required by law.
I have devoted more time than usual to this work for the past year, and have endeavored by careful examinations to ascertain the true condition of each bank to the end that the interests of depositors might be fully protected. From a depositors' standpoint I am glad to be able to report a greatly improved condition of the banks over that existing one year ago. The interests of depositors are better protected. The loans to officers and directors have been considerably reduced and are now fully secured by good collateral other than the stock of the bank making the loan. I have insisted on this, and the banks recognizing the request as reasonable and just have generally complied with it. The danger to depositors lies mainly in excessive loans made by bank officials to special friends without adequate security--in some instances without any security at all--and in the large amounts loaned to themselves in like manner. management of this character on part of some of the banks, and am now glad to say that it has been corrected.
Of the banks under the supervision of this department, there has occurred one failure within the past year, that .of the Merchants' and Traders' Bank of Brunswick. This bank was a State depository, and at the time of failure had on deposit of money belonging to the State, $11,363.19. Since the date of failure the Attorney-General has collected and paid into the treasury from said bank seven thousand ($7,000) dollars, leaving a balance of $4,363.19 yet due, which he informs' me will be paid at an early date.
PRIVATE BANKS.
The Act of 1897, placing all private banks of this State under the supervision of the Treasurer, and making them amenable to all laws now in force governing chartered banks, is being contested in the courts. I was restrained by injunction from carrying into effect said act, and therefore these banks were not examined nor required to publish statements of their condition, etc. I wish to call attention to the fact that in the event the Act is sustained, the labor of this department will be largely increased and will necessarily require the services of an additional man to properly do this important work. These banks, not having any capital stock in the eyes of the law, cannot be assessed under the law governing chartered banks, to pay their share of the expense of examinations. The Act is defective in this respect, and some legislation is needed to properly carry it into effect.
