1. Introduction
The Statewide Transportation Improvement Program, known as the STIP, is developed by the Georgia Department of Transportation (GDOT) and is Georgia's four-year transportation and capital improvements program. The STIP is a listing of federally-funded transportation projects within the state that are anticipated to be funded during fiscal years 2015 through 2018. Projects include highway, bridge, public transit, bike, pedestrian, railroad, maintenance, and other improvements.
The STIP is developed in coordination with the citizens of Georgia, interested stakeholders, and in direct cooperation with local governments. Projects listed in the STIP are identified through GDOT's ongoing planning processes in keeping with the Governor's strategic goals for Georgia to provide a lean and responsive state government that allows communities, individuals, and businesses to prosper. These projects are vital to supporting GDOT's mission in providing a safe, seamless, and sustainable transportation system that supports Georgia's economy and is sensitive to its citizens and the environment.
During STIP development, interested citizens and stakeholders are given the opportunity to review and comment on the state's transportation priorities for the next four years, as set forth in the STIP. They are encouraged to provide comments and suggestions on the four year STIP and on transportation needs for Georgia.
The purpose of this Annual Public Involvement Report is to detail the STIP public involvement process undertaken for the FY 2015-2018 STIP. This report includes documentation of meetings, the comments received from the public, and notification methods undertaken through this process.

2. Public Involvement Process
Public meetings are a major component of the public outreach effort for the STIP. Meetings are held throughout the state, in each of GDOT's six rural districts, which includes all areas that are not part of a Metropolitan Planning Organization (MPO). A district map is shown in Figure 1. In MPO areas, transportation projects are not included in the STIP, but rather are a part of each MPO's transportation plan. There are several changes to the GDOT Districts for FY 2015-2018. These changes included the following:
Catoosa County is now included in the Chattanooga MPO area; Bartow County is now the Cartersville-Bartow MPO. However, due to the MPO not currently
having an approved Transportation Improvement Program (TIP) or Long Range Transportation Plan (LRTP) in place, projects in the non-Atlanta Regional Commission portion of Bartow County appear in the STIP and public meeting maps; Screven County moved from District 2 to District 5; and, Clinch County moved from District 4 to District 5.
The purpose of each of the public meetings is to present GDOT's proposed four-year State
Transportation Improvement Program (STIP) and provide an opportunity for the public to review, provide input, and comment on the stated transportation goals and program. Meeting locations are
selected in coordination with staff from each GDOT District. There are several key elements considered in this selection process:
Meeting location accessibility throughout each District and to Environmental Justice (EJ) communities;
Facility compliance with Americans with Disabilities Act (ADA) guidelines for ease of access; Public transportation availability; and Level of success of meeting location, if used in previous years.
At public meetings, participants were able to review at least two large scale maps of the region that depicted capital, safety, maintenance and other improvements included in the proposed STIP. Copies of the proposed STIP document were available for review. Citizens were asked to provide comments and suggestions using a comment form that could be submitted to a present staff member or mailed to the District office. GDOT staff was on hand to answer questions from attendees. They provided formal responses to comments and suggestions that were given on the comment forms.

3. Public Meeting Summary: FY 2015-2018
For the development of the FY 2015-2018 STIP, a total of 10 public meetings were held to obtain input on the proposed document. These meetings were held in each of GDOT's six rural districts, with two meetings per district. There were two joint meetings. District Four and District Five conducted a joint meeting in Waycross, and District One and District Six shared a meeting in Jasper. These meeting locations were close to the district borders so that residents in both districts could attend. A summary of meeting dates and locations is shown in Table 1, and Figure 2 displays the meeting locations on a map.

All meetings were an open house format and held at community venues, such as GDOT District offices, shopping malls, county libraries, and other community facilities that are compliant with the Americans with Disabilities Act (ADA). Attendees were invited to examine maps depicting proposed STIP projects in their area. Copies of the draft STIP were on hand to provide more in-depth information about the four year STIP. GDOT staff assisted attendees and answered questions from the public. Staff at public meetings included:
Planning Division staff; District Planning and Programming Engineers; District Communications Officers; Additional District staff, such as District Engineers and
District Preconstruction Engineers; and, Consultant Staff.

