GENTLEMEN:

It gives me great pleasure to submit to you herewith the annual report of the State Board of Corrections for the fiscal year beginning July 1, 1962, and ending June 30, 1963.

I was not in the department at the conclusion of the fiscal year, but I have since assumed the directorship of the Department of Corrections. It is our hope that this report will prove to be of interest and at the same time afford pertinent information regarding the operation of the department.

It is the intention of this department to make a supplemental report to the Governor and the General Assembly cove~ing the needs of the department and various institutions for the fiscal year beginning July 1, 19'63. This supplemental report will reflect some of the proposals and objectives to be pursued in our endeavor to upgrade the prison system.

FINANCIAL REPORT
For the administration of the State Board of Corrections, the General Assembly of 1961 appropriated $150,000.00. Through the State Emergency Fund, additional Budgetary approval of $19,465.94 was essential and funds available for the fiscal year amounted to $169,465.94. Actual disbursements for the year totalled $168,710.18. For the operation of the prison system, the General Assembly of 1961 appropriated $2,350,000.00. Through revenue collections, the department earned $1,370.025.03. In order to operate the expanded prison program, additional Budgetary approval was given. $2,751,053.92 was transferred from the State Emergency Fund. Of the latter amount, $400,000.00 was allocated for Authority Lease Rentals, some for minor Capital Outlay items and the remainder was allotted for normal maintenance operations. The Authority Lease Rentals was in reference to a proposed prison installation in Hart County Georgia, which never materialized and of course the $400,000.00 was not utilized. Actual expenditures for the operation of the prison system amounted to $4,177,266.79 and of this amount $315,512.45 covered Capital Outlay expenditures. In order to inaugurate a much needed building program for the prison system, the Governor transferred an additional $2,500,000.00 for this purpose and we immediately turned the funds over to the State Penal and Rehabilitation Authority. The Authority will retain the funds for the State Board of Corrections until such time as the money will be required during the coming fiscal year, for new construction and major repairs to existing buildings.

As we have pointed out in previous years, nur maintenance cost in reference to inmates is far below the natio~al avera~e and as a matter of fact our cost of $540.20 per man ner year is probably one of the lowest in the nation. In some instances the cost per year in other states is as much as three time our annual cc~t. Because of restricted bud~et allotment, we were able to ~aintain the average cost of $540.20 for a period of two fiscal years. It is our sincere hope that the State Lerlslature will see fit to materially increase the annual Appropriation for the State Hoard of Corrections, so that general operations of the department will be in line with other States of the nation. lTe are extremelr anxious to improve the penal svsteM in every wav nossihle, but in order to do this, additional funds uill nnt only be necessary for new construction but also for daily mainte~ance of the inmate nonulatinn.

The operation of the Georgia State Prison, as indicated above, is about the same as the previous fiscal year, although there was an increase in the daily average inmate population of 183, It was necessary to strictly curtail expenditures and in so doing the general operation of the main institution was hindered, As previously mentioned,the general increase in salaries for Custodial Officers and other personnel was of absolute necessity at the main institution and other units in the penal system, The base salary for Custodial Officers is now $219,00 per month and it is our firm belief that an experienced Custodial Officer should earn at least $270.00 per month, Even with this recommended increase, the wage is far below that of similar positions in other States,
Farm production at the main institution totalled $964,621,89, which was the best year in the long history of the farming program. At fair market value on pork, 738,354 pounds was produced for a total of $206,739,12, In reference to beef, 190,262 pounds was produced for a value of $76,104.80. Such items as milk, butter, eggs and chicken were produced in sufficient quantity to supply the entire prison population and the market value of these items totalled $232,235.91. Production of the vegetable garden was valued at $64,165,63. A complete breakdown of farming operations is shown in another section of this brochure and the various items of production are listed.

The manufacture of License Plate Tags is the only major industry now in operation in the prison system. For the State Revenue Department, the State Public Service Commission and the State Game and Fish Commission, we manufactured a total of 2,063,156 tags. Of this amount, 2,046,031 tags were manufactured for the State Revenue Department. During the fiscal year we collected a total of $307,570.50 from the sale of all types of metal tags.

A review of previous Annual Reports will indicate that we have not been successful in
disposing of other manufactured products to State institutions and therefore we deem
it advisable to list a quotation from previous reports concerning the subject:
"A printing plant, a clothing factory, a plant manufacturing soaps, soap powders, disinfectants, etc. was a part of the industrial work there, but they were minor operations and this was due primarily because we were not afforded orders of any consequence from State departments. We manufacture a fine grade product in each of the plants, but over the years it has been extremely difficult to interest other State agencies in the products we have to offer. It is a bad state of affairs,

because we realize only a small profit from our manufactured goods. A large volume of sales would help us and it would also help other State agencies who purchased our products. We believe that we can offer them prices below market value. For instance, we sold printed forms in small quantities tn some State agencies, at prices well within line, but to most of them we sold only a fraction of the amount required during the year."

