As required by O.C.G.A. 43-45-8 (3), the Georgia Structural Pest Control Commission submits the following annual report of the activities, expenditures and other matters pertinent to the operation of the commission.

The Georgia Structural Pest Control Commission met monthly during Fiscal Year 2021 on the following dates:

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
August 11, 2020

A. The Georgia Structural Pest Control Commission convened at 10:33 AM on August 11, 2020, online via Zoom. All Commission members were present: Chris Gorecki, Chair; Derrick Lastinger, Vice-Chair; Greg Holley, Bodine Sinyard, Dr. Brian Forschler, Christy Kuriatnyk and Kim Bragg.
B. Also in attendance were representatives with the Georgia Department of Agriculture, Honeybee industry experts, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Motion was made by Mr. Holley to approve the minutes of the June meeting. Mrs. Kuriatnyk seconded the motion and motion passed.
D. Dr. Forschler provided the UGA Urban Entomology update. Dr. Suiter has a series of workshops coming up with some being in-person, some virtual, some will include both. Dr. Forschler encouraged everyone to check them out.
E. Mr. Lastinger provided the department and program updates. He spoke about a request that GDA received for a Spanish version of the Employee Registration Manual. GDA Legal team determined that GDA is not required to make the accommodation. Mr. Lastinger stated that on July 28, EPA released temporary guidance to states for certification plans during the COVID-19 health emergency. Mr. Lastinger introduced EPA's new Region 4 project officer, Alex Merritt. Mr. Merritt thanked the Commission for the invitation to join the meeting.
F. Mr. Tim Taylor provided the certification and training update. He requested the approval for SPD to go ahead and process all the certification applications approved between March and June that have not been processed yet. The Commission agreed and these applications will be processed along with July and August certification examination applications. There are currently 22 testing centers open with 803 seats available per month. It is recommended to call the testing center before to confirm exam registration since operations can be change. Mr. Taylor stated that SPD received over 550 COVID-19 Examination Waiver applications for Temporary Employee Registrations. This includes 80 pending applications for missing information. He reminded those that have this temporary registration to take the exam by September 30 and send in the $10 for a new license card. If these requirements are not met by September 30th, the temporary registration will expire on September 30th. GDA is working with a vendor to have QR codes printed on the licensing cards. This code will allow easy access for the licensee to gain access to their license profile including credit hours.
G. Mr. Alex Conti provided the compliance update. GDA is continuing routine inspections to be conducted on Mondays, Wednesday, and Fridays. Complaints and for-cause inspections will be conducted on Tuesdays and Thursdays. He announced the retirement of Kenny Spradley and introduced recently hired inspectors, Eric Robinson and Tammy Lenoir. Both are in the Atlanta metro area. Mr. Conti discussed the upcoming UGA workshops. The Home IPM Workshop and the School IPM Workshops will be held in-person on the UGA Campus in Griffin

with a maximum of 20 participants. The Termite Workshops will be held in three parts: a morning webinar, an afternoon webinar, and the facility portion in-person at UGA Griffin campus. H. The Commission discussed the draft language for honeybee removal rule. GDA was asked to draft a rule to create an operational category for honeybee removal operators that would exempt these operators from the current household pest control licensing requirement. The proposal promotes honeybee removal and relocation without killing the colony. The Commission recognized all industry experts involved with developing the draft language. Motion was made by Mr. Sinyard to approve the draft language for the honeybee removal rule, Mr. Holley seconded the motion and motion passed. GDA will move forward with filing the proposed rule and schedule a comment period and a public hearing. Dr. Linda Tillman, President of the Georgia Beekeepers Association (GBA) expressed her appreciation for being included in the discussion and assisting the SPCC with drafting the language. Dr. Tillman offered to assist GDA with outreach on the proposed rule to honeybee removal operators through GBA. I. Mr. Rick Bell provided the NPMA update. He discussed proposed bills on pre-emption, rodenticides in California, and a movement to change the definition of `Habitat' for the Endangered Species Act. J. Mrs. Laura Fralick provided the Legislative update. The general session wrapped up on June 26th. Governor Kemp has 40 days to review bills and sign or veto. She mentioned a few of the bills that have been signed including the Ag Bill, COVID-19 Relief for businesses, auto-renew contracts, and licensing for military spouses. She spoke about state agency budget cuts, today's runoff in some areas and the general election on November 3. Mr. Sinyard commented on the auto-renew contract bill by saying this bill would not affect pest control companies. K. Mr. Gorecki discussed spray foam insulation activities. The Commission met with the Spray Foam Alliance in June to discuss the details of the proposed building code amendment and plans to respond to the alliance to express appreciation for their time. The Commission will reach out to the Georgia Department of Community Affairs (DCA) on how to move forward with the proposal. L. The Commission approved company license applications (see Attachment 2). M. Mr. Lastinger gave an update on ASPCRO. The annual meeting will not be held but the working committees and annual board meeting are being held virtually. They are working with NPMA on a rodenticide workshop webinar for US EPA pesticide registration staff. N. Mr. Gorecki wrapped up by expressing appreciation to all involved in the industry that help to keep business moving forward. Meeting adjourned at 11:49 AM.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
September 8, 2020

