Georgia Structural Pest Control Commission Fiscal Year 2020 Report to Governor

As required by O.C.G.A. 43-45-8 (3), the Georgia Structural Pest Control Commission submits the following annual report of the activities, expenditures and other matters pertinent to the operation of the commission.

The Georgia Structural Pest Control Commission met monthly during Fiscal Year 2020 on the following dates:

Meetings held August 13th, October 8th, November 12th, December 16th, and February 11th began at 10:00 AM in the Agriculture Building. The September 17th meeting was held at 10:00 AM at the Georgia Veterans State Park in Cordele, the January 7th meeting was held at 10:00 AM at the Lucy Cobb Chapel in Athens, the March 17 meeting was cancelled due to the Governor's directive and GDA's continuing effort to prevent the spread of COVID-19. April 14th, May 12th, and June 9th meetings were held at 10:00 AM online via Zoom.
Expenditures for the Commission and records of attendance for each member are included.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
August 13, 2019

A. The Georgia Structural Pest Control Commission convened at 10:05 AM in Room 201 of the Agriculture Building on August 13, 2019. The following Commission members were present: Chris Gorecki, Chairman; Derrick Lastinger, Vice-Chair; Bodine Sinyard, Dr. Brian Forschler, and Greg Holley. Christy Kuriatnyk was available via teleconference.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the June meeting. Mr. Holley seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA Urban Entomology update. UGA classes will be back in
session August 14th. He reminded the Commission that the fall workshops are coming up in Griffin and encouraged attendance to the workshops. F. Mr. Lastinger provided the department and program updates. Public Notice 19-03 has been posted regarding the September Commission meeting. The meeting will be held on September 17th at 10am at the Lake Blackshear Center of the Georgia Veterans State Park in Cordele. The July 31st issue of the Market Bulletin has an article regarding the recent research project on spray foam insulation and termite inspections. Governor Kemp recently announced budget cuts to all state agencies. There will be a 4% cut this year (FY20) and 6% next year (FY21). The Structural Pest field staff are meeting today at the Macon Farmers Market and being fit tested for respirators. Mr. Lastinger noted that the division had an increase in complaints over the Summer. G. Mr. Tim Taylor provided the certification and training updates. Chattahoochee Technical College locations will start charging a $5 processing fee to first time exam takers for all pesticide and pest control exams. The current renewal numbers include 1,161 companies, 2,191 certified operators, and 5,932 registered employees. This shows a 4.8% increase compared to 2017. License renewal inspections are underway to assist companies with staying in compliance. GDA is currently beta testing the employee registration applications online. This will provide a more efficient process by allowing online application and payment. An announcement will be made when the new feature is ready. Mr. Taylor answered a few related questions from attendees. Mr. Taylor requested to update the Pre-Examination Training Form and will have a draft ready for the Commission to review by the next meeting. H. Mr. Terry Bowen requested the Commission to review the registration exam rule. He was advised to submit a request for the new agenda item prior to the next meeting. I. Mr. Gorecki provided an update on the mosquito workgroup. Commissioner Black kicked off a recent meeting which included 10 industry professionals. Discussions included certifications and regulations. Part of the group's research will include collecting data on surrounding state's mosquito regulations. Mr. Lastinger and Ms. Wren attended the meeting

and provided an overview of the current regulations. Mr. Gorecki expressed his appreciation on the group's extreme professionalism. Another update will be shared at the next Commission meeting. J. Dr. Forschler provided an update on spray foam insulation activities. He discussed a recent demonstration project that involved the identification of subterranean termites in a structure covered with spray foam insulation. The inspections included a visual search, moisture meters and infrared cameras. Another inspection will be conducted Thursday, August 15 after removing the foam insulation. Dr. Forschler recognized the positive interactions and contributions of the participants and all interested stakeholders involved in the project. K. The Commission discussed the Application for Structural Pest Control Commission Approved Instructor application (see Attachment 3). It was determined that an applicant with an Associate Certified Entomologist (ACE) or a Board Certified Entomologist (BCE) meets the five years experience but would be required to successfully complete an approved advanced train-the-trainer program to become an approved instructor under Category VI. It was also mentioned that the Commission wants to revisit the PhD category (Category I). Mr. Lastinger invited all Commission members to join GDA and sit in on a presentation for an approved trainer under Category IV. Mr. Lastinger added that the department is required to conduct recertification class audits periodically under the GDA-EPA cooperative agreement. L. Mr. Gorecki provided Rick Bell's NPMA update. Mr. Bell recognized Dr. Forschler for his role in the spray foam insulation research project. The Association of Structural Pest Control Regulatory Officials (ASPCRO) will have their annual conference in Franklin, TN the week of August 26. NPMA's annual conference will take place in San Diego, CA in October. Mr. Bell also mentioned the budget cuts that Mr. Lastinger spoke of earlier in the meeting. M. Mr. Gorecki finished the meeting by recognizing the cooperation and hard work by the spray foam insulation industry, NPMA and the pest control industry to revise the Spray Foam Insulation & Termites publication by the American Chemistry Council and Spray Foam Alliance. He also expressed appreciation to Mrs. Kuriatnyk for conferencing into the meeting today. N. Meeting adjourned at 11:21 AM.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
September 17, 2019

