As required by O.C.G.A. 43-45-8 (3), the Georgia Structural Pest Control Commission submits the following annual report of the activities, expenditures and other matters pe1iinent to the operation of the comm1ss10n.
The Georgia Structural Pest Control Commission met monthly during Fiscal Year 2017 on the following dates:

Tifton Campus Conference Center Building.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
July 15, 2016
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the
Agriculture Building on July 15, 2016. The following commission members were present:
Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Christy Kuriatnyk, and Greg Holley via
teleconference. B. Also in attendance were representatives with the Georgia Department of Agriculture,
NPMA, registrants and other members of the pest management industry. C. Motion was made by Mr. Lastinger to approve the minutes of the June meeting. Ms.
Kuriatnyk seconded the motion and motion passed. D. Motion made by Mr. Holley nominated Mr. Chris Gorecki as Commission chairman and Mr.
Lastinger as vice-chairmen for the new state fiscal year. Ms. Kuriatnyk seconded motion and
motion passed. E. The Commission approved company license applications (see Attachment 2). F. Mr. Lastinger provided the Department and Program updates. He mentioned that UGA's
training workshops will begin at the end of summer and continue into the fall. GOA is currently re-evaluating the regulatory sessions in the Termite and 1PM workshops to update and make improvements. Ms. Nan Collier is coordinating the updates and implementation. Introductions were made for Ms. Shannon Fitzgerald, Compliance Specialist and Ms. Kiyomi Jefferson, who is filling in for Ms. Rachel Ward. Mr. Lastinger announced that the recent Georgia Clean Day event was successful. Over 76,000 pounds of unwanted and unused pesticides were collected and disposed of properly. Mr. Lastinger explained that this was the first time dealers were able to participate; however, they were responsible for paying the disposal fee. Mr. Lastinger discussed a recent field day where officials from the Governor's office of Planning and Budget went on structural pest control regulatory inspections in Northwest Metro Atlanta. Through the experience, participants have a better understanding of staffing and equipment needs along with first-hand experience with the technical and physical requirements of the positions. Ms. Collier and Mr. Alex Conti were recognized for their work in making the field experience beneficial and productive. Mr. Lastinger discussed Commissioner Black's press release on Mosquito Management Awareness that was issued on June 27, 2016 (see Attachment 3). In addition to the press release, an article was also published in the Farmers and Consumers Market Bulletin. The article was written by Ms. Rachel Welch who is a summer intern with the Plant Industry

G. Ms. Faye Golden with Cook's Pest Control asked if there will be any discussions to allow
electronic Pesticide Use Records for Mosquito control applications made under the Georgia
Pesticide Use and Application Act. Mr. Lastinger responded that he was not aware of any
rule or policy changes for these records. He also responded to questions regarding how the
Department announces rule changes related to the rules under this Act.
H. Ms. Jenny Wren provided and discussed the administrative enforcement summary for 2015.
She presented a graph showing the frequency of violations cited in administrative cases
resulting from inspections during calendar year 2015. It was suggested that it may be
beneficial to also include the total number of licenses involved and cases. (see Attachment
4).
I. The Legislative update was provided by Mr. Skin Edge. He stated that this is a quiet period
as they are between primary elections. Legislative activity will pick up around the 1st of
August with study committees and hearings.
J. Mr. Rick Bell provided the NPMA update. He discussed some of the concerns that were
addressed at a recent meeting that he attended in South Carolina. At this meeting, foam
insulation industries, energy companies, and builders met with the South Carolina Pest
Management Association (SCPMA) to address the cancellation of termite warranties that
were occurring as a result of adding foam as a secondary insulation. The termite protection
warranties are being cancelled because adding the foam insulation makes it difficult to

inspect. The SCP MA plans to meet again to discuss remedies that the liquid foam industries
can put into place that would allow the pest management industry to warranty these
homes or allow homeowners to continue with their current warranty.
I<. Mr. Lastinger provided the ASPCRO update. He mentioned the upcoming conference in
August will be hosted by the New Mexico Department of Agriculture and he encouraged
attendance. A structural fumigation survey was sent out to the states on July 14, 2016 and
the results will be presented at the upcoming meeting.

Georgia Agriculture Commissioner Reminds Residents about Prevention and Control of Mosquito Problems
Summertime is in full swing and with it comes the dreaded mosquito. Enjoy the outdoors this summer and help stop the spread of mosquito-borne illnesses by following these tips from the Georgia Department of Agriculture and Commissioner Gary W. Black to ensure the safety of family, friends and pets.
Take steps to protect skin from mosquito bites at all times ofthe day by applying an insect repellant containing at least 20% DEET, picaridin or oil of lemon-eucalyptus. Also, considyr wearing long pants, long-sleeved shirts and closed-toe shoes whenever possible,
Mosquito-borne diseases that may be rare in the U.S. are common in many foreign countries, so anyone traveling
outside of the country should be aware of travel advisories currently in effect. If a person falls ill upon returning home,
seek prompt medical attelltion. Homeowners should eliminate areas of standing water around the property such as flowerpots, birdbaths, baby pools
and grill covers. Mosquitoes need only about a half an inch of water to breed. It's also recommended to screen all
windows and doors, and patch up even the smallest tear. Ifthere are concerns about mosquito activity, contact a
licensed pest control company or your local mosquito abatement district.
With increasing concern about Zika Virus and other mosquito-borne pathogens, some consumers are looking to hire a professional to provide mosquito control on their property. Consumers are urged to only seek advice and use licensed pest control companies that have a category 41 mosquito control license. The Georgia Department of Agriculture is responsible for licensing mosquito control companies and operators' who pe1form mosquito control services. If a contractor is not licensed in mosquito conhol by the Georgia Department ofAgriculture, it is illegal for them to practice mosquito control as a business. There are approximately 450 licensed companies operating in Georgia.
Consumers can search and verify a licensed mosquito control operator by visiting the Department online at www.agr.georgia.gov/peSticide-contractors. Consumers are urged to repmt unlicensed operators to the Georgia Department of Agriculture at 404-656-4958.