3.1 Meeting Materials
At each meeting, several materials were available for public comment and for general STIP information. These materials included the following:
Large, display maps of the region (at least two maps per meeting); Comment forms; STIP informational handouts; Entire draft STIP document; and, Instructions for locating additional project information on GDOT's website.
Even though some districts have larger Spanish speaking populations than others, Spanish materials were provided at all of the meetings. Figure 3 shows an example of the type of district map on display at each meeting.

3.2 Meeting Notification
Several methods were utilized to notify the public of upcoming STIP public meetings:
A direct mail postcard; Flyers for the districts to hand-out at other events; Press releases sent via email from each district; Postings on GDOT's website; Radio ads; and, GDOT's Facebook and Twitter sites.

The direct mail postcard (shown on the previous page and provided in Appendix B) was sent to GDOT's "Family of Partners" database, which included more than 3,000 individuals, organizations, and elected
officials in federal, state, and local government, as well as representatives from Environmental Justice
(EJ) communities.
STIP information was also available on GDOT's website, which contains a specific page dedicated to the STIP, www.dot.ga.gov/STIP. This site includes a variety of informational materials pertinent to the STIP, including the FY 2015 - 2018 Draft STIP, the current, active STIP document in both English and Spanish (FY 2014 to 2017), past STIP documents, information about the development of the STIP and associated public involvement activities, MPO Transportation Improvement Program (TIP) materials, and contact information for the STIP coordinator. During the STIP public involvement period between August 1 and September 15, 2014, the GDOT STIP webpage received 1,690 page views.
Social media was also utilized for meeting notifications. GDOT's Facebook and Twitter pages announced meeting dates and locations and provided links to STIP information on GDOT's website, at www.facebook.com/GeorgiaDOT and www.twitter.com/GADeptofTrans. On Facebook, GDOT has approximately 4,500 followers who receive GDOT messages through this media channel. On Twitter, GDOT has approximately 6,509 followers. Between August 20, 2014 and September 9, 2014, there were 8 STIP related posts made by GDOT to this site. These posts were "retweeted," or reposted by followers of GDOT's Twitter posts. Sample screenshots of Facebook and Twitter meeting announcements can be found in Appendix B.
Press releases were prepared and distributed by district communications staff. Distribution included area newspapers, television stations, radio stations, and other district media contacts. Additionally, the GDOT Office of Communications coordinated radio spots throughout the State announcing the 10 public meetings. Appendix C provides documentation of press releases and each District's media email distribution list.
3.3 Summary of Meeting Attendance
At each of the 10 public meetings, all attendees were asked to sign in so that an accurate attendance record could be obtained. A total of 81 attendees signed in, excluding staff. It is important to note that several meetings had attendees that looked at the maps and asked questions but did not want to formally sign in. The meeting with the highest attendance, based on the sign-in sheet, was in Americus on September 8, 2014, with a total of 14 attendees. The meetings with the second highest attendance were in Waycross on August 25, 2014 and in Tifton on September 2, 2014, with 13 and 12 attendees respectively. The number of attendees at each meeting is shown in Table 2.
Of the attendees at each of the 10 public meetings, a total of 26 provided written comment forms. The commenting period remained open for two weeks after the last meeting so that additional comments could be submitted via email or mail. Comments that were received ranged from questions about

Annual Public Involvement Report specific projects included in the STIP to general transportation issues and questions. Comments collected during the Public Involvement Process will be used to enhance the decision making process during future STIP updates. Each comment received a formal response, provided to the individual who asked the question(s) or provided comment(s). The letters and emails sent in response to comments can be found in Appendix E. A summary of meeting attendance and the number of comments received is provided in Table 2.