A. The Georgia Structural Pest Control Commission convened at 10:03 AM in the Blue Gill room of the Lake Blackshear Center at Georgia Veterans State Park in Cordele on September 17, 2019. All Commission members were present: Chris Gorecki, Chairman; Derrick Lastinger, Vice-Chair; Bodine Sinyard, Dr. Brian Forschler, Greg Holley, Christy Kuriatnyk, and Kim Bragg.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Mr. Gorecki opened by expressing gratitude to Mr. Sinyard and Adams Exterminating for hosting the meeting and providing refreshments.
D. Motion was made by Mr. Sinyard to approve the minutes of the August meeting. Mr. Holley seconded the motion and motion passed.
E. The Commission approved company license applications (see Attachment 2). F. Dr. Forschler provided the UGA Urban Entomology update. He recapped the July 5th
demonstration project that involved the inspection and identification of active subterranean termites in a structure with spray foam insulation. He announced that the report will be published later this year. Dr. Forschler shared a sample of the removed foam insulation with the Commission. G. Mr. Lastinger provided the department and program updates. He recognized area supervisor, Mr. Travis Whitley and local inspector, Mr. Carl Schnabel for their attendance. Mr. Lastinger recapped Governor Kemp's state agency budget cuts and that GDA developed a strategic plan that included a budget reduction plan. H. Mr. Alex Conti provided the compliance update. Inspectors are finishing up with license renewal inspections. These inspections started mid-August, about 75 out of the 150 have renewed since the statewide renewal inspections started. September 30 is the final deadline for expired licenses to submit a renewal application. GPCA and CPCO were asked to remind their members of the final deadline. I. Mr. Tim Taylor provided the certification and training updates. He announced that the online portal is now ready and available for companies to register their new employees. He explained how the process works and how efficient it will be for the industry. After completing the application and payment online, the new employee can work under the 15day temporary provision of the Employee Registration Rule. This information will be shared with industry associations. Mr. Lastinger expressed his appreciation to Mr. Taylor regarding the hard work it took on the project. Mr. Taylor requested the Commission to approve an advanced train-the-trainer program for GPCA. Motion was made by Mr. Holley to approve the GPCA advanced train-the-trainer program. Mrs. Kuriatnyk seconded the motion and motion passed. J. Mr. Gorecki provided an update on the mosquito workgroup. Mr. Jeff Dunn with Northwest Exterminating is chairman of the group. Their first meeting consisted of 10 representatives of

mosquito control businesses. Mr. Gorecki discussed the current mosquito control regulations in Georgia. He also mentioned the new EPA certification and training rule and how it will impact future regulation by requiring training for mosquito control applicators. Their next meeting will be on September 30. Mr. Sinyard requested the group to come before the Commission with their written report. K. Mr. Gorecki provided an update to the draft revisions to Notice 18-01 SPCC Pre-examination Training Form. The Commission will meet again before a decision is made on the current draft. L. Mr. Gorecki provided an update on spray foam insulation activities. He recommended written guidance be presented to the Georgia Building Association, Spray Foam Alliance and distributors with a goal of updating Georgia building codes and International Building Codes to better address termite inspections and treatment standards. Mr. Lastinger added that at the recent conference of Association of Structural Pest Control Regulatory Officials (ASPCRO), spray foam insulation and termites was one of the most discussed topics among regulatory officials. Several of the conference sessions referenced the related Georgia's activities and the SPCC issued document on spray foam insulation and pest management. M. Mr. Lastinger and Mrs. Kuriatnyk spoke about upcoming activities at the Georgia National Fair in Perry. The fair runs from October 3-13. Mr. Lastinger encouraged attendance to the fair and visit the Georgia Grown Building and the GDA Baby Barn. Ms. Kuriatnyk announced a Healthy Homes event that will take place at the Georgia National Fair Market Place. The outreach event will provide health resources and education to families in the region. Each day has a unique topic. GDA is assisting with volunteers to work the Pest Day which will be on October 4th. N. The Commission discussed the pre-construction wood treatment rule for subterranean termite control. Nisus submitted some concerns regarding the dye marker requirement. Mr. Gorecki suggested that a guidance policy be issued to assist the industry. A new policy will be drafted for the commission to review. O. Mr. Rick Bell provided the NPMA update. Language has been submitted to a committee for spray foam insulation awareness to home buyers. P. Meeting adjourned at 11:47 AM.

October 8, 2019
A. The Georgia Structural Pest Control Commission convened at 10:08 AM in Room 201 of the Agriculture Building on October 8, 2019. The following Commission members were present: Chris Gorecki, Chairman; Derrick Lastinger, Vice-Chair; Dr. Brian Forschler, Greg Holley, Christy Kuriatnyk, and Kim Bragg.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Motion was made by Mr. Holley to approve the minutes of the September meeting. Mrs. Bragg seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). Mr. Lastinger requested the Commission to review the company naming policy and list of common names. The Commission will review the policy at another meeting.
E. Dr. Forschler provided the UGA Urban Entomology update. He announced that Dr. Dan Suiter has been named chairman of the Center for Urban Agriculture. This program works on extension issues such as water quality, pollinators and the green industry. Dr. Forschler read a portion of the draft summary report on the spray foam insulation demonstration project that involved the inspection and identification of active subterranean termites. The report will be published later this year.
F. Mr. Lastinger provided the department and program updates. He shared some of GDA involvements at the Georgia National Fair in Perry that runs through October 13th. SPD staff are working at the Georgia Grown Building and Baby Barn and the Healthy Homes outreach booth on Pest Day, October 4th. Mrs. Kuriatnyk shared how the Healthy Homes event was going and that she will report the results of the evaluations at a Commission meeting later this year.
G. Mr. Lastinger provided the compliance update. He discussed a joint case between GDA and the Alabama Dept of Agriculture regarding an unlicensed operator that was applying products for bed bug treatments that are not labeled for indoor use. GDA filed a petition for an injunction since the operator continued to operate after GDA issued a cease and desist notice. This case was referred from U.S. EPA.
H. Mr. Tim Taylor provided the certification and training updates. The 2019-2021 renewal period has ended. Licensees that did not renew will have to start over by applying for the license again. Renewal statistics include: 1,231 companies; 2,036 certified operators; 6,317 registered employees. SPD provided outreach to the 57 companies that did not renew. Mr. Taylor announced that registered employee training summaries for the next training period are now online. Mr. Lastinger announced that Athens Tech director, Mr. Dennis Ashworth, has retired. The new Director is Mr. Darrius Johnson and the Asst. Director is Mr. Geoff Barrow. These two individuals will be invited to a future Commission meeting. Mr. Lastinger