August 9, 2016
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the
Agriculture Building on August 9, 2016. The following commission members were present:
Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Christy Kuriatnyk, Dr. Brian Forschler,
Bo.dine Sinyard and Greg Holley.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA
and CPCO representatives, registrants and other members of the pest management
industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the July meeting. Ms. Kuriatnyk
seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2).
E. Dr. Forschler provided the UGA update. Dr. Suiter will host the 1PM & termite workshops
later this month in at the Griffin training center. The UGA webinar series continues th.is
month as well.
F. Mr. Gray provided the Department update. He noted that he and Mr. Lastinger have

finalized and submitted the US EPA cooperative pesticide grant for the next three years. The
Ag Inputs section will be hosting a regional pesticide worker protection standard training
next week in Savannah.
G. Mr. Lastinger discussed Dr. Suiter's request for archived webinars to obtain recertification
credit. Since the initial proposal, several changes have been made and he recommended
that the Commission consider the revised proposal and approve it as a pilot program for the
remaining of 2016. Mr. Sinyard motioned to approve the pilot program for the rest of 2016.
Mr. Holley seconded the motion and motion passed. Mr. Lastinger also mentioned an
informative mosquito control article that was published in the Georgia Farmers Market
Bulletin. The article was written by the Division's summer intern, Rachel Welch. Lastly, he
discussed an upcoming annual conference for the Structural Pest Control Regulatory
Officials that will be held later this month in Santa Fe, New Mexico.
H. Jennifer Wren discussed an US EPA grant that was awarded to develop a resource for
implementing school 1PM in Georgia. A publication has been drafted that includes Georgia
pesticide and pest control laws and regulations, implementing 1PM, guidelines and
resources. The Commission and pest control associations are invited to review and
comment on the draft document.
I. The Commission discussed two of the four issues for rulemaking. On the rulemaking
tracking document under item number one, the Official Wood Infestation Inspection
Report condition number 6 will be revised to change unreported conditions conducive to
infestation found within 90 days from the date of the report to be corrected free of charge
by the licensee. The rule currently requires withih one year. Mr. Lastinger presented a
report regarding the violation found by the Department for the last few years. Most

conditions conducive to infestation not reported on the report are discovered within 90 days of the issuance of the report. The Commission further discussed that the revision to this rule would not restrict the Department from responding to unreported conditions conducive to infestation discovered after the 90 day period. Mr. Gorecki motioned to reduce the requirement to ninety days as discussed. Dr. Forschler seconded the motion and motion passed. The second issue was discussed regarding the removal of the 18 inch clearance requirement for the crawl space for water conducting fungi control requirements. Mr. Gorecki provided the NPMA update. He noted that NPMA has been a great resource to the local associations and individual states. They most recently assisted the US Chamber of Commerce with the pending overtime rule. K. Mr. Lastinger and Mr. Sinyard discussed the meeting location for the October 11th meeting. He noted that the meeting will be held at Lake Blackshear Conference Center located at the Georgia Veterans State Park. Mr. Lastinger will work with Mr. Sinyard to finalize the details and issue the public notice before the next meeting. L. Meeting adjourned at 10:20 AM.

September 13, 2016
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the
Agriculture Building on September 13, 2016. The following commission members were
present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Kim Bragg, Dr. Brian Forschler,
Bodine Sinyard (by phone) and Greg Holley.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA
and CPCO representatives, registrants and other members of the pest management
industry.
C. Motion was made by Mr. Holley to approve the minutes of the August meeting. Dr.
Forschler seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2).
E. Dr. Forschler provided the UGA update including a discussion about the fall workshops at
the Griffin training center. Mr. Lastinger discussed a recent effort to update the regulatory
sessions that are currently a part of each workshop. This effort focused on making the
sessions more interactive, effective and consistent.

F. Mr. Lastinger provided the Department update. He mentioned that a Georgia Clean Day
event will take place at the Cordele State Farmer's Market on September 30. Preregistration by September 26th, 2016 is required to participate. The Georgia national fair is
next month and GOA will be present at many of the scheduled events. Ms. Kuriatnyk noted
that DPH will be partnering with the Georgia Rural Healthy Homes Advisory to promote
healthy homes for all Georgians through various activities and topics including Pest Day. She
is coordinating a bug day with Jennifer Wren. Mr. Lastinger discussed the Bed Bug Outreach
publication project and noted that the publication is in final review. He also noted an article
in the Market Bulletin about the avian influenza and biosecurity. The article reminds
poultry growers that controlling insects and rodents at all times is necessary for flock
protection.
G. Mr. Lastinger provided the program update. He announced that Public Notice 16-06 was
recently posted regarding the location of the October meeting. The meeting will be held at
Lake Blackshear conference center in Cordele.
H. Ms. Jennifer Wren discussed the Georgia School 1PM project. She noted that there was a
recent comment period that ended last Friday. Nine groups of comments have been
received and others will be accepted until the publication is finalized later in the month.
She appreciated those that reviewed the draft document and provided comments. All
comments are being reviewed by the authors and edits will continue until complete.
I. Mrs. Fralick provided the legislative update.
J. Mr. Rick Bell provided the NPMA update. He noted that U.S EPA will soon release the

synthetic pyrethroid risk assessments and new mitigation measures. He also noted that

