A Report to our Members and Supporters
Fiscal Year 2003

Each year Georgia Public Broadcasting provides an overview of the previous fiscal year for our members and supporters around the state - a review of the broadcast year through television, radio and education services as well as of the corporate financial year. We appreciate the continued support we receive from Georgians, and we work to live up to their high expectations for our programs and services. We also work hard to ensure responsible stewardship of the resources we receive from individual citizens (our listeners and viewers), corporations, foundations and state government.
Fiscal year 2003 presented many financial and societal challenges for our country and our state. We both reacted and responded to these world and national events. From Hahira to Augusta, from Atlanta to Thomasville, from Savannah to LaFayette, Georgians made financial and lifestyle changes, seeking ways to economize and improve on tried and true practices, as well as looking for new approaches in responding to the changing world around us.
One major area of focus for GPB during fiscal year 2003 was building strong partnerships with other organizations with similar missions and goals. We pursued a variety of exciting partnerships that strengthened our program content and enhanced our services to Georgians. GPB's three broadcast divisions GPTV, Georgia Public Radio and PeachStar Education Services - collaborated with each other and with our community partners on a number of major projects this year to create content that is compelling across all platforms. By realigning our internal resources to work more effectively together, we were able to leverage our assets for maximum impact.
Partnerships ...
Our partnerships with organizations such as the Atlanta History Center and the Georgia Historical Society, the Atlanta Press Club and The Carter Center, produced important contributions to Georgia citizens: the first television series ever produced about the Civil War in Georgia, a dynamic and informative two-month series of political debates, and
increased awareness of the issue of homelessness and mental illness.
In working closely together he re at GPB and through our strong partnersh ips with other educational and cultural organizations around the state, we created excellent local program content unique to Georgia and that added depth to the community dialogue on important issues. Using the wonderful expertise and resources of our partners, GPB was able not only to produce some outstanding programs over the yea r, but we were also able to be a part of some exciting activities.These activities included special events, important lectures, a public service campaign to encourage young AfricanAmerican students to explore careers in medicine, and a fun and educational event that encouraged reading with the child ren of our soldiers.
Georgia's Civil War and
Ken Burns' Civil War...
Georgia's Civil War is a perfect example of the way GPB is using partnerships and relationships to enhance what we can do for our audiences. When Ken Burns' 11-hour series The Civil War premiered in 1990, it was a landmark television event. For its return 12 years later, Georgia Public Broadcasting used the Ken Burns series - and a special Evening with Ken Burns event - as the cornerstone of a landmark multimedia initiative. It was Civil War September on television, radio, on line, in print, and in classrooms across Georgia.
Partnering with the Georgia Historical Society and the Atlanta History Center, Georgia Public Broadcasting's telev ision division created an in-depth television series telling the story of the Civil War in Georgia. Working with
hi st oria ns and archives from both th e Georgia Histori cal Society and the Atlanta History Ce nter, GPB producers created a tel evisi on series designed to air with Ken Burns' Civil War and on its own . Georgia's Civil War is a journey back in time, its four half-hour documenta ri es te lling the history of th e Civil War through its impact on the state's people.
As pa rt of the GPB Civil War initiative, Geo rgia Public Rad io enhanced the t elevisio n content with
stories of their own, detailing t he Battle of Griswoldville and She rman's Ma rch to the Sea . Georgia Publi c Radio also aired programs such as Music an d Poetry of the Civil War, featuring cowboy poet Bill McCal lie, and interviews with autho rs, such as NPR Exe cutive Producer Noah Andre Trudeau, author of the first comprehens ive study of the defining battle of the Civil War in mo re t han 30 years, Gettysburg: A Testing of Courage. GPB's staff worked with both the producers an d historians to create a monumental Georgia's Civil War website wit h links, backgrou nd information, resourc es, a reading list an d stories not seen in the documenta ry. PeachStar Education Services staff worked with the producers and hi stori ans to create a co mprehensive classroom
component, that included unlimited educational rights to schools, and an in-depth study guide, also available online.
Community media partners WXIA/Channel 11 in Atlanta and the Atlanta JournalConstitution helped spread the word about Civil War September. WXIA broadcast a weeklong series of stories about the initiative and included interviews with local historians and Burns as well as a link to the GPB study guide on their website. A week-long series of ads in the AJC and online at ajc.com and AccessAtlanta, also raised awareness of the initiative.
When Ken Burns arrived at the Georgia Public Broadcasting studios for a special event with GPB members, major donors, media and other special guests, the excitement and expectations were high. During the course of the evening, Burns talked about creating The Civil War, lauded Georgia's Civil War and its supplemental educational materials, previewed the programs, answered questions and signed books and videos. No one left disappointed. When The Civil War and Georgia's Civil War aired a few days later, they became some of the most watched programs of the year.

The Carters:A Conversation...
