As required by O.C.G.A. 43-45-8 (3), the Georgia Structural Pest Control Commission submits the following annual repmt.

The Georgia Structural Pest Control Commission met monthly during Fiscal Year 2012 on the following dates:

All meetings began at 9:30am in Room 201 of the Agriculture Building with the exception of the October 11th meeting which was held at the Albany Welcome Center, the January 10th meeting held at 10am
hosted by the Depaitment of Entomology in the Fireside Room of Rooker Hall on the University of Georgia Campus in Athens, and the April 10th meeting which was held at 10am at the Dublin Laurens
Chamber ofCommerce.

Expenditures for the Commission and records of attendance for each member are included.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
JULY 12, 2011
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on June 12, 2011. The following commission members were present: Jimmy Allgood, Chair, Maurice Redmond, Vice-chair, Chris Gorecki, Dr. Brian Forschler, Bodine Sinyard and Derrick Lastinger.
B. Also in attendance were Billy Skaggs and Joshua Wiley with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion made by Mr. Bodine Sinyard nominated Mr. Allgood as Commission chairman and Mr. Gorecki as vice-chairman. Dr. Forschler seconded motion and motion passed.
D. Motion was made by Mr. Sinyard to approve the minutes of the June meeting. Dr. Forschler seconded the motion and motion passed.
E. The Commission approved company license applications (see Attachment 2). The Commission also approved certification examination applications.
F. Mr. Allgood recognized chief operating officer, Mr. Skaggs for attending the meeting. G. Derrick Lastinger discussed the ASPCRO bed bug survey and thanked GPCA for assistance
with polling Georgia PMP's on some of the survey questions. The ASPCRO survey will identify the most pressing state issues so that ASPCRO can focus resources and facilitate the exchange of information. Mr. Lastinger reviewed the results of the GPCA assisted survey questions. Mr. Allgood mentioned that more companies are providing heat treatments for bed bugs and utilizing canine scent detection for bed bug inspections. H. Mr. Skin Edge provided a legislative update and mentioned that a special legislative session will begin in a few weeks. I. Mr. Lastinger updated the Commission on US EPA's rodenticide risk mitigation decision. ASPCRO is actively working with NPMA and EPA to address the new label restrictions. A multi-stakeholder workgroup has been formed to draft a consensus document to address some of the new restrictions and make recommendations. Mr. Gorecki and Mr. Lastinger are serving on the workgroup. Mr. Gorecki mentioned that US EPA has recognized that the decision is impacting more areas than expected. Mr. Gorecki and Mr. Rick Bell (Arrow Exterminators) recently met with Mr. Oscar Garrison (Director of GDA's Consumer Protection Division) and Mr. Skaggs to discuss the impact of the decision on Georgia's food storage and processing facilities. Mr. Skaggs offered Commissioner Black's assistance and to let him know if he needs to be involved. J. Dr. Forschler mentioned that Dr. Paul Smith is the new pesticide and 1PM coordinator for
UGA replacing Dr. Paul Guillebeau. Dr. Forschler discussed UGA Extension's Pest Control Alert initiative and a recent alert sent out on Bed Bugs.

K. Mr. Wiley discussed a case involving fraud. GDA residue testing showed that the termiticide sold as part of the contract was not being applied to the soil and testing confirmed that a different termiticide was being applied.
L. Mr. Allgood thanked Mr. Redmond for serving as vice-chair for the past year.

August 9, 2011
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on August 9, 2011. The following commission members were present: Jimmy Allgood, Chair, Maurice Redmond, Vice-chair, Dr. Brian Forschler.
B. Also in attendance were Josh Wiley with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Redmond to approve the minutes of the July meeting. Dr. Forschler seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Joshua Wiley discussed that the licen se renewal deadline was June 30, 2011 and that
the late renewal deadline is September 30, 2011. F. Mr. Allgood asked Rick Bell to discuss rodenticide labeling issues with th e EPA. Mr. Bell
announced that the rodenticide multi-stakeholder workgroup was moving forward with making recommendations to modify the recently approved rodenticide labels. These recommendations include expanding the application distance around a structure from 50ft to 450ft. Mr. Bell indicated that EPA would like to make changes by the end of the year. G. Mr. Allgood expressed his concerns with the decline in the use of the Official Georgia Wood Infestation Inspection Report {WIIR) during the purchasing of homes in the state. Mr. Allgood asked the industry members in attendance whether they have noticed a similar decline and these concerns were echoed back from the audience. Mr. Allgood asked that the pest control industry continue to be diligent in requesting that lenders require a WIIR for the protection of Georgia home buyers. H. Dr. Forschler discussed -some current news for the University of Georgia. Dr. Dan Suiter will be promoted this year and will take on a master student as well. Dr. Hinkle had one student and Dr. Forschler had two students graduate from their programs this year. One of his graduates identified and named a new termite species native to Georgia making a total of
a . five (5) identified native termites in the state. His other student is compile4d large data
set derived from school inspections performed by the Department of Agriculture and is working on a paper. The research paper will assist the pest control industry and the Department in the identification of violat ions and pesticide use trends in Georgia schools. I. Mr. Wiley discussed labeling requirements for th e application of the pesticide Delta Dust for bed bugs infestations. Mr. Wiley reviewed the application section of the Delta Dust label highlighted specific areas the product was to be applied and post-application clean up requirements. Mr. Wiley explained that if a pest control company making this type of application is not performing required cleanup of the product then the company must indicate on the pesticide use record the specific areas treated and post-application instructions for the consumer.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on September 13, 2011. The following commission members were present: Jimmy Allgood, Chair, Chris Gorecki, Vice-chair, Maurice Redmond, Dr. Brian Forschler, Bodine Sinyard, Laurie Padgett and Derrick Lastinger.
B. Also in attendance were Commissioner Black, Billy Skaggs, Dr. James Sutton, and Josh Wiley with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. The Commission welcomed Mrs. Padgett as Commissioner Black's most recent appointed member to the Commission. Mr. Allgood administered the oath of office to Mrs. Padgett.
D. Commissioner Black presented Dr. Ray Noblet and the University of Georgia with a $90,000 check to support Structural Pest Control & Urban Entomology Research program.
E. Georgia Pest Control Association presented Commissioner Black with a donation to support subscriptions to the Georgia Farmer & Consumer's Market Bulletin.
F. Motion was made by Mr. Sinyard to approve the minutes of the September meeting. Mr. Redmond seconded the motion and motion passed.
G. The Commission approved company license applications (see Attachment 2}. The Commission also approved certification examination applications.
H. Commissioner Black mentioned that he plans to introduce a resolution on Thursday to National Association of State Departments of Agriculture (NASDA) that will restrict new federal regulations.
I. Mr. Lastinger noted that new applications are held when the applicant is involved in an investigation or enforcement action according to GDA policy until resolved. He also mentioned that department is finishing the processing of licensing renewal applications. Late notices will be sent out next week notifying certified operators of certification cancellation for non-renewal.
J. Mr. Lastinger announced that the next Commission meeting is scheduled to be held at the Albany Convention & Visitor's Center, Albany, GA on October 11, 2011.
K. Mr. Lastinger updated the Commission on US EPA's rodenticide risk mitigation decision. The ad hoc rodenticide stakeholder workgroup members are planning to meet with EPA officials in Washington D.C. about recommendations on September 215\ The workgroup will provide recommendations that will enhance the protection of wildlife, pets, and children. As well as making the labeling more clear and allow flexibility for applicators to manage rod ents. Mr. Gorecki noted that the recommendations are supported by good sciencebased information. He noted that everything so far has been positive and that there has been a push to get something done by the end of the year.
L. Mr. Lastinger clarified the meaning of Dual Employee Registration. Mr. Lastinger also mentioned that employees may on occasion work under a different licensed location of the