A. The Georgia Structural Pest Control Commission convened at 10:00 AM on September 8, 2020, online via Zoom. The following Commission members were present: Derrick Lastinger, Vice-Chair; Greg Holley, Bodine Sinyard, Dr. Brian Forschler, Christy Kuriatnyk and Kim Bragg.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the August meeting. Mr. Holley seconded the motion and motion passed.
D. Dr. Forschler provided the UGA Urban Entomology update. He spoke about an inquiry he received from Dr. Brad Kard regarding the application of termiticides sub-slab with a reticulation system. After a brief discussion, the topic was tabled for a future meeting.
E. Mr. Lastinger provided the department and program updates. He talked about a newsletter that SPD is developing for the regulated community. The newsletter will be sent on a quarterly basis to companies, operators, and industry associations and will have the options to add/remove recipients. Topics will include training, licensing, and compliance information and updates. Mr. Lastinger discussed a few inquiries regarding the flexibility of CEU requirements. As a reminder, the Commission approved the option for certifications expiring June 1 December 31 of 2020 to request a 90-day extension. Registered Employees computer-based training (CBT) limits were removed for the current renewal period. He shared data of a 3-year comparison reflecting minimal difference of training that has been recorded during the same time frame. Mr. Taylor added that this data shows how well the industry has adapted during the pandemic. Mr. Lastinger also discussed HB914 that allows a reciprocal licensing for military spouses. The Commission discussed the topic and received positive comments from the attendees. GDA will submit draft guidance to the SPCC for discussion. Mr. Lastinger finished by stating that this Summer is 65 years since the Structural Pest Control Act was signed into law.
F. Mr. Alex Conti provided the compliance update. SPD held their first virtual Statewide Inspector Meeting on Monday, August 31. Focus areas and inspection priorities were the main concentration for the training. GDA is continuing routine inspections to be conducted on Mondays, Wednesday, and Fridays. Complaints and for-cause inspections will be conducted on Tuesdays and Thursdays. Routine compliance inspections are prioritized based on inspection intervals, but the first phase of our FY21 routine inspection priority is focused on inspecting companies that have not had a routine compliance inspection during the past two years. Mr. Conti discussed the UGA termite workshop. It is held in three parts: a morning webinar, an afternoon webinar, and the facility portion in-person at UGA Griffin campus. Mr. Conti discussed the compliance portion of the newsletter. It will provide a quarterly summary of technical assistance, self-audit and reports, inspections, common violations and outreach activities. G. Mr. Lastinger provided an update on the Honeybee Control and Removal rulemaking process. The notice for rulemaking is posted on GDA and SPCC websites. It is now open for public comment. The public hearing will be held October 9.
H. Mr. Tim Taylor provided the certification and training update. The C&T section of SPD's newsletter will contain the number of new companies, certified operators, registered employees and related activities. There are currently 28 pest exam testing centers open with 800+ seats available per month. On average, the industry takes about 350 exams per month. It is recommended to call the testing center before to confirm exam registration since operations can change due the health emergency. Mr. Taylor reminded those that have the COVID-19 Examination Waiver temporary registration to take the exam by September 30 and send in the $10 for a new license card. If these requirements are not met by September 30th, the temporary registration will expire on September 30th. GDA is working to have QR codes printed on all licensing cards. This code will allow easy access for the licensee to gain access to their license profile including the training summary. All structural licenses will receive a card with the QR code during license renewal in 2021.
I. Mrs. Laura Fralick provided the Legislative update. The general election will be November 3. She discussed bills on license reciprocity for military spouses, COVID-19 sign posting requirements in businesses, and the potential for a special session.
J. Mr. Sinyard discussed spray foam insulation activities. The Commission plans to send a letter to the Spray Foam Alliance regarding the proposed amendment and express appreciation for their time. The Commission will reach out to the Georgia Department of Community Affairs (DCA) on how to move forward with the proposal. Mr. Sinyard mentioned that Commissioner Black is supportive of the proposed amendment.
K. Mr. Rick Bell provided the NPMA update. He discussed proposed bills on 2nd generation rodenticides and exclusion of Formosan termites from termite contracts in Florida. The Pestworld Conference will be held in October and will be virtual this year.

