As required by O.C.G.A. 43-45-8 (3), the Georgia Structural Pest Control Commission submits the following annual repo1t.
The Georgia Structural Pest Control Commission met monthly during Fiscal Year 2013 on the following dates:

All meetings began at 9:30am in Room 201 of the Agriculture Building with the exception of the July 10th
meeting began at 10am, the November 13th meeting which was held at the Tellus Science Museum in Cmtersville, the January 8th meeting held at 10am hosted by the Depmtment of Entomology in the . Fireside Room of Rooker Hall on the University of Georgia Campus in Athens, and the Mmch 12th
meeting which was held in room 104 of the Student Learning Center on UGA Griffin Campus.
Expenditures for the Commission and records of attendance for each member are included.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
July 10th 2012
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on July 10th, 2012. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice Chair, Jimmy Allgood, Maurice Redmond, Dr. Brian Forschler, Bodine Sinyard, and Laurie Padgett.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the June meeting. Mr. Allgood seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Oscar Garrison, Division Director of the Food Safety Division, discussed Georgia's
proposed Cottage Food Regulation. The regulation allows individuals to produce certain foods such as jams and jellies in their homes to offer for sale. Mr. Lastinger discussed that applicators should consider these types of establishments as a residential kitchen and not food processing facility. He referred to the definition of a food handling establishment defined in US EPA PR Notice 73-04. F. Mr. Billy Skaggs, Chief Operations Officer, discussed the Georgia Grown program. Mr. Skaggs discussed the many benefits of the program and the marketing and promotion tools available to Georgia agriculture and agri-businesses members. G. Dr. Forschler suggested that PMP's be aware of the current drywood termite season and watching for signs of infestations. He noted that he has received numerous calls regarding the drywood termites so far this year. Dr. Forschler announced that he has two new graduate students that have research projects on carpenter bees and mosquitos while Dr. Suiter's student is continuing with his work on argentine ants . H. Mr. Wiley updated the Commission on the mosquito category certification license. He noted that that on M ay 2012, 359 transfer letters of notification were sent to non-government employees offering the option to transfer a category 31 license (Public Health) to a category 41 license (Mosquito control). To date 250 licensees have responded and t ra nsferred the license. He also mentioned that some of the category 41 exa m questions have been revised. I. Mr. Lastinger mentioned a recent leadership opportunity and state wide meeting for field inspectors. GOA partnered with GPCA and offered an advanced five week training program to enhance outreach efforts through education and regulation. J. Mr. Lastinger discussed an upcoming meeting on July 26th that the Department of Community Affairs (DCA) will be hosting and the committee will vote on the "installation of wall coverings" amendment. DCA representative anticipates that the amendment will receive a favorable vote.

K. Mr. Tim Taylor updated the Commission regarding the new online licensing program. He noted that there are parts of the program that still need improvement. Mr. Taylor thanked the industry for their continued patience while the department continues to process and update training records. He also discussed a new training course attendance form that will be placed on the website.
L. Mr. Lastinger discussed a national survey that ASPCRO and NPMA collaborated on regarding state structural pesticide licensing. The results are now posted on ASPCRO's website.
M. Mr. Lastinger discussed the June meeting of the State FIFRA Issues Research and Evaluation Group (SFIREG). At this meeting, there was a panel discussion regarding state and industry concerns with the new pyrethroid label statements and restrictions. He highlighted issues that ASPCRO and SFIREG raised to US EPA. The agency has indicated that most of the issues will be addressed through a Q&A guidance document and that the overwinter pest issue will be handled separately. The agency requested that ASPCRO and NPMA partner to hold a workshop for EPA registration staff so that they can better understand the issues.
N. Mr. Lastinger announced that the 2012 annual ASPCRO conference will be hosted in Seattle, Washington in August.
0. Mr. Redmond provided an overview and organization breakdown of the many functions of the Georgia Department of Public Health.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on August 14, 2012. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice Chair, Dr. Brian Forsch ler, Bodine Sinyard, Maurice Redmond, and Laurie Padgett.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the July meeting. Dr. Forschler seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Gorecki announced a location change for the Commission meeting in November to be
held at the Tell us Science Museum Cartersville. F. Mr. Skin Edge reported that the Governor asked for a 3% budget cut for the state fiscal year
2013. G. Dr. Forschler reported that Dr. Suiter of UGA was recently awarded a University of Georgia
construction grant to fund a renovation and expansion of the structural pest control training center in Griffin. He mentioned that the 2012 annual Entomological Society of America's conference is scheduled to be held in Knoxville, Tennessee in November. H. Mr. Lastinger announced that new Phostoxin label has been registered by U.S. EPA and is now regi stered in Georgia. I. Mr. Lastinger mentioned that there is an increase in reports of unlicensed operators. GOA is maintaining these efforts as a priority and Mr. Mark Mulling reminded the Commission of the regulatory challenges associated with the investigations and enforcement. To better manage these cases, GOA has implemented a new internal policy to better track unlicensed operator cases and pending. The Commission requested that GOA put a note on the company license search website to contact GOA if a company is not currently licensed. J. Mr. Lastinger discussed an active case involving an applicant by the name of Mr. Daryl Glass that applied for a company license at the July Commission meeting. Mr. Lastinger noted that he received a letter after the July Commission meeting from his previous employer, Just Right Pest Services. Mr. Lastinger reminded the Commission of policy 10-2 regarding applicants involved in a pending investigation or enforcement action. Considering t he letter and pending investigation, the Commission denied the company license application from Mr. Glass. K. Mr. Tim Taylor updated the Commission regarding the online licensing program . He mentioned that applicators have been issued new license numbers. He noted that the old license numbers continue to work as well. Mr. Taylor also updated the Commission on the processing of continuing education credits.