The above statistics indicate the cost per day per inmate to be approxi~ately the same as the previous year and although the average daily inmate count increased 113, the net maintenance cost of this operativn was only $78,075.00 over the previous fiscal year.

The new school, which was under construction last fiscal year, has been completed and is ready for occupancy. Also, a gymnasium connected to the school has been completed and a chapel will have to be completed next fiscal year, because we did not have sufficient fundE to complete it during the fiscal year ended June 30, 1963.

As pointed out above, the average juvenile population during the year totalled 763. The net maintenance cost during the year amounted to sli~htly over a half million dollars, which in our opinion is insufficient for the operation of the juvenile institution. Hith an Educational Program now in progress and a Vocational Training Program about to be put into effect, this unit requires additional money and sufficient funds should be allocated for the operation of the juvenile institution. He are of the opinion that there is a much better chance of rehabilitation here than elsewhere in the prison system. It is our sincere hone that additional funcls t~ill be made available so that a program of real progress may become possible,

The operation at this unit is approximately the same as previously stated in other Annual reports. ThrouRh a reciprocal agreement between the State loard of Health and the State Board of Corrections, certain selected inmates are assigned the Battey State Hospital and each department shares in the expense of the operation of Battey Hospital Prison Branch.

The State Board of Corrections employs the custodial force and the State Board of Health reimburses a portion of expenses of the annual payroll. The hospital also furnishes food for the inmates as well as officers located at the unit. The hospital affords medical care, other than sur~ery,for the inmates and also cares for all tubercular cases which are in custody of the State Board of Corrections.

Between sixty (60) and seventy (70) colored, able-bodi.ed female inmates were assigned to the Battey State Hospital by the State Board of Corrections. The hospital authorities select various duties for them to perform, but mainly their services are confined to the laundry and kitchen of the institution. Work performed by these inmates was of great benefit to the Battey State Hospital, because they would otherwise have to pay outside help for services of this type and this would be quite expensive.

This unit had in custody the maximum security risks cf the prison system. Those inmates, who were unable to adjust themselves in other State institutions or camps, were segregated in this institution. The unit was established some years ago for this purpose.

Due to the custodial requirements for the unit, the cost of its operation was much higher than others in the system. The cost per inmate day was $4.59, which was slightly lower than last year.

The average daily inmate count of 111 wes second lowest in recent years, as compared with the average daily count of 109 for the previous fiscal year. Out of a statewide average count of approximately 9,600 inmates, the figures above speak for themselves. During the year only 1.1% of the entire inmate population were in custody at the maximum security institution.

The sale of crushed rock for the fiscal year totalled $41,025.79, as compared to $30,692.68 for 1961-1962.

The State HiRhway Department assigned certain road work to be performed in the locales of our thirteen (13) road maintenance units. ~ mutual benefit was derived. lJe received $3.50 per day per man and the State qi~hwav Oepartment was furnished with i~expensive labor. The State operated road units also performed desiPnated work projects for cities, towns, counties, local educational units and for two State departments, the State Forestrv Co~Mission and the State narks Department. During recent vears, inmate labor was a major factor in developing .Jekyll Island. The Rock EaDlc 4-q Cluh Center under the jurisdiction of the Board of ~e?ents came into heine with prison labor. At Rock Eagle, the ground was broken, landscaped and all construction was handled by the prison svstem.

ELECTROCUTIONS

An Act passed by the Legislature in August, 1924, was the beginning of electrocutions in the State of Georgia. Prior to this date, the method of execution was hanging.

Crimes punishable by death in the State of Georgia:

Arson, resulting in death Attempt to burn Railroad bridge Burning Railroad bridge Castration Desecration of grave
Dueling, resulting in death Dynamiting, resulting in death

Feticide Insurrection Kidnapping for Ransom
Murder Rape
Robbery by force & intimidation
Treason

During period 1945 through 1962, there were 167 electrocutions
carried out in the State of Georgia, 132 colored males, 1 colored female and 34 white males. There has only been 1 female electrocuted in the State of Georgia, this was in March of 1945. Crimes
for which the death sentence was imposed in these cases were:
Murder - 135 males and 1 female; Rape - 26 males; Robbery by Force and intimidation- 5 males.