October 6, 2020

A. The Georgia Structural Pest Control Commission convened at 10:00 AM on October 6, 2020, online via Zoom. The following Commission members were present: Chris Gorecki, Chairman; Derrick Lastinger, Vice-Chair; Greg Holley, Dr. Brian Forschler, Christy Kuriatnyk and Kim Bragg.

D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA Urban Entomology update. He spoke about an inquiry he
received from Dr. Brad Kard regarding the application of termiticides applied sub-slab with a reticulation system. After a brief discussion, the Commission will draft a letter to Dr. Kard on how to move forward with his inquiry. F. Mr. Lastinger provided the department and program updates. The Georgia National Fair has been cancelled, but the livestock show will still be held. GDA is monitoring its first hemp program harvest season and GDA's lab is preparing for peanut seed testing. Mr. Lastinger provided an update on the ASPCRO/NPMA Rodenticide Workshop for EPA. G. Mr. Lastinger provided the compliance update. The compliance program is focusing on inspecting companies that have not had a routine compliance inspection during the past two years. The program is currently recruiting for 3 vacancies. The federal fiscal year started October 1, 2020 and SPD met all EPA FY20 program commitments. SPD's newsletter will go out via email in the coming weeks to all companies and certified operators. Issues will be archived on the SPD website. H. Mr. Tim Taylor provided the certification and training update. The COVID-19 Exam Waiver temporary registrations expired September 30. Licensees should have taken and passed the exam by September 30 and sent in the $10 registration fee for a new license card. Any training earned during the temporary license period will count towards the renewal requirements. If registration exam requirement was not met by September 30th, the temporary registration expired. QR codes are now being printed on all licenses beginning October 1st. Scanning the code with a smart phone camera or QR reader will allow the licensee to gain easy access to their license profile including the training summary. All structural licenses will receive a card with the QR code during license renewal in 2021. February 28, 2021 is the deadline for Registered Employees to earn the required training needed for renewal. As a reminder, the CBT (computer-based training) limits have been dropped for the current licensing renewal period for registered employees. 2021 course renewals will go out via email the end of November to the providers of training. Mr. Lastinger mentioned that Mr. Taylor is working on a new tool in the recertification training tracking

program. The new tool would provide the ability for approved sponsors and instructors of recertification training to have the option to enter training attendance records directly into GDA's training tracking program. After a brief discussion, the topic was tabled for a future meeting. Attendees were encouraged to share their thoughts about the proposed tool and send them directly to Tim Taylor. I. Mr. Lastinger provided an update on the proposed Honeybee Control and Removal rulemaking process. The proposed rule was sent to the pest control and beekeeping industries. The notice for rulemaking is posted on GDA and SPCC websites. It is currently open for public comment. The public hearing will be held October 9 online via Zoom. The link to the public hearing is included in the public notice. Mr. Lastinger expressed appreciation to GDA's apiary program, UGA, Georgia's Beekeeper Association, and others that have been involved in the discussions that led to the proposed rule. J. Mr. Gorecki discussed spray foam insulation activities. The Commission discussed re-wording parts of the proposed rule amendment. Motion was made by Mrs. Bragg to approve the revised Amendment Form. Mr. Holley seconded the motion and motion passed. The Commission will resubmit the proposal to the Georgia Department of Community Affairs (DCA). K. Ms. Lauran Fralick provided the Legislative Update. Ms. Fralick asked the Commission if the spray foam insulation proposed rule amendment could potentially go to proposed legislation. They responded by saying it is unknown at this time. She closed by noting the legislators are focusing on campaigns and the general election. L. Mr. Rick Bell provided the NPMA update. California's proposed bill on banning uses of 2nd generation rodenticides was signed into law last week with some exemptions. The Pestworld Conference will be virtual this year. Mr. Gorecki commented that the Pestworld Conference provides good opportunities for pest control operators to earn training in multiple states. M. Meeting adjourned at 11:20 AM.