L. Mr. Rick Bell discussed new label changes on pyrethrin labels. He noted that manufacturers have changed the labels of pyrethrins to coincide with label changes of required pyrethroids. He noted his concern of US EPA working directly with registrants and not including all stakeholders regarding label language changes.
M. Mr. Bell mentioned an ASPCRO-NPMA workshop in September that he and Mr. Lastinger will be attending with US EPA officials and state pesticide regulatory officials. During the workshop, Dr. Suiter and Dr. Mike Waldvogel of North Carolina University will present to EPA a session on overwinter wintering pests including a field demonstration to show the pest management challenges.
N. Mr. Redmond discussed a draft of a bedbug handbook written by Dr. Rosemarie l<elly of the Georgia Public Health office, which describes the biology, treatment types and options for bed bug management. He also discussed the Georgia Public Health Epidemiology Report.
0. Mr. .Lastinger mentioned that GDA's Market Bulletin plans to write an article on the Structural Pest Control Program.
P. Mr. Lastinger discussed an article written in the Augusta Chronicle which included misleading information on pesticide use and application. In response, GPCA has proposed a letter writing campaign together to address the information written in the article.

C. Motion was made by Mr. Sinyard to approve the minutes of the September meeting. Dr. Forschler seconded the motion and motion passed.
D. The Commission reviewed company license applications (see Attachment 2). E. Mr. Skin Edge reported that the Governor is awaiting budget requests to be submitted from
state agencies. F. Dr. Forschler discussed a summit that the U.S. Green Building Council will be hosting on
High Performance Healthy Schools. The summit will be on October 9th and 10th at the Georgia World Congress Center. Dr. Forschler also reminded the Commission of the 2012 annual Entomological Society of America's Conference scheduled for November in Knoxville, Tennessee. He noted that there will be several opportunities for applicators to obtain CEU training during the Conference. He announced that Dan Horton with UGA is the acting State Pesticide and 1PM Coordinator. G. Mr. Lastinger mentioned that new language had been posted on GDA's website in response to the Commission's request from the July Commission meeting. When searching for a pest control compa ny and the company is not licensed, consumers will now be advised to contact GOA and report unlicensed companies. H. Mr. Lastinger updated the Commission on the program's implementation of the Department's strategic plan.
o The program continues to make efforts to improve department and industry relations, focusing resources on inspector training and maintaining compliance assistance a priority. This year, several state-wide inspector meetings and trainings have been held. Also, several staff members have been added to the UGA Structural Training Workshop faculty.
o To further enhance online resources for the industry, pest control compan ies can now apply for employee registration replacement cards online and update the company mailing address, phone number and email address.
I. Mr. Tim Taylor updated the Commission regarding the online licensing program. He noted that there were approximately 6,000 training records processed last month, as well as 5,000 processed in June. Mr. Taylor discussed the procedure that GOA follows to process recertification training records. Mr. Lastinger added that a request from CPCO had been

received regarding their concern about language on recertification training summaries posted on the website. GDA recently reviewed the language and found that it is correct and communicates the current average time it takes for sponsors of recertification training to submit records to GDA. Mr. Gorecki asked CPCO to submit alternative language for consideration. Mr. Lastinger asked Mr. Taylor to contact Mr. Eric Olsen of the Pesticide Section to compare language and review the language on course approval letters. J. Dr. Dan Suiter with UGA Extension joined the meeting by teleconference and proposed a UGA webinar program for recertification training. He plans to pilot a webinar in October to test the system and learn more about industry interest and participation. Dr. Suiter plans to send an email to a number of pest control operators announcing the upcoming online pilot session. Interested operators will need to register for the session and pay a fee which will initiate a series of email correspondence. He noted that each operators attending will have to register for the session. Once registered and logged on, the program w ill capture the amount of time the operators is logged into the system. Several concerns regarding positive identification and active participation were discussed among the Commission and those attending the Commission meeting. Mr. Gorecki suggested that Mr. Lastinger and Mr. Taylor get with Dr. Dan Suiter to discuss the program and verification requirements and report back to the Commission for the October meeting. Mr. Lastinger reviewed a May 2010 Commission policy for online recertification training verification for online conferencing. Dr. Forschler suggested that the Commission review current positive identification requirements and training limits for computer-based training. K. Mr. Lastinger announced that BASF had sent the analytical procedure for testing for the product Termidor HE. GDA previously requested BASF to submit this procedure and a soil distribution study. L. Mr. Lastinger mentioned that the Georgia Department of Agriculture will be hosting the Farmer's Market Showcase on September 15, 2012 at the Atlanta Farmer's Market. M . Mr. Lastinger reported on the 56th annual ASPCRO meeting that was held in Seattle, Washington. He noted that the conference was well attended by state regulatory officials, researches, and pest management professionals. EPA announced at the meeting that they plan to release a draft of the product performance guidelines for public health pests. During the conference, Dr. Forsch ler was presented the ASPCRO hall of fame award. The next
conference will be hosted by GDA on August 18th -2151, 2013.
N. Dr. Rosmarie Kelly of the Georgia Department of Public Health presented a report of the West Nile Virus in Georgia. She also mentioned that the Georgia Mosquito Association is hosting a conference in October.
0. Mr. Rick Bell with Arrow Exterminators discussed a meeting that he and Mr. Lastinger will attend with EPA, ASPCRO, NPMA & SP IREG representatives to discuss exceptions for controlling over-wintering pests such as lady beetles and kudzu stink bugs with pyrethroids.
P. Mr. Gorecki mentioned a press release by the FTC announcing that it is taking law enforcement action against the manufacturers of two 25(b} bed bug products for deceptive advertising and claims.