expressed the importance of the Athens Tech program and the cooperation they have with GDA. I. Mr. Lastinger mentioned that U.S. EPA announced a new rodenticide currently that is under registration review and open for public comment. The active ingredient is alphachloralose and works by hypothermia. This product is currently registered in Europe. J. The Commission met with an applicant for the employee registration exam under the Commission exam policy 07-01. The Commission approved the applicant to take the registration exam. K. Mr. Gorecki provided an update to the draft revisions to Notice 18-01 SPCC Pre-examination Training Form. The draft is still under review and will be presented at a later meeting. L. Mr. Gorecki provided an update on the mosquito control workgroup. The workgroup recently met on September 30 and discussed the new certification and training rules, the rulemaking process, and potential recommendations to submit to the Commission. Mr. Gorecki commended Chairman of the group, Mr. Jeff Dunn and all the group members on a good job collecting information for the discussion. The group will share their report and recommendations with the Commission at a future Commission meeting. M. Mr. Gorecki provided an update on spray foam insulation activities. Dr. Forschler's previously discussed report will be shared with the Commission later this year. Mr. Gorecki stated that there is still a long way to go but that there has been a lot of cooperation with the spray foam industry, applicators and distributors. This cooperation helps pest control businesses decide how to move forward. N. Mrs. Lauren Fralick provided the legislative update. She shared her experience from attending the Georgia National Fair and visits to the Georgia Grown Building and Baby Barn and provided nice compliments to GDA. She spoke about Governor Kemp's budget cuts to most state agencies and that each agency was required to submit a budget reduction plan. All budget plans are currently under review. The House and Senate held joint budget meetings last week. She stated that the Governor wants to be ahead of the expected down turn in the economy and looking for new revenue options. The tax reform committee is looking to change tax structures. The Senate has a committee studying the cost of doing business in Georgia and will meet again October 21st in Savannah. O. Mrs. Faye Golden provided the NPMA update. The annual PestWorld conference will be held October 15-18 in San Diego. There will be a president reception for the new president, Mr. Chris Gorecki. Mrs. Bonnie Rabe will co-chair Public Policy. P. Meeting adjourned at 11:05 AM.

November 12, 2019

A. The Georgia Structural Pest Control Commission convened at 10:07 AM in Room 201 of the Agriculture Building on November 12, 2019. The following Commission members were present: Chris Gorecki, Chairman; Derrick Lastinger, Vice-Chair; Greg Holley, Christy Kuriatnyk, and Bodine Sinyard.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Mr. Gorecki opened the meeting by welcoming the 2019 GPCA Leadership class for their attendance. He went on to say this program is designed for the next generation of leaders in the industry.
D. Motion was made by Mr. Sinyard to approve the minutes of the October meeting. Mr. Holley seconded the motion and motion passed.
E. The Commission approved company license applications (see Attachment 2). F. Mr. Gorecki provided copies of the UGA Spray Polyurethane Foam/Termite Detection
Demonstration Project report and recognized all the project participants. The SPCC discussed the project and report. Mr. Gorecki discussed a concern with the building code that currently allows the band joist and mudsill to be covered with Spray Polyurethane Foam (SPF). The installation of SPF on the band joist and mudsill covers the critical areas that the pest management professional needs to visually inspect. Also. the mudsill, band joist and joist ends are the first points at which termites can be detected as they enter the wood structure. Mr. Gorecki proposed drafting a request to amend the building code that would prohibit this practice and allow for termite inspections. The SPCC will setup a workgroup with Mr. Rick Bell to develop the proposal and begin outreach with stakeholders. G. Mr. Lastinger provided the department and program updates. He welcomed the GPCA Leadership group to GDA and noted that the group had met earlier in the Structural Pest Division administrative offices. He introduced Dr. James Sutton, Director of Operations and appreciated his attendance. GDA recently hosted the states in the U.S. EPA Region 4 for the State FIFRA Issues Research and Evaluation Group (SFIREG) meeting in Decatur. Topics included hemp, spray foam insulation, and EPA's realignment. GDA recently participated in the GPCA and CPCO fall conferences. In response to numerous complaints related to honey bee removal from structures by bee keepers, GDA is currently reviewing the current requirements and looking for an opportunity for regulatory reform. H. Mr. Alex Conti provided the compliance update. He discussed the AAT rule and the contract requirement for the type of treatment. Mr. Conti presented a question regarding the ventilation rule and buildings that exceed two family dwelling units. This will be further discussed at a future meeting. I. Mr. Tim Taylor provided the certification and training update. 2020 course renewals will go out via email to course sponsors/instructors in December. The new online employee

