1986 FACT SHEET
1,542 people were killed in Georgia traffic accidents in 1986; 90,268 were injured in a total of 239,380 accidents. Of those killed, 555 were under 25 years of age.
543 of the fatalities involved a drinking driver with a BAC of .10 and above. Travel in Georgia for 1986 was 49 billion miles, a .05% increase over the 46.5 billion miles traveled in 1985. There were 5.7 million registered vehicles in the state at the end of 1986. At the end of 1986 there were 5.2 million licensed Georgia drivers. 74.5% of all motorcycle accidents resulted in injury; 2.6% resulted in death. DPS suspended 100,944 licenses; 60% of those were for DUI.
83% of all fatal accidents occurred on dry surfaces; 17% on wet surfaces. 25% of all accidents resulted in at least one injury. Pedestrian fatalities-218 total (168 male, 50 female); 151 at night and 67 in daytime (6:OO a.m. to 6 p.m.).

EXECUTIVE SUMMARY

The year 1986 saw the Department of Public Safety undergo numerous organizational and structural changes. The change with the greatest impact was the naming of Colonel Curtis D. Earp, Jr., by Governor Joe Frank Harris as Commissioner of the Department of Public Safety and as Commander of the Georgia State Patrol. Colonel Earp assumed his duties on October 3, 1986.
He immediately instituted a reorganization of the headquarters and, by the end of 1986, the organizational structure depicted in this report was pretty much in place.
Although the year 1986 brought significant and far-reaching changes to DPS, it was a fairly average year in terms of traffic statistics.
Traffic deaths in Georgia numbered 1,542, a marked increase over the 1,362 recorded in 1985. There were 239,380 accidents, up from 212,393 in 1985 and 90,368 injuries, an increase over the 81,054 reported in 1985. However, the miles of travel within the state increased commensurately, from 46.5 billion in 1985 to 49 billion in 1986. Further, the number of registered vehicles in the state increased from 5.4 million to 5.7 million.
The Alcohol and Drug Awareness (ADAP) program continued to receive positive response from across the state. The Department began using video tapes to serve as a force multiplier; to present to students the picture of a uniformed trooper teaching the program. In 1986 approximately 70,000 students received their certificates providing their eligibility for driver's licenses.
The GSP Aviation Section again had a busy year with a total of 11,416 flight hours, most of it involved in searches for marijuanna cultivation throughout the state. The total number of flights logged were 1,270 and involved 138 detailed searches. The School Bus Safety and Safety Education activities included a total of 696 programs reaching 39,032 people. The number of programs for employee groups were 379 for an attendance of 34,998. A large portion of these programs involved Defensive Driving Courses.
The Intra-Agency Highway Support reported a total of 8,140 arrests, 9,434 warnings and 726 license pick-ups. Implied Consent trained 203 officers to operate the lntoximeter and logged a total of 2,020 classroom hours. Implied Consent also picked up 64 driver's licenses and handled 148 Special Detail Hours.

The Georgia State Patrol continued to place emphasis on the highway drug interdiction program that was initiated in 1985, as more and more troopers received training from anti-drug smuggling experts within the Drug Enforcement Administration (DEA). Seizures of drugs, particularly along the Interstate 95 and 75 corridors, have been in the millions of dollars.
In 1986 30 new troopers were graduated from Trooper School at the Georgia Police Academy, the last year for the school at the location on Confederate Avenue. All future schools will operate from the new Public Safety Training Facility that will open in early 1987 in Forsyth. The Department continued its newly initiated program of training rookie troopers with Field Training Officers (FTO), insuring that two FTOs were operating at each Post.
In the legislative arena, 1986 brought several changes in the laws to improve highway safety. The law with greatest impact in the state actually had been passed previously . . . but 1986 saw the final increment in the increase in the drinking age in Georgia. As of September, 1986, the legal drinking age in the state was 21. Other acts and measures with impact on highway safety or law enforcement were:
H-B 477 created the Motorcycle Operator Safety Training Program to be administered by the Department of Public Safety, and a motorcycle safety office was established in DPS by the end of the year.
H-B 1363 related to the use of deadly force by an officer when the officer believes his or her life, or the lives of others may be in danger.
H-B 1320 made it a felony offense to resist, obstruct or oppose any law enforcement officer.
H-B 466 required that the letters marking law enforcement vehicles on the side and rear be changed from not less than 6 inches to not less than 4 inches. The act also required rear lights.
H-B 1532 prohibited acts concerning alcoholic beverages, so as to clarify when alcoholic beverages may be possessed or consumed by an underaged person within the home.
During the year the Georgia State Patrol continued its practice of being in high profile during danger times, particularly during holiday weekends, when its presence would make an impact on highway safety.