same company/licensee. For these occasional instances, a dual employee registration is not required but the DCO for the second location is responsible for supervision under the DCO direct supervision rule. M. Mr. Allgood announced that Mr. Lastinger was elected to serve as the President of Association of Structural Pest Control Regulatory Officials {ASPCRO}. N. Mr. Lastinger reported on the recent ASPCRO conference which was held in Point Clear, Alabama. The Association discussed many important structural pesticide issues. The association has eleven working committees including the bed bug committee and the 1PM in schools committee. 0. Mr. Lastinger mentioned that there is a renewed interest in 1PM in schools at US EPA; EPA has tied 1PM into schools under US EPA's children health priority which has offered some funding opportunities at the regional level. P. Mr. Lastinger noted that there has been an increasing amount of regulatory issues with bed bugs at the national and state level. Mr. Lastinger requested that Mr. Allgood put the topic on next month's agenda for further discussion. Q. Dr. Forschler mentioned that Dr. Hinkle with UGA discussed Delusory Parasitosis at the ASPCRO Conference. Dr. Forschler mentioned that one of his students is working on a paper about GDA's compliance monitoring of pesticide use in Georgia schools by the pest management industry. R. Commissioner Black suggested using social media to get information out to the pest control industry. S. Mr. Allgood discussed his recent WDO field trip to Cumberland Island, Georgia. He was impressed with Dr. Forschler's WDO research cooperation with the National Park Service. T. Mr. Allgood welcomed Laurie Padgett and thanked the Commissioner, Billy Skaggs, Dr. Beverly, Dr. Sutton, Dr. Noblet, GDA employees, and the Pest Control Industry for attending the meeting.

MINUTES OF THE GEORGIA
STRUCTURAL PEST CONTROL COMMISSION MEETING
October 11, 2011
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in the Albany Welcome center, Albany Georgia on October 11, 2011. The following commission members were present: Jimmy Allgood, Chair, Maurice Redmond, Dr: Brian Forschler, Bodine Sinyard, Laurie Padgett and Derrick Lastinger.
B. Also in attendance were Dr. Reuben Beverly, Travis Whitley and Joshua Wiley with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. The Commission thanked the staff at the welcome center for accommodating their meeting. D. Motion was made by Mr. Sinyard to approve the minutes of the September meeting. Dr. Forschler
seconded the motion and motion passed. E. The Commission approved company license applications (see Attachment 2). The Commission also
approved certification examination applications. F. Mr. Lastinger gave an update about ongoing discussions with EPA concerning treatment distances
for rodenticide baits. The ad Hoc Rodenticide Stakeholders workgroup recently met with US EPA officials to review the workgroup's recommendations and these recommendations were not well received from EPA staff. The workgroup will continue working with EPA to find a workable solution to the new label restriction. G. Mr. Lastinger also noted that ASPCRO will be hosting field training for EPA officials in November. The training will focus on how the new restriction to rodenticide labels impact the management of rodents. Other topics in the training will include 1PM in schools, invasive species and bed bugs. H. Dr. Reuben Beverly updated the Commission about a number of outreach projects the Department of Agriculture is currently conducting. Dr. Beverly noted that the Department had a large presence at the Georgia National Fair in Perry and will have an expanded presence at the Sunbelt Expo. Dr. Beverly also announced that the new Tifton lab complex will have its grand opening Wednesday October 12th I. Mr. Lastinger asked the Commission for their thoughts on the current licensing requirements for bed bug inspections including canine scent detection. He also asked the Commission for their though.ts on other licensing options for these types of inspections. Currently the Structural Pest Control Act requires a license for any type of structural pest inspection including rodents, bed bugs, t ermites, etc. Dr. Forschler asked if there was a need to change the existing requirement and expressed that the current regulation might be the best way to protect consumers. There was . discussion that canine scent detection is a tool for a pest professional and the accuracy of the tool is beyond the purview of the Commission. Mr. Sinyard mentioned that consumer protection is a major part of our mission and that the current requirement is most appropriate. Mr. Redmond asked, what would be expected after the consumer requests a bed bug inspection with a canine? The next request would likely include consumer and professional pesticide treatment recommendations.