November 10, 2020

A. The Georgia Structural Pest Control Commission convened at 10:13 AM on November 10, 2020, online via Zoom. All Commission members were present: Chris Gorecki, Chairman; Derrick Lastinger, Vice-Chair; Greg Holley, Dr. Brian Forschler, Christy Kuriatnyk, Kim Bragg, and Bodine Sinyard.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the October meeting. Mr. Holley seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA Urban Entomology update. The Seney-Stovall Chapel where
the January Commission meetings are usually held is not allowing in person meetings at this time. GPCA will hold their Winter Conference in Athens on a limited basis. F. The Commission discussed their 2021 meeting schedule. Motion was made by Mr. Gorecki to approve the 2021 meeting schedule, Public Notice 20-11. Dr. Forschler seconded the motion and motion passed. It was noted the January, February, and March meetings will be held online via Zoom. G. Mr. Lastinger provided the department and program updates. A passcode will be required for future Zoom meetings. Commissioner Black sends his appreciation for the commission members and their service. The Ag Inputs Division hired a new Agriculture Pesticide Manager, Jesse Kelly. H. Mr. Alex Conti provided the compliance update. He described FY21 inspection priorities with for-cause inspections remaining higher priority over routine inspections. Phase 1 of routine compliance inspections wrapped up at the end of October. Phase 2 focuses on inspecting companies that have not been inspected in two or more years as well as new companies that have been operating for over one year and have not yet been inspected. There are 323 of these inspections assigned with a target date of completion by the end of February. I. Mr. Lastinger provided an update on SPD's newsletter, The Inside Buzz. The newsletter was emailed to the industry. Contact GDA if you would like to be added to the distribution list or you can sign-up on the SPD website. Issues will be archived on the SPD website. He shared some of the content included in the newsletter and said to send any thoughts or ideas to his attention for future issues. J. Mr. Tim Taylor provided the certification and training update. The Registered Employee training deadline is February 28, 2021. He encouraged companies to go online and check their employees training record. 2021 course renewals will be sent to sponsors of training at the end of November. 2021 course numbers will be issued the first of December. Mr. Taylor requested that the Commission review a certification examination application that requested approval based on research experience. The Commission continued their discussion from last

month regarding sponsors of training having the option to enter training attendance records directly into GDA's training tracking program. They approved SPD to move forward with drafting a policy and application process. K. The Commission discussed a draft letter to XtecH regarding the application of termiticides applied sub-slab with a reticulation system. Motion was made by Mr. Sinyard to approve the draft letter. Mr. Holley seconded the motion and motion passed. L. Mr. Gorecki discussed spray foam insulation activities. A new proposal was submitted to Georgia Department of Community Affairs (DCA). A meeting date is to be determined. M. Mr. Lastinger provided an update on the proposed Honeybee Control and Removal rulemaking process. The public hearing was held October 9 with a good number of attendees. The Commission received written and oral comments. A discussion document will be drafted with the items to be considered. N. Ms. Lauran Fralick provided the Legislative Update. She spoke about the seats for runoff. The General session will start in January. They are waiting to hear details about what the new protocol will be for meetings and activities during the session. O. Mr. Rick Bell provided the NPMA update. NPMA is waiting for President-elect Biden's selection of cabinet seats. He spoke about proposed legislation for reform and pesticide preemption in several states. P. Mr. Lastinger gave an update on ASPCRO. They recently held a rodenticide workshop for U.S. EPA pesticide registration staff. Q. Mr. Gorecki gave an update on Pestworld's virtual conference. The board voted to extend current terms one year due to the pandemic. The nominating committee will put forward recommendations. R. Meeting adjourned at 11:28 AM.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
December 8, 2020

A. The Georgia Structural Pest Control Commission convened at 10:00 AM on December 8, 2020, online via Zoom. The following Commission members were present: Derrick Lastinger, ViceChair; Greg Holley, Dr. Brian Forschler, Christy Kuriatnyk, and Kim Bragg.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Motion was made by Mr. Holley to approve the minutes of the November meeting. Mrs. Bragg seconded the motion and motion passed.
D. Dr. Forschler provided the UGA Urban Entomology update. It is the end of the semester and hopes to have an update in January on how the new semester will start.
E. The Commission approved company license applications (see Attachment 2). F. Mr. Lastinger provided the department and program updates. GDA Operations Director, Dr.
James Sutton, will retire at end of the year. Public Notice 20-11 Meeting Schedule 2021 is posted on SPCC's website. G. Mr. Alex Conti provided the compliance update. GDA's workplan for all types of inspections are back to Monday-Friday. FY21 Phase 2 focuses on inspecting companies that have not been inspected in two or more years as well as new companies that have been operating for over one year and have not yet been inspected. There are 323 of these inspections assigned. SPD's end of year review with EPA was held December 2. Mr. Conti will share the compliance program report at the January Commission meeting. H. Mr. Tim Taylor provided the certification and training update. He reminded everyone the Employee Registration training deadline is February 28, 2021 for reregistration. Course renewals were emailed to sponsors of training on December 1st. Over 1,100 courses have renewed so far. He expressed his appreciation to those sponsors for their quick responses. Beta testing is under way for sponsors of training to have the option to submit training attendance records into GDA's tracking database. I. The Commission discussed a response letter to XtecH regarding the application of termiticides applied sub-slab with a reticulation system. Mrs. Bonnie Rabe provided the NPMA update. The 2021 NPMA Legislative Day is in planning. NPMA will have a round table discussion with The National Black Caucus of State Legislators (NBCSL) regarding bed bug treatments in rental housing to be completed by a pest management professional (PMP). They will be referring to the language in a similar bill passed in Colorado in 2019. More information will be shared at the next Commission meeting. O. Meeting adjourned at 11:11 AM.