October 9, 2012
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on October 9th, 2012. The following com mission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Laurie Padgett, Maurice Redmond, Dr. Brian Forschler, Bodine Sinyard, and Jimmy Allgood.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the October meeting. Mr. Allgood seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Skin Edge reported that Governor Deal continues to receive budget requests from State
agencies. He stated that Medicaid's deficit will have a huge impact on this fiscal year's budget. F. In response to CPCO's request to revise the language on recertification training summaries posted on the website, Mr. Gorecki asked CPCO to suggest new language for consideration. Accordingly CPCO presented a revised statement to the Commission. The statement was accepted and will be added to the website. G. Mr. Lastinger mentioned location and details for the November Commission meeting on the 13th The meeting will be held at the Tellus Science Museum, 100 Tellus Drive, Cartersville, GA 30120 at 9:30 AM. H. Mr. Lastinger provided an update on one of the program's priorities of addressing unlicensed operators. During the last Commission meeting, Mr. Lastinger suggested that he would reach out to the Department's legal office and request their presence fo r the next Commission meeting. Accordingly, Mrs. Cora Potter Keenan provided a presentation on enforcement and legal protocols when taking action against unlicensed operators. Mr. Lastinger mentioned that GOA is developing a brochure to provide further outreach regarding licensing requirements for Georgia consumers. I. Mr. Tommy Gray, Associate Division Director of Plant Industry, discussed a notice to repeal regulation for treated timber. He mentioned that earlier this year, the General Assembly repealed the Georgia Timber Act. As a result of the law no longer existing, the Department's rules concerning treated timber needed to be revised, the legal office has released a rule adoption notice to the stakeholders. It was noted that these changes will not affect the pest management industry. J. Mr. Lastinger announced that EPA released a draft of the 2014-16 cooperative agreement guidance for state pesticide programs. States agree to these goals and activities to receive federal funding. Mr. Lastinger mentioned that bed bug education outreach as being one of the priorities in the draft.

K. Mr. Lastinger discussed a draft document for recertification course requirements. The
document includes current recertification course requirements such as course applications,
course content criteria, training verification, limitations, and computer based training (CBT).
Mr. Gorecki asked the Commission to further review the document and plan to discuss
further at the November Commission meeting. GPCA and CPCO were asked to submit
comments
to
GOA
on
the
draft
by
November
15 \
L. Dr. Forschler announced that the 1PM coordinator for UGA has been advertised . The closing
date for applications is set for later this month and hopefully filled by the end of the year.
Dr. Forschler also mentioned that there has been a document drafted by a pest prevention

M. Mr. Rick Bell with Arrow Exterminators reported a successful workshop held in Fairfax,
Virginia with ASPCRO, NPMA and EPA. The workshop covered management issues with
overwintering pests including l<udzu bugs. Part of the meeting addressed a request to EPA
to allow a general surface application to the side of a structure with a pyrethroid.
N. Mr. Redmond provided a Department of Public Health update. He stated that the
Department is currently updating regulations that will address bed bug management issues
in hotels. The proposed regulations will be posted soon for comments.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in the Tellus Science Museum in Cartersville, GA on November 13, 2012. The following Commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice Chair, Maurice Redmond, Laurie Padgett, Dr. Brian Forschler, and Bodine Sinyard.

C. Motion was made by Mr. Sinyard to approve the minutes of the November meeting. Maurice Redmond seconded the motion and motion passed.
D. The Commission reviewed company license applications (see Attachment 2). E. Mr. Adam Wade with the Tellus Museum welcomed everyone and provided a history and
overview of the museum. F. Mr. Paul Pugliese, Agriculture Natural Resource Extension Agent for Bartow County,
described services that his office provides. Services include soil and water testing, insect/disease diagnostics and education resources for the public. G. Mr. Boyd Petit provided the legislative update. He mentioned that the legislative session will resume on January 14th 2013. H. Dr. Forschler noted that the !PM/Pesticide coordinator position for UGA is open and the application process closes on December 15th. UGA hopes to fill the position by spring of next year. Dr. Forschler also discussed a survey published by Pest Management Magazine which reported that 65% of companies responding to survey offered green services to customers. He also noted that the Structural Pest Control Commission defined Green Pest Management as 1PM. I. Mr. Lastinger asked what pest management companies have implemented an 1PM program in a Georgia school. Members of the industry were asked to notify him if they have implemented a program. J. Mr. Lastinger discussed a national survey that was recently sent to the pest management industry developed by ASPCRO and NPMA regarding rodenticide use patterns and rodent 1PM. The survey focused on professional use of rodenticides. Mr. Lastinger mentioned that this information will be useful and will be made available. K. Mr. Lastinger reported that GDA released a guidance document for the Pyrethroid label changes and new restrictions on outdoor use. The guidance document was developed to assist the industry with compliance and address frequently asked questions about the new restrictions. L. Mr. Taylor discussed the renewal of online recertification courses. He mentioned that the program pilot was successful. Currently, emails are being sent to sponsors for them to apply for the renewal of courses for 2013. Each email will include a link to obtain the course

renewal application with username and password. Once signed in, a list of courses will be provided. The sponsor will have an option to renew the course and upload the outline. Once approved, the sponsor will receive an email notification. M. Mr. Lastinger mentioned that comments had been received regarding the draft recertification course requirements. He will get the comments together and forward to the Commission for review. N. Mr. Lastinger updated the Commission on the department's recent training and outreach efforts. He announced that Structural Field Agent Nan Collier was recently promoted to serve as the Training and Outreach Coordinator for the Structural Pest Control Program. 0. Mr. Rick Bell of Arrow Exterminating stated that Pryrethroid label recommendations to EPA have been submitted and in return EPA has sent back a couple of requ ests. P. Commissioner Black suggested that the Department promote certain regulatory services to the citizens of Georgia at a reduced cost. He also mentioned the Department's strategic planning and the many accomplishments over two years. Lastly, he discussed department savings, consolidation efforts, and budget goals for the fiscal year. Q. Meeting adjourned at 11:16 AM.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on December 11, 2012. The following commission members were present: Chris Gorecki, Chair, Laurie Padgett, Jimmy Allgood, Dr. Brian Forschler, Bodine Sinyard and Maurice Redmond.