Tables No. 1 and 2 are charts showing the number of felons and misdemeanants, by age groups, who were convicted and committed to custody of the State Board of Corrections. In the past fiscal year, 2,917 felons and 5,118 misdemeanants were received into custody of the State Board of Corrections. This does not mean that these individuals actually were confined at the end of the fiscal year as some are released by various methods all during the fiscal year.
Tables No. 3 and 4 show how many of the number received into custody were first offenders, second offenders and so on. Again, this is only based on the number received during the fiscal year and not on total population. Of the total felons, 2,917, received into the penitentiary system, 1,062 (36 percent) were recidivists, having one or more previous convictions. Of the 1,062 recidivists, 152 (14 percent) had a previous Federal sentence. Of the total misdemeanants, 5,118, received during the fiscal year, 2,322 (45 percent) were recidivists and 199 (8.6 percent) of the 2,322 recidivists had a previous Federal sentence.
Of the 5,118 misdemeanants received, 1,964 were white males, 90 white females, 2,866 colored males and 198 colored females. Of the 2,917 felons received, 1,313 were white males, 36 white females, 1,496 colored males and 72 colored females.
Tables No. 5 and 6 indicate the crimes for which they were convicted. The total number of crimes committed will not balance with the number of individuals who were convicted because some were convicted on more than one charge. It is not uncommon for one individual to be convicted on as many as fifteen (15) counts; therefore, the number of crimes committed is not indicative of the number of persons committed to our custody.
Based on felony crimes, burglary represents 34 percent of the total crimes; larceny, 17 percent; forgery, 13 percent and robbery, 7 percent.
In the 1962 session of the Legislature an Act was passed directing that all cases of public drunkenness be handled by the local county and the subject be required to serve in the county jail or the public work camp of the county. If an individual convicted for drunkenness has served three (3) previous state sentences for drunkenness, he is then sentenced to serve in the state penitentiary system. For the past fiscal year under misdemeanor crimes, drunkenness constituted only three (3) percent of the total crimes; operating auto intoxicated, 18 percent; violation motor vehicle law, 14 percent; larceny, 13 percent and abandonment, 11 percent.

Tables No. 7 and 8 show the number of individuals convicted in various counties of Georgia during the fiscal year and who were committed to custody of the State Board of Corrections. These figures may vary slightly from the number actually committed as shown in Tables No. 1, 2, 3 and 4 since a person may be convicted in more than one county. The purpose of these charts is to show the number of convictions from each county in the State of Georgia by race and sex. There were 3,016 felony convictions and 5,129 misdemeanor convictions from the various counties.
Table No. 9 reports the escapes and recaptures for the past fiscal year. These figures include all escapes and recaptures, even the ones apprehended the same day of escape and, in some incidences in the same hour of escape.
Tables No. 10, 11 and 12 show the number of juveniles that were committed to custody of the State Board of Corrections, also whether they were first offenders or recidivists.
Table No. 13 shows the number of juveniles actually in custody as of June 30, 1963, the end of fiscal year. The total number of juveniles in custody was 962 which is an increase of 109 over the last fiscal year. This total is not taken from the number received during the fiscal year, but the number that are serving time in the penitentiary system at the close of the fiscal year. Possibly quite a few of these were in custody at the close of the last fiscal year, but under a younger age division.
Tables No. 14, 15 and 16 are charts regarding felony convictions ~ Chart No. 14 shows all felons received during the fiscal year oy-various means, admissions from courts, revocations, recaptures, etc. Also the number of departures, as number paroled, conditionally released, sentence expired, escaped, deaths, etc. This chart is a summary of all felons received and released for the past fiscal year. It would be impossible with present facilities to obtain the same information on the misdemeanants as there is such a rapid turnover due to the shorter term of sentences.
Charts 15 and 16 show the degree of education, occupation and marital status at the time of entry. It is emphasized that this information is taken from the personal history sheet of the inmate and is what he stated upon entering the penitentiary system.
Table No. 17 shows the actual number of inma.tes in State penal institutions and public work camps as of June 30, 1963. The total prison population as of June 30, 1963 was 9,616. This is an increase

over last year's population, of which the figure was 9,232 as of June 30, 1962. Of the total population, 9,616, there were 3,849 white males, 107 white females, 5,397 colored males and 263 colored females in custody.
Of the total prison population as of June 30, 1963, 5,068 were serving in Prison Branches operated by the State Board of Corrections and 4,548 were serving in Public Work Camps and other Penal Institutions. On the final day of the fiscal year, June 30, 1963, there were 7,146 felons and 2,470 misdemeanants in custody.
The County Public Work Camps are operated under the responsible supervision of the County Authorities in those Counties where the Camps are located. The State Board of Corrections inspects these Camps and through such service undertakes to secure compliance with the laws governing the welfare of prisoners in these Camps.
The Prison Branches are under the direct control and supervision of the State Board of Corrections.
During the fiscal year July 1, 1962 through June 30, 1963, there were 78 Public Work Camps in operation and 16 Prison Branches. Three other Penal Institutions were also in operation, Colony Farm Prison Camp located at Milledgeville, Georgia and operated by the Milledgeville State Hospital, Gracewood Prison Barracks operated by the State Department of Health and the Stone Mountain Prison Branch which is operated by the Stone Mountain Memorial Park Authority.
White females are housed only at Colony Farm Prison Camp at Milledgeville, Georgia. Colored females are housed at Colony Farm Prison Camp, Battey Hospital Prison Branch located at Rome, Georgia and also at three County Camps, Fulton County, Muscogee County and Richmond County.
Those prisoners unfit for manual labor in a County Camp from a physical and mental standpoint are immediately transferred upon the recommendation of the County Physician and Warden to the Georgia State Prison at Reidsville, Georgia. Those in need of psychiatric treatment are transferred to Milledgeville State Hospital and when conditions have been corrected are returned to the State Prison.
Juveniles, age eighteen and under, are assigned to the Georgia Industrial Institute at Alto, Georgia.