January 12, 2021

A. The Georgia Structural Pest Control Commission convened at 10:00 AM on January 12, 2021, online via Zoom. All Commission members were present: Chris Gorecki; Chairman, Derrick Lastinger, Vice-Chair; Greg Holley, Dr. Brian Forschler, Christy Kuriatnyk, Bodine Sinyard and Kim Bragg.

D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA Urban Entomology update. He announced UGA's new Dean,
Dr. Nick Place. Termite research activities were stopped in 2020 due to the pandemic. Dr. Forschler spoke about termite flight times by month and species. He provided the Urban Pest Control Program & Research Report (see Attachment 3). F. Mr. Lastinger provided the department and program updates. He introduced Mr. Bo Warren, GDA's Director of Policy. Commissioner Black will hold the GDA State of Address to the Department on Friday. Mr. Lastinger recognized some of the challenges and accomplishments that GDA and SPCC had in 2020 with little to no impact to the industry and Georgia consumers. G. Mr. Tim Taylor provided the certification and training update. February 28, 2021 is the training deadline for Registered Employees. Registration exams passed on or after October 1, 2020 are exempt from the training requirement. Computer-based training (CBT) limits have been waived for Registered Employees for the current renewal period. All renewal fees are due by June 30, 2021. Mr. Taylor asked the Commission to review the 90-day extension guidance for certified operators that was put in place at the beginning of the pandemic and expired December 31, 2020. After a brief discussion, the Commission decided that there wasn't a need to continue the extension. Mr. Gorecki expressed appreciation to GDA and SPD for all the work in 2020 to assist the industry and provide support during the pandemic. H. Mr. Alex Conti provided the compliance update. Ali Ikner has accepted a second internship with GDA and will focus on field work. SPD is moving forward with filling vacancies. Top priority will be responding to for-cause inspections such as complaints and unlicensed operators. FY21 Phase 1 focused on companies that have not been inspected in two or more years. FY21 Phase 2 focuses on inspecting companies that have not been inspected in two or more years as well as new companies that have been operating for over one year and have not yet been inspected. The next phase will focus on companies with the longest interval since their last inspection. Mr. Conti shared the FY20 Program Compliance Report. Mr. Lastinger mentioned that the 2nd edition of The Inside Buzz was sent out last week and shared some of the content and how to access the SPD newsletter online.

Mr. Lastinger spoke about a letter and email sent to GDA from XtecH containing information on their system and processes. Motion was made by Mrs. Bragg to approve the policy. Mr. Holley seconded the motion and motion passed. The required training will be set up for sponsor applicants.
M. Mrs. Lauren Fralick provided the Legislative Update. The 2021 Legislative Session started yesterday. The focus this year is voting and COVID-19 related legislation. Several committees will have new chairmen. Budget hearings will start next week. No group events will be allowed in the state capitol, capacity will be limited, masks and social distancing will be required.
N. Mr. Rick Bell provided the NPMA update. Pre-emption bills have been proposed in 44 states and pending legislation in 6 states. Neonicotinoid bans have been proposed in several states. Congressman David Scott is the new U.S. House Ag Committee Chairman.

February 9, 2021

A. The Georgia Structural Pest Control Commission convened at 10:00 AM on February 9, 2021, online via Zoom. All Commission members were present: Chris Gorecki; Chairman, Derrick Lastinger, Vice-Chair; Greg Holley, Dr. Brian Forschler, Christy Kuriatnyk, Bodine Sinyard and Kim Bragg.

