Gentlemen:
vVe have the honor of Si1bmittin6 to you our Annual Report of the State Board of Corrections covering a period commencing July 1, 1951, and ending June 30, 1952.
Through the cooperation of the Governor and the Legislature and other state tcgencies, we have been able to make such progress in prison administration during the past year and we have to a large extent carried out the legislative directives requiring that we effectively put into operation a humane prison system. Many counties have improved their facilities and at the present we have a building program in progress in which other counties are ir:1proving their public works buildings, and it is believed that within the next year or two we will have all prisoners i!l this state housed in permanent masonry builclings.
The p~oductivity of the farm at Reidsville has been increased from year to year nnd our program calls for further increase in its productivity in placing waste lands into cultivation. The Rock Quarry Prison Camp for n13ximum Fecurity prisoners is operating full capacity, the State Branch Prison Camps; namely: Vv'ayne, Coffee, Jefferson. Telfair are being operated efficiently and economically. The Boys Industrial Institute at Toccoa is now in full operation, this institution having been transferred from the grounds of the Battey Stnte Hospital in Rome.
All inmates in our prison system who are in need of treatment for mental diseases have been transferred to the Milledgeville State Hospital where we have received the wholehearted cooperation of Director Alan Kemper of the State Welfare Department as vtell as Dr. T. G. Peacock and his staff.
Most of the prisoners, who are in need of treatment for tuberculosis are

being treated at the Battey State Hospital at Rome, Georgia. We have a few tubercular prisoners who cannot be treated at Rome due to the fact that they are maximum security risks and the facilities at Br,ttey are not adequate to take care of this class of prisoner. We do need a maximum security unit at that institution so that all tuberculars might be treated there. However, those tuberculars who are at Reidsville are given bed rest, diet and practically the same treatment as is afforded the patients at the Battey State Hospital.
We are proud of the progress that we have made in prison administration during the last few years and it is a matter of pride that we report to you that every inmate who is physically able to work has a task to perform, a task that he is assigned to that is conducive to the prisaner's general welfare and the State and its sub-divisions as well.
In making this report we wish to express our thanks to the Governor and to the General Assembly for their splendid cooperation and understanding of our problems. We also wish to than!: Mr. J:m Gillis, Chairman of the State Highway Department, Mr. Dixon Oxford, Mr. John Quillian, Commissioners of the State Highway Department, Mr. Abn Kemper, Director of the State Welfare Department, Dr. T. G. Peacock, Superintendent of the Milledgeville State Hospital, Dr. Rufus Payne, Superintendent of the Battey State Hospital,and Mr. B. E. TOTAL CASH ON HAND AS OF JUNE 30th, 1952 SURPLUS AT THE END OF FISCAL YEAR:

From allocated funds by the Budget for the operation of the Georgia State Prison, Reidsville, Georgia and the other units comprising the penal system, a surplus existed in the amount of $39,163.47. The money Was returned to the State Treasury by the Budget Bureau and cancelled from our records. CASH DISCOUNT EARNED DURING FISCAL YEAR:
By paying our obligations to concerns offering cash discount allowances, we realized a saving during the fis. cal year in the total amount of $4,437.29. During the previous fiscal year we realized $5,114.46 and the difference in the two figures was brought about due to the fact that less purchases were made bearing cash discount allowances.
Cash discount allowances are not visible in the other reports, as only a n1emorandurn column is maintained in the Cash Book and the net amounts are posted to the dassificat;on columns.

All production of the Canning Plant was turned over to the Institution and the Canning Plant charged the Institution with the cost of the raw products, plus the cost of canning. Prices charged for all raw products never exceeded existing market values.
As vegetables are grown on the Farm, a portion of them are turned over to the Canning Plant at existing market values and therefore the production of the Canning Plant is handled as a seperate item, in reference to total Production of the Farm.