There was a general concern that a change to the current requirements would encourage home inspectors to offer pest inspections. Mr. Lastinger expressed concern that adding a new license category for bed bug inspections will open the door to other pest specific licensing categories. J. Mr. Lastinger discussed a meeting with Commissioner Black and State School Superintendent Barge regarding pesticides in schools. After the meeting, the Department made several recommendations regarding the application of pesticides in schools. Recently, Dr. Barge sent a letter to all State School Superintendents to notify them of the Department recommendations. K. Dr. Forschler mentioned that the College of Agriculture is starting the strategic planning process. In 2012, stakeholders will be asked for input and stakeholders are encouraged to comment on what their needs are. Dr. Forschler also noted that he has sent some information about 1PM programs in schools to the Commission. He expressed his concern about the need for more industry involvement in order to provide a better balance to the information influencing national 1PM policies L. Mr. Wiley updated the Commission on the recent national inspector training hosted by the department in cooperation with US EPA, ASPCRO, and the Rollins Learning Center. M. Mr. Lastinger mentioned that there is a renewed interest in 1PM in schools at US EPA and that the Agency has tied 1PM into schools under EPA's children health priority which has offered some funding opportunities at the regional level. N. Mr. Lastinger provided an update on the Structural Program. He announced that the license
renewal deadline has passed and that if a license was not renewed then reapplication will
be required. 0. Mr. Lastinger discussed a question from Rick Bell of Arrow Exterminator regarding NPDES permits.
These new regulatory requirements should not affect the structural pest control industry in Georgia. P. Mr. Allgood thanked The Albany Welcome center, Dr. Beverly, Department employees and the Pest
Control Industry representatives for attending the meeting.

November 8, 2011
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on November 8, 2011. The following commission members were present: Jimmy Allgood, Chair, Chris Gorecki, Vice-chair, Maurice Redmond, Dr. Brian Forschler, Bodine Sinyard, Laurie Padgett, and Derrick Lastinger.
B. Also in attendance were representatives of GPCA, members of the Pest Control Industry and Mr. Joshua Wiley representing the Georgia Department of Agriculture.
C. Sinyard to approve the minutes of the November meeting. Mrs. Padgett seconded the motion and motion passed.
D. The Commission approved company license applications {see Attachment 2). The Commission also approved certification examination applications.
E. Mr. Allgood welcomed Mr. Edge to the meeting. Mr. Edge provided a report on the upcoming legislative session.
F. Mr. Allgood introduced and appreciated the GPCA Leadership class for attending the meeting.
G. Mr. Lastinger discussed the ASPCRO/NPMA bed bug product efficacy workgroup. This group had their first meeting to develop recommendations for product efficacy performance standards at PestWorld. Dr. ForschIer and Mr. Redmond noted that one of the major issues is the misuse of pesticides by consumers. Dr. Forschler discussed a CDC report of misuse of pesticides for bed bug control. The report indicated that 85% of the applications were made by consumers and 15% by PMP's. Mr. Redmond discussed a presentation that he had emailed to the Commission that covered the public health concern of pesticide misuse and the clean-up of structural pesticide residues.
H. The Commission discussed canine scent detection for bed bug inspections. Dr. Forschler discussed some of the pros and cons of canine scent detection. Dr. Forschler & Mr. Sinyard recommended that the Commission wait on national groups to develop recommendations and guidance on using canines for inspections before considering a change to pest inspection licensing requirements.
I. Mr. Lastinger discussed a recent US EPA announcement regarding their intention to cancel twenty rodenticide products that are non-compliant with the new risk mitigation measures. Mr. Gorecki stated that ASPCRO, NPMA and the ad hoc rodenticide workgroup are still in discu ssions with EPA on new less restrictive label language recommendations. The workgroups are hopeful to know something by the end of the month.
J. Mr. Wiley updated the Commission on the Department' s plans to start a pilot program for online recertification course applications. 2012 course applications will be required to include an outline.

K. Dr. Forschler mentioned that the January 11th Commission meeting will be hosted by the Department of Entomology in the Rooker Fireside Lounge on the University of Georgia
campus in Athens. L. Dr. Forschler discussed US EPA's definition of 1PM and several examples of misleading
information about pesticide use in schools. He also discussed that the California Department of Pesticide Regulation is proposing rules that will restrict the professional use of pyrethroid insecticides around structures. M. Mr. Lastinger reported that at the end of the renewal period 104 company licenses, 179 certified operators and 2, 254 employee registrations expired. N. Mr. Lastinger introduced Mr. Tim Taylor as the new licensing specialist for the Structural Pest Control Section; he will be the point of contact for certification, licensing and training. 0. The meeting was adjourned at 10:49 AM.

B. Also in attendance were Joshua Wiley and Dr. Reuben Beverly with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the December meeting. Mr. Redmond seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). The Commission also approved certification examination applications.
E. Mr. Lastinger discussed enforcement of unlicensed operators continues to be one of the priorities for the Structural Pest program. During the past several years, the program has been more efficient in identifying and taking action against unlicensed operators. The Commission discussed the possibility of revising the Georgia Pest Control Act and generally supports amending the Act to increase the criminal penalty for unlicensed operators. The Commission requested that Mr. Skin Edge and Mrs. Sydne Smith look further into options and opportunities for an amendment consideration for proposed 2012 legislation. Commissioner Black mentioned that the Department of Agriculture does not keep monetary penalties and does not currently get reimbursed for the legal fee costs for penalty collections. The Department also has associated costs with the Attorney General's Office to for related services.
F. Mr. Allgood thanked Commissioner Black, Mr. Billy Skaggs, and Dean Angle for attending the meeting.
G. Mr. Skaggs appreciated the Structural Pest staff for their service and recognized the Commission for open and unbiased discussions.
H. Mr. Lastinger provided the Public Notice of the 2012 Commission meeting schedule. The January 10th meeting will be held in the Rooker Fireside Lounge on the University of Georgia campus. The April 10th meeting will be held in Dublin at the conference center in the Dublin Chamber of Commerce building.
I. Mr. Lastinger updated the Commission on EPA's cancellation of the 20 rodenticide product products. The Scientific Advisory Panel (SAP) is being asked to consid er three elements as part of the cancellation process. The elements are human health concerns, incidents of domestic animal exposures with consequences and primary and secondary non-target wildlife exposure. The SAP report on these elements should be available by the end of the year and provide US EPA direction on the cancellations. US EPA is asking consumers to use compliant products.