U.S. EPA's final version of the new certification and training rules will also be released by the end of the year. K. Mr. Gorecki mentioned his attendance to the ASPCRO conference last month in Sante Fe, New Mexico. He noted that there were many great presentations and topics. He thanked Mr. Lastinger and the committees for their work. L. Mr. Lastinger discussed rulemaking regarding soil applied products for subterranean termites. The intent of this rulemaking is to consider options to allow new treatment technologies. He provided the following background information:
Termidor HE is currently approved in Georgia and accepted for use under the defined soil treatment rule for subterranean termite control. Since being registered and accepted in May 2013, the SPCC issued Notice 15-03 to further clarify the use for post-construction treatment for the control and prevention of subterranean termites.
GPCA submitted a public request for rulemaking on August 31, 2015. This request for rulemaking recommended that the Commission amend the rules allowing the use of new technology by adjusting the minimum standard treatment language.
The SPCC has discussed the need to consider a WDO rule change to allow new technology which would offer PM P's more management options to offer to Georgia consumers.
In July 2002, GPCA requested rulemaking to allow for new termite management products. The SPCC responded by amending the rules to accommodate changes in technology and provide clarification. These rules became effective February 2003.
Mr. Lastinger discussed the current Rule 620-2-.01 which defines alternate application technique as a \Tlethod of application of termiticide which has been approved by the Commission; and has efficacy data supporting the use of such application technique reviewed and accepted by the Commission; and which is used in a manner consistent with the label and labeling of the termiticide being applied. Rule 620-6-.04 allows the Commission to approve an alternate application technique as a control method as a standard for subterranean termite control for treatment. The Commission discussed the current rule and if rule amendments were needed.
Mr. Gorecki and Mr. Jim Wright with BASF discussed the South Carolina rule that was adopted in 2004 that allows for a less than a full conventional liquid termiticide treatment as described in the South Carolina standards for post construction treatments. Mr. Gorecki also noted that North Carolina and Oklahoma are in rulemaking to address the non-conventional use patterns of the BASF products.
Mr. Gorecki suggested that the Commission also consider amending the comprehensive and defined soil termiticide application standards to refer to the termiticide label for how to treat required treatment locations such as the foundation trenching and treatment requirement.

The Commission discussed these options and would like to see an alternate application technique draft rule that specifies locations to be treated as a standard bu\ refers to the label for treatment method and requirements.
M. Mr. Lastinger motioned that GDA review and respond to the certification exam applications due to the scheduling of another meeting following the Commission meeting. Mr. Holley seconded the motion and motion passed.

C. Mr. Sinyard welcomed the Commission and attendees to the Lake Blackshear Conference

D. Motion was. made by Mr. Sinyard to approve the minutes of the September meeting. Ms.

E. The Commission approved company license applications (see Attachment 2).
F. The Commission discussed old business from the previous meeting. Aptive Environmental
sent in a name change request. Concerns were brought to the Commission about the

company not operating under their approved issued licensee name. Motion was made by Ms. Bragg to not approve the name change request since it could likely be confused with a
previously issued licensee name. Mr. Sinyard seconded the motion and motion passed.
G. Mr. Lastinger provided the Department update. He noted that Department has been
involved with the emergency preparedness and response to hurricane Matthew. The
Department's role focuses on food safety, safe fuel supply and animal shelters for
evacuated areas. HPAI and GDA preparedness is on the agenda but Department officials
that were scheduled to speak are currently attending to the response of Hurricane
Matthew. The agenda topic will be rescheduled for the November meeting.
H. Mr. Lastinger provided the program update. He discussed the Commission meeting dates
for 2017. The 2017 draft calendar will not include a meeting in July. Mr. Lastinger suggested
that he put together a draft calendar for review before the next meeting.
I. Jenny Wren provided on the administrative enforcement update. (see Attachment 3).
J. Jenny Wren discussed the finalized BED BUGS WHAT YOU NEED TO KNOW publication
regarding bed bug identification and pesticide safety. Also the /PM for Georgia Schools and
child care facilities publication has been sent to the UGA printing office for graphic design.
The publication should be available later this year and distributed through the UGA School
1PM workshops.
K. Mrs. Kuriatnyk discussed the Georgia Department of Public Health's involvement in the
Georgia National Fair that is currently taking place in Perry. The outreach effort is focused
on environmental hazards in the home and hosted by the Healthy Home Program. They
have partnered up with other agencies to address and discuss topics such as mold, lead,
paint and pests.

L. Mr. Gorecki suggested that Commissioner Black and the Department consider a press release focused on hurricane Matthew related flooded areas with a recommendation to
these Georgia consumers to have their home termite protection evaluated.
M. Mr. Lastinger presented a draft rule that expands the current alternate application
technique rule. Under this rule, an alternate method of application of soil applied
termiticide must be approved by the Commission with efficacy data supporting the use of
such application technique. The Commission discussed the draft rule which would allow
new alternate termiticide technologies. Mr. Gorecki suggested that he go back and discuss
details of rulemaking regarding new technologies with Mr. Lastinger. Rulemaking will be
placed on the agenda for the next meeting.
N. Mr. Holley discussed concerns with ventilation standards as it relates to the building code
for mobile and modular homes. These concerns are specifically related to inspecting and
issuing Official Georgia Wood Infestation Inspection Reports when the structure has a
crawlspace. The Commission discussed the various construction methods. Mr. Lastinger
will reach out to the Department of Community Affairs for related codes and interpretations
and report back to the Commission.