C. Motion was made by Bodine Sinyard to approve the minutes of th~ November meeting. Jimmy Allgood seconded the motion and motion passed .
D. The Commission approved company license applications (see Attachment 2). E. Mr. Gorecki noted that the draft recertification document has been sent to the Commission
members. Additional comments are continued to be welcomed. Mr. Gorecki stated that further conversation will be discussed during the next meeting. F. Mr. Redmond discussed the plans for the Georgia Department of Public Health to revise their Tourist Accommodations hotel rules. The department is currently reviewing comments from hotel associations and will hold a public hea ring on November 20th. G. Mr. Skin Edge provided the legislative update. H. Dr. Forschler noted that things are going well at UGA; a position recently opened for someone to work closely with peanuts. He also mentioned a recent visit to Ft. Lauderdale to attend a Tree Termite Symposium sponsored by ASPCRO/FPMA. He stated that Ft. Lauderdale has had an invasive termite problem for the past twelve years. The particular pest has the potential for being a major problem; however, Florida is taking steps to address the issue through an eradication program. Concerning 1PM, Dr. Forschler mentioned that EPA has developed a strategic plan for 1PM in schools. The measure of EPA's program success is counting the number of children currently covered under verifiable 1PM and counting the number of activities introduced to encourage school officials to adopt verifiable and sustainable 1PM. Lastly, Dr. Forschler mentioned that next month's Commission meeting will be held at the Catherine Rooker Fireside Room locat ed on University of Georgia's campus in Athens, Georgia. I. Mr. Gorecki discussed the most recent public notice announcing the dates of the 2013 Commission meetings. He also discussed rule changes for 2013. The Department's current strategic plan will be the basis for the changes. Mr. Lastinger and Mr. Gorecki will formerly provide the information to the Commission. There will be a public hearing to submit ora l com ments as part of the rule changes process. J. Mr. Mark Mulling noted that there have been issues with pesticide use records after the pyrethroid label changes. He noted that on pesticide use records companies should separate hardscapes from softscapes when using pyrethroid products. He also noted that

impervious areas should be treated as crack and crevice or spot treatment only. Mr. Mulling also mentioned that issues occur when pesticide use records indicate that a fan spray or a broadcast treatment was used in conjunction with an exterior perimeter treatment. K. Mr. Taylor discussed the 2013 renewal process. He reminded industry members to check the website for licensing information to ensure that the contact information is correct. Mr. Taylor thanked GPCA, CPCO, and industry members for successfully submitting 2013 course applications and renewals online. He stated that about 650 courses have been renewed on line so far. L. Mr. Gorecki, reported on Rick Bell's behalf concerning pyrethroid label changes. He stated that they are continuing to work on the language concerning overwintering pests, Kudzu bugs, etc. M. A. The Georgia Structural Pest Control Commission convened at 10:00 AM on the University of Georgia campus in the Catherine Rooker Fireside Lounge on January 8th, 2013. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vicechair, Maurice Redmond, Jimmy Allgood, Dr. Brian Forschler, Bodine Sinyard and Laurie Padgett.
B. Also in attendance were representatives of the Georgia Department of Agricultu re, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the December meeting. Mr. Allgood seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. The Commission discussed the draft document concerning recertification course
requirements. Comments were received from GPCA, Commission members, and University of Georgia and were considered in the final draft. Dr. Forschler suggested to revise the course content criteria; specifically under criteria, he asked that "pesticide use or application methods" be revised to say "Pesticides, use, or applications" and to add a new subject "Building construction and maintenance". All suggestions were added to the new draft. Motion was made by Mr. Allgood to accept the draft document as discussed. Mr. Lastinger seconded the motion and motion passed. F. Dr. Forschler proposed that the Commission consider increasing the required recertification hours. He suggested increasing the 25 hours of credit to 35. He also suggested that the credit hours for registered technicians be increased from 8 hours to 12 hours. The increase would offer an opportunity to improve competency and continue to raise the level of professionalism in the Georgia pest management industry. G. Mr. Gorecki introduced UGA' s Associate Dean for Extension, Dr. Beverly Sparks who discussed the county extension office affairs of the State. H. Dr. Ray Noblet welcomed everyone to the University of Georgia and provided an update concerning UGA's Entomology Department. He mentioned that the Department is in the process of selecting applicants to interview for the Pesticide Education and 1PM Coordinator position. I. Dr. Forschler provided the Commission the annual report of the UGA Household and Structural Entomology Research Program . See attachment 3 for the full report. J. Mr. Lastinger announced the return of Georgia Clean Day. The program provides an opportunity for the industry to discard old, unusable or cancelled pesticides. No fees are charged for participation in this program and all accepted materials will be turned over to a haza rdou s waste contractor for disposal. The first event will be in Wilkes County, Georgia

on January 31st_ It will be open to pest control companies in Wilkes and neighboring counties including Elbert, Oglethorpe, Warren, Lincoln, McDuffie, Glascock and Taliaferro. K. Mr. Taylor provided an update on the licensing procedures. He reminded everyone of the upcoming 2013 license renewals and suggested that companies and applicators go online to ensure all contact information is correct. He also stated that all company insurance should be up to date and on file with the department. Companies should also ensure that DCO's are renewed online with the company renewal application to avoid company renewal delays. L. Mr. Lastinger discussed training transcripts; he stated that all training records haves been processed up to December 1st. If there are any discrepancies on credit hours, applicators should contact the Department. M. Mr. Lastinger and the Commission recognized the Department's field staff for their outstanding work and increased involvement in training and outreach. He highlighted the success of the compliance assistance booths that have been part of all pest control conferences during the past year. He reminded PMP's that the compliance assistance booth is an opportunity to obtain current resources and ask regulatory questions. N. Mr. Mulling discussed pesticide use record keeping requirements for outdoor applications of pyrethroids and the specific areas treated guidance document. He discussed the main issue involves a perimeter application which will likely include horizontal hardscapes. To comply with pesticide use recordkeeping requirements and the new pyrethroid label restrictions, service records and exterior site keys may need to be adjusted to properly document outdoor applications of pyrethroids. The Commission agreed that the specific areas treated guidance document may need to be amended to include sidewalks and parking areas u_nder exterior sites and thanhe method of application broadcast be limited to granular pesticides. 0. Mr. Mario Ramirez submitted a petition to the Commission to request an. extension on his recertification training period so that he will not have to retest. The Commission considered his request and unfortunately was not able to allow an extension. P. Mr. Gorecki discussed upcoming initiatives for the strategic plan and announced that the Commission will start the process of rule changes in 2013 that will focus on the recommendations from the strategic plan . Mr. Lastinger provided an update on GOA implementation of the plan and Commissioner Black's plan to schedule a meeting for the strategic planning group in early 2013. Q. Mr. Bell discussed the expected EPA label changes for synthetic pyrethroids and stated that applicators will be able to treat horizontal surfaces above three feet over pervious surfaces for overwintering pests once labels are amended . He noted however that there are still efforts with EPA to allow variances on the new labels. R. Mr. Lastinger announced that EPA will be putting together a scientific advisory panel to review scientific issues concerning the draft product performance data assessments for products claiming efficacy against invertebrate pests. EPA is currently accepting nominations for the panel. S. Mr. Redmond announced that the Georgia Department of Public Health has revised and released the Bed Bug Handbook. He also discussed a new contractor with the HUD that is assisting residents with bed bug infestations in section 8 housing programs.

