A PROCLAMATION
BY THE GOVERNOR:
WHEREAS:
Pursuant to the provisions contained in the proposed Amendments to the Constitution of the State of Georgia, an Executive Proclamation was issued and published as provided in said Acts and as required by the Constitution of this State, submitting the following proposed Amendments for ratification or rejection by the qualified voters of the State at the General Election held Tuesday, November 8, 1966, and the following are the votes received.
1. Amendment to authorize establishment of
area schools and area school districts by local referendum including special schools such as vocational trade schools, schools for exceptional children, and schools for adult education, and for their organization, management, financing; and to authorize contracts between boards of education and expenditure of school tax funds for public education purposes; and to preserve special schools heretofore established.
2. Amendment to authorize the General As-
sembly to create public corporations with the power to issue revenue obligations for the purpose of developing industrial facilities and to empower the General Assembly to authorize the various counties, municipalities and political subdivisions to issue revenue obligations for such purposes.
J. Amendment to provide for the payment for
taking or damaging private property for public road and street purposes, m order to authorize the state to require the removal of existing outdoor advertising and the removal or screening of existing outdoor junk yards or other installations interfering with the natural beauty of the highway and surrounding landscape, so as to prevent the loss of large sums of Federal money.
4. Amendment to authorize the General As-
sembly to appropriate funds to any State department or other State Agency for the purpose of being used to obtain funds from the Federal Government for educational scholarships, educational loans and other educational purposes and to authorize such State departments and other State agencies to use the funds so appropriated and the funds received from the Federal Government for the purpose authorized and directed by the Federal Government in making such funds available.
5. Amendment to require notice of candidacy

A PROCLAMATION
BY THE GOVERNOR:
WHEREAS:
Heretofore on December 14, 1966, a Proclamation was issued proclaiming the passage or defeat of certain local constitutional amendments according to the results of the General Election as certified to me by the Secretary of State; and
WHEREAS:
Based upon said certification, Amendment No. 71, pertammg to the creation of a Charter Commission to study all matters relating to the consolidation of the governments of the City of Brunswick and Glynn County, was proclaimed as not having been ratified; and
WHEREAS: The Ordinary of Glynn County has advised the Secretary of State that an error was made by him (Ordinary) in computing the votes cast for said amendment in Glynn County; and
WHEREAS:
The Secretary of State has amended his certification as to the vote on said Amendment No. 71 to reflect the change in certification made by the Ordinary of Glynn County in certifying the results of the votes on said amendment; and
WHEREAS: It appears from said certification made to me by the Secretary of State that said amendment was, in fact, ratified according to the Constitution of this State, as follows:

GLYNN COUNTY City of Brunswick
Amendment to the Constitution so as to authorize the General Assembly to provide by local act for the creation of a Charter Commission to study all matters relating to the consolidation of the governments of the City of Brunswick and Glynn County and for the establishment of a successor government with powers and jurisdiction throughout the territorial limits of Glynn County and to draft a charter to create such government.

THEREFORE: I, Carl E. Sanders, Governor of the State of Georgia, do hereby amend the Proclamation heretofore issued by me on December 14, 1966, by proclaiming local Amendment No. 71 as having been ratified according to the Constitution of this State and according to the results of the General Election, as certified to me by the Sec-
retary of State, and said amendment is hereby declared to be a part of the Constitution of the State of Georgia, effective this date.
Given under my hand and the Great Seal of the State of Georgia, in the City of Atlanta, this the 29th day of December, 1966, and of the Independence of the United States of America, the One Hundred and Ninety-First.

A RESOLUTION
Declaring the Honorable Lester G. Maddox as the duly elected Governor of the State of Georgia; and for other purposes.
WHEREAS, pursuant to the Constitution of the State of Georgia, the General Assembly of Georgia while in joint session of the Senate and the House of Representatives on January 10, 1967, did elect the Governor of the State of Georgia from the two persons receiving the highest number of votes in the general election for Governor held on November 8, 1966, such two persons being Honorable Howard H. "Bo" Callaway and Honorable Lester G. Maddox; and
WHEREAS, the Honorable Lester G. Maddox received 182 votes and such number of votes constitute a majority of the members of the General Assembly present;
NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA in joint session of the Senate and the House of Representatives on January 10, 1967, that Honorable Lester G. Maddox is hereby declared to be the duly elected Governor of the State of Georgia to succeed the Honorable Carl E. Sanders.
BE IT FURTHER RESOLVED that the Secretary of the Senate and the Clerk of the House of Representatives are hereby directed to enter this resolution on the respective Journals of the Senate and the House of Representatives and to transmit a copy thereof to the Governor, the Secretary of State, Honorable Lester G. Maddox and Honorable Howard H. "Bo" Callaway.
TO THE GOVERNOR OF THE STATE OF GEORGIA:
THIS is to certify that pursuant to the Constitution and Laws of the State of Georgia, The General Assembly, in joint session, has opened and canvassed the returns of the election for the office of Governor of the State of Georgia, said election having been held on the eighth day of November, 1966.
AFTER having canvassed such returns it was found that no candidate received a majority of the whole number of votes cast; therefore, The General Assembly, in joint session, on January 10, 1967, did elect a Governor viva voce and,
WHEREAS, the Honorable Lester Maddox received 182 votes and such number of votes constitute a majority of the members of the General Assembly present, the Honorable Lester Maddox is hereby declared to be the duly elected Governor of the State of Georgia.
GIVEN under my hand and the seal of my office on this the 11th day of January, in the year of our Lord One Thousand Nine Hundred and Sixty-seven.