J. Mr. Gorecki gave an update on the ad hoc rodenticide workgroup. The group hoped to present recommendations to address the new label restrictions at the SAP meeting but chose not to at that time.
K. Mr. Lastinger discussed the State FIFRA Issues, Research, and Evaluation Group meeting held on December 5-6 in Virginia. The following issues are receiving national focus: o USDA's promotion of Bio-based products. There are concerns that pesticides can meet Bio-based standards regardless of toxicity and the logo could be misleading on pesticides. o US EPA announced that the agency will develop guidelines for efficacy testing of bedbug products. o Bedbug misuse cases are putting misuse clean-up guidance at the forefront. o The Pyrethroids have new label restrictions that are now in the marketplace. o USDA cuts on agriculture-based pesticide record keeping will have a significant impact with less regulatory oversight and compliance monitoring by the states. States and Agriculture-related industries are concerned that without the current level of regulatory oversight that assurances consumers have in Agriculture products and services may change and could negatively affect the market. o States urge US EPA to re-focus state support and priorities on the core parts of the state pesticide programs.
L. Mr. Lastinger mentioned that the Structural Pest Control technical group has finalized recommendations for the Georgia Department of Agriculture's strategic planning. The Department is in the process of developing ways to implement recommendations.
M. Mr. Lastinger discussed a letter from ABC Home & Commercial Services of Texas regarding their federal trademark of the "ABC Company" name. The company has a settlement agreement with ABC Exterminating of Georgia to change the name of the Georgia company. The Georgia company has requested a name change (see attachment 2).
N. Dr. Forschler noted that 1PM has not gone away. EPA's initiative on verifiable 1PM and implementation at the federal level is uncertain considering federal budget cuts are slowing the initiative down. He suggested that the industry be proactive and think about ways to implement 1PM in their companies.
0. Mr. Wiley updated the Commission on the online recertification course project. The new process will offer online submission of the course applications and outlines. The course application is reviewed and a response is sent back to applicant by email. Course outlines are required including time frames for each topic.
P. Mr. Wiley discussed recertification course monitoring. He noted that he is currently reviewing the reports and will give the Commission an update at a future meeting.
Q. Mr. Wiley provided information on a recent pesticide misuse case in Georgia involving the misuse of dragnet in a hotel for the treatment of bedbugs. The case resulted in a $16,000 penalty.
R. Mr. Lastinger discussed a recent concern with the Ensystex lsopthor termite baiting system. The registrant had been advising Georgia PMP's to purchase dimensional lumber from the hardware store to be used in their termite monitoring system in place of Ensystex

Interceptors. Dr. Forschler mentioned that there could be efficacy issues if interceptors are not utilized as part of the system. S. Mr. Lastinger updated the Commission on the denial of Lingo Exterminating's renewal application. Mr. James Lingo requested a hearing which was held at the beginning of November. The hearing officer supported the initial decision to deny the application. T. Mr. Skin Edge provided the Commission with an update on the upcoming the legislative

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
January 10, 2012
A. The Georgia Structural Pest Control Commission convened at 10:00 AM on the University of Georgia campus in the Catherine Rooker Fireside Lounge on January 10th, 2012. The following commission members were present: Jimmy Allgood, Chair, Chris Gorecki, Vicechair, Maurice Redmond, Laurie Padgett, Dr. Brian Forschler, Bodine Sinyard and Derrick Lastinger.
B. Also in attendance were Dr. Reuben Beverly and Mr. Joshua Wiley with the Georgia Department of Agriculture, UGA Staff, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the January meeting. Dr. Forschler seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Allgood introduced UGA's Vice President of Student Affairs, Dr. Rodney Bennett, who
provided a summary of student affairs. F. Dean Scott Angle updated the Commission on UGA's school of Agriculture. Dean Angle
announced that the College of Agriculture is holding strategic planning meetin_g and encouraged everyone to participate by attending a planning meeting or complete the survey which is available on their website. G. Dr. Ray Noblet, Entomology Department Head, recognized the importance of the pest management industry and their support of the Entomology program. H. Dr. Beverly provided a Georgia Department of Agriculture update. As the_Department moves into a new year under Commissioner Black's leadership, he recognized the enhanced level of customer service provided by the Department, improved relationships with the regulated industries, the opening of the new Department laboratory in Tifton, new partnerships with state and federal agencies, and implementation of online licensing services. He updated the Commission on the Department's strategic planning and noted that Mr. Lastinger had developed an implementation plan for the Structural Pest Program. Dr. Beverly recognized and introduced the Structural Pest Field Team and appreciated their service to the industry. He invited the Commission to hold a future meeting at the new Tifton Laboratory campus. I. Mr.. Rick Bell, Vice President of Government Affairs for Arrow Exterminators and representing NPMA presented Mr. Bill Blasingame with the NPMA Pest Control Hall of fame award. Mr. Blasingame worked for the Georgia Department of Agriculture and served on the Georgia Structural Pest Control Commission from 1955 to 1964 and retired from the pest control industry. J. Dr. Forschler di scussed new label use restrictions that will affect all non-agricultural pyrethroid products by the end of 2012. These restrictions include: Do not make applications during rain.