C. Motion was made by Ms. Bragg to approve the minutes of the January meeting. Ms. Kuriatnyk seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA Urban Entomology update. A new semester started last week
with in-person and virtual classes. UGA is working on a vaccination distribution list with categories. The new Dean, Dr. Nick Place, will be invited to attend a future SPCC meeting. F. Mr. Alex Conti provided the compliance update. Dr. Suiter held a Bedbug workshop on February 4. He will hold a Commercial IPM workshop on February 18 and Termite workshops on March 11-12 and March 25-26. All workshops are at UGA in Griffin. Mr. Conti introduced SPD's new inspector, Ms. Kiara Knight. Ms. Knight will be based in the metro Atlanta area. FY21 Phase 2 inspection priorities are scheduled to wrap up at the end of February. This phase has focused on inspecting companies that have not been inspected in two or more years as well as new companies that have been operating for over one year and have not yet been inspected. Phase 3 will run to the end of FY21 in June. SPD is having an in-person Statewide Inspector Meeting (SWIM) tomorrow with field training in White, GA. G. Mr. Tim Taylor provided the certification and training update including license renewal reminders. February 28, 2021 is the training deadline for Registered Employees. Registrations with examination date on or after October 1, 2020 are exempt from the training requirement. Computer-based training (CBT) limits have been waived for Registered Employees for the current renewal period. Mr. Taylor provided the first Authorized Submitter Training on February 4th and have processed 1000+ records submitted by Authorized Submitters. The next Authorized Submitter Training will be February 25th and will be limited to 20 attendees. Anyone interested in attending the training can apply. H. Mr. Lastinger provided the department and program update. SPD will hold the first SWIM for the first time in-person in over a year. He recognized C&C Exterminating of White, Georgia for their assistance with the training. Licensing cards will be updated with a new design this year. The GDA Intern Program deadline to register for a Summer Internship is Friday, February 12. Anyone interested should visit the GDA's internship webpage to apply. Mr. Lastinger discussed the Authorized Submitter Policy and training and how to apply. He encouraged anyone interested that meets the minimum qualification to apply and attend the training.

I. Mr. Gorecki provided an update on the proposed spray foam insulation code amendment that was submitted to the Georgia Department of Community Affairs (DCA) and the first meeting held on January 27, 2021. DCA assigned the proposal to a sub-committee for review. The Commission will prepare a pre-read document to share with the sub-committee members. The sub-committee will meet on February 23rd via Microsoft Teams. Anyone interested in attending the meeting can request the link via email to Derrick Lastinger. It was noted that Commissioner Black sent a letter to the DCA commissioner supporting what the SPCC has proposed to DCA.
J. Mr. Lastinger provided an update on the proposed Honeybee Control and Removal rulemaking process. The written and oral comments have been compiled into 10 discussion topics. Mr. Lastinger shared updates for each topic. 1. Minimum Certification Requirements: the rule needs to define the competency standards and training requirement. SPCC requested that the UGA Beekeeper Program and the Georgia Beekeeper Association (GBA) work together to draft standards for consideration. 2. Waiver to reconstruction requirement (properly seal in the proposed rule): discussed to revise the proper seal requirement or a waiver option when certain conditions exist. 3. Enforcement of non-compliance: there is a current compliance and enforcement requirement in law and regulation that would apply to this rule as it does to the other chapters. 4. Consumer protection and education: GDA current provides consumer outreach and requests that GBA assist with consumer outreach materials and outreach efforts. 5. HPC license exemption: the current rule exempts this license and the commission discussed the licensing process, training requirements, and adding a category to a license. 6. Exemption for trap-outs and free hanging swarms: some situations require a trap-out where a cut-out is not practical. Discussions included several scenarios, exemptions, waivers, and the need for definitions. 7. Exemption for no-fee removals: currently no-fee removals are exempt. SPCC wants to get feedback from the GBA on this topic. 8. Definitions for removal, trap-out, free hanging swarm and structure: SPCC will reach out to GBA and UGA for assistance and references. 9. Removal standards and exemption: the rule currently has standards in place and discussed how it would impact the success of honeybee control and removal. 10. Liability insurance: will apply to this license according to the current law. The SPCC continues to gather information and discussions will continue to finalize the revisions.
K. Mr. Lastinger discussed a revision to the Authorized Submitter Policy. The revision will limit sponsors to one Authorized Submitter. Motion was made by Mrs. Bragg to approve the revision. Mr. Holley seconded the motion and motion passed. Mr. Tim Taylor is working with the vendor on a solution for a sponsor to allow multiple users.
L. Mr. Rick Bell provided the NPMA update. Legislative Day 2021 will be virtual. Georgia has two new senators. More than 25 neonicotinoid and pre-emption bills have been introduced nationwide. U.S. Chamber of Commerce chief executive officer, Tom Donohue, has stepped down. In Georgia, Representatives Thompson and Clark are working on revisions to the