Commissioner's Office

Cornmissioner Colonel Curtis D. Earp, Jr.

A native Georgian, Colonel Earp assumed the duties as Commissioner of the Department of Public Safety and Commander of the Georgia State Patrol on October 3, 1986. Born in Valdosta, Colonel Earp is a Distinguished Military Graduate of Florida State University, major/ng in criminology, and was commissioned as a Regular Army officer in the Military Police Corps in 1960. He is a graduate of the Army's Airborne, Ranger and Pathfinder schools, the Military Police Officer Basic and Advanced courses, and the Army's Command and General Staff College. He also has earned a master of Science degree in criminology.
Colonel Earp had 26 years of Army law enforcement experience, serving as Provost Marshall of Fort Stewart, Georgia, Commander of the Area Confinement Facility at Fort Bragg, North Carolina, Provost Marshall of Fort Benning, Georgia, and Commander, Military Police Activity and Provost Marshall, Fort Meade, Maryland. Colonel Earp retired from the active Army in the grade of colonel. His military decorations include the Silver Star, Legion of Merit, Purple Heart and Combat Infantryman's Badge. He is a member of the International Association of Chiefs of Police, American Society for Industrial Security, National Association of Chiefs of Police, Georgia Association of Chiefs of Police, Peace Officers Association of Georgia and several other professional police organizations.

Major T. H. Braswell has been Deputy Commissioner since 1985, serving concurrently for two years (1985 and 1986) as South Field Commander. Major Braswell is a native of Worth County and attended the University of Georgia. After four years in the U.S. Air Force, in which he rose to the rank of Staff Sergeant, he joined the Georgia State Patrol in 1957. Major Braswell graduated with Trooper School 19 as valedictorian and began his duties as a State Trooper at Post 10 in Americus. He received continued assignments of increasing rank and responsibility, including a stint with the DPS Crime Lab, working on the implied consent program, and as an instructor with the Georgia Police Academy before being assigned in 1979 as commander of Troop K in Perry.

Commissioner's Office

Administrative Aide
The Administrative Aide assists the Commissioner in setting his daily calendar, handles visitors, coordinates the use of the Commissioner's conference room, and provides such other administrative assistance as the Commissioner may require.
Planning and Research
In October, 1986 the planning function of the department was renewed when Commissioner Earp reactivated this activity as the Planning and Research Office. Planning and Research, as presently organized, is directly responsible to the Deputy Commissioner for determination of priorities as well as other matters.
The Planning and Research Office currently consists of a Planning Officer, Assistant Planning Officer and a secretary. Expansion of the number of personnel assigned to this office is expected with the increaseof assignmentsand responsibilities.
Although much of its time during 1986was committed to staffing, equipping and organizing to begin their new role, this office has remained busy.
This office is responsible for reviewing the effectiveness of ongoing programs within the department, development of plans for both immediate problem resolution and long range future needs, statistical and analytical support as needed by the Commissioner and his staff, drafting of certain correspondence requiring supporting research and other duties at the discretion of the Deputy Commissioner.

Professional Standards
The Professional Standards Office, which was created to provide legal, administrative and investigative assistance for the Commissioner's Office, was gradually phased out during 1986.
What remained at the end of the year was a legal section which provided day-to-day legal interpretations and routine rules development, and a complaints section to investigate and resolve complaints from the public concerning any aspect of Department activity.

Public Affairs Office
In 1986 the name of the office was changed from Public Information, to avoid confusion in the minds of citizens who believed they were reaching a general information center instead of the office charged with being the conduit of information from the Department to the news media.
During 1986 the office produced news releases about traffic safety programs as well as holiday weekend traffic forecasts. News media inquiries were handled by the office, either directly, or by referral to the appropriate office.
Day-to-day activities of the Department were reported through the Daily Bulletin. DPS employees were encouragedto report any news from their area to the P A 0 for inclusion on the Bulletin.
The Department's Photo Lab and the Graphics Unit also were included in the public affairs section. All Departmental photos and accident pictures were processed by the Photo Lab. In-house art work was handled by the Graphics Unit. Most brochure and cover designs, layouts for Department manuals and billboard also were done in-house by the Graphics Unit.