registration portal is working well and improving the efficiency of processing applications and issuing new registration cards. Employee Registrations that were not renewed by September 30, 2019 will have to complete the required pre-examination training before retaking the examination. He suggested reviewing the Employee Registration Fact Sheet for these types of requirements to assist with compliance. J. The Commission discussed the draft revision to Notice 18-01 Pre-examination Training Form. Revisions will provide more flexibility for recording the classroom training and further defines the classroom training to allow all topics from the Employee Registration Manual. The revision also documents that the Employee Registration Examination is based on the Employee Registration Manual. Motion was made by Mr. Holley to approve the revised form. Mrs. Kuriatnyk seconded the motion and motion passed. K. The Commission discussed the draft revision to Notice 18-05 Employee Registration. The revisions address the changes on the pre-examination training form. Motion was made by Mr. Holley to approve the revision. Mrs. Kuriatnyk seconded the motion and motion passed. L. The Commission discussed the draft revision to Notice 03-01 Use of Dye Marker. The revision includes clarification on exceptions and required documentation. Motion was made by Mr. Sinyard to approve the revised notice. Mr. Holley seconded the motion and motion passed. M. The Commission discussed the draft revision to Notice 17-04 Alternate Application Technique. Additions were added to the Q&A section. Mr. Holley made a motion to approve the revised notice. The Commission voted to remove this policy due to the AAT Rule change made earlier in the year. Motion was made by Mr. Holley to remove the notice. Mrs. Kuriatnyk seconded the motion and motion passed. O. Mr. Lastinger announced the date change for the December Commission meeting. It will be held on Monday, December 16th at 10:00 am in room 201. Public Notice 19-04 addresses the date change and has been posted. He also noted, that once the revised policies that were approved today are posted, GDA will send a notification to all licensed companies P. The Commission approved the 2020 Meeting schedule, Public Notice 19-05. It was noted that the January meeting will be held in Athens on January 7, 2020. Q. Mr. Gorecki provided an update on the mosquito control workgroup. The workgroup will have one more meeting on November 18th to finalize their recommendations. R. Mrs. Lauren Fralick provided the legislative update. The 2020 legislative session will start January 13th. She recapped Governor Kemp's budget cuts to some state agencies. October tax collections were down compared to same time last year. Governor Kemp will appoint someone for the U.S. Senate seat. The senate committee studying the cost of doing business in Georgia remains ongoing. S. Mr. Gorecki and Mrs. Bonnie Rabie provided the NPMA update. The attendance at Pest World in San Diego was over 4,000 attendees. NPMA is watching several bills including tax bills and the Illicit Cash Act. Mr. Sinyard recognized Mr. Gorecki as NPMA's new president and the importance of his new role. Mr. Gorecki commented stating NPMA is promoting what a great industry pest control can be and announced a new webpage being developed on NPMA's website to assist the industry with pesticide issues, small business issues, starting a new company and job postings.

December 16, 2019

A. The Georgia Structural Pest Control Commission convened at 10:09 AM in Room 201 of the Agriculture Building on December 16, 2019. The following Commission members were present: Chris Gorecki, Chairman; Derrick Lastinger, Vice-Chair; and Christy Kuriatnyk. Greg Holley and Dr. Brian Forschler were available via teleconference.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, Georgia Home Builders Association, and other members of the pest management industry.
C. Motion was made by Mrs. Kuriatnyk to approve the minutes of the November meeting. Mr. Holley seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Dr. Brian Forschler provided the UGA Urban Entomology Update. He mentioned a recent
termite project with the National Park Service on Cumberland Island that involved the identification of Formosan termites. UGA's Department of Entomology will host the January 7, 2020 Commission meeting in Athens at 10 AM. Breakfast will be provided at 9 AM. F. Mr. Lastinger provided the department and program updates. He announced the retirement of Jesse Everett and appreciated his service as a state inspector. The revised policies from the previous Commission meeting have been published to the website. GDA sent an email notification to all licensed companies regarding the revised policies. G. Mr. Alex Conti provided the compliance update. Mr. Conti presented a question regarding the ventilation rule and buildings that exceed two family dwelling units. The Commission discussed the current policy and the building codes. Ms. Betty Sleeth with the Georgia Home Builders Association was present and commented on the code. This will be further discussed at a future meeting after a further review of the commercial building codes. Mr. Conti noted a recent decline in the number of complaints that have been submitted to the division. Chairman Gorecki requested a current compliance report for the January meeting. H. Mr. Tim Taylor provided the certification and training update. 2020 recertification course renewals went out via email recently to course sponsors/instructors. GDA will submit a draft C&T plan to EPA in March of 2020. Mr. Taylor will prepare a list of potential changes to rules and policy and present at the January meeting. I. The Commission discussed Notice 17-01 Business Naming Policy. The word "business" has been added to the list of undistinguished names. The revised policy will be posted to the SPCC website. J. Mr. Gorecki commented that the Mosquito Control Workgroup is still moving forward with discussions and drafting recommendations. K. The Commission discussed spray foam insulation activities. Mr. Gorecki expressed appreciation to everyone involved in the recent projects and research activities. He recapped the concerns with the building code that currently allows the band joist and mudsill to be

covered with Spray Polyurethane Foam (SPF). The installation of SPF on the band joist and mudsill covers the critical areas that the pest management professional needs to visually inspect for termite activity. The mudsill, band joist, and joist ends are often the first points at which termites can be detected as they enter the wood structure. A building code amendment and supporting white paper has been drafted to request this practice be prohibited and to allow for effective termite inspections. Mr. Holley made a motion to approve the draft proposal. Mrs. Kuriatnk seconded the motion and the motion passed. The proposal will be submitted to the Georgia Department of Community Affairs (DCA). Ms. Betty Sleeth commented that the proposal would be discussed at DCA's Meeting of the State Codes Advisory Committee on January 30, 2020. L. Mr. Rick Bell provided the NPMA update. Mr. Bell discussed multiple proposed bills in several states that would ban certain pesticides. West Virginia has a proposed bill for licensing reform that would exempt licensing requirements. M. Ms. Bonnie Rabie provided an update on State FIFRA Issues Research and Evaluation Group (SFIREG). The group met last week with EPA. Discussions included C&T plans, marijuana, and hemp. She announced Ms. Faye Golden as the American Association of Pesticide Safety Educators (AAPSE) President Elect. N. Mr. Gorecki closed the meeting by wishing everyone a Merry Christmas and expressing appreciation to all that put in hard work this year. O. Meeting adjourned at 11:10 AM.