4. Lessons Learned
A component of the annual STIP Public Involvement process is identifying ways to improve the process and increase public participation in future years. There were several issues identified in 2013 that were addressed in 2014. One such issue is that District 1 meetings had been focused on the western side of the District for the past several years. In 2014, a meeting was held in Elberton, the far eastern corner of the District. Another issue that was raised in 2013 was that the STIP coordinator's contact information needed to be widely displayed. To address this concern, the coordinator's email address was present on all relevant documents including the STIP postcard, maps, comment form, and on the GDOT website.

Several issues were again identified through the 2014 public outreach process by staff and attendees. These issues are listed below along with proposed solutions for greater engagement in future public outreach efforts.

Statewide Transportation Improvement Program FY 2015-2018
The Statewide Transportation Improvement Program identifies federally funded transportation projects such as highway, transit, maintenance, bicycle, and pedestrian projects. The STIP also coincides with the Governor's Strategic Goals for Georgia. Come out and see what's planned for your area.
The STIP is the GDOT four-year work program that is updated annually, exclusively for Georgia's non-urbanized areas. Included in the Draft FY 15-18 STIP are:
Federally funded highway and bridge projects,
Maintenance projects, Transportation alternatives projects, and Public transit projects.

If you live in a Metropolitan Planning Organization area, please contact your local MPO for projects in your area.

Statewide Transportation Improvement Program
What is the STIP? The Statewide Transportation Improvement Program, known as the STIP, is Georgia's four-year transportation and capital improvements program. The STIP is a listing of federally-funded transportation projects within the state that are anticipated to be funded during fiscal years 2015 through 2018. Projects include highway, bridge, public transit, bike, pedestrian, railroad, and other improvements.
How is the STIP Developed? The STIP is developed in coordination with the citizens of Georgia, interested stakeholders, and in direct cooperation with local governments. Projects listed in the STIP are identified through GDOT's ongoing planning processes in keeping with the Governor's Strategic Goals for Georgia to provide a lean and responsive state government that allows communities, individuals, and businesses to prosper. These projects are vital to supporting GDOT's mission in providing a safe, seamless, and sustainable transportation system that supports Georgia's economy and is sensitive to its citizens and the environment.
Why Should I Become Involved? The STIP Public Involvement Process gives all citizens and interested stakeholders the opportunity to review and comment on the State's transportation priorities for the next four fiscal years. The public is encouraged to become involved and provide GDOT with thoughts, suggestions, and information about transportation needs for Georgia.

GEORGIA DOT SEEKS PUBLIC REVIEW AND COMMENT
ON ITS FEDERALLY-FUNDED PROJECTS

GAINESVILLE, Ga.The Georgia Department of Transportation (GDOT) is making available the Draft FY 2015 - 2018 Statewide Transportation Improvement Program (STIP) in Northeast Georgia for public review and comment.

The STIP is a four-year program that is designed to achieve Georgia's transportation goals as envisioned by the Governor and State Transportation Board for improving the mobility of people and goods across the state, expand Georgia's role in global commerce, reduce injury and loss of life on Georgia's roadways, and prioritize investments in Georgia's transportation infrastructure assets. The STIP specifies federally funded transportation projects for non-urban communities in rural Georgia for fiscal years 2015, 2016, 2017 and 2018. These projects include, but are not limited to, new construction, improvements, and maintenance for interstates and state routes, and bridges. Additional projects include bicycle and pedestrian projects, transportation enhancement projects and public transit projects.

The Georgia DOT District One Office serving Northeast Georgia will sponsor two Open House meetings where the public can view the Draft FY 15-18 STIP, view maps of projects in the local area, discuss projects with GDOT staff, and formally offer comments. The meetings are open to the public and all are encouraged and welcome to attend.

September 4, 2014 5-7PM (NOT 24th) @ Elbert County Public Library 345 Heard Street Elberton, GA 30635

The general public is invited to view projects planned for Banks, Dawson, Elbert, Franklin, Habersham, Hart, Jackson, Lumpkin, Rabun, Stephens, Towns, Union and White. Projects for other counties in this region that are part of a Metropolitan Planning Organization (areas with more than 50,000 in population) will be available for public comment in a separate meeting, at a later date through their Metropolitan Planning Organization.