Mr. Lastinger provided the department update. He spoke about State Agriculture Response Team (SART) training and events. He also reviewed a list of legislation that could affect GDA include soil amendments and the state farmers markets. SPCC meetings scheduled for April, May and June will be held online via Zoom. A public notice will be posted. No meeting is scheduled for July. G. Mr. Alex Conti provided the compliance update. Dr. Suiter held a Bedbug workshop on February 4 and a Commercial IPM workshop on February 18. Termite workshops will be held on March 11-12 and March 25-26. Mr. Conti spoke about a recent Statewide Inspector Meeting and field training where the SPD Team focused on termite inspections, treatments and program updates. FY21 Phase 2 of inspection priorities remain ongoing. SPD has a new inspector that started last month, Ms. Kiara Knight and Mr. Teunde Alexander will start March 16. H. Mr. Tim Taylor provided the certification and training update including license renewal reminders. Licenses will expire June 30. Certified Operator renewal notices will go out beginning of May. Company renewal notices (including registered employees) will go out mid-May. Mr. Taylor encourages companies to review their list of employees and to go ahead and make updates if needed. February 28 was the training deadline for registered employees. SPD has entered training data from January and before with a few exceptions. Contact SPD for any missing training records. More than 5,000 training records have been entered by authorized submitters in the last 4 weeks. Mr. Lastinger mentioned GDA internship opportunities. SPD has a winter intern in the field and a summer intern coming aboard in the Atlanta office. I. The Commission reached out to the Georgia Beekeeper Association (GBA) to assist with the training requirements, competency standards and definitions that were proposed in the public comments. The Commission looks forward to getting feedback from the association. Bobby Chaison gave permission to copy and share his Honeybee Removal Publication with the Commission members.
K. Mr. Lastinger provided an update on the Authorized Submitter Policy. The Commission approved a revision at last month's meeting. The revision limits each sponsor to only one user. Mr. Tim Taylor is working with the vendor on a solution for a sponsor to allow multiple users.
L. Mr. Lastinger provided an update on AAPCO. This week's conference is virtual and has the largest attendance on record. This conference is typically held in person in DC. ASPCRO will also be holding their meetings virtually. The Pesticide Applicator Certification and Training(PACT) conference is being planned in person in Denver in July and Mr. Taylor is planning to attend.
M. Mr. Rick Bell provided the NPMA update. Yesterday was cross-over day for Georgia's 2021 legislative session. NPMA's Legislative Day is next week and will be virtual. NPMA's focus for this year's Legislative Day is on the COVID-19 relief bill and the Protect America's Children from Toxic Pesticide Act. NPMA plans to introduce themselves to the new U.S. senators and share what their role is in protecting Georgia consumers. NPMA's annual conference will be in October and will be held in Las Vegas, Nevada. 44 states have pre-emption laws in place. Proposed HB147 if passed, would allow individuals who move to the state and establish residency to obtain a license by endorsement to practice certain professions including pest control.

Mr. Sinyard made a motion to accept the revisions and approve the Honeybee Control and Removal rule. Mr. Holley seconded the motion and motion passed. Members of the GBA attending the meeting expressed their appreciation to the Commission for their work on the rule and will be available for any needs that arise. Mr. Lastinger explained the next steps in the process to put the rule in place. K. Mr. Rick Bell provided the NPMA update. Most states are working on pre-emption bills. MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
May 11, 2021

A. The Georgia Structural Pest Control Commission convened at 10:03 AM on May 11, 2021, online via Zoom. All Commission members were present: Chris Gorecki; Chairman, Derrick Lastinger, Vice-Chair; Greg Holley, Dr. Brian Forschler, Christy Kuriatnyk, Bodine Sinyard and Kim Bragg.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Motion was made by Mr. Holley to approve the minutes of the April meeting. Mrs. Bragg seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA Urban Entomology update. Graduation is this weekend. The
National Conference of Urban Entomology will be held virtual May 24-25. Progress is being made on the honeybee removal certification manual. F. Mr. Lastinger provided the department and program updates. GDA is monitoring the gasoline shortage and waiting on a response from EPA to approved winter fuel blends for use. Commissioner Black re-appointed Mr. Bodine Sinyard to another term on the SPCC. EPA will host a webinar on May 20th regarding sulfide clearance on devices. SPD's newsletter, The Inside Buzz, contains information to assist the industry with compliance. Mr. Lastinger asked the associations to assist with getting the word out to PMPs. Tim is working on a special issue regarding license renewals. G. Mr. Lastinger provided the compliance update. Mr. Alex Conti is no longer with GDA. Ms. Angie Simmons is interim compliance manager. Phase 2 of inspection priorities has wrapped up. Companies that have not responded to GDA's request to schedule a routine inspection in the last 12 months will not be able to renew the company license and the license will expire. Mr. Lastinger shared the company names that are on this list. H. Mr. Tim Taylor provided the certification and training update including license renewal reminders. A special issue of The Inside Buzz will go out next week and includes all renewal information. All licenses will expire June 30, 2021. Companies are reminded to make sure their insurance and registered employees are up to date. Certified Operator renewal notices were sent out last week. License cards have a new design on them and will include the QR code that links directly to the credential and training attendance summary. All Registered Employee trainings earned before February 28 has been entered. 144 registered employees exceeded the 4 hours CBT limit that was waived due to the pandemic. Cheating incidents have been reported by technical colleges. These individuals will have to wait one year before testing again. A request was made to GDA by a sponsor to allow a Spanish version of a currently approved training course, the Commission discussed the request and approved it. Last month, the Commission revised the Authorized Submitted policy to allow up to 5 submitters per sponsor.