January 7, 2020

A. The Georgia Structural Pest Control Commission convened at 10:02 AM in the Seney-Stovall Chapel of the Lucy Cobb Institute located at UGA Carl Vinson Institute of Government in Athens on January 7, 2020. The following Commission members were present: Chris Gorecki, Chair; Derrick Lastinger, Vice-Chair; Greg Holley, Bodine Sinyard, Kim Bragg, Christy Kuriatnyk and Dr. Brian Forschler.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Mr. Gorecki opened the meeting with an appreciation to Dr. Forschler and the UGA Department of Entomology for hosting the meeting and providing breakfast.
D. Motion was made by Mr. Sinyard to approve the minutes of the December meeting. Mr. Holley seconded the motion and motion passed.
E. Dr. Kris Braman, Chair of the Department of Entomology, expressed her appreciation for the opportunity to meet with the SPCC and for selecting their campus as a location to hold the SPCC meeting. She also expressed appreciation for the internships, grants, and support that they receive from the industry. She mentioned several milestones that UGA made in 2019.
F. Dr. Brian Forschler introduced the entomology students and each student provided a summary and report of their research projects. Dr. Forschler provided the UGA Urban Entomology update and presented the annual Urban Pest Control Program & Research Report (Attachment 3). Dr. Forschler also gave a summary of the UGA Spray Polyurethane Foam/Termite Detection Demonstration Project that occurred over the summer and encouraged attendees to read it. He also noted that anyone in the industry can be involved in UGA research and projects by reaching out to the UGA Department of Entomology.
G. Mr. Lastinger provided the department and program updates. He discussed the impact of the budget cuts and the new hemp legislation and regulation on GDA. He provided a reminder that the recently revised polices have been posted to the website and a notification was sent to all licensees. Mr. Lastinger recognized the Structural Pest staff in attendance. He noted that in 2019 that the division responded to over 600 inquiries that required an official response. Most compliant related inquiries that required an inspection were related to subterranean termites, bed bugs or an unlicensed operator. The division provided 70 outreach opportunities including presentations, articles and events that reached over 25,000 people. He continued by saying GDA is here to assist the industry and to reach out to GDA for assistance. He finished by relaying a message to the Commission members from Commissioner Black recognizing their time and service on the Commission.
H. Mr. Tim Taylor provided the certification and training update. He reported that online recertification course renewals are going well but to contact him directly for any issues. GDA will submit a draft state certification and training plan to U.S. EPA in March of 2020. Mr. Taylor discussed some of the areas for potential changes to the current rules and policy. Mr.

Lastinger commented on the extensive process to making the plan and getting it approved. Every state is required to submit a plan to U.S. EPA by March 4, 2020. I. Mr. Alex Conti provided the compliance update. He discussed the various inspection types and enforcement activities. He also shared and discussed the FY19 Administrative Cases Report (see attachment 4) J. Mr. Lastinger discussed rulemaking for 2020. He noted that the SPCC will need to begin discussion on the certification and training rule changes. The SPCC will also consider a draft rule that will reduce regulation for the removal of honeybee infestations in structures. K. Mr. Gorecki commented that the Mosquito Control Workgroup is still moving forward with discussions and drafting recommendations. L. Mr. Gorecki discussed spray foam insulation activities. He recapped the concerns with the current building code. He announced that the SPCC submitted a proposal to amend the building code to the Georgia Department of Community Affairs (DCA). The proposed code amendment will be discussed at DCA's Meeting of the State Codes Advisory Committee on January 30, 2020. Mr. Gorecki also highlighted the benefits of spray foam insulation when installed to allow for termite inspections. E. The Commission approved company license applications (see Attachment 2). F. Dr. Forschler provided the UGA Urban Entomology update. Dr. Dan Suiter's workshops will
begin in March and he encouraged folks to attend an upcoming workshop. G. Mr. Lastinger provided the department and program updates. He discussed the impact of
the budget cuts and the new hemp program at GDA. He also discussed State Agriculture Response Team (SART) activities and concerns that GDA is monitoring and efforts to maintain preparedness. H. Mr. Alex Conti provided the compliance update. He noted that the 4 new inspectors hired last year have reached their one-year milestone. The Structural Pest Division (SPD) currently has 10 field staff including 2 supervisors plus two vacancies which are currently posted. SPD held a statewide inspector meeting in January to discuss revisions to standard operating procedures and improve routine monitoring and statewide consistency. I. Mr. Tim Taylor provided the certification and training update. There is a current vacancy in the program that should be filled soon. Mr. Taylor recommends applying for new registered employees online to ensure a faster turn-around time. He described in detail on how this online process works and the efficiency of it. J. Mr. Lastinger discussed the draft certification and training plan to be submitted to U.S. EPA by March 4, 2020. EPA will review the draft and start discussions to determine if it meets the new rule. The Commission will also start discussions regarding non-certified applicators and the potential changes to the current certification and training rules and related policy. K. Mr. Gorecki discussed spray foam insulation activities. He recapped the concerns with the current building code. The SPCC's proposed code amendment was discussed at DCA's meeting of the State Codes Advisory Committee on January 30, 2020. Mr. Gorecki shared the video that the Spray Foam Alliance used to explain their proposal to the Committee. SPCC will invite the Spray Foam Alliance to meet and discuss the details of the proposal. The Committee will vote on the proposal at their May meeting. Mr. Gorecki thanked the association and industry members for their support and attendance at the meeting. Ms.