November 8, 2016
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on November 8, 2016. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Christy Kuriatnyk (By Phone), and Dr. Brian Forschler.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Dr. Forschler to approve the minutes of the October meeting. Mr. Lastinger seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Dr. Robert Cobb, State Veterinarian, discussed the highly pathogenic avian influenza (HPAI)
and concerns with the Georgia Poultry Industry. He noted that the virus is a foreign animal disease carried by waterfowl, but also highly virulent in poultry. An outbreak of HPAI would be detrimental to the poultry industry. He discussed the importance of biosecurity at the poultry farms as it relates to pest management and the Department's preparations for potential incidents of HPAI in Georgia. F. Mr. Ben Morgan regional manager with Aptive Environmental met with the commission regarding reconsideration of a name change request. The company is currently approved as Aptive Environmental, but operates and advertises as Aptive. Concerns were brought to the Commission about the company not operating under their licensed name. The Commission did not approve the original request for the name change under the similar name rule. Aptive requested the name be changed to Aptive Enviromental DBA Aptive. Mr. Gorecki suggested that we hold the request and consider when all of the members are present at the meeting. G. Dr. Forschler provided the UGA update. He noted the details for the upcoming January commission meeting. The meeting will be hosted by the Department of Entomology in the Lucy Cobb Chapel which is located at the University of Georgia. Dean Pardue, Dean of the College of Agriculture and Dr. Braman, Chair of the Department of Entomology, plan to attend the meeting. There will also be presentationsfrom several of the graduate students. Dr. Forschler mentioned a special project involving the building of a Farmstead house built with new building products that maximize energy and water efficiency of the structure. The project will allow UGA to study the products. The -structure_ is located on the UGA Tifton campus and he suggested that the Commission consider touring the home at a future Commission meeting. Lastly, Dr. Suiter has several recertification training webinars scheduled. H. Mr. Lastinger provided the Department update. He noted several upcoming Georgia Grown Winter Showcases that will be taking place at Perimeter Mall and the Shoppes at River

Crossing. Ms. Jenny Wren explained that the Department is in the process of updating the non-discrimination policy under Title VI. The policy will provide guidelines for making accommodations for persons with disabilities and for those who speak limited English. I. Mr. Lastinger provided the program update. He noted the collaboration with the Commissioner of Insurance regarding the current certificate of insurance form which is required under the Georgia Structural Pest Control Act for new company licensing. J. Mr. Gorecki provided an update on rulemaking. He noted that work continues to draft WDO rule amendments. K. Mr. Lastinger discussed his research regarding the under-floor space ventilation building codes for modular homes and HUD manufactured mobile homes. He learned that modular homes must meet the same building standards as other residential homes. HUD manufactured homes or trailer/mobile homes are regulated under the State Fire Marshall's Office of the Commissioner of Insurance. He discussed the differences in the code for under-floor space ventilation. The Department will .look into possible updates to the Underfloor Space Ventilation Fact Sheet 14-08 to address HUD Manufactured homes. L. Mr. Lastinger discussed two press releases that were issued on November 1st regarding Hurricane Matthew flooding in coastal Georgia and the potential for pest problems and the loss of termite prevention measures. There was also an article published in the November
9th issue of the Farmers and Consumers Market Bulletin.
M. Mr. Lastinger noted that Public Notice 16-07 announcing the 2017 Commission meeting dates has been published and posted on the website.
N. Mrs. Lauren Fralick provided the legislative update. She noted that the legislative session is quickly approaching and will start in about two months.
0. Mr. Rick Bell provided the NPMA update. He noted that the US EPA synthetic pyrethroid risk assessments and the final Certification and Training rule will most likely not be posted until the end of the year or by the beginning of next year. Mr. Lastinger added that ASPCRO, NPMA and SFIREG have partnered to host a workshop that will take place on December 14th. The workshop will focus on the structural and urban use of synthetic pyrethroids and will be attended by US EPA risk evaluators and decision makers.

E. Mr. Gorecki discussed rulemaking. He presented an Alternate Technology issue and
discussion document that was reviewed and further discussed. Termidor HE and HP were
also discussed as the products related to the alternate application rule for soil applied
termiticides. Under the current rule, these products could be approved for comprehensive
or defined treatments for subterranean termites. The Commission recommended that the
Department draft a rule to address the alternate application techniques.
F. Mr. Lastinger provided the program update. He noted that the Department will be moving
forward with a new electronic inspection program in 2017. The new program will provide
inspection notices and reports electronically.
G. Mr. Lastinger provided the Department update. He noted that yesterday US EPA released
the final certification training regulations. Also, the US EPA Office of Inspector General EPA
issued a report regarding an internal review of EPA's oversight of structural fumigants.
NPMA and ASPCRO will be holding a pyrethroid workshop tomorrow in Fairfax, Virginia for
US EPA risk evaluators for the reregistration of the pyrethroids. Lastly, the Integrated Pest
Management for Georgia Schools and Childcare Facilities publication should be published
soon.
H. Mr. Tim Taylor discussed recertification course renewals. Currently approved courses must
be renewed if the instructor plans to present again in 2017. A notice to instructors and
sponsors was sent as a reminder to complete the course renewal process.
I. Dr. Forschler provided the UGA update. He noted the details for the upcoming January
commission meeting. The meeting will be hosted by the Department of Entomology in the
Lucy Cobb Chapel which is located at the University of Georgia. Dean Pardue, Dean of the
College of Agriculture and Dr. Braman, Chair of the Department of Entomology, plan to
attend the meeting. The meeting will begin at 9:15 AM and include research updates from
the entomology students.
J. Mr. Rick Bell provided the NPMA update. He discussed a recent meeting with spray foam