PROGRESS REPORT:
The CAES HSERP graduated two masters of Science candidates in 2012 and published four papers in the peer reviewed literature while attending meetings to present research results or conducting trainings on 16 different occasions. The research program continues to investigate the biology ofvarious insect pests in the quest to integrate that lmowledge into realistic pest management interventions. In the past year the program published a description of a new species ofsubterranean termite common in Georgia and the southeastern U.S. Other recent work has demonstrated that conventional estimates of house dust mites in homes are seriously underestimating the actual number of these potent triggers of asthma in Georgia homes. In addition, work with termite food preference is being reexamined because ofthe recent taxonomic revision of the subterranean termites in the SE US that demonstrated there are 5 native and 1 introduced species in Georgia.
A field trial using a pesticide, formulated as a dust, in a local (or spot) treatment regime for control of drywood termites was recently completed in an infested attic on University property. That study demonstrated the difficulty ofusing local treatments because of the biology and behavior of these structural pests. D1ywood termites construct galleries that prevent complete coverage using any type of pesticide in a wood injection scheme. Successful control therefore requires a slow-acting residual insecticide. In addition seasonal flights (within a building) result in establishment of new infestations in galleries previously occupied by termites killed with a local treatment - highlighting the role ofresidual insecticide activity. Fieldwork continues on drywood and subterranean termite, carpenter bee and mosquito biology and control. Ongoing laboratory research on termite behavior is aimed at assessment of the movement of tennites between food resources.
EXPENDITURES:
Over $100,000 was spent in salaries and staff benefits for pennanent and temporary personnel in Athens attached to this program in 2012. Graduate student stipends/scholarships cost approximately $44,000 in additional to $12,000, for supplies and equipment entirely from extramural sources. Funds from the State Structural Pest Control Commission research fees provided for salmy and benefits for a post-doctoral position at $35,000.
PLANNED RESEARCH:
We plan to address the following research areas over the next year: (1) drywood tennite identification and management (2)_biology and management of carpenter bees and (3) utility of using sugar baits for control of mosquitoes in GA.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on February 12, 2013. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Maurice Redmond, Jimmy Allgood, Bodine Sinyard and Laurie Padgett.

C. Motion was made by Mr. Sinyard to approve the minutes of the January meeting. Mr. Allgood seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. The Commission discussed the SPCC Policy 13-01 recertification course attendance
verification requirement for distance learning. The required procedure for applicators participating in distance learning education is to read and agree to the fraud statement before taking a course. The Commission agreed to place the fraud statement at the top of the attendance verification training form in lieu of electronic verification. F. Mr. Gorecki discussed the Pesticide Methods of Application Guidance Policy 11-1 and the broadcast method. He suggested that the different types of formulations be listed for the broadcast method. The Commission also discussed adding additional sites to the exterior site key for specific areas to assist with pesticide use recording keeping for pyrethroid products. Adding "Paved Parking Area" and "Sidewalks" to the exterior site key was also discussed. The Commission agreed to finalize changes at the March meeting. G. Mrs. Potter-Keenan discussed the procedures and requirements for amending the Rules of the Georgia Structural Pest Control Act. She stated that there are two places in the Georgia Structural Pest Control Act that rule changes are allowed . O.C.G.A. 45-43-8, which states in part that the Commission can make reasonable rules and regulations as may be necessary to protect the interest, health and safety of the public. O.C.G.A. 43-45-16 allows the Commissioner and the Commission to revise rules concerning certification of operators through section 4 of FIFRA. Under O.C.G.A. 50-13-4, the processes to changing a rule: a state agency has to give at least a 30 day notice of a rule change. The notice must include the current rule and the amended rule, statement of appeal, and explanation of the rule change. If there is a rule change, the Commission is required to hold a public hearing. After the public hearing and the Commission considers all comments, the Commission will certify the proposed rule changes. The rule change is lastly sent to the secretary of State's office. Twenty days following the submission, the rule becomes effective. H. Mr. Skaggs provided a legislative update concerning the Department. The Department is currently seeking to repeal laws that are no longer enforced. He also noted the Department's goal to establish a commodity commission for the Georgia Grown program.

