Report from the Assistant Commissioner, Economic Development Programs

Here is a report chronicling the operating results of Quick Start, as well as results of the contract and customized training delivered through Economic Development Programs at Georgia's 34 technical colleges. Fiscal Year 2003, which ended June 30, proved to be another active year at Quick Start.

We are proud that our work not only encompasses such a broad scope of companies but also affects hundreds of communities in every region of Georgia. In fact, nearly three-fourths of Quick Starr's projects were outside the greater Atlanta area.

Our experience, service and business approach make Quick Start an attractive incentive for companies that create jobs in Georgia. Moreover, Quick Start has directly benefited thousands of Georgians by giving them relevant, comprehensive and timely workplace training.

These are some accomplishments from Quick Starr's Fiscal Year 2003:

The total number of Quick Start projects for FY03 was 304. 71.37 percent of Quick Starr's trainees are outside metro Atlanta. The number of Quick Start trainees during FY03 increased to 42,1 45. International firms accounted for 24.3 percent of Quick Start projects (74 total ). Most
of these companies were from Japan, the United Kingdom and Germany. Return on investment: Quick Start participated in the creation of 29,845 direct and
indirect new jobs in the state of Georgia during FY03.

And here are highlights of customized training from Fiscal Year 2003:

Georgia's technical colleges delivered 1,294,985 hours of customized training. They delivered 7,180 courses. 1,622 companies were served. 79,364 employees were trained.

Given these kinds of successes, I am confident that Quick Start and the technical colleges will continue to enhance the economic vitality of Georgia communities and help train their citizens, who are at the heart of any business achievement.

Operating Results FY 2003

Introduction

Since 1967, the Georgia Department of Technical and Adult Education's Quick Start training program has served as an economic development incentive for companies to locate or expand in Georgia. From the beginning, Quick Start has grown steadily each year. In FY03, Quick Start provided training for 304 projects involving 42,145 trainees. To date, 4,319 companies and 473,946 people have benefited from Quick Starr's training services.
A direct training service provider, Quick Start provides training services free-of-charge to companies creating and retaining jobs in Georgia . The training services are extensive, high quality and comprehensive. Quick Start is recognized internationally as one of the most effective, responsive and business-like training organizations in the country, offering considerable experience and expertise in the design, development and delivery of training.
Quick Start provides job-specific training that is customized to our client companies' unique requirements . Quick Start also provides quality and productivityenhancement training, employee-involvement training, instructor training and customer service training. Some examples are Lean Manufacturing, Statistical Process Control, Total Productive Maintenance, Programmable Logic Controllers, Team Skills, High Performance Leadership, ISO 9000 and QS 9000. In addition, Quick Start has an Organization Development/Performance Consulting Group to assist companies (sen ior management) in designing and developing an efficient and effective organizational structure.
Led by an experienced, certified training specialist, the Quick Start approach is organized, systematic and business-oriented. First, a training needs analysis is conducted that provides an in-depth assessment of a company's specific training needs. A team of Quick Start training specia li sts systematica ll y analyzes each job classification through process observation and consultation with company personnel at the company's designated location.

A written training plan is th en developed. It includes training schedules, job classifications and required competencies, training requirements, training deliverables, and training personnel requirements. All training is accomplished to the company's standards and schedules. Training may be conducted for both pre-employment and post-employment in accordance with company needs. Appropriate training technologies are used and may include job aids, video productions, training manuals, trainer guides, simu lations, transparencies, multimedia based training, and others. Training evaluations are cond ucted during the training process and at the end of the project.
Technical Colleges
The Economic Development Programs divisions of Georgia's 34 technical colleges and four participating colleges in the university system not only function as the principal project management and training liaison for Quick Start projects, but also provide a wide range of customized training programs for Georgia's businesses and ind ustries. The technical colleges served an additional 79,364 trainees during FY03. Through these cost-recovery services, the technical colleges meet the needs of Georgia's companies and residents statewide.

There were 304 Quick Start projects for FY03. Of the 304 projects, 119 were with new projects and 185 were expanding/existing projects. FY03 is the 12th consecutive year in which the number of expanding/existing projects exceeded new projects.

Trainees
The number of trainees fo r new and expanding/existing companies increased this year, from 41 ,801 in FY02 to 42,145. This is a duplicated training count. Due to the complexity of toda y's jobs, most employees require training in multiple skill tracks. This year's number of trainees set another record for Quick Start.

In FY03 there were 286 manufacturing and related trade projects out of a total of 304. In addition, there were 18 service operations projects, but these service projects accounted for 26.6 percent of the total new jobs created.
