Through forward-thinking infrastructure investment, our state is strengthening its position at the forefront of economic development.
Featuring an unmatched transportation network, our logistics infrastructure is constantly expanding, with new inland rail terminals and improved highways connecting the world-class Port of Savannah to centers of commerce across Georgia and beyond.
But our most important logistics infrastructure improvement is the Savannah Harbor Expansion Project. The expansion will give the Port of Savannah a deeper harbor and greater flexibility

in the timing and load capacity of vessels transiting the river channel.
I am proud to say that the harbor deepening is well under way, with the improvement of the outer harbor 60 percent complete, and the entire project on schedule for a 2021 finish.

Fiscal Year 2017 proved to be a great year, during which Georgia's ports achieved a remarkable 8.3 percent increase in total cargo tonnage crossing all docks. Over the past 10 years, the Port of Savannah's growth has far outpaced the competition, making it America's fastest growing container terminal.
By attracting more weekly vessel calls than any other port on the East Coast, GPA's success has helped open new markets for business and industry across the Southeast. As a result, port operations support thousands of employers -- from retail and forestry, to farming and manufacturing -- accounting for more than 370,000 full- and part-time jobs in Georgia alone.

Not only are we opening new markets and serving more customers than ever before in our history, but we are also serving the largest ships on the Atlantic Seaboard. When these truly massive vessels arrive in Savannah, the attributes that set Savannah apart are maximized: more space, more cranes and better landside connections.
Indeed, the expansion of trade through our deepwater ports generates positive ripple effects in every corner of our state. Over the past fiscal year, logistics and manufacturing companies made 20 announcements of new or expanding business related to our ports, bringing more than 6,400 jobs and $1.74 billion in investment to Georgia.

These successes are no accident. Like most enterprises, it starts from the top, with Governor Deal, who has been a tireless champion of our ports and logistics networks. Both the Governor's and the Legislature's support of port deepening and transportation projects have helped make Savannah and Brunswick what they are today. None of this would have been possible without GPA's leadership team and 1,100 employees whose dedication to superior service is second to none.
What we do differently is we are always striving to go to the next step. We never allow obstacles to slow us down. That's why Georgia has been ranked for four years running the number one state in which to do business.

This year's record growth is the result of teamwork. What makes Georgia's ports successful is the entire team -- from Governor Deal's Office to our Board of Directors, from the GPA to the ILA and local stevedores, from our river and tug pilots to our motor carriers, rail and third party providers -- pulling together in the same direction.
It was true last September when we reopened our terminals just three days after Hurricane Irma unleashed its destruction across Florida, Georgia and South Carolina.

It was true when we handled a surge of 12 percent growth in our container business in the last six months of the fiscal year with no congestion, bringing our total to a record 3.85 million twenty-foot equivalent container units, an addition of 242,000 TEUs in just one year.
And it was true when the 13,000-plus TEU vessels, the largest to ever call the East Coast, began arriving in the spring of 2017 with more container moves than we had ever experienced before, and more than our competitors.
This team spirit extends to our delegation in Washington, D.C., who have, not for one moment, slowed their pursuit of funding for the Savannah Harbor Expansion Project, which is now more than 35 percent complete.
In fact, a passion for teamwork is what fuels GPA's efforts and creates a sense of urgency throughout our operations. In just 12 months,

our team completed the design work and is soon to break ground on Savannah's Mega Rail Project which will double on-terminal rail capacity to 1 million containers per year by 2020. And, over the past year, we broke ground on our Appalachian Regional Port, an inland terminal in Chatsworth, Georgia, that will significantly reduce trucks traveling through Atlanta and increase GPA's reach into the expanding markets of Tennessee, Alabama and Kentucky.
To complement this ambitious rail expansion, we now have 10 Super Post Panamax cranes on order, which will bring our ship-to-shore crane count to 36, more than any other single terminal in North America. By 2020, when all the cranes are in place, GPA will have the capacity to move 1,300 containers per hour on and off vessels. That has never been done on one container terminal in this country before.

We have also set an ambitious course for the Port of Brunswick, with the goal of making our Colonel's Island Terminal the number one auto port in America. Today, I am proud to say we have increased our capacity by 50 percent, expanding from 60,000 spaces last year to 90,000 spaces today. With auto processors taking advantage of that room to grow, we can now handle more than 800,000 cars a year at Colonel's Island Terminal.