I. Mr. Lastinger mentioned the date of the Commissioner's strategic planning group meeting as being March 5th. Also the Structural Pest Control technical group is currently putting together a progress report to present in a technical group meeting proposed for April 5th. He also announced the location of March's Commission meeting. The meeting will be held at the University of Georgia's Student Learning Center in Griffin, Georgia at 9:30 AM. A public notice will be posted on the website for further details. Lastly, he gave a report on the recent Georgia Clean day that occurred in Wilkes County on January 30th The event was successful in collecting over 18,000 pounds of liquid pesticides and over 8,000 pounds of solid pesticides. The next Clean Day will be February 13th in Pierce County.
J. Mr. Lastinger and Mr. Allgood reported on the UGA activities in Dr. Forschler's absence. Mr. Lastinger updated the Commission on UGA's progress in fulfilling the !PM/Pesticide Coordinator Position. The position's responsibilities have been revised to include blueberry pest. Interviews for candidates will start in March. Mr. Allgood reported on a summary from Dr. Forschler concerning increasing the required recertification training hours. Dr. Forschler notes that the current 8 hours required for registered employees equates to five minutes a week per certification category. Dr. Forschler reiterated the importance of PMP's obtaining tools and knowledge that are gained through training. Mr. Gorecki noted that when Dr. Forschler returns for the next meeting the topic concerning training hours will be discussed further.
K. Mr. Lastinger discussed a compliance assistance training program that field staff have developed called a Compliance Assistance Module (CAM). This program includes a 15 minute training segment that is scheduled and provided during a routine company inspection by the district inspector. The CAM is focused on a specific compliance topic and the pilot focused on record keeping requirements. The pilot project is a Department effort to "Educate as We Regulate" initiative to improve compliance.
L. Mr. Lastinger mentioned that EPA has issued A Notice of Warn ing for Sale and Distribution of an Unregistered Pesticide for distributing a pesticide named Supreme Plus Cellulose Insulation. The Structural Pest Control Act prohibits the application of unregistered products.
M. Mr. Bell discussed the work of ASPCRO and NPMA's with US EPA to allow additional exceptions on pyrethroid uses. Labels will soon be amended to allow the use of pyrethroids on exterior structural surfaces when applied over a horizontal pervious surface to treat for congregating and overwintering pests.
N. Mr. Taylor provided a reminder that all currently approved recertification courses must meet all of the new requirements in SPCC Policy 13-01 by July 1, 2013.

March 12, 2013
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 104 of_the Student Learning Center on the University of Georgia Griffin Campus on March 12, 2013. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Jimmy Allgood, Laurie Padgett, Maurice Redmond, Dr. Brian Forschler and Bodine Sinyard.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA, CPCO, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the February meeting. Mr. Allgood seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. The Commission discussed adding clarification under "methods of application" on the
guidance document. Mr. Gorecki noted the various types of formulations that can be used for the broadcast method of application, which are granular, bait, and liquid. The Commission agreed to keep the wording the same but add the formulation types to the description. To provide guidance on impervious surfaces on the specific areas treated guidance document, the Commission discussed and agreed to add under exterior sites "paved parking areas" and "sidewalks". F. Dr. Dan Suiter, UGA's associate professor of Entomology of the Griffin campus provided an update concerning recent funding, received from the University. Dr. Suiter stated that he plans to use the additional fund s to revamp the training center. Dr. Suiter also mentioned UGA's new identification guide, which identifies 75 different insects that could exist in a residential environment. The guide is in the process of being published and will be posted on the UGA Extension publications website. Mr. Lastinger announced funding provided by a three year EPA grant was being reallocated from agriculture pesticide applicator training to structural pesticide applicator training. This will allow GOA to award $25,000 to help fund renovations for the Griffin Campus structural pest control training center. Dr. Suiter mentioned an upcoming termite and 1PM workshops that the Entomology Department has scheduled at the training center. He also mentioned a 10 week Urban Pest Control Certificate program that meets every Thursday night this spring. G. Dr. Forschler mentioned that Dan Horton with UGA is the current coordinator for Pesticide Safety and 1PM. H. Mr. Lastinger mentioned the Department's participation in an event called the Hea lthySchools Summit. The Summit was hosted by the US Green Building Council of Georgia Chapter. Mr. Lastinger participated on the 1PM panel discussion. I. Mr. Lastinger updated the Commission on the Georgia Clean Day events. He stated that there have been three successful clean days. The program is on budget; however, GOA has

applied for additional funding from US EPA to hold a Georgia Clean Day in Gwinnett County for the structural pest control industry. J. Mr. Mulling provided the Commission with a compliance update. He noted that there has been a noticeable increase in cases involving forged signatures on documents. He described a recent case where unregistered technicians forged names of employees that were no longer with the company. Mr. Mulling also noted significant cases involving unlicensed and unregistered technicians involving the misuse of pesticides. Since July 2012, enforcement actions include: 164 warning letters, 34 consent/administr9tive orders. The total amount for monetary penalties was $150,000 and the amount suspended was $41, 700. There have been two company licenses and one certification revoked. Lastly, there has been 10 selfreports and 13 unlicensed operator cases. I<. Mr. Taylor provided a license update. He noted that company licenses can now be emailed to companies. He reiterated that companies ensure their contact information is correct. He noted that training hours taken in January are now being processed, all course attendance should be updated by the May 1st deadline. L. Mr. Lastinger mentioned that there have been discussions of the Department offering live stream videos of Commission meetings at the GOA Macon Farmer's Market and GOA Tifton Lab. This opportunity will allow the industry easier access to Commission meetings. M. Mr. Lastinger announced that there will be a FIFRA scientific advisory panel meeting on March 19th-21st to discuss product performance standards and efficacy for insecticides claiming control for pests of public health or economic performance. N. Dr. Gerald Arkin, Assistant Dean of the UGA Griffin Campus welcomed the Commission and provided a campus update. He also offered to continue the partnership with GOA for meetings and trainings. 0. Mr. Gorecki discussed 13 areas of proposed draft rules for the Commission to review and further discuss at the April Commission meeting. He asked the Commission to share their comments by April 2nd. The April meeting will be extended to allow more time to discuss the proposed draft rules. P. Meeting adjourned at 11:15 AM and applications for certification examination applications were reviewed.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on April 9, 2013 . C. Motion was made by Mr. Sinyard to approve the minutes of the March meeting. Mr. Allgood seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Skin Edge provided the Commission with a legislative update. He discussed House Bill
234 from Representative Smith. The bill pertains to consumer contracts and the requirement to notify consumers of automatic renewal of their contracts. Consequently it was passed and the pest control industry was able to acquire exemption from the bill. F. Dr. Forschler updated the Commission on University of Georgia news and the 1PM coordinator position. He noted Dr. Dan Horton as the new pesticide coordinator for the University of Georgia. In an update on training, Dr. Forschler stated that there will be mosquito training on the Griffin campus coming up soon; and an 1PM workshop just finished up about a week ago. G. Mr. Lastinger reported on a recent strategic planning meeting involving the Structural Pest technical group. At the meeting GDA progress was reported on the strategic plan implementation. The group provided positive feedback on implementation and generally thought that the Department accomplished much more than expected in the time frame. Several recognized the field staff for their compliance assistance efforts. The group did recommend that a guidance document be developed for new company licensees and that GDA provide additional outreach on the self-audit and self-reporting enforcement policy. H. Mr. Tommy Gray provided a Georgia Clean update. He noted an original budget for the program to be $100,000; after many successful events the budget is now been reduced to $13,000. The program is hoping to receive additional funding of about $50,000 more from EPA. If additional funds are approved, there will be a Clean Day event in Gwinnett County and possibly in middle Georgia. I. Mr. Lastinger provided a national regulatory update. He mentioned his attendance at the American Association of Pest Control Officials (AAPCO). At the conference EPA discussed a new effort to enhance stakeholder input during the pesticide registration process. Included in the process are focus meetings which are organized to offer an opportunity to get more stakeholder input in decisions. The FIFRA Scientific Advisory panel met to discuss the scientific issues concern ing draft requirements for product performance data for