Commanding Officer

Commanding Officer
The Commanding Officer provides administrative direction and control over field operations and provides for the allocation of manpower and equipment for the enforcement of traffic and criminal laws.
The cutting edge of the Department, indeed, its raison d'etre, is its uniformed force. Approximately 600 sworn officers charged with enforcing traffic laws in Georgia are organized into nine troops, commanded by captains, and aided by two assistant commanders in each troop, who hold the grade of lieutenant. Each troop has, in turn, five or six posts, with a total of 47 posts throughout Georgia. Most posts, commanded by a sergeant first class, have responsibility for traffic enforcement on public highways in anywhere from two to five counties, depending upon the population density and geography.

Executive Security
Twenty troopers and two radio operators are assigned to Executive Security. These troopers furnish continual security for the Governor and his family, the Lieutenant Governor and the Speaker of the House. The detachment also is responsible for the security of dignitaries visiting the state. The detachment operates under the supervision of the Commanding Officer.

Adjutant's Office
During 1986 the Adjutant's Office saw many changes in roles and missions. Many of the responsibilities that were assigned to the office at the beginning of the year, were re-assigned during a subsequent reorganization. Retained within the purview of the Adjutant's Office were the Awards Program, Employee's SuggestionCommittee, and the Department's liaison to the Veteran's Administration.
The bulk of the Adjutant's duties involved assisting the Commanding Officer in the day-to-day duties within the Department of Public Safety.

Affirmative Action
The Department of Public Safety'sAffirmative Action Program is committed to providing equal employment opportunity for all qualified persons and to prohibit unlawful discrimination becauseof race,color, religion, national origin, sex, handicap or age. The equal employment policy emphasizes female and minority recruitment for the Trooper Cadet, Radio Operator, and License Examiner positions.
This office conducts minority recruiting by visiting colleges, vocational schools and employment agencies in conjunction with the Merit System on a state-wide basis.
The Affirmative Action office is responsible for interviewing and explaining the pre-employment process to all prospective applicants. During fiscal year 1986, the recruitment officer attended 17 scheduled meetings throughout the state; completed 42 interviews with applicants for the position of Trooper Cadet, Radio Operator and License Examiner. It also provides technical assistance to departmental supervisors regarding goal-setting and workforce analysis.

Personnel
The Department of Public Safety's Personnel Office is responsible for all personnel functions for the Department and its six attached agencies. All personnel and leave records are maintained in the central office in Atlanta. This office provides all services concerning health insurance, retirement, direct deposit and deferred income, as well as a comprehensive optional insurance program which includes life, cancer care, vehicle and disability insurance. The Personnel Office also provides administrative support for grievance and appeal hearings. All Special Orders, General Orders, and LTD Memorandums are prepared by this office.
Permits Unit
The Permits Unit of Department of Public Safety issues permits of licenses for operation of wholesale/ retail of small firearms, emergency lights, racetrack, radar speed-timing devicesand tinted windows to qualified applicants.
Emergency light permits for governmental agencies are issued for 5 years. Private businesses and individuals are issued a permit for 1 year. Permits for the operation of radar speed-timing device is valid until suspended, revoked or cancelled. The Permit Section processed 20 amendments to the present radar permits on file, in addition to issuing 18 new permits.

Personnel services

COMPUTER SERVICES
The Computer Services Section was instrumental in conceiving, planning, recommending a i d obtaining approval to proceed on the Computer Assisted Issuance (CAI) of driver's license project in the years proceeding. In 1986 Computerservices coordinated the implementation of the system. Working with the Department of Administrative Services, equipment was acquired and scheduled for installation, operating personnel were trained and equipment installed. By year's end the "Metro" stations (18 volume stations statewide) were up and running providing those benefits anticipated, i.e., faster service to applicants, much improved accuracy, fewer retakes and virtual elimination of expensive and time consuming voids. Tests were performed and determination made of the system for equipment to handle CAI in the outlying posts and "Roving Detail" locations in preparation for installation/completion of the final stage next year.
A Personal Computer System was developed for, and installed in, the Personnel Section to provide an automated method of obtaining facts and figures quickly and accurately for the many special reports.
A Personal Computer System was developed for, and installed in, the Training Section to provide automated records and high speed look-up and retrieval.
The calendar year 1986was one of marked change and improvements in the Computer Services Section. Our Data Entry Unit and Operations Unit were the recipients of much needed new equipment. The Data Entry Unit installed a Nixdorf 8850/65 Data Entry System with 13 data entry key stations consisting of the new Dap-4 terminal, slim line keyboard and Swans-neck terminal base that allows for individual adjustment by the operator