Bragg noted that a recent home sale was delayed due to the improper installation of spray foam insulation. Ms. Bragg is working with the Georgia Association of Realtors to allow home sellers to disclose when spray foam insulations has been installed in the home. L. Ms. Faye Golden provided the NPMA update. She has been nominated to serve as secretary of NPMA. She spoke about the Southern Conference and the hands-on workshops held in Memphis this week. She also spoke about proposed legislation in Tennessee that would allow a customer to sign a waiver acknowledgement which would allow hiring an unlicensed company and removing penalties for impersonators. M. Mr. Lastinger gave an Association of American Pest Control Officials (AAPCO) update. The annual Spring meeting and conference will be March 9-11 in Alexandria, Virginia. Topics will include Regulatory Integrity and Pesticide Devices. Mr. Lastinger currently serves on the board of directors. He also mentioned the Association of Structural Pest Control Regulatory Officials (ASPCRO) will hold their mid-year board meeting on March 30 in Reno, Nevada. N. Meeting adjourned at 11:48 AM.

A. The Georgia Structural Pest Control Commission convened at 10:05 AM on April 14, 2020, online via Zoom. All Commission members were present: Chris Gorecki, Chair; Derrick Lastinger, Vice-Chair; Greg Holley, Bodine Sinyard, Christy Kuriatnyk, Dr. Brian Forschler and Kim Bragg.

C. Mr. Gorecki opened the meeting by expressing appreciation to Mr. Josh Payne from GDA's IT Division for setting up and administering the Zoom meeting.

attend an upcoming webinar by Dr. Dan Suiter for CEUs and training. G. The Commission discussed old business including the March 17th meeting cancellation and
the review of the March company and certification applications. H. Mr. Lastinger provided the department and program updates. He shared Dr. Sutton's
appreciation for the work of the Structural Pest Division (SPD) and SPCC regarding temporary guidance. GDA's website has a Coronavirus Updates page and is updated daily. This webpage contains temporary guidance regarding employee registration, essential services, critical infrastructure, Commissioner Black's notice to regulated establishments, and more. Mr. Lastinger also said the Market Bulletin is offering free digital issues and encouraged everyone to check it out. I. Mr. Alex Conti provided the compliance update. Commissioner Black's office started a new department-wide outreach initiative, inspectors are reaching out to their regulated establishments conducting outreach and surveys and letting them know GDA is open and available for guidance. GDA's temporary workplan is focusing on staff development, training and outreach. Routine inspections are currently suspended but GDA is responding to complaints on a case-by-case basis. Inspectors have the proper PPE to conduct these inspections. Mr. Lastinger commented that the GDA offices in Atlanta are currently open on Monday, Wednesday, Friday. Mr. Conti and Mr. Lastinger spoke about some of the survey questions and the responses they are receiving. This has also been a great opportunity to update establishment contact information. J. Mr. Lastinger discussed the Antimicrobial Pest Control Category (commercial applicator category 37) emergency rule that was issued by Commissioner Black on March 24 and will expire in 120 days. Georgia licensed Pesticide Contractors and licensed Structural Pest Control Companies can operate under this rule using EPA approved disinfectants and sanitizers for COVID-19 only. The Ag Inputs Division is offering limited paper exams for

emergency situations and in Atlanta. If a Structural Company is operating under this emergency rule, structural pest regulations would apply such as the pesticide record-keeping and contract rules. K. Mr. Lastinger took a moment to express appreciation to the industry associations, GPCA, CPCO and SPCC for their assistance pushing out messages to the industry regarding updates and information in response to the Coronavirus pandemic. He encouraged everyone to visit GDA and Georgia Grown social media outlets for information such as a hand sanitizer recipe and GA Ag Week at Home for kid activities. L. Mr. Tim Taylor provided the certification and training update. He discussed the temporary employee registration license and how to apply for the COVID-19 Temporary Exam Waiver. Requirements include completing, pre-examination training, submitting an online application including the $10 license fee, and submitting the Pre-Examination Training Form to GDA. After these items are submitted, the employee can start work and start earning CEUs. The employee will be required to take the exam by 9/30/2020 or the temporary registration will expire. Refer to SPD 20-02 Temporary Guidance SPC Technicians Registrations located on the SPD COVID-19 webpage. M. Mr. Tim Taylor discussed the draft notice, SPD 20-03 Temporary Guidance Recertification Credits. Certified Operators with recertification/expiration dates between June 1, 2020 and December 31, 2020 can request a 90-day training deadline extension. The computer-based training limits (CBT) have been lifted for Registered Employees for the 2019-2021 renewal period. Mr. Gorecki made a motion to approve this guidance. Mr. Holley seconded the motion and the motion passed. This guidance will be posted to the SPD COVID-19 webpage. N. Mr. Lastinger spoke about storm damage from the April 12-13 storms. He asked for any industry related damage be reported to GDA to be shared with GEMA to include in the damage assessment. O. Ms. Christy Kuriatnyk provided an update from the Georgia Department of Public Health (DPH). They have a statewide surveillance database called SIMS which collects data from healthcare workers across the state. DPH has a website and call center set up for COVID-19 updates and information. COVID-19 testing sites are set up across the state and testing is by referral only. Temporary morgues are set up statewide. P. Mr. Lastinger provided an update on the U.S. EPA certification rule. GDA submitted their draft plan to U.S. EPA on March 4, 2020. The SPCC will start discussions regarding noncertified applicators and the potential changes to the current certification and training rules and related policy. Q. Mr. Gorecki discussed spray foam insulation activities. SPCC will invite the Spray Foam Alliance to meet and discuss the details of the proposed building code amendment. Mr. Sinyard made a recommendation to send a letter to DCA requesting to table their vote to a later date (initially set for May) considering the current pandemic. Mr. Lastinger will reach out to DCA and report back to the Commission. R. Mrs. Laura Fralick provided the legislative update. She recapped Governor Kemp's press conference to shelter in place through April 30 due to the Coronavirus outbreak. The new expected peak date for COVID-19 cases is now the week of May 1 as testing increases. Medical staff is being increased at nursing homes and the heavily impacted hospitals. The National Guard is setting up beds at the World Congress Center in Atlanta. Piedmont Hospital

