Objective 1
DISTRICT PLANNING
Action
1. The Cobb SWCD supervisors are committed to full attendance of the Monthly Cobb SWCD Meetings and each participating supervisor will be paid a per diem by the GASWCC at the current approved rate.
2. The Cobb SWCD supervisors are committed to full attendance at the Annual GACDS Summer Group Meeting, Supervisor Training and the GACDS Annual meeting. The direct expenses for supervisors to participate in each of these meetings will be paid for by the Cobb SWCD.
3. The Cobb Chairman may call special meetings if needed to plan special events. 4. Work together with GACDS Group I and the GASWCC to coordinate the 2013 GACDS
Group 1 Summer Meeting in Paulding County. 5. Support the NACD Southeast Region NACD Annual Meeting to be held in Savannah,
GA on August 11 13, 2013. 6. Hold an annual election of SWCD officers.
Objective 2
CONSERVATION EDUCATION
Action
1. Review and update the Stream Buffer Replanting Guideline.
2. Host 1 GSWCC E&SC Certification Course.
3. Cobb District Website- www.cobbswcd.org - The District sponsors and maintains an educational website to inform local governments and landowners of educational opportunities provided by the District and be a resource for E&SC Regulations, Educational Opportunities and BMP information.
4. Natural Resources Conservation Workshop Sponsor students to attend.
5. National Association of Conservation Districts Soil and Water Stewardship Poster Contest Cobb Students participate through GACDS
6. Complete GACDS Farm Bill Outreach Grant deliverables.

Objective 3
DISTRICT ASISTANCE TO CONSTIUENTS
Action Serving a predominantly urban county, Cobb SWCD has partnered with NRCS to promote urban agriculture by providing federal Farm Bill conservation funds to local land owners and producers. The District will work with NRCS to achieve the following objectives:
1. Work as a partner with the City of Austell, NRCS, and the GSWCC on the outdoor classroom and environmental education components of the Austell Community Gardens project by utilizing grant funds through the GACDS Farm Bill Outreach Program. Host 1 field day at the I. T. and Lodemia Terrell Community Garden and Educational Center to educate youth on natural resources and small scale agriculture.
2. Local small Farmers - Increased technical services to Small, Beginning and Limited Resource Farmers producing locally grown food.
Host 1 educational workshop at the Cobb Water Department offices to introduce beginning and small scale farmers to the available Farm Bill Programs.
3. EQIP - Encouraged Small, Beginning and Limited Resource Farmers to participate in NRCS Environmental Quality Incentive Program (EQIP) through publishing success stories on local farmers and visiting community based farmers markets to distribute program information.
Promote advantages of organic and naturally grown food to underserved communities in Cobb County.
Support NRCS mission and goal of "Helping People Help the Land" to promote conservation efforts.
Create a network showcasing installed conservation practices for first time EQIP participants.

Objective 4
WATERSHED DAMS
Action
1. Maintenance Agreements- continue working with Cobb County and adjacent landowners to coordinate routine maintenance for the watershed dams.
2. Coordinate with the GSWCC, NRCS, and GA EPD Safe Dams to inspect the four Noonday Creek watershed structures.
3. Continue to monitor Noonday Watershed Structure #9 to ensure that the principle spillway is functioning.
OBJECTIVE 5 EROSION & SEDIMENT CONTROL and Local County & City Involvement
Action 1. Conduct a follow up meeting or communication with LIAs after any complaints.
2. Provide erosion control and conservation technical resource to all 7 LIAs in the District as requested.
3. Enforcement Activity Report- Review monthly information provided by LIAs indicating E&SC permitting activity, notices of non-compliance, stop work orders, etc.
4. Complaint Resolution- Resolve complaints in accordance with procedure outlined in the Supervisor Handbook.
5. Review E&SC plans submitted by Marietta, Powder Springs and Austell.
6. Overviews of LIA's - Schedule to review a minimum of 3 LIA's.
The Cobb County Soil and Water Conservation District will expend their funds in compliance with state law, and, the District will conduct an annual audit.