A. The Georgia Structural Pest Control Commission convened at 9:15 a.m. in the Lucy Cobb
Chapel located at the University Of Georgia Carl Vinson Institute Of Georgia on January 10,
2017. The following commission members were present: Chris Gorecki, Chair; Derrick
Lastinger,Vice-chair; Christy Kuriatnyk; Dr. Brian Forschler; Bodine Sinyard; Greg Holley; and
Kim Bragg.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA
and CPCO representatives, registrants and other members of the pest management
industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the December meeting. Ms.
Bragg seconded the motion and motion passed.
D. Dean Pardue of the College of Agriculture and Environmental Sciences {CAES) welcomed the
Commission and attendees to the University. He mentioned his great appreciation for the
diversity of Georgia Agriculture. He noted the importance of CAES and the huge impact it
has on Georgians. He noted that he likes to know what things are not working well so that
(
adjustments can be made along with what is working well.
E. Dr. Kris Braman, Chair of the Department of Entomology, recognized the important work of
Dr. Forschler and Dr. Suiter including the entomology students. She closed with an
appreciation for the opportunity to serve the industry in her new role.
F. Dr. Forschl.er introduced the Entomology students. Each student provided a brief summary
and report on their urban entomology related research projects. He then provided and
discussed the annual UGA Household and Structural Entomology Research Program
Progress Report to the Commission. He also announced that the Integrated Pest
Management for Georgia Schools & Child Care Facilities publication was complete and
printed. He noted that while 24 states have mandated programs, the Georgia publication is
a great resource and encouraged the industry to implement SIPM programs..
G. Mr. Gorecki announced the meeting dates for 2017 and noted that the dates are published
on the Public Notice located on the Commission website.
H. Mr. Gray provided the Department update. He thanked the Commission for their hard work
and dedication on many challenging issues. He noted a recent meeting with Commissioner
Black and Dr. James Sutton as they plan for 2017 under Commissioner Black's leadership.
He also thanked Dr. Sutton for being influential in helping the Plant Industry Division fill
vacant positions.

J. Mr. Lastinger provided the program update. He noted that Commissioner Black will be
speaking Thursday morning at the GPCA Winter Conference. He highlighted the following

pesticide safety, health effects, and hiring a professional.
o Commission meetings held at the University of Georgia in Dahlonega and the
Georgia Veterans State Park in Cordele.
o Issued new and revised guidance and notices including the Guidance Policy
for Profume Fumigant & "Posting of a Sign" Rule and the Fact Sheet for the
Termite Warranty Retreatment Rule.
o Outreach activities that included a press release and/or an article in the
Farmers & Consumers Market Bulletin: potential pest concerns and termite
protection in response to Hurricane Matthew affected areas, residential
mosquito 1PM and hiring a licensed mosquito control operator, biosecurity
on poultry farms including rodent control, and the Thomasville Farmer's
Market drywood termite project with UGA and industry support.
o Developed a new compliance tracking and inspection program that will
provide notices and reports to the regulated community by email. The
program will also provide more detailed compliance data for the SPCC and
GDA.

K. Mr. Gorecki provided an update on rulemaking. He noted that the Department is working
on the draft language for the alternate technology rule that will be available for the
February meeting.
L. Mr. Rick Bell provided the NPMA update. He noted that Commissioner Black was recently
named Georgian of the Year by Georgia Trends for his commitment to Georgia agriculture
and his efforts to promote the industry and its economic contributions. Mr. Bell also noticed
that EPA issued the final rule for certification and training.

PROGRESS REPORT: The research program published results from four studies including the transfer of 5 different CSI active ingredients used in termite baits and a summary of fly control efforts in the Tohoku region ofJapan after the 2011 tsunami. The program also graduated a PhD candidate that worked on residential mosquito management which illustrated the efficacy ofbackpack misting along with treatment of larval breeding sites for management of the Asian Tiger mosquito. Field\vork on drywood and subterranean termites continues with demonstration projects on University property. The drywood project illustrates that efforts to eliminate a widespread stmctural infestation must involve patience~ time and good communication ,vith the customer. The subterranean termite project continue.s to shmv most infestations originate from crevices associated with building foundation elements. The information generated by laboratory research on termite response to treatment tactics shows that local treatment with liquid termiticides alter colony foraging which is consistent with previous field work showing a lack of territoriality. This information provides proofthat a subterranean termite prevention program aimed at treating critical elements of construction (using liquid, dust, foam and/or physical barriers) combined with use of termite baits can keep strnctures :free ofinfestation despite the continued presence of populations in the landscape. Graduate students c,ontinue to pursue research on projects aimed at aspects of the ecology oftennites in forest habitats and their role in wood decomposition, collective decision making in laboratory groups of subterranean tem1ites that shows they beh.1ve more like roaches than ants, termite species distribution across the state. ofGeorgia that will illuminate ifthere are s-pecies-spe.cific habitats and invasive red imported fire ant distributions along Georgia's coast illustrating the role that human inte.nrentions play in providing suitable habitat for urban pests.
EXPENDITURES:
Graduate student stipend expenditures were approximately $148,000 in addition to $8,000 fonmdergraduate sn1dent workers and $44,000 for supplies and equipment. The State Structural Pest Control Commission research.fees were used for a portion of the graduate sh1de11t stipends, all undergraduate sn1dent salary and a part of the equipment and supplies. The. remaining costs were. paid through extramural grants.