Another developing partnership with The Carter Center in Atlanta resulted in some exceptional programming opportunities for GPB ... Following both Roosevelts, Truman, Eisenhower, Kennedy, Nixon, and others, PBS's American Experience "Presidents" series finally turned its attention to Georgia's own Jimmy Carter. To complement the two-part historical portrait,
GPTV created The Carters: A Conversation for broadcast on GPTV. Hosted by Journalist Gwen Ifill (The NewsHour, Washington Week), the two half-hour programs featured extensive interviews with former President Jimmy Carter and First Lady Rosalynn Carter and were taped at The Carter Center just days after the Nobel Peace Prize announcement. The timing could not have been better for us or PBS: public television stations all across the country carried the Conversation, in which the Carters talked about the work of The Carter
Center around the globe and the Peace Prize. Georgia Public Radio also broadcast segments from the programs, which were highlighted in PeachStar Education's materials to educators across the state and shared with students in Georgia classrooms.
The Infinite Mind and Hope
on the Street with The Carter Center
Georgia Public Broadcasting partnered with The Carter Center on two other programs during the year. The national public radio series The Infinite Mind taped a special edition State of Mind: America 2003 at The Carter Center, which Georgia Public Radio listeners attended.
Also in partnership with The Carter Center and KQED/San Francisco, Georgia Public Broadcasting participated in a special preview of the one-hour documentary Hope On The Street, which portrays the connection between mental illness and homelessness. Hosted by former First Lady Rosalynn Carter at The Carter Center, the event featured a screening of the documentary, a questionand-answer period with producer Michael Isip, Rosalynn Carter Fellow for Mental Health Journalism 2000-2001, and Dede Ranahan, narrator of the documentary and the mother of a son who has schizophrenia and has spent time living on the streets. Dr. Thomas Bornemann, Mental Health Program Director at The Carter Center, moderated the event, which was attended by more than 350
people. The documentary also aired on GPTV as did a special segment of Georgia Week in Review with Mrs. Carter and mental health experts to promote the program.
The Atlanta Press Club Debates
During Georgia's campaign election season, GPB continued its long-time partnership with the Atlanta Press Club to broadcast its cand idate debate series on both GPTV and Georgia Public Radio. This year, GPB broadcast live debates in the hotly contested primary elections as well as the statewide general election debates that included Governor, Lt. Governor and Senate.
Partners of the Heart with the Morehouse School of Medicine
Long before its debut, the American Experience series special Partners of the
Heart had been chosen as a partnership program with the Morehouse School of Medicine. Partners of the Heart tells the little-known story of Vivien Thomas, an African American man with a high school education who designed the groundbreaking medical procedure that would save the lives of thousands of so-called "blue babies." Using the show as a foundation, GPB worked with
Morehouse and the producers of Partners of the Heart to produce an on-air campaign for television and radio encouraging young African Americans to explore careers in medicine. The partnership's culmination was a special event previewing the documentary at the new National Center for Primary Care at the Morehouse School of Medicine, complete with a live satellite link-up with Bill Dukes, Partners of the Heart's producer/director.
Lawmakers
Once again, GPB's award-winning program Lawmakers provided Georgians with in-depth, thoughtful coverage of the Georgia General Assembly. Every night of the longest legislative session in history, viewers around the state could follow the action as new leaders took office and new agendas were announced. Our audiences outside the major media markets particularly appreciated this informative public service. GPR's Capitol Hill reporters rounded out GP B's extensive coverage of the legislature.
Share a Story at Fort Stewart
Georgia Public Broadcasting kicked off our new children's literacy initiative, Share a Story, with a special event for more than 700 elementary age children at Fort Stewart, Georgia. Planned in partnership with PBS and Fort Stewart, the event featured visits by PBS children's characters Arthur and George Shrinks. The children, most of whom had a parent overseas as part of the Iraq war, enjoyed a morning of fun activities that included reading and writing and illustrating stories about their families. The Share a Story
initiative is part of a national PBS effort to demonstrate for parents and other adult caregivers the fun, easy and everyday ways to use words to help children become good readers. Through an on-air campaign over GPB's broadcast avenues, Ready To Learn workshops and various other support materials, parents will be taught how to use everyday activities like rhyming, singing and talking to boost children's literacy. You will be hearing more about this initiative as we work with additional partners in the education and childcare communities to expand our reach.
FY03 saw the introduction of many successful new PeachStar Education Services initiatives as well as the return of the exceptional resources upon which Georgia's teachers and learners have come to rely. In Fall 2002, PeachStar
launched the Teacher Certification Program, a special initiative offered in conjunction with Armstrong Atlantic State University that allows certified educators to earn add -on certification in interrelated special education . PeachStar Classroom, a Telly awardwinning series, also launched in the fall, offers stand-alone fo r-credit courses to high school students across Georgia . PeachStar was pleased to host Congressman Johnny lsakson's Youth Talk Back program for the second year, giving more than 100 local high school students the opportunity to come to GPB to participate in a discussion with the congressman about political issues that affect students.
Fall 2002 marked the third year that PeachStar partnered with the Institute for Continuing Legal Education, offering required professional development opportunities to lawyers statewide through live and taped satellite broadcasts. The video streaming resource, in its second year, continued to grow as more and more students and teachers accessed the PeachStar website to stream or download educational video content.