I. Mrs. Lauren Fralick provided the legislative update. Yesterday was the last day for the Governor to sign or veto bills. Governor Kemp vetoed 1 bill and signed several others. A discussion for re-districting will be held in a delayed special session.
J. Mr. Gorecki provided an update on the proposed spray foam insulation code amendment that was submitted to DCA. The proposal was assigned to a sub-committee. Mr. Gorecki presented SPCC's proposal to the sub-committee on May 4th. A motion was made by the subcommittee to approve the commission's amendment proposal. This recommendation will go to the full committee in June. Mr. Gorecki recognized all the associations that wrote letters in support of SPCC's proposal. Georgia is the first state to propose this type of amendment.
K. Mr. Lastinger provided an update on the proposed Honeybee Control and Removal rule. Commissioner Black requested a workgroup to be put together to focus on implementation of the rule. Focus areas will include training, outreach, certification and compliance assistance. The workgroup will include UGA experts, Honeybee Removal Operators and PMPs. GDA filed the rule with the Secretary of State's office. The rule be effective July 1, 2021.
L. Mr. Rick Bell provided the NPMA update. Fumigant Clearing Equipment will be discussed at next month's Florida Pest Management Association meeting. Rodenticide prohibition is being discussed in California and South Carolina.
M. The Commission discussed the 3-day right to cancel for WDO and HPC contracts and how to bring awareness of the verbiage requirement to the industry. Guidance will be added to an existing Fact Sheet.
N. The Commission discussed the employee shortage in the pest control industry. Industry associations are working to attract new folks to the industry with job fairs, flyers, outreach with technical colleges and festivals.
O. The June 8 SPCC meeting will start at 11:00am. Meeting adjourned at 11:27am.

June 8, 2021

They are collecting geographical information and request addresses or general locations of these infestations. F. Mr. Lastinger provided the department and program updates. He introduced SPD's Summer Intern, Ryann Smith. Ryann is attending Georgia College & State University in Milledgeville majoring in Biology, a minor in Environmental Science and plays on the Women's college soccer team. Ali Ikner accepted a full-time position as an inspector in the Macon area. Ali has served two internships with GDA. Commissioner Black updated GDA's COVID-19 policy by not requiring those fully vaccinated to wear a face mask. SPD volunteers provided outreach at the Butterfly Festival at the Chattahoochee Nature Center June 5-6. Angie Simmons is acting as the interim compliance officer until the position gets filled. SPD held a statewide inspector workshop last month at a historic plantation home focusing on pest biology and identification of powder post beetles. Dr. Suiter partnered with SPD on the workshop and coordinated borate treatment applications. G. The Commission discussed future SPCC meetings. The new fiscal year starts July 1st. There is no meeting in July. Commission members will plan to meet in person in August. Location and maximum capacity are to be determined. H. Mr. Tim Taylor provided the certification and training update. A special issue of The Inside Buzz was sent out last month focusing on licensing renewal information. All licenses will expire June 30, 2021. The current number of licenses that have renewed: 700+ companies, 4100+ registered employees, 850+ certified operators. I. Mr. Gorecki provided an update on the proposed spray foam insulation code amendment. DCA's subcommittee will make recommendations to the full committee. The next meeting of the full committee and expected vote will be June 29. J. Mr. Lastinger provided an update on the Honeybee Control and Removal rule. The rule will be effective July 1, 2021. EPA is taking the next step in the registration review process for this pesticide and has proposed new mitigation measures in the following areas: clearance devices, posting signs, criteria for stewardship training, aeration time, and a fumigation management plan. After a brief discussion by Commission members, Mr. Holley made a motion asking the SPCC to reach out to the fumigation industry and ask for volunteers to help SPCC and GDA collect information on the proposal. Mrs. Bragg seconded the motion and motion passed. M. Rick Bell provided the NPMA update. Rodenticide prohibition is being discussed in California and South Carolina. He spoke about the ransom hacks on the Colonial Pipeline and JBS Beef computer systems. N. Meeting adjourned at 12:11pm.