Do not water the treated area to the point of run-off. All outdoor applications must be limited to spot, crack and crevice treatment only
except for the following permitted uses: treatment to soil or vegetation around structures, applications to lawns or turf, and/or applications to a building's foundation of up to a maximum height of 3 feet. Other outdoor applications to impervious surfaces such as sidewalks, driveways, patios, porches and structural surfaces (such as windows, doors and eaves) are limited to spot of crack and crevice applications only Do not apply directly to sewers or drains, or to any area like a gutter where drainage to sewers, storm drains, water bodies or aquatic habitat can occur, except as directed by label. Mr. Lastinger mentioned a clarification from US EPA that the restriction to applications to the building's foundation up to a maximum of 3 feet does not exclude application to siding material of a building.
K. Mr. Gorecki provided an update on the US EPA's rodenticide decision. He noted that EPA is dealing with the Scientific Advisory Panel and the cancellation process while the national ad hoc rodenticide workgroup's focuses are on commercial application of the rodenticides. The workgroup is working with ASPCRO on label recommendations.
L. Dr. Brian Forschler recognized that the UGA Entomology Department has been an integral participant of the Commission since 1955.
M. Dr. Dan Suiter discussed the importance of the pest management industry to comment the on the College of Agricultural and Environmental Sciences strategic plan. indu stry support is needed to fund and support the structural pest control training center in Griffin.
N. Dr. Forschler provided a progress report on the Household and Structural Entomology Research Program (see attachment 3) and recognized the current level of support through the pest control licensing research fees. Dr. Forschler provided EPA's working definition, but not yet final definition of verifiable school 1PM. He discussed 1PM as being ongoing activities that include these documented elements: understanding the pests, setting action thresholds for key pests, and documenting that th_e conditions that allow infestation have been removed . Dr. Forschler reported that the GOA school violations data indicates that pest management in Georgia schools included routine pesticide application. He also noted his research study on drywood termite management using localized spot treatment techniques.
0 . Mr. Wiley gave a report on the pilot RCM (Recertification Course Monitoring) program. He noted that GDA's inspectors performed 31 recertification course audits. He noted that the purpose for the audits is to ensure that the courses are an accurate reflection of the course outlines that are submitted to the Commission for approval. Mostly Minor issues were found during the audits with one exception. There was one issue of training verification . This issue involved participants that were sharing course numbers while not attend ing the

entire course. In structors/Sponsors of training were reminded that it is their responsibility to manage accurate training verification records of attendance. The Commission supports the Department's effort to continue RCM audits to ensure regulatory compliance of recertification programs.
P. Mr. Wiley noted that online course applications would be completed in January; however, plans are now for the sponsors to start receiving email responses of course approvals by February as part of the new course application and approval program.
Q. Mr. Lastinger introduced the new license cards that the Pesticide Section is current issuing. The Structural Pest Section plans to start distribution the new licenses in the future.
R. Mr. Lastinger noted that in keeping up with the department's outreach efforts under the Strategic Plan, the Structural Pest Section plans to enhance outreach efforts to the industry. For example, the Department plans to provide more training opportunities and will have a booth at the GPCA Winter Conference. He encouraged the industry to visit the booth and learn about compliance monitoring priorities and visit with field staff.
S. The meeting was adjourned at 12:02 pm. T. The Commission reviewed applications for the certification examination.

COLLEGE OF AGRICULTURAL AND ENVIRONMENTAL SCIENCES UNIVERSITY OF GEORGIA, ATHENS, GEORGIA
DATE OF REPORT TO COMMISSION: January 10, 2012 PROGRESS REPORT: The CAES HSERP continues to investigate pertinent biological attributes of various pest species in our ongoing effort to integrate that knowledge into realistic options for pesi management. The GOA IPM in Schools violations data, published as a dissertation with selected chapters now in review in several scholarly journals, indicates that pest management in Georgia schools was conducted on a calendar schedule rather than using JPM principles. The evidence is circumstantial but compelling in that 66% of the PUR's listed pyrethroid formulations assumed to be applied as liquid sprays. Products generally used as baits constituted only 24% of the insecticide fommlations listed on PUR's. These data highlight a need for the Conunission to address the topic of IPM training requirements. The HSERP published papers on termite colony sex ratio's, termite species detennination using only genetic markers, described a new species of subtemmean tennite and kissing bug distribution on two barrier islands. A field trial on drywood termite control using three difTerent formulations indicated that a local or spot treatment regime have the potential to eliminate these cryptic pests from 8-ft long dimensional lumber with only 2 application points 9-inches from either end of the board. Fieldwork continues on drywood termite identification, biology and management using local treatments as injections or surface treatments. Laboratory research on termite behavior continues with nssessment offeeding choice tests and tunneling bioassays using several species ofsubterranean termite in addition to experiments on identification and management of house dust mites. EXPENDITURES: Over $70,000 was spent in salaries and stafT benefits for permanent and temporary personnel in Athens attached to this program in 2011. Graduate student stipends/scholarships cost approximately $35,000 in additional lo $ I0,000, for supplies and equipment entirely from extramural sources. Funds from the State Structural Pest Control Commission research fees provided for salary and benefits for a post-doctoral position at $30,000.
PLANNED RESEARCH: We plan to address the following research areas over the next year: (I) drywood termite identification and management; (2) different foraging and food utilization strategies used by the various subterranean termite species found in GA. (3) Identification and survey of house dust mites in GA.

B. Also in attendance were Joshua Wiley, Billy Skaggs, & Dr. Reuben Beverly with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the February meeting. Mr. Gorecki seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Allgood welcomed Mr. Skin Edge to the meeting and he provided an update
on the current legislative session. F. Mr. Lastinger discussed US EPA's acceptance of ASPCRO's recommendations on
the changes to the US EPA rodenticide risk mitigation decision. Mr. Lastinger also mentioned that ASPCRO is working on outreach to the states and industry regarding the label changes. G. Dr. Forschler provided an update on 1PM in schools. He discussed a new school 1PM mandate that goes into effect on July 1st in the state of Oregon. The new mandate will require school 1PM in all private, public schools and community colleges. H. Dr. Forschler discussed a recent issue where a consumer was told by a PMP that they could no longer provide liquid termite treatments. He suggested that the Commission consider developing a guidance document to address frequently asked questions regarding termite control. He proposed that the Commission work with the Georgia Department of Agriculture on developing the questions and answers. I. Mr. Wiley updated the Commission on compliance and discussed several final enforcement cases. J. Mr. Lastinger discussed US EPA's release of draft product efficacy testing guidelines for bed bug products. EPA convened a Scientific Advisory Panel to review the draft guidelines and ASPCRO submitted comments in the following areas:
o The proposed guidelines address efficacy of new conventional products and there is also a need to address currently registered products and 25(b) exempt products.
o Reconsider the multiple strains of test species requirement.

o The need to retest resistance at regular intervals to confirm prior efficacy testing.
K. Mr. Lastinger discussed the new label requirements and restrictions for many of the pyrethroid products. He stated that the new requirements will affect over 2,000 consumer and professional products. The label changes include new environmental hazard statements to minimize ecological exposure and general use statements for best management and stewardship practices.
L. Mr. Allgood announced that the April Commission meeting will be held in Dublin at the McGrath Keen Conference Center in th e Dublin-Laurens Chamber Commerce Building.
M . Dr. Kyle Jordan w ith BASF gave a presentation on their new product Termidor HE. He and Mr. Jim Wright with BASF responded to several questions and concerns. Some of the concerns included the new use pattern estab lishing a "continuous treated zone" and the need for data that demonstrates the polymer distribution with decreased trench size, decreased application volume and increased drill/rodding intervals. Upon Georgia Department of Agriculture's request, BASF has agreed to provide the soil distribution study.
N. Meeting adjourned at 11:30 AM and applications for certifications were reviewed .