PeachStar continued to serve as Georgia's Ready To Learn resource, providing literacy workshops to parents and caregivers statewide and offering free books to disadvantaged children. The Ready To Learn service supplements GPTV's broadcast of award-winning children's series like Clifford the Big
Red Dog, Read ing Rainbow and Cyberchase. GPTV's 3000 hours a year of these noncommercia l, vio lence-fre e children's series are our most-watched programming, and provide a safe haven for Georgia's children.
There were many other opportunities to build on current relationships and partnerships to enhance GPB's reach around the state. Georgia Public Radio partnered once again with the Savannah Music Festival (previously Savannah Onstage) to produce original programming during this year's 10-day musical celebration. Performances recorded for future broadcast across our 15-station network included the Morgan State University Choir, Cyrus Chestnut, Cool John Ferguson, Chiang Sisters, Jiri Barta, Roberto Plano, Wycliffe Gordon and the Marcus Roberts Trio.
Georgia Public Broadcasting also teamed up with Ted Turner Documentaries to premiere its inaugural film Avoiding Armageddon, a fourpart series that examines the threats posed by nuclear, chemical and biological weapons, and introduces some of the people racing to use them. The series, which aired on GPTV locally and PBS nationally, also reported on the actions that individual citizens - not just governments are taking to reduce the chances these weapons will be used in any of the
volatile conflicts around the globe. The event included a preview of the series and remarks by Pat Mitchell, President & CEO of PBS; Ted Turner, Chairman of Turner Enterprises and founder of CNN; and Robert J. Wussier, President & CEO of Ted Turner Pictures and Ted
Turner Documentaries. As a complement to the series, GPB interviewed Ted Turner for both radio and television and GPTV's Ted Turner: A Conversation was offered to PBS stations nationwide. GPB also collaborated with PBS to present a PBS Program Club event featuring the author of the companion book, Martin Schram, for a lively discussion of the issues raised in the series.
Quality television and radio programs, classroom content, special events and community outreach ... And, of course, these are just a few of the many, many exciting and valuable programs and activities that GPB has been engaged in over the last year. There simply is not room enough to highlight them all or to talk about the strong new seasons of our regular local programs such as Georgia Week in Review, Gardening in Georgia, Georgia Business Report, Georgia Outdoors, Prep Sports Plus, Studio GPB, Georgia
Gazette, Reading Rainbow, PeachStar Classroom and others. We know none of these outstanding programs and services would have been possible without our partners, or without the financial support of our members and corporate underwriters.
Of course there have also been challenges-the same challenges that have faced all businesses, nonprofits and especially families. Our revenues are down, which is one of the reasons that these partnerships and relationships are so essential for us. Fewer financial resources also mean that we must continue our efforts to maximize the dollars we receive and to be responsible stewards of the limited resources that our members and sponsors are able to share with us.
As we move forward into a new fiscal year, you can rely on us to use the past year's activities as a cost-effective blueprint for a productive business plan. We will build on the partnerships highlighted above as well as on long-time partnerships with organizations like the University of Georgia, Georgia State University, the Georgia Cancer Coalition, the Georgia Music Hall of Fame, the Georgia High School Association, Zoo Atlanta, SciTrek, the Georgia Department of Education, the Office of School
Readiness, Georgia Trend magazine, The Georgia Chamber of Commerce, and the Georgia Department of Labor. We are also excited about new opportunities to expand and strengthen our education partnerships to provide more resources and services for Georgia's teachers, parents and child -care providers.
The new year will bring interesting and exciting new programs coming from PBS this year, such as American Valor about our nation's Medal of Honor winners, Horatio's Drive, the latest from the masterful documentarian Ken Burns, and an American Experience about Georgia's own Martin Luther King, Jr.
We will also begin the important work of our digital conversion, which will mean expanded and enhanced service to our audiences and especially to our members. And as we move forward, we will always keep you in mind, our most important partner in this process. We look forward to continuing our special relationship with you and to serving you.

Everyone's favorite neighbor Fred Rogers, 1928 - 2003
This year public broadcasting and Georgia's children lost a wonderful neighbor and friend. For more than 30 years, Fred Rogers and his series Mister Rogers' Neighborhood have influenced the television industry and improved the lives of generations of American children. We are proud that his legacy endures as his shows continue to air on GPTV. While many adults sometimes wondered what made Mister Rogers so fascinating, the children have always known, and new generations discover his "secret" every day: Mister Rogers gives children a one-to-one affirmation of their self-worth and offers them a place where they feel accepted and understood. The trail blazed by Fred Rogers in the world of children's television continues not only on our broadcasts of Mister Rogers' Neighborhood, but also on Barney, Clifford the Big Red Dog and Caillou and countless other PBS Kids programs. We're proud our 3,000 hours of noncommercial, violence-free programming each year provides a safe haven for Georgia's children to learn and grow.

A financial and compliance audit of the financial statements of Georgia Public Broadcasting was conducted by the Georgia Department of Audits and Accounts. The independent auditors' report on the June 30, 2003, financial statements of Georgia Public Broadcasting expressed an unqualified opinion, indicating that GPB had no audit exceptions and is in an excellent financial position.