invertebrate pesticide products. During the FIFRA meeting, three important topics were discussed: termiticide testing efficacy guidelines, product efficacy for generic termiticide, and lastly efficacy standards for bedbug products claiming control. Mr. Lastinger also discussed a recent survey from the PMP magazine regarding rodenticide use. Lastly, Mr. Lastinger mentioned that EPA proposed an amendment for 25 (b) products, EPA has been asked by ASPCRO t o consider the use directions requirements on these product labels. J. Mr. Rick Bell gave a report on behalf of NPMA. He discussed their recent legislative day meeting in Washington, D.C. He highlighted the Pest Free Food Supply Act, which is legislation directing the Administrator of the U.S. Environmental Protection Agency to withdraw a proposal revoking the food uses for the fumigant sulfuryl fluoride, that Congressmen Tom Graves (GA) and Kurt Schrader (OR) recently introduced. The Commission discussed 13 issues of the DRAFT Summary of Proposed Regulation Changes (see Attachment 3). I<. Meeting adjourned at 2:20 PM and Certification Examination Applications were reviewed.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on May 14, 2013. D. The Commission approved company license applications (see Attachment 2). E. Mr. Skin Edge provided the Commission with a legislative update. F. Mr. Lastinger discussed a letter that was received from Mr. Charles Guy of Good Guys Pest
Control Inc. In the letter, Mr. Guy expressed his concern regarding an advertisement of Allgood Pest Solutions. The ad included the phrase "the good guys in pest control". Mr. Guy was present at the meeting and also shared an additional concern regarding internet search results when searching under "good guys pest control". The Commission agreed to review the information submitted by Mr. Guy and discuss as needed. G. Dr. Forsch ler provided a University of Georgia update. He mentioned the recent 2013 spring commencement was held last week. H. Mr. Lastinger discussed a recommendation from the Strategic Planning Committee to complete quality assurance surveys to verify that consistent information was provided during inspections including compliance assistance priorities. During the quality assurance survey five questions were asked . The results of the survey were positive and indicated inspection consistency. The program plans to continue the surveys. Mr. Lastinger mentioned that the program will have all recertification training records processed prior to license renewal notices going out. I. Mr. Dan Brown, Chief Information Officer provided an overview of the Department's new Licensing Division. He noted that all licenses issued from the Department would now be online and issued from one division. It is projected that there will be no more online convenience fees required to renew licenses; the Department plans to eat up processing
fees. The Department plans to go live by July 151, 2013. The Licensing Division will issue
Structural Pest Control license renewal applications during the month of June. By June 15th, the Division is projected to be available and complete. Customers will then be able to use the customer ca ll center for any assistance in paying for the renewals. One of the major goa ls of the new licensing division is to comply with House Bill 160 and House Bill 1055. In order to comply with the law, the Department is also required to submit an annual immigration compliance report to the Georgia Department of Audits and the National