cropping system technology for growers that are battling glyphosate resistance weeds in
corn, cotton and soybeans. There will be an additional label requirement specific to Georgia
applicators requiring specific training for growers to attend which will mitigate off-target
movement of herbicide. The Coweta county commissioners are scheduled to review a
current building code that requires the use of a soil applied termiticide for new
construction. Consequently, the Department was contacted to provide a letter to the
Commissioners to provide information regarding non-soil applied products that are allowed
for preventive control of termites. A letter was submitted to the Commissioners which also
included language regarding the Georgia Pesticide Use and Application Act prohibition of
county and city government from adopting local ordinances and regulations relating to
pesticide use in the State of Georgia.
F. Mr. Taylor provided an update on license renewals. He noted the renewal fees, the training
deadline for technicians and the timeline for receiving renewal notices. He noted that a
new insurance form is currently under review by the Georgia Insurance Commission and will
be available by the next meeting.
G. Ms. Shannon Fitzgerald provided a presentation on the new electronic inspection program.
She noted there will be changes in the way inspection findings are recorded and tracked.
Notices of Inspection and Notices of violation or compliance will be emailed to the licensee
at the email address associated with the license. She noted that the inspection process and
requirements are the same; however the notifications will be received by email and may
look a little different. Mr. Sinyard expressed his concerns about the need to maintain a
dialogue and compliance assistance time during the routine company inspections. The
Commission requested that the Department develop some guidance to assist the industry

with inspection terminology and the inspection process.

H. Ms. Christy l<uriatnyk provided copies of the new "Bed Bugs What You Need To l<now"
publication. She noted that the Department of Public Health and the Department of
Agriculture partnered to develop the publication which includes identification, health
effects, pesticide safety and hiring a pest control company. The publication can also be
useful for the Healthy Homes program for those households with asthmatic children.
I. Mr. Gorecki discussed rulemaking and referenced the draft language document that Mr.
Lastinger had distributed prior to the meeting. Mr. Gorecki reviewed the rule amendments
and the draft alternate application technique rule. Motion was made by Mr. Sinyard to
approve the draft alternate application rule. Mr. Holley seconded the motion and motion
passed. The remaining issue regarding the WDO contract rule requiring the specific type of
treatment will be discussed at the next meeting.
J. Mrs. Fraulick provided the legislative update. She discussed the legislative calendar and the successful GPCA Legislative Day event held on February 1st
I<. Mr. Rick Bell provided the NPMA update. He mentioned the upcoming NPMA legislative day
which will be held in Washington, DC. He also mentioned the pending confirmation of
Governor Sonny Purdue as the Secretary of Agriculture for USDA.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 300B of the
Agriculture Building on March 16, 2017. The following commission members were present:

D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA update. He discussed the May 9thCommission meeting
details which will be held on the Tifton campus and include a tour of the Farmstead house.
The tour will look at innovative building products and potential pest related issues. Mr.
Gorecki suggested that the Commission consider supporting consumer outreach to provide
information regarding how certain building practices such as spray foam insulation may

affect termite protection services.
F. Mr. Lastinger provided the Department and program update. He introduced Mr. Bo Warren
as the new director of policy for the Department. He noted that the Commission requested
guidance on inspection and enforcement forms and processes is currently being developed.
He also mentioned that with the new inspection program, there will be access to more
specific compliance reporting and information. Regarding the new bed bug publication,
there were questions during the last meeting on whether the publication could be printed
by the pest control associations. The GDA Communications office did approve to allow the
associations access to add their logo and print for their members. The Department is
planning for pest awareness month and will provide outreach to consumers on how to
protect homes and businesses.
G. Mr. Tim Taylor announced recent changes to the company insurance verification form. He
mentioned that due to new requirements by the insurance commission, the Department
had made required changes to the insurance verification form. The form is required to be
signed and submitted by the DCO with attached copies of the certificate of liability
insurance form and endorsements. He provided several reminders for licensing renewals.
The Commission requested that the Department provide a renewal information document
to assist the industry with renewal preparations and reminders.
H. Ms. Jenny Wren discussed the recent published School 1PM publication. She noted that a
new webpage was launched to host the publication and other related resources.
I. Mrs. Lauren Fralick provided the legislative update. She noted that there are only five.
legislative days left for the session to meet. She also mentioned that Representative

Dominic LaRiccia is an owner of a pest control company and currently serving in the House.
The Commission discussed inviting him to a future meeting.

J. Mr. Gorecki introduced the rulemaking topic and provided an updated rulemaking
document. Mr. Lastinger discussed Issue #3 regarding WOO contracts and the requirement
to specify a specific type of application. Considering the different types of WOO control
measures, the Commission discussed a rule amendment to require the specific type of
minimum adequate control measure as defined in the WOO control measures chapter.
Motion was made by Mr. Sinyard to approve the draft language. Dr. Forschler seconded the
motion and motion passed. Next steps will include posting the rule amendments and
holding a public hearing and comment period. Mr. Gorecki requested that the Commission
put together training and outreach materials for the rule changes once they become final.
. K. Mr. Lastinger presented a business naming document that highlighted the current
requirements under the Georgia Structural Pest Control Act and regulations. In response to
suggestions made by the Attorney General's Office to develop guidelines, the document
also proposed business naming standards to assist the Commission with determining if a
business name is distinguishable and not likely to cause confusion from the name of other
businesses. The Commission discussed the standards and policy. Motion was made by Dr.
Forschler to accept the document and post as new policy. Mr. Sinyard seconded the motion
and motion passed