to reduce eye, neck and back strain. With the addition of these new terminals and the increased volume of work, a faster internal processor is needed.
The Operations Unit installed a Harris Model 1600 SNA Remote Job Entry System to handle the task of transmitting all updated information to the IBM mainframe housed downtown in the Archives Building. The implementation of the new Driver's License System increased the need for updates to a nightly basis, thus 'Bogging Down' our old Bysync Remote Job Entry System that was handled through our Data Entry Operating System. This increased activity of keypunching and transmission of data to the mainframe was having a detrimental effect on both operations.
Six weeks after the installation of the Harris RJE equipment, the backlog of data to be transmitted was eliminated; 24 hour turn around on Motor Vehicle Requests (MVR's) was being provided for the first time; part of the strain on the Data Entry System was removed; thus permitting the Data Entry Systems to get back as close to full speed as possible to the delight of supervisors and operators.

Training
TheTraining Unit is responsible forthe basictraining of new recruits, additional training for sworn personnel, and training courses for civilian personnel. During the past year, the 61st Trooper School was held and 30 cadets completed 16 weeks of intensive basic training, 55 civilian employees took advantage of coursesoffered through the Merit System and outside agencies, and several sworn personnel attended classes in Accident Investigation, and Advanced Accident Investigation and Accident Reconstruction.
Another responsibility assigned to the Training Office is to design and administer the Georgia State Patrol Promotion Exam. Approximately590 personnel took the 19861 87 promotion test.
The 1987 plans include major changes in the Trooper School, upgrade the training of our FTO's and the computerization of training records for all personnel.

Special Operations

IAHS (INTRA-AGENCY HIGHWAY SUPPORT) assists the Department of Transportation in the reduction of accidents, injuries and deaths i n c o ~ s t r u c t i o nzones throughout thestate. IAHS has provided a positive impact in this area. IAHS's efforts may best be demonstrated in their high productivity as it relates to arrests and warnings.

THE SCHOOL BUS SAFETY UNlT is primarily involved in the training of bus driver instructors for the local jurisdictions, along with the instruction of the individual school bus drivers. Their efforts culminate each year with a driver rodeo to identify the driver possessing the best driving skills and to encourage other drivers to be more conscious of their driving habits.

Major E. R. Stephenson
SPECIAL OPERATIONS DIVISION
Major E.R. Stephenson, Division Director, Special Operations, reports a productive year for the 103 personnel assigned to his command. The Special Operations Division is the most diversified operation within the Department of Public Safety. The expertise shared by the personnel in Special Operations includes the following endeavors: Aviation, Safety Education, School Bus Safety, Emissions Inspections, Intra-Agency Highway Support and Implied Consent.
THE AVIATION UNlT is involved in missions on a continual basis that include the following; search and rescue, traffic enforcement,
drug identification - eradication,
felony arrest and transportation of emergency medical supplies.
IMPLIED CONSENT UNlT continues to perform in an exceptional manner. Their main concern continues to be the training of intoximeter operators and the maintenance of the intoximeters statewide.

THE EMISSIONS INSPECTION AND MAINTENANCE UNlT has been actively involved in the renewal of our emissions program during the past year. Many new and innovative concepts have been adopted to improve the effective-
ness of the program.

THESAFETY EDUCATIONUNlT is actively involved in the instruction of all ninth graders throughout the entire state in an alcohol and drug awareness program.Additionally, they are involved in other school programs, civic programs, defensive driving programs and bicycle rodeos.

lnsurance Services
The year 1986 was a very busy year for the Insurance Services Section. The Legislature gave the section thirteen new employees to begin operation again of processing the insurance cancellations of individuals that had cancelled their insurancewith their insurancecompanies.
The section also began issuing pickup orders on driver's license and tags of individuals who had not complied with the no insurance law and failed to send them in to the Department.
With increased activity of both the cancellations and convictions of no insurance, we feel we are getting one step closer to removing the uninsured drivers from Georgia's highways.