Department of Homeland Security. As a result of being a public service organization, the Department now has to verify immigration status. Affidavits and documentation are now required for a company and license holder in order to receive a license. The affidavits will be placed online for customers to fill out, get notarized, and send in to the Licensing Division. Companies with multiple locations will only be required to submit the verifiable documents of the main office. Documents from companies and operators will only need to be submitted once. Each company and operator will receive a letter with a username and password in order to log into the renewal system. Once each license holder provides the proper documents, there will be an option to mail, complete online, or to call the call center to help with payment processing. If immigration status cannot be verified or if anyone is deemed to be illegal, it is required by law to enter those individual names into a separate system administered by the US Department of Homeland Security. Lastly, Mr. Brown asked for input on the building of the new Division and processes. J. Last year BASF requested registration of a new product, Termidor HE. With added polymer technology, the product use is designed to offer a more efficient application time . In response to the application, the Commission asked BASF to provide a soil distribution study, soil testing protocol, and Georgia specific technical bulletin. In response Mr. Jim Wright with BASF met with the Commission and discussed a study that simulated the creation of a vertical treatment underneath a simulated slab. After developing a protocol and the study, BASF recently engaged EPA and ASPCRO's termiticide label review committee to review the study before starting the work. Mr. Jim Wright concluded his presentation by explaining that the data BASF collected from the study confirms that the technology of the product continues to be valid and will provide better results than Termidor SC. Mr. Allgood motioned to approve the use pattern under the Georgia Defined Treatment rule. Mr. Gorecki seconded the motion and the motion passed. I<. Mr. Gorecki discussed the draft summary of proposed rule changes. He noted that there are 35 items that have been agreed upon. However, there are 9 remaining items that the Commission plans to discuss during the next Commission meeting. Once the Commission makes a decision on the final items, the final proposed rules will be drafted to include a synopsis for each rule. Once the proposed rules are sent to licensees, there will be a 30 day period for public comments. A public hearing will be held for stakeholders to provide oral comments on the proposed rules to the Commission to consider before making final rules. L. Mr. Lastinger updated the Commission concerning recent Department organization changes. Dr. Sutton is now the Chief Officer of Operations and Mr. Stua rt Hicks has been appointed to be the Inspector General for the Department. Mr. Hicks presides over homeland security, emergency management, market police, grants, open records, legal services and personnel. Ms. Joyce White is the new Director of Constituent Services of Policy and Communications. M. Mr. Lastinger introduced M r. Greg Holley of Zone Pest Solutions to the Commission and announced that Commissioner Black will appoint him as a new member to the Commission in July 2013. N. Meeting adjourned at 11:18 AM and Certification Examination Applications were reviewed.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
June 11, 2013
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on June 11, 2013. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Dr. Brian Forschler, Jimmy Allgood, Bodine Sinyard and Laurie Padgett.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Bodine Sinyard to approve the minutes of the May meeting. Jimmy Allgood seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2}. E. Dr. Forschler provided the UGA update for the Commission. The revision of the
t echnician training manual is now complete and should soon be available to the Commission for review. There are a few new additions within the manual including a new section for 1PM and mode of action for insecticides. Under the description of insecticides the manual discusses a number classification system for insecticides created by the Insecticide Resistance Action Committee (IRAC). There is a new UGA publication available named the "Management of Pest Insects in and Around the Home". The Bulletin is available at UGA's website as well as a limited supply of hard copies. F. Mr. Tommy Gray provided a Department update. He announced the recent decision to separate the laboratories from the Plant Industry Division. Dr. Reuben Beverly will head the laboratories as Division Director. All regulatory programs will continue to remain under Mr. Gray. He also mentioned that the Department hopes to obtain funds from EPA to add future Georgia Clean Days. There are plans to have two more clean days, with the next event scheduled to be in Gainesville at the Gwinnett County Fairgrounds. The second one is planned to be in the Macon area. In order to participate in th e event pre-registration is required with the county extension office. G. Mr. Lastinger provided a program update. He discussed the licensing division and the renewal process. He noted that in a few weeks that the renewa l notices will be mailed out. On the Department website, there will be instructional information on how to renew licenses including the new secure and verifiable requirement. Late fees will not be in effect until sometime later on in the renewal process. Mr. Gorecki also explained details concerning the Licensing Division. He noted that prior to July 15th companies will need to verify their registered employee list. If no changes or payments are made by July 15th, an additional invoice will be mailed to companies to renew the registrations. Lastly, Mr. Gorecki mentioned that under the Licensing Division, there is a new requirement for the company owner and/or designee to sign an affidavit for verification of lawful presence. For example, if there are multiple offices within the state, a

designated employee of the company can sign the affidavit. Certified operators will need to sign an affidavit as well. A username and password will be provided to each operator and designated company signee to upload all required documents. Technicians (registered employees) will not have to sign the documentation. Mr. Lastinger mentioned four items for the industry to remember during the renewal process: review the website for any tutorials or information pertaining to license renewals, companies should go ahead and submit insurance verification forms to GOA, make sure all contact information and email addresses are current, and lastly, if applicable, make sure all outstanding enforcement penalties have been paid. H. Mr. Lastinger mentioned the live broadcast of the Commission meetings will soon be available at the Macon Farmer's Market and the GOA Tifton Laboratory campus; industry members can register to view the broadcasts at these sites. I. Mr. Lastinger discussed the recent SFIREG meeting that was held in Arlington, Virginia. Highlights from the meeting include: US EPA is planning a re-registration process for all structural fumigants. In response ASPCRO is organizing a workgroup to follow the changes. The workgroup will follow information posted in the docket on fumigant use patterns. EPA is also planning on using similar restrictions to the new soil fumigant restrictions. J. Mr. Rick Bell reported on the Farm Bill and the Senate. No amendments were considered including the one pertaining to sulfuryl fluoride. However, the farm bill still remains in the House. I<. Mr. Lastinger reported on the Good Guys of Pest Control complaint involving advertisements. The GOA Legal Services office noted that the advertisements do not violate regulations. A letter indicating this information was sent to Mr. Guy. L. The Commission discussed proposed draft rule changes. Details of their discussion included:
a. Item 21 - the proposed rule will require a copy of the Form II to be left at the time of sale or service.
b. Item 2J - change the title from the current "Form II" to "Georgia Waiver Form". c. Item 4A - remove as a proposed rule and plan a future discussion on the
inclusion of 1PM practices, principles, and training and defining 1PM in a guidance document. d. Item 4B - to increase required recertification training hours did not move forward. e. Item 7C - to address termite treatment failures for bait and borates treatments. The Commission plans to review each of these issues in the future without a rule change . f. Item 9B - change the reference on the Official Georgia Wood Infestation Inspection Report to reference the residential building code, remains undecided. g. Item lOE - add a requirement for damage repair warranty for no termite treatment contracts. h. Item lOF - did not have enough support to discuss further. i. Item 12C - Commission decided a rule change is not needed.

M. Mr. Gorecki suggested that the Commission discuss the final details of the proposed draft rules during next month's meeting. Mr. Gorecki also thanked Mr. Allgood for all of his hard work and contributions to the Commission and the State of Georgia during his tenure.
N. Meeting adjourned at 11:44 AM and Certification Examination Applications were reviewed.