is opening and setting up beds in a wing of the hospital that was closed. March 13th would have been cross over day; a special session was held March 15 for the state of emergency. Legislatures will have to meet again to pass the 2021 budget before July 1. The primary election has been moved to June 6. Senator Jack Hill passed away last week, he was on the Appropriation Committee and did a lot of work on the budget. S. Mr. Rick Bell provided the NPMA update. NPMA is working nationwide on essential service classifications and expressed appreciation to state lead agencies for their cooperation. Mr. Lastinger mentioned that Governor Kemp's executive order on essential services has primacy over a local jurisdiction's orders. One month ago, was NPMA's Legislative Day in DC. They feel that pre-emption is moving in a positive direction. NPMA has a subcommittee working on state temporary licensing plans stating that many states are looking at Georgia for guidance. T. The Commission wrapped up their discussions with the following: Mr. Sinyard expressed appreciation to everyone that reached out to the southeast area of the state after the recent storms. Mr. Lastinger stated that it is still uncertain when the exam locations will reopen. GDA may plan to give exams for emergency situations. Mr. Lastinger also reminded everyone of the 90-day Emergency DCO Rule if a situation calls for it. Mr. Taylor announced that certification exams scheduled in March and April will get a 60-day extension. Certification applications approved in March and April have not been processed yet due to the exam locations being closed. Applicants that were not approved will be notified. Company applications are still being processed and licenses are being issued. U. Mr. Gorecki closed the meeting by wishing safety to everyone. The next SPCC meeting will be May 12. He adjourned at 11:42 AM.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
May 12, 2020

A. The Georgia Structural Pest Control Commission convened at 10:03 AM on May 12, 2020, online via Zoom. The following Commission members were present: Chris Gorecki, Chair; Derrick Lastinger, Vice-Chair; Greg Holley, Bodine Sinyard, Dr. Brian Forschler and Kim Bragg.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Motion was made by Mrs. Bragg to approve the minutes of the April meeting. Dr. Forschler seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA Urban Entomology update. He encouraged everyone to
attend Dr. Suiter's upcoming webinars. Research at UGA has ceased until further notice. UGA summer classes will be held online. F. Mr. Lastinger and Dr. Forschler spoke about the Asian Giant Hornet. GDA has received many inquiries and put together a webpage with information for the Georgia consumer. The weblink can be found on GDA's homepage. The Commission expressed appreciation and a job well done to GDA and UGA for having resources available. G. Mr. Lastinger provided the department and program updates. He discussed the 14% state budget cuts and how it will affect the department. GDA will submit their plan to the Governor's office by next week. Governor Kemp is expected to do a press release at 4:00 today to provide the next steps on moving forward with state agencies and business reopenings. GDA's temporary workplan ends May 15. The SPD program is getting all work completed except for some field work. SPD will not be filling their 3 vacancies at this time due to a hiring freeze. H. Mr. Alex Conti provided the compliance update. SPD inspectors are reaching out to their regulated establishments conducting outreach and surveys and letting them know GDA is open and available for guidance. Mr. Conti reviewed some of the survey questions and the responses. Licensing information is reviewed during the outreach activity and 679 licensing records have been updated as part of the project. GDA response to complaints are being handled on a case-by-case basis. In person inspections will go through pre-screenings while others are being postponed or modified. In field routine inspections are currently suspended and some virtual inspection are being conducted. SPD continues to focus time on staff development, training and outreach. Mr. Lastinger explained that the survey information is being tracked in a GDA dashboard and helps the department to make decisions on how to move forward with operations. Mr. Gorecki recognized GDA and SPD on all the work being done to keep the industry working and informed. I. Mr. Lastinger discussed the proposed rule for honeybee removal. GDA was asked to draft a rule allowing beekeepers the opportunity to remove honeybees without a structural pest license in household pest control. GDA has a workgroup that has been doing research and