ADMINISTRATIVE SERVICES
Administrativeservices is a multifacet Section, which consist of four distinct work units. These Units, which are assigned, consist of the Hearing Unit, the Driver Improvement Unit, the Court Liaison and the Military lssuance Unit.
The Hearing Unit has within the past year provided 4,536 hearings relating to the suspension of drivers licenses. Of this number, 1,097 suspensions were withdrawn based on the evidence presented at the hearing. Additionally, there are 27 Final Agency decisions, which are being reviewed by the Judicial System.
1,697 hours were spent in monitoring the Driver Improvement Clinics. During these visitations, there were 21 major infractions of the regulations which govern their operation. In relation to theseviolations, action was taken against 11 clinics; 10 suspended and 1 cancelled. The remaining 9 violations pertained to the operational aspects of instruction given in the course, 8 instructors were suspended and 1 was cancelled.
There were 231 hours spent in court visitation as well as testifying on contested cases for the Department. Thevisitation process establishes a method of providing information from the Department to the Judicial System. And conversely, provides input from the Judicial System as to procedural problems with Departmental policy.
The Military lssuance disseminated 1,616 Handicap parking permits. This is in addition to the3,249 driver's licenserenewalswhich were dispensed to out of state military personnel. This type license is only issued to Georgia residence, who are unable to apply in person for their renewal.

Examining Division Consists of the State Chief Examiner and Troop L, which encompasses all license examiners in the state. The division has nine chief examiners, divided into north and south zones, and 11 examining stations throughout the state, plus license examiners at most of the Patrol's posts.
Revocation and Suspension This section, headed by a lieutenant, handles the administration of the Department's revocation and suspension policies which, in turn, are established by state law. An individual's driver permit can be suspended or revoked once the privilege as a motor vehicle operator has been abused, either by a mandatory violation, point suspension, implied consent convinction or loss of insurance coverage.

Drivers services

SAFETY RESPONSIBILITY
The Safety Responsibility Unit is responsible for processing accident claims on uninsured motorists when there is a reasonable possibility of a judgment being rendered. Claims are also processed on unsatisfied judgments and on out of state accidents, in which a Georgia resident or licensee was involved inan accident in another state.
There has been a 16% increase in the filing of claims and a 26% increase in the issuance of security suspensions, with no increase in personnel.

FINANCIAL PLANNING AND BUDGET SECTION
The Financial Planning and Budget Section monitors,manages and controls the annual operating budget for the Department and Agencies attached and includes the analysis of actual and projected expenditures as they relate to the budget line items.This Section also prepares, develops, and coordinates the Budget submissions to appropriateState agencies and was responsible for approximately $70,000,000 in FY 1986. This Section is also responsible for Procurement, Grants Management, Property Management, Records Management and Printing.

Property Management
The Property Management Unit is tasked with the responsibility of maintaining an inventory of over 20,000 items of nonexpandable property and of ensuring proper usage, maintenance and disposition of these items from the date of acquisition to the date of final disposition.
During the past fiscal year, the Property Unit has processed over 12,000 transactions in its effort to track equipment as it is acquired, transferred or surplused within a given area of responsibility which includesthe Headquarters complex, 58 statewide facilities and 7 Agencies that are administratively attached. The Property Unit has assisted in the coordination and scheduling of transportation of property to and from Headquarters and the various statewide offices.
The Property Management Unit has saved the taxpayers over $75,000 by acquiring needed items of property through transfer from DOAS-Surplus and from other State Agencies this fiscal year.

Procurement
The Procurement Unit is responsible for the purchase of goods and services for the Department which includes the Headquarters complex and 58 facilities located statewide. All contracts negotiated by or entered into by the Department of Public Safety are maintained, monitored and renewed by the Procurement Unit. Insurance claims for losses on buildings and contents are filed and processed for collection from this office.
The Procurement Unit purchased and processed 12,000 transactions for goods and services at a value estimated well over 12 million dollars this fiscal year.
Grants Management
Grants Management reviews Federal and other funds coming into the Department. It writes grant proposals and files appropriate claims for reimbursement. Grants Management coordinates with grant project directors and assist audit personnel with their review after completion of grants.

Records Management
The purpose of Records Management is to apply management techniques to the creation, utilization maintenance, retention, preservation and disposal of records to reduce costs and improve efficiency of the record keeping process. The Records Management Office also coordinates printing services for the Department.

This area is staffed with four operators who individually answer approximately 1,900 calls per day. From January 1, 1986 through December 31, 1986, over 473,100 calls were received and handled.

LICENSE PROCESSING UNIT

1,377,068 driver's licenses were prepared for mailing. This process requires that all suspended licenses and licenses containing errors are pulled.

RETAKE LETTERS

- Approximately 35,000 retake letters were issued based on errors and damaged film.

SUSPENDED LICENSES

- Approximately 82,000 suspended licenses were retrieved prior to mailing based on suspended, revoked or cancelled status.

LICENSES FOR REINSTATEMENT

- Approximately 36,000 licenses were removed from the file for the Revocation Section to process license reinstatements.

UNCLAIMED LICENSES - Approximately 15,000 unclaimed licenses were filed.