FINANCIAL AND STATISTICAL SUMl\fARY

The State Board of Corrections, Office Account, was appropriated under the General Appropriations Act the sum of $100,00.00 with which to operate for the fiscal year. The department withdrew from the Treasury $98,295.31 and at the end of the year a surplus existed in the amount of $1,338.49. The actual expenditures for the year amounted to $88,488.40.
For the operation of the Georgia State Prison and eight (8) other units of the penal system, the State Board of Corrections was appropriated and allocated $1,250,000.00 and at the end of the fiscal year a surplus existed in the amount of $39,163.47. Of the amount appropriated, there existed outlay expenses in the amount of $229,314.15, which consisted of the following capital outlays: For the renovation and construction of the Boys Industrial Institute, Toccoa, Georgia ______________________________ $ 143,667.39

The total inmate population for the entire penal system comprised 770,076 inmate

days, as compared with 741, 437 inmate days during the previous fiscal year. The average

daily population totalled 2,110, as compared with 2,031 during the previous fiscal year.

The actual per diem cost summary, as compared with the previous fiscal year is in-

dicated by the figures below:

It is noted from the above figures that an increase in daily cost has occurred and it

can be explained, because of a general increase in tile cost of commodities and also a gen

eral increase in salaries, which was necessary in order to retain and employ new help who

would be capable of operating the penal system.

Revenue Collections for the fiscal year amounted to $1,180,107.52. Of the amount,

$328,146.51 was derived from the Rale of license plate tags by the Georgia State Prison and miscellaneous sales and inmate labor from the various units of the penal system. Total Revenue Collections during the previous fiscal year amounted to$ H79.:37!J.ii8 and this indicated an increase in revenue over the previous fiscal year in the amount of $200,732.~!4.

GEORGIA STATE PRISON, REIDSVILLE, GEORGIA
The Georgia State Prison operated during the year under a net mnintenance expenditure figure of$ 73G,442.16 and the inmate cost per clay was $ 1.57. During the previous fi;~ cal year the Georgia State Prison operated under a net maintenance expenditure figure of $442,209.15 and the inmate cost per day was ninety-four(94) cents. A number of factors entered into the increase in cost this year over the previous fiscal year. At the end of the present fiscal year the overall inventory was considerably larger than the previous year and the overage was comprised primarily of metal valued at over $100,000.00, which would be used for 1953 License Plate Tags and approximately five (5) cars of cans val ned at $10,000.00. Also, we had a large supply of canned vegetables in the warehouse, which were home grown and

then the overall inventory in the warehouse greatly exceeded the amount at the end of th previous fiscal year. It was necessary to generally increase salaries at the prison durine the year in order to retain employees and to employ replacements capable of perforrning
the work at the prison. During the year a great deal of maintenance work on buildings \Va~
performed and this had not been done for several years prior to the present fiscal Yea Finally, due to a general increase in all commodities, the $1.57 overall cost per day per inrna/ does not compare too unfavorably with the cost per day during the previous fiscal year. e,

to pnrcln3e eggs, miik or butter al all. It has been necessary to purhase some salt pork, beef a:-11 ~pecialty items from the packinghouses, but each year we are lowering the figure

of outside purchases of the products and vve hope in the very near future to eliminate practically all of them.

With the exception of supplements and minemls, all food has been grown on the prison farm for livestock. We plan to continue to increase the pasturage and by so doing, we will eventually be able to furnish the p1ison with pork and beef, without making any outside purchases.
To sum up the productivity of the farm in reference to food for the inmate population, it has been necessary to purchase but few food products on the outside and most of th~se were staple itemq, which could not be produced on the farm. Actually, the cost per

inmate day for the purchase of food items from the outside has been less than twentyfive (25) cents per day for each inmate.

Sufficient lumber has been taken from the prison reservation forests to handle the need without making it necessary to purchase lumber on the outside.