getting input from beekeepers and other experts to assist with developing the draft language. Mr. Lastinger will provide an update at the next Commission meeting. J. Mr. Conti shared a complaint that SPD received regarding the falsification of training verification records that happened in March. He reminded instructors and sponsors to follow the requirements in the Recertification Course Requirements SPCC Policy 13-01. Mr. Lastinger added that instructors and sponsors of courses are responsible for making sure that attendees are present, engaged and participating in the training course. He also mentioned the new EPA regulations will have more requirements for attendance verification. K. Mr. Tim Taylor provided the certification and training update. He spoke about the industry being interactive with training and registering for courses including documentation and communication and doing a great job with sign-in sheets. He discussed the COVID-19 Temporary Examination Waiver for Registered Employees and GDA has received 300 applications in the last six weeks. Mr. Taylor proctored 6 certification exams in the Atlanta office and said that over 100 approved applications are pending to take the exam. Mr. Geoff Barrow with Athens Tech joined the meeting and announced that some testing centers are starting to reopen with limited space and new policies. It is recommended to call the testing center before scheduling an exam. Mr. Lastinger thanked Mr. Barrow for attending the meeting and for his cooperation with the department. L. Mr. Lastinger and Mr. Taylor answered questions regarding the Antimicrobial Pest Control (category 37) emergency rule that will end July 21, 2020. The category 37 examination will have to be taken and passed in order to continue offering this service. The Ag Inputs Division is offering limited paper exams for emergency situations in Atlanta. M. Mr. Lastinger provided an update on the U.S. EPA certification rule. U.S. EPA has the Georgia plan under review. SPD has a meeting with U.S. EPA today regarding potential modifications. Mr. Taylor put together a document showing comparisons of U.S. EPA requirements and the current state regulations for uncertified applicators. The Commission will review document. N. Mr. Gorecki discussed spray foam insulation activities. The Georgia Department of Community Affairs (DCA) meeting and vote set for May 14th was cancelled. The Commission invited the Spray Foam Alliance to meet and discuss the details of the proposed building code amendment. The time and location are to be determined. O. Mr. Rick Bell provided the NPMA update. Clemson University is working on an urban entomology endowment proposal. NPMA is working with American Association of Pesticide Safety Educators (AAPSE) and Native American Finance Officers Association (NAFOA) regarding training moving forward. He mentioned Georgia is leading the way and that many states are looking at Georgia for guidance. The 14% budget cut must be approved by July 1 and the general assembly will reconvene on June 11. P. The Commission wrapped up their discussions with the following: Mr. Sinyard spoke about the proposed bills (HB914 & SB316) for military licensing protocols. The next SPCC meeting will be June 9 at 10:30 AM and the location is to be determined. The Commission answered questions from attendees and approved certification applications. Applicants that didn't get approved will be notified so that they may re-apply. Approved applicants will receive their approvals when testing centers reopen, but are advised to call the SPD office if approval is needed before receiving a notification. Q. B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the May meeting. Mrs. Bragg seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA Urban Entomology update. UGA has developed committees
to plan the reopening of campuses in the fall. UGA employees and students will receive 2 washable face masks prior to the reopen. Dr. Forschler shared archived research data from a collection of 5 termite species and their flight times in Georgia. He also encouraged everyone to check out one of Dr. Suiter's upcoming webinars. F. Mr. Lastinger provided the department and program updates. He discussed the 14% state budget cut and how it may affect the department. GDA submitted their plan to the Office of Planning & Budget. GDA will start phase 2 of reopening on Monday, June 15. GDA's Atlanta office is closed to public meetings. G. Mr. Alex Conti provided the compliance update. He discussed the SPD Dashboard regarding the COVID-19 Outreach Surveys. 1,024 surveys were completed with 1,013 licensing records updated. Inspectors are still responding to complaints. SPD has seen a 20% increase in complaints from March through June compared to the same time frame last year. As Phase 2 of reopening, SPD started virtual inspections last month and starting to resume in-person inspections. All field staff are equipped and wearing PPE. SPD had the mid-year audit and review with U.S. EPA on May 27. They reviewed work plans, budget, upcoming meetings, conferences, and enforcement activities. Mr. Conti announced that the North Georgia inspector, Brady Payne, recently resigned and that SPD currently has 3 field vacancies. H. Mr. Tim Taylor provided the certification and training update. He introduced SPD's summer intern, Ali Ikner, a student at ABAC College. He discussed the COVID-19 Temporary Examination Waiver for Registered Employees which GDA received 465 applications. He reminded operators to submit the Pre-examination Training form and to pay the $10 fee when making application online. Employees that have earned CEUs while temporarily registered will keep those CEUs if they pass the exam by September 30, 2020. 14 of the 33 exam centers have re-opened. A list of open exam centers is posted on SPD's COVID-19 webpage. It is recommended to call the testing center to confirm before scheduling an exam. Applicants that have been approved to take the certification exam can call or email the SPD

office to request that their approval be processed. All applicant approvals will be processed by the end of the month. I. The Commission discussed the time period to end new technician applications for the COVID19 Exam Waiver. Mr. Holley made a motion to set June 30, 2020 as the last day to apply for the COVID-19 Exam Waiver. Ms. Bragg seconded the motion and motion passed. Mr. Lastinger mentioned that this will not affect the employees that have already applied for the waiver and met the requirements. J. Mr. Gorecki discussed spray foam insulation activities. The SPCC will have a conversation with the Spray Foam Alliance this afternoon to discuss the details of the proposed building code amendment. Mr. Gorecki recapped stating the SPCC supports a building code change and went before the Building Code Committee in January along with the Spray Foam Alliance. The SPCC and Spray Foam Alliance did not have consensus on the proposal so the two groups are meeting to discuss the differences. An update will be shared at the next SPCC meeting. K. Mr. Lastinger discussed the draft language for honeybee removal rule. GDA was asked to draft a rule allowing beekeepers the opportunity to remove honeybees without a structural pest license in household pest control. This language will be sent to the Commission for discussion at the August meeting. The commission's workgroup has been doing research and getting input from beekeepers and other experts to assist with developing the draft language. L. Mrs. Laura Fralick provided the Legislative update. Session restarts on June 15 with new protocols upon entering the Capitol building. The focus will be on the budget with a deadline to approve it by June 30th. New legislation is expected to be introduced to assist businesses that are suffering due to the pandemic. M. Mr. Rick Bell provided the NPMA update. EPA has issued an advisory on disinfectant labeling. Mr. Lastinger mentioned that EPA has also issued an advisory on PPE. Mr. Bell shared discussions from SFIREG's virtual meeting. ASPCRO will reschedule their annual meeting to 2021. He discussed bills that have been proposed in Tennessee and Kentucky. N. Meeting adjourned at 11:36 AM. The next SPCC meeting will be August 11.