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the
Agriculture Building on April 18, 2017. The following commission members were present:

C. Motion was made by Mr. Holley to approve the minutes of the March meeting: Mrs.
l<uriatnyk seconded the motion and motion passed.
D. Mr. Lastinger discussed the new Business Naming Policy that was issued as Notice 17-01. He
mentioned that last month the Commission made a motion to accept the white paper as
the policy. He noted that everyone should have received a copy of the notice.
E. The Commission approved company license applications (see Attachment 2).
F. Dr. Forschler provided the UGA update. He noted that the meeting room has been

confirmed for the May 9th meeting in Tifton, Georgia. The May meeting Public Notice 17-02
"
was posted on April 6th. The meeting will begin at 9:00 AM and will be located in room 19 of
the UGA Tifton Conference Center which is located at 15 RGC Road in Tifton. He noted that
the Commission will also tour the UGA Farmstead structures to look at new construction
technology. Dr. Forschler provided a slideshow to show the construction and building
components of the Farmstead structures. The tour will provide an opportunity to discuss ..
potential construction related pest issues and concerns. There could be further discussions
to raise consumer awareness regarding the risks and benefits of new construction
techniques and materials.
G. Mr. Tommy Gray provided the Department update. He noted that they are closely watching
the federal budget cuts as these will impact the Plant industry Division. He mentioned a low
pathogenic avian influenza incident that occurred in Chattooga County. GOA employees
including Plant Industry Division staff worked diligently to address the incident on a poultry
farm. Lastly, he discussed Georgia's blueberry industry and the impact of the recent freezing
temperatures on production.
H. Mr. Lastinger provided the program update. He noted that the program was recently
contacted by the U.S. Customs and Border Protection with the Port of Savannah. They
contacted the Department in regards to bee swarms that come into the port on the ships
and import restrictions. Mr. Lastinger asked if there might be a need to hold a workshop to
focus on pollinator protection and bee management and removal. The training could also
address rules, regulations and removal techniques. He agreed to contact Dr. Dan Suiter to

discuss the issue further. He also mentioned the recent market bulletin article on pest

control awareness month. The article was sent out to all media contacts through the
communications office. I. Mr. Taylor provided the renewal update. He noted that certified operators should receive
license renewal notices by mail in two weeks. Renewals will also be sent by email to the email address on file. License renewals for the company and registered employees will be sent out mid-May. In response to a request from the Commission, Mr. Taylor noted that over 500 companies were not in compliance with insurance requirements according to licensing records. He urged companies to submit updated insurance forms so that the company license can been renewed next month. Once the company renewals notices are received, the company can add or delete registered employees and renew certified operators attached to the company license. Renewal payments can be paid online and there are no extra fees to the licensee for this service. J. Ms. Jenny Wren provided the administrative enforcement summary. (see Attachment 3).
K. Mr. Lastinger provided an update on rulemaking. He noted that the Notice of Intent to Consider the Adoption of Amendments to Rules 620-1, 620-3 and 620-6 will be posted on April 21, 2017. The notice will be mailed to certified operators and sent by email to all
company licensees and certified operators that have an email address on file. The notice provides a synopsis of each proposed rule change. In addition to the notice and synopsis, a marked version and clean version of the three chapters will be posted on the legal notices webpage. The comment period for the rule changes will be from April 21st to the close of business (4:30 pm EDT) on May 22, 2017. Comments can be submitted by email to spcc@agr.georigia.gov or by mail. There will be a public hearing is scheduled for May 23 rd at ( 9:30 AM in room 201 of the Agriculture Building. L. Mrs. Lauren Fralick provided the legislative update. M. Mr. Gorecki provided the NPMA update noting port fumigation issues at a port in New

A. The Georgia Structural Pest Control Commission convened at 9:00 a.m. in Room 19 of the UGA Tifton Campus Conference Center Building on May 9th, 2017. The following commission members were present: Chris Gorecki; Chair, Derrick Lastinger; Vice-chair, Christy Kuriatnyk; Dr. Brian Forschler; Bodine Sinyard; Greg Holley and Kim Bragg.
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the April meeting. Ms. Bragg seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Assistant Dean West welcomed everyone to the UGA Tifton Campus. Dean West discussed
the 2200 acres of fields dedicated to research and highlighted some of the work that is
benefiting the Agriculture Industry.
F. Mr. Gorecki thanked Dr. Forschler for setting up a tour of the Farmstead house on the Tifton campus which took place on May 8, 2017. The tour included a look at some of the new building products that have the potential to cause some challenges with pest management.
G. Dr. Forschler provided the UGA update. He thanked Mr. Lastinger and Mr. Mike Evans with
the Department of Agriculture for bringing these construction practices to the attention of
the Commission. Dr. Forschler also credited Mr. Lastinger with providing an opportunity for
the Commission to get involved in the revisions to the Georgia Energy Code, which is being
updated by the 2015 International Energy Conservation Code Task Force. Dr. Forschler
indicated this will provide an opportunity for the Commission to voice an opinion and
discuss the possible need for a white paper for consumers and builders to be aware of the
potential pest management issues that can arise with these construction methods. Dr.
Forschler indicated that this conversation and tour were a good starting point and that by
the end of the year the Commission may be able to provide a statement or position to
present on this issue. Dr. Forschler proposed that the Commission focus on addressing the
updates to the Codes since these codes will lead the building industry. Dr. Forschler
reiterated the need for any statement from the Commission to focus on addressing the
issues at the level of the builder and that the industry may have to choose not to issue

contracts on this type of construction and make that known to the consumer.