During the year, turpentine operations afforded a revenue of $4,853.79 and during

the previous fiscal year the figure amounted to $5,332.78. As a comparison of acreage in respect to tillable and untillable lands, we would like

to submit the following report:

CORRECTIONAL DETENTION BRANCH, ROME, GEORGIA.
Under an agreement with the State Board of Health, our department furnishes the Battey State Hospital, Rome, Georgia with approximately one hundred (100) colored female inmates, who are in good health and capable of performing duties in the laundry and kitchen and thereby saving the hospital well over $100,000.00 a year in the event they had to employ help of this type. In return, the hospital takes care of approximately seventy (70) male and female tubercular prisoners, because we do not have facilities in the prison hospital to properly care for them.
The financial agreement with the Battey State Hospital is that we pay approximately half the cost of salaries for custodial supervisi<>n and the State Board of Health pays the other half. Also, the State Board of Health feeds and clothes prisoners working for their benefit.
During the fiscal year we spent from our appropriation $27,218.96 which was our portion of the custodial salaries and a few minor incidental expenditures.

ROCK QUARRY PRISON BRANCH, BUFORD, GEORGIA.
We keep in custody at the above unit the incorrigible prisoners in the penal system and a few trusty prisoners, who serve in specialized duties.
It cost the department $221,891.74 to operate the unit during the year and the inmate cost per day was $4.22. The figure appears high and it will be relatively high in the future in comparison with the other units under our supervision, but there are some items, which Celli be used to offset the total expenditure and the cost per day figure of $4.22.
\Ve would like to point out that it was necessary during the year to use about 30, 000 tons of gravel on the roads adjacent to the prison and between the prison and the quarry site. Some of it was used to reinforce the banks around the prison and to co\ cr the lake bottom. At the end of the fiscal year, we had on hand approximately 35, 000 tons of crushed rock in the stock pile, which was destined for use by the State Highway Department. At $1.25 per ton, the above mentioned 6fi,OOO tons of rock would have a value of $81,250.00 and on top of this, we purchased a tract of land adjacent to the prison in the amount of $3,000.00. Using these figures against the $221,891.74, the cost per day would be substantially reduced to $2.58 per inmate.
BOYS INDUSTRIAL INSTITUTE, TOCCOA, GEORGIA.
We acquired some property from the Federal Government a little over a year ago and on it were a number of small buildings, most of which were in very poor condition. The Federal Government formerly used the property as a CCC Camp project. It has been necessary to clear the land, fence the property and restore the buildings for habitation.

The work of renovation will probably continue for another year, because there are still number of small buildings in very poor condition and a great deal of work is still require: to complete the project and transform it into a suitable place for juvenile offenders.
We spent $143,667.39 for the restoration of the property and at the same time We cared for approximately a daily population of one hundred and fifty (150) young inmates Actually, they were the ones who performed the work of restoration, with the assis: tance of a few salaried supervisors.
We have charged the cost of the entire project to capital outlay in our records, be. cause all effort was towards clearing of the land and renovation of the buildings on it.
PRISON BRANCHES:
CHARLTON PRISON BRANCH, FOLKSTON, GEORGIA. COFFEE PRISON BRANCH, DOUGLAS, GEORGIA. ,JEFFERSON PRISON BRANCH, LOUISVILLE, GEORGIA. TELFAIR PRISON BRANCH, rvicRAE, GEORGIA. WAYNE PRISON BRANCH, JESUP, GEORGIA.
During the fiscal year we operated five (5) prison branches, but at the end of March 1952, we discontinued operations at Charlton Prison Branch, Folkston, GeQrrria
due to the fact that we had no road contracts from the State Highway Departm~n~
for future work. As indicated from the Profit and Loss Statement, we actually spent a net of $37,062.22
for the operation of the five (5) prison br~nches at an inmate cost per day of twenty. seven (27) cents. To offset the $37,062.22 spent, we would like to advise that our total supplies inventory at the end of the fiscal y< ar amounted to $()4, 387.74 and the total value of road machinery on hand as of that date totalled $300,381.00. It is therefore evident that the prison branches operated at a considerable profit not only in performing the actual road work, but it must be taken into consideration tl::tt an average daily population of three hundred and eighty-seven (387) inmates cost the state absolutely nothing during the fiscal year.