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on February 14, 2012. D. The Commission approved company license applications (see Attachment 2). E. Mr. Lastinger discussed BASF's new termiticide product called Termidor HE which has a
conditional registration from US EPA. Termidor HE uses a molecule that temporarily "boosts" the transport of fipronil into the soil and benefits the applicator by applying 50 percent less water, 77 percent sma ller trenches and allows for 18 inch drill spacing so the job can be done in about half the time of conventional jobs. EPA has requested soil residue data to demonstrate that a continuous treated zone can be established along foundation walls under the new use pattern. Termidor HE has 15 state registrations and the Georgia registration is currently pending. The Commission expressed some concern regarding the product establishing a "continuous treated zone" around the structure under the new use pattern. Mr. Allgood asked GDA to check with other Region 4 states for their registration decisions and additional registration requirements. Mr. Lastinger noted that the Commission has a mission and purpose to make decisions that will protect the consumers of Georgia and provide appropriate and necessary management tools for the pest management industry. F. Mr. Lastinger mentioned ASPCRO's recommendations and letter to EPA in regards to the rodenticide risk mitigation decision. ASPCRO is hoping to receive a response in regards to the recommendations soon. G. Mr. Allgood welcomed Mr. Skin Edge to the meeting and he provided an update on the legislative session. H. Dr. Forschler announced that the National Conference of Urban Entomology will be in Atlanta in May. The conference is the premier urban entomology conference for the latest urban entomology research. I. Dr. Forshler updated the Commission on national discussions involving 1PM in schools. He discussed the importance of the pest management industry getting more involved in the discussions. Dr. Forschler shared his concerns with School 1PM definitions and programs being developed on Agriculture 1PM principles. For example, agriculture 1PM principles are

based on action thresholds and these principles may not translate effectively into urban
1PM. J. Dr. Forschler mentioned the www.extentsion.org website hosted by numerous extension
offices & universities. The website is a good resource for urban pest management
information. K. Mr. Lastinger discussed a recent article in the Florida Pest Pro Magazine; the article
discusses researchers using Nuvan Prostrips with a heat and circulation source. He mentioned Prostrip's use pattern with heat was done for research and that the label does not include instructions for use of the product with the application of heat. Pest Management Professionals are advised to carefully follow label directions on currently registered products. L. Mr. Lastinger discussed the Georgia Department of Agriculture's recent outreach effort with the County Health Department in Milledgeville to discuss licensing requirements in pest management for bed bug control. M. Mr. Lastinger mentioned that the Structural Pest Control Commission's Annual Report for the 2011 fiscal year is now on the Commission's website. N. Mr. Lastinger discussed termite inspection only contracts and warranties. GDA will draft a guidance policy for termite contract requirements for termite inspection protection contracts that do not include an initial preventive termite treatment. 0. Mr. Lastinger discussed GDA's recent attendance to NPMA's National Wildlife Control Operator Conference in Atlanta. March 13, 2012
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on March 13, 2012. The following commission members were present: Jimmy Allgood, Chair, Chris Gorecki, Vice-chair, Laurie Padgett, Maurice Redmond, Dr. Brian Forschler, Bodine Sinyard and Derrick Lastinger.
B. Also in attendance were Joshua Wiley, Billy Skaggs, & Dr. Reuben Beverly with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the February meeting. Mr. Gorecki seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Allgood welcomed Mr. Skin Edge to the meeting and he provided an update
on the current legis lative session. F. Mr. Lastinger discussed US EPA's acceptance of ASPCRO's recommendations on
the changes to the US EPA rodenticide risk mitigation decision. Mr. Lastinger also mentioned that ASPCRO is working on outrea ch to the states and industry regarding the label changes. G. Dr. Forschler provided an update on 1PM in schools. He discussed a new school 1PM mandate that goes into effect on July 1st in the state of Oregon. The new mandate will require school 1PM in all private, public schools and community colleges. H. Dr. Forschler discussed a recent issue where a consumer was told by a PMP that they could no longer provide liquid termite treatments. He suggested that the Commission consider developing a guidance document to address frequently asked questions regarding termite control. He proposed that the Commiss ion work with the Georgia Department of Agriculture on developing the questions and answers. I. Mr. Wiley updated the Commission on compliance and discussed several final enforcement cases . J. Mr. Lastinger discussed US EPA's release of draft product efficacy testing guidelines for bed bug products. EPA convened a Scientific Advisory Panel to review the draft guidelines and ASPCRO submitted comments in the following areas:
o The proposed guidelines address efficacy of new conventiona l products and there is also a need to address currently registered products and 25(b) exempt products.
o Reconsider the multiple strains of test species requirement.

o The need to retest resistance at regular intervals to confirm prior efficacy testing.
K. Mr. Lastinger discussed the new label requirements and restrictions for many of the pyrethroid products. He stated that the new requirements will affect over 2,000 consumer and professional products. The label changes include new environmental hazard statements to minimize ecological exposure and general use statements for best management and stewardship practices.
L. Mr. Allgood announced that the April Commission meeting will be held in Dublin at the McGrath Keen Conference Center in the Dublin-Laurens Chamber Commerce Building.
M. Dr. Kyle Jordan with BASF gave a presentation on their new product Termidor HE. He and Mr. Jim Wright with BASF responded to several questions and concerns. Some of the concerns included the new use pattern establishing a . "continuous treated zone" and the need for data that demonstrates the polymer distribution with decreased trench size, decreased application volume and increased drill/rodding intervals. Upon Georgia Department of Agriculture's request, BASF has agreed to provide the soil distribution study.
N. Meeting adjourned at 11:30 AM and applications for certifications were reviewed.