H. Mr. Lastinger provided the Department update. He noted that under White House Executive Order 13777 on regulatory reform, US EPA is asking for input on regulations. In response, the National regulatory and industry associations are putting together comments which are due by May 15, 2017. He indicated that the Department is also planning on submitting comments and that Commissioner Black is scheduled to attend a Senate hearing on May 11, on behalf of NASDA and the Georgia Department of Agriculture to provide comments on behalf of NASDA. Mr. Lastinger stated that once the comments are finalized they could be shared with the Commission.
I. Mr. Tim Taylor discussed license renewals and indicated that the certified operator renewals have gone out via email and mail and that the company renewals are scheduled to go out in mid-May, though a date has not been set. Mr. Taylor indicated that the Commission had requested that renewal instructions be developed and this was completed and sent via email and posted on the Department's website. Mr. Taylor indicated that certification renewals appear to be going well, approximately 800 certified operators have renewed so far.
J. Ms. Fitzgerald provided an update on routine company inspections. She indicated that the Section is focusing on companies that may have avoided state inspections. These companies are being prioritized for an inspection by the close of the fiscal year. Mr. ( Lastinger pointed out that there have been a number of vacancies in the program that may have caused some companies to fall through the cracks, but reiterated the program's commitment to getting these companies inspected by the close of the fiscal year. Ms. Fitzgerald also stated that another potential tool the program may use to get the companies that have been avoiding inspections back into compliance is to suspend their license and not allow renewal until the inspection has been completed.
K. Mr. Gorecki provided the Rule making update. He announced that the public hearing will be May 23, 2017 and the deadline for written comments is May 22, 2017. Mr. Lastinger indicated that comments have been coming in and he offered the choice of providing the written comments to the Commission prior to the public hearing or waiting until after the public hearing and providing all comments both written and verbal at once. The Commission indicated they would like to wait until after the public hearing and review all comments at once. Mr. Lastinger indicated that the Public Notice is posted on the Department's Legal Services website; there is also a link on the Commission website. Dr. Forschler asked if there have been many comments, Mr. Lastinger replied that there have only been a few received.
L. Mr. Gorecki provided the NPMA update and indicated that they are working on some legislative initiatives for the industry. Mr. Lastinger mentioned a fumigation workshop he

attended, hosted by ASPCRO and NMPA for EPA staff members at the fumigation school at the University of Florida in Davie, FL. The focus was on non-soil fumigants, in particular, structural, chamber and port fumigations. He indicated that many of the questions from EPA staff were in reference to items in the US EPA Office of Inspector General Report issued late last year that had several recommendations including site security. He stated ASPCRO has formed a committee to assist EPA with recommendations. Mr. Lastinger indicated that some additional documentation required by Florida and California may be helpful. Mr. Lastinger also mentioned that NMPA is working with the registrants for fumigation stewardship to assist EPA, and that some labels require additional training; however, there is currently no standard for that training and NPMA is offering assistance to EPA for guidance.

E. Dr. Forschler provided the UGA update. Dr. Dan Suiter plans to host a webinar on bee pest
management and pollinator protection in the spring of 2018.
F. Mr. Lastinger provided the Department update. He noted that Commissioner Black and
(
Governor Deal recently recognized the state employees that were involved in the recent
avian influenza incident in Northwest Georgia for their work. He discussed the
announcement from U.S. EPA certification and training rule that amended 40 CFR. The rule
implementation date has been delayed to May 22, 2018. Mr. Lastinger discussed several
industry inquiries regarding the use of red eye termite bait stations. The red eye termite
bait station has been developed and distributed by a pest control operator out of Florida; it
is a monitoring only station that has a red and green indicator which indicates when
termites are feeding on the station. He noted that the station distributer instructs the user
to inject the station with a liquid termiticide using the station port when the station
indicates red. After full review of the use of product with treating the station with a liquid
termiticide, the Department found that the product would not meet the control standards
for subterranean termites.
G. Mr. Taylor provided a renewal update for 2017. He reminded everyone of the renewal
deadlines. He reported that 462 companies, 1,527 certified operators and 2,854 technicians have been renewed. All licenses that have not been renewed by June 30th will expire. Inspectors will be checking on companies starting August 1st who have not renewed their
license.
H. Ms. Fitzgerald discussed the draft guidance regarding state inspections. The new guidance
was requested by the Commission and outlines the areas of inspection and details the
Department notices of compliance, non-compliance and enforcement.
I. Mr. Gorecki provided an update on rulemaking. All the comments and the transcripts were

sent to the Commission members. The Commission members confirmed receiving and reviewing the documents provided. The Commission discussed the comments and decided
to make the following 4 edits.

The Commission requested that GDA draft the revised amendments for review at the August Commission Meeting. Mr. Gorecki requested that the state pest control associations submit rule amendment related questions to the Commission. He recognized the Department for the work on the rule change and t.he industry for active engagement in the process.
J. Mr. Gorecki provided the NPMA update. NPMA is working on FIFRA related regulatory reform to make pesticide product registration work smarter and to get new products through the registration process faster. Mr. Sinyard recognized Mr. Gorecki for his work with NPMA on the regulatory reform effort.
K. Mr. Lastinger reminded everyone that the next meeting will be August 1st. There will not be a July Commission meeting. The September Commission meeting is being planned for Rome, Georgia. The certification examination notifications will be reviewed and processed
as scheduled in July. The new company license applications will be reviewed and voted on
in the August meeting. L. Meeting adjourned at 10:40 AM.