The Draft FY 15-18 STIP will also be available on the internet at www.dot.ga.gov/stip . The Department looks forward to working with the public during the development of the Draft FY 15-18 STIP.

The STIP is a four-year program that is designed to achieve Georgia's transportation goals as envisioned by the Governor and State Transportation Board for improving the mobility of people and goods across the state, expand Georgia's role in global commerce, reduce injury and loss of life on Georgia's roadways, and prioritize investments in Georgia's transportation infrastructure assets. The STIP specifies federally funded transportation projects for non-urban communities in rural Georgia for fiscal years 2015, 2016, 2017 and 2018. These projects include, but are not limited to, new construction, improvements, and maintenance for interstates and state routes, and bridges. Additional projects include bicycle and pedestrian projects, transportation enhancement projects and public transit projects.

The general public is invited to view projects planned for Baldwin, Bleckley, Burke, Dodge, Emanuel, Glascock, Greene, Hancock, Jasper, Jefferson, Jenkins, Johnson, Laurens, Lincoln, McDuffie, Morgan, Oglethorpe, Putnam, Taliaferro, Treutlen, Warren, Washington, Wilkes and Wilkinson counties. Counties that are designated "metropolitan areas" review all of their projects through their Metropolitan Planning

Organization and will have their public review done independently. The counties in East Central Georgia included in Metropolitan Planning Organizations (areas with more than 50,000 in population) and not a part of the STIP are Columbia, Newton and Richmond.
The Draft FY 15-18 STIP will also be available on the internet at www.dot.ga.gov/stip . The Department looks forward to working with the public during the development of the Draft FY 15-18 STIP.
The required planning, environmental, engineering, right of way, funding and construction processes involved in any major transportation project can add years to its schedule. The Georgia DOT nonetheless is committed to improving its program and project delivery. Concept development, preliminary engineering and right of way acquisition processes are being streamlined. Aggressive schedules are being set. And kept; a thousand projects were completed last year. Counties that are designated "metropolitan areas" review all of their projects through their Metropolitan Planning Organization (MPO) and will have their public review done independently. MPOs in Southwest Georgia are the Dougherty Area Regional Transportation Study MPO, which includes the city of Albany, Dougherty County and the southern half of Lee County, and the Valdosta-Lowndes MPO.

Programa Estatal de Mejoras al Transporte

Qu es el STIP?
El Programa Estatal de Mejoras al Transporte conocido como el STIP, es el programa de transporte y mejoras de capital de cuatro aos del Estado de Georgia. El STIP es una lista de los proyectos de transporte dentro del estado financiados por el gobierno federal que se anticipa que sean financiados durante los aos fiscales del 2015 al 2018. Los proyectos incluyen mejoras a carreteras, puentes, trnsito pblico, bicicletas, peatones, ferrocarriles y otros.

Cmo se desarrolla el STIP?
El STIP se desarrolla en coordinacin con los ciudadanos de Georgia, las partes interesadas, y en cooperacin directa con los gobiernos locales. Los proyectos enumerados en el STIP son identificados a travs de los procesos de planificacin continuos del GDOT para mantener las Metas Estratgicas del Gobernador para Georgia, para proveer un gobierno estatal ms eficiente y responsivo que les permita prosperar a las comunidades, individuos y negocios. Estos proyectos son vitales para apoyar la misin del GDOT de proveer un sistema de transporte seguro, sin interrupciones y sostenible que apoye la economa de Georgia y que sea sensible a los ciudadanos y al ambiente.

Por qu debo involucrarme?

El Proceso de Participacin del Pblico del STIP les da a todos los ciudadanos y partes

interesadas la oportunidad para revisar y hacer comentarios acerca de las prioridades de

transporte del Estado para los prximos cuatro aos fiscales. Se invita al pblico a

participar y proporcionar al GDOT con sus ideas, sugerencias e informacin