April 10th, 2012
A. The Georgia Structural Pest Control Commission convened at 10:00 a.m. in the DublinLaurens Chamber Commerce Building on April 10th, 2012. The following commission members were present: Jimmy Allgood, Chair, Chris Gorecki, Vice-chair, Laurie Padgett, Dr. Brian Forschler, Bodine Sinyard and Derrick Lastinger.
B. Also in attendance were Josh Wiley with the Georgia Department of Agriculture, GPCA, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the March meeting. Mrs. Padgett seconded the motion and motion passed.
D. Th e Commission approved company license applications (see Attachment 2). E. The Commission met with for Mr. Martin Shepherd regarding his company license
application that was submitted for review at the March Commission meeting. He was asked to explain Vl(hY he did not respond appropriately to customers and the Department issued corrective actions. He operated under the name of Commercial Pest Control until the license expired on June 30, 2011. Mr. Wiley mentioned that since the last meeting, it was brought to his attention that the Department had an open regulatory issue to address with the applicant. Under the Commission Policy 10-2 Applicant Involved in a Pending Regulatory Action, the Commission did not consider his company license application. Mr. Shepherd and the Department w ill need to meet and resolve the pending regulatory concern before the Commission reviews the application. Mr. Lastinger offered to schedule a conference with Mr. Shepherd before the May Commission meeting. F. Mr. Leland Maddox inquired about his company license application. Mr. Lastinger mentioned that his application had not been received by the Department. Mr. Maddox provided a copy of the application. The Commission voted in favor of approving his application pending receipt of the original application, no conflict in company name and payment of license fees. G. Mr. Lastinger discussed some of the work being done by ASPCRO regarding the new pyrethroid label restrictions. ASPCRO's label stewardship committee is focusing on issues raised by state officials and pest management professionals. The Committee is in the process of compiling the concerns and plans to raise issues to US EPA. Mr. Gorecki mentioned that NPMA has a workgroup that is also focusing on the pyrethroid label issues. H. Mr. Lastinger provided an update on the US EPA amendment to the rodenticide labels. Registrants are in the process of submitting label amendments to US EPA. Once the amendments are accepted by US EPA, the amendments wil l then go to the states for acceptance. Mr. Lastinger noted that the industry shou ld be aware that there w ill be three generations of labels in circulation and that the label attached to the product must be followed.

I. The Commission discussed the new BASF product, Termidor HE. The Commission concluded that before the product is approved under the Georgia Defined Treatment Rule that several conditions would need to be met. These conditions include BASF providing a soil distribution study and data to characterize the horizontal and vertical movement of Termidor HE and demonstrates establishment of a distribution of active ingredient comparable to Termidor SC around a structure and a soil testi ng protocol, resid ue and formul ations level methodology and analytical standard reference material for BASF 270 00S polymer. The Commission will also require and approve a technical bulletin for applicators to address Georgia specific treatment standards. Dr. Forschler discussed the demonstrations at the termite workshop in Griffin including one that illustrates a continuous barrier is not consistently established at 12 inch drill intervals. It was also noted th at the Georgia regulations are an attempt and best effort to establish a continuous treatment. Mr. Gorecki added that the product m ay ultimately be an issue for PMP's and Georgia consumers and further supported the need for the distribution study and data.
J. Dr. Forschler provided an update on 1PM in schools. He announced that EPA had selected six organizations that will receive 1PM grants this year. Florida received a grant that involves the University of Georgia and Auburn University. Dr. Forschler will provide additional updates as the program get s moving. He also mentioned the re-submission of the School Environmental Protection Act (SEPA) which would involve an amendment of FIFRA. The bill has been introduced in the US Congress but is not expected to move forward .
K. Dr. Forschler announced that the Griffin Structural Pest Control Training Center will receive funding for a remodel. The funding amount should be announced in June.
L. Mr. Lastinger provided a program update. In a recent statewide inspector training, the new pyrethroid label restrictions and rod enticide label restrictions were discussed. Inspectors m ay include a discussion of these changes during routine compliance assistance activities.
M. Mr. Lastinger announced Mr. Wiley's move to program manager of the Pesticide Section. Mr. Wiley will continue to work closely with the Structural Pest Section in the compliance and enforcement program activities.
N. Mr. Wil ey reported to the Commission the results of a recent statewide compliance survey on pesticide use in schools and daycare facilities. The survey indicated a 72% violation rate. Most violations were considered minor and involved non-compliance in record keeping requirem ents. Notices have been sent out to pest control com panies involved in the survey.
0. Mrs. Valera Jessee with GPCA discussed a proposed program that would provide free bed bug management se rvices to individuals that are not able to afford services.
P. Mrs. Jessee discussed GPCA concerns with the new Mosquito Control pesticide commercial applicator license. Mr. Lastinger discussed that pest control operators that currently hold the Public Health category license will be converted to the Mosquito Control Category upon meeting recertification and renewal requirements. The public hearing for the rule change will be on April 16th at 10:30 in room 201 of the Agriculture Building.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on May 8th, 2012. Th e following commission members were present: Jimmy Allgood, Chair, Chris Gorecki, Vice-chair, Laurie Padgett, Maurice Redmond, Dr. Brian Forschler, Bodine Sinyard and Derrick Lastinger.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the April meeting. Mr. Redmond seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Lastinger updated the Commission on a pending company license application involving
Mr. Sheppard representing Commercial Pest Control. After last month's meeting, Mr. Sheppard and GOA met to discuss his company's non-compliance. At the meeting, Mr. Sheppard withdrew his application for a company license. Since a compliance agreement was not executed, the Commission did not approve Mr. Sheppard's company license application or his certification exam application under the Commission Notice 10-2 Applicant Involved in a Pending Regulatory Action. F. Mr. Charles Morris met with the Commission regarding his request to take the Employee Registration Examination. Mr. Morris was found cheating on his examination and was required to wait one year. The Commission approved his request. G. Mr. Lastinger discussed a recommendation from the Georgia Department of Agriculture's strategic planning group, to prioritize inspections based on risk factors. In response to the recommendation, the Structural Pest Section has revised enforcement policy to implement the recommendation. GOA will enhance compliance monitoring based on non-compliance risk factors such as repeat violators. Program management will determine if enhanced compliance monitoring is needed after case review. Enforcement response may include consu mer notification letters. A copy of the letter was provided for Commission comment and review. H. On behalf of GPCA's education committee, Jim Harron discussed a proposal of a program allowing select extension office's to facilitate internet based training videos for pest management professionals to earn recertification credits. The extension agents will keep track of identification, attendance and verification . GPCA will offer the training to members and non-members for a fee. GPCA plans to move forward with developing the program and will provide a written plan in the future for Commission to consider. I. Mr. Lastinger discussed a recent conversation with Calvin Jordan of the Georgia Department of Community Affairs (DCA) in regards to a task force group reviewing the 2006 amendments to international building codes. Attention has been brought to one specific

code that addresses exterior insulation finishing systems and installation of wall coverings. The task force has a meeting scheduled for May 10th to review the amendments. GOA w ill write DCA in support of maintaining the amendment. J. Mr. Lastinger updated the Commission on GDA's conditional registration of Termidor HE. He indicated that a notice had been sent to BASF requesting the following items:

K. Dr. Forschler updated the Commission on EPA's initiatives on 1PM in schools. He stated that all of EPA regions are encouraged to participate in the goal of implementing 1PM in schools by 2015. He also mentioned that under EPA's strategic plan, EPA has defined verifiable school 1PM as the ability to evaluate and accurately determine that a school is practicing 1PM.
L. Mr. Wiley provided an update on enforcement actions including a recent action that involved a $1000.00 penalty for submitting false documents of training verification records to GOA.
M. Mr. Lastinger mentioned Structural Pest Section's new online licensing program is now in the testing phase. The new program will offer an option to request a replacement license for a $10.00 fee for certified operators and registered employees.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of

the Agriculture Building on June 12, 2012. The following Commission members were

present: Jimmy Allgood, Chair, Chris Gorecki, Vice-chair, Laurie Padgett, Derrick

Lastinger, and Dr. Brian Forschler.

H. Also in attendance were representatives of the the Georgia Department of Agriculture,

GPCA, and CPCO representatives, registrants and other members of the pest

management industry.



C. Motion was made by Mr. Gorecki to approve the minutes of the May meeting. Mr.

Redmond seconded the motion and motion passed.

D. Mr. Allgood announced that Commissioner Black reappointed Mr. Sinyard to serve

another term beginning July 1, 2012.

E. The Commission approved company license applications (see Attachment 2).

F. Mr. Lastinger updated the Commission on the new rodenticide la bel amendment

allowing for rodenticide applications greater than 100 feet from a man-made structure.

US EPA and GOA recently accepted the label amendments from Bell Labs.

G. Mr. Tommy Gray, Associate Division Director, discussed the Pesticide Section's

transition plan to allow PM P's to transfer a Public Heath applicator license (category 31)

to a Mosquito Control applicator license (category 41}. GOA mailed notifications to

Public Health applicators to .notify license holders of the transfer application. Mr. Gray

noted that if an applica_tor has accumulated credit hours in the Public Health category

then the credit hours wi ll be transferred to a Mosquito Control license. He also

discussed licensing requirements for treating stinging insects. Pesticide applications for

stinging insects in urban areas are permitted with a Structural Pest Control (category 29}

license or an Ornamental and Turf Pest Control applicator (Category 24) license.

H. Mr. Gray announced that Georgia Clean Day, a program designed to encourage the

disposal of pesticides legally and safely, will be resuming. The program is being restored

through federal funding from US EPA and discussions have started to hold a Georgia

Clean Day in 2013 for the Structural Pest Control industry.

I. Mr. Lastinger updated the Commission on the 2012 International Build ing Code Georgia

Task Force Amendment regarding the "Installation of Wall Coverings". Mr. Lastinger mentioned that on behalf of GOA and the SPCC, he sent a letter on May 9th to the

Department of Community Affairs (DCA). The letter expressed support of the

amendment to address the issues related to inspection and management of t ermites in

Georgia homes. GPCA representatives attended the meeting and were successful in

getting the amendment language changed to add clarity to the requirement.

J. Mr. Lastinger reviewed rule 620-3-02 of the Georgia Structural Pest Control Act and

Commission Policy on Baiting Systems Used on New Construction, which requires the

installation of a baiting system for the control of termites on a structure within ninety (90) days after the earlier of:
(1) the granting of a local "certificate of occupancy" (2) the actual occupancy of the structure by owner, tenant, or otherwise (3) the closing of the sale of the property (4) the completion of backfilling by the building contractor or owner K. Mr. Mark Mulling discussed compliance concerns with the requirement and builder contracts for termite treatments. With the current housing market in Georgia, it is not uncommon for a new home to sit vacant for several years before being sold. L. Dr. Forschler provided a University of Georgia update. He noted that Dr. Paul Smith, the extension pesticide coordinator for UGA, will be stepping down in August. He stated that he hoped the position will be filled by the fall. Dr. Forschler submitted a response to the 1PM in Schools workgroup on behalf of the Commission regarding the status of the implementation of 1PM in Georgia Schools. M. Dr. Forschler introduced Dr. Thihn Van Hahn, the director of the Institute of Termite Control and Works Protection in Hanoi, Vietnam. Dr. Hahn is visiting to learn about the state regulatory process. N. Mr. Lastinger noted that the Structural Pest Section's office will be moving to room 411 in the Agriculture building. 0. Mr. Lastinger announced that the new on line licensing program launched June 11th, 2012. As part of the new licensing program, all structural applicators will be issued a new license number. Applicators will be able to use their old license numbers until July 1, 2013. Licensees will be able to update contact informatio_n (email, address and phone number) online by logging in with a username and password. P. Mr. Allgood announced that he will be stepping down as the Chairman of the Commission. Motion was made by Mr. Lastinger to nominate Mr. Gorecki as Commission Chairman.