The CMA CGM Theodore Roosevelt was the largest container ship to ever serve the U.S. East Coast. The 14,414 twenty-foot equivalent container unit vessel made its maiden voyage to the Port of Savannah Sept. 1, 2017. Working the vessel with seven cranes at the 1,200-acre Garden City Terminal, the Port of Savannah moved 5,000 containers
(approximately 9,000 TEUs) on and off the ship. The GPA worked six other vessels simultaneously.

SAVANNAH

With 26 ship-to-shore cranes and nearly 10,000 feet of contiguous dock space, the Port of Savannah offers greater flexibility for vessel scheduling.

Size, scope and location make the Port of Savannah an important link in customer supply chains.
Providing greater scheduling flexibility and market reach, Savannah offers direct links to I-95 and I-16, on-terminal rail, and 35 weekly container ship calls. Growing volumes have made the Port of Savannah the nation's second busiest gateway for exports.
In Fiscal Year 2017, Savannah achieved recordsetting numbers in both twenty-foot equivalent container units and total tonnage. More than 3.85 million TEUs crossed Savannah's docks in FY2017, an increase of 6.7 percent over the previous fiscal year.

At Ocean Terminal, which handles breakbulk, oversized project cargo and automobiles, the GPA handled 1.25 million tons, for an increase of 4.1 percent.
In addition to plans for 10 new ship-to-shore cranes by 2020, the GPA also increased its fleet of rubber-tired gantry cranes by 20 in FY2017, for a total of 146 of the container handling cranes.
Savannah's superior infrastructure has allowed to port to handle the massive influx of cargo from vessels carrying more than 13,000 TEUs while maintaining fluid cargo movement.

SAVANNAH HARBOR EXPANSION PROJECT UPDATE

Expanding the Savannah Harbor is a vital link to the future of maritime trade for Georgia and the nation, providing the deeper water necessary to better accommodate today's larger vessels.
Currently, the Savannah River entrance channel deepening is approximately 60 percent complete. This portion of the project will benefit ship traffic by opening a wider tidal window and providing greater scheduling flexibility for neo-Panamax vessels.
The Georgia Ports Authority is working closely with the U.S. Army Corps of Engineers, elected officials in Washington, and Georgia Governor Nathan Deal's office to ensure appropriate funding is in place to complete the Savannah Harbor deepening in a timely manner.

According to the latest projections from the Corps, the benefit to cost ratio of the project has significantly increased from 5.5:1, to 7.3:1 -- one of the largest returns on investment for a navigation project in the country.
Additionally, the net benefit of cost savings for shippers and consumers increased from $174 million per year to $282 million per year -- an improvement of more than $100 million in benefit returned to the nation every year. The expected total savings to the nation over the course of 50 years is $14.1 billion, a 62 percent increase over the original estimate of $8.7 billion.

BIG SHIPS, BIGGER MOVES

In May 2017, the Port of Savannah served the COSCO Development, the first 13,000-TEU vessel to call on the port.

Since the June 2016 opening of the Panama Canal, the average size of vessels calling on the Port of Savannah has increased by 30 percent.
In July 2016, Savannah served its first 10,000TEU vessel. In less than a year, the COSCO Development became Savannah's first 13,000TEU ship. Then, on Sept. 1, 2017, the CMA CGM Theodore Roosevelt, the first 14,000-TEU vessel called the port.
The advent of Neo-Panamax vessels serving the U.S. East Coast -- each delivering thousands of containers at a time -- plays to Savannah's strengths. With 26 ship-to-shore cranes and 146 rubber-tired gantry cranes, Garden City Terminal is well equipped for the influx of cargo.

The immense scale of 14,000 TEU vessels reduces the cost per container slot for American manufacturers and retailers who choose all-water routes to and from the Eastern United States.
Market forces will continue to drive the trend toward bigger ships and larger exchanges, as cargo migrates from West to East Coast deliveries through the expanded Panama Canal.
The savings realized by the larger ships will continue to incentivize all-water routes to East Coast ports.

GPA GROWING CAPACITY, MARKETS THROUGH RAIL

At the Georgia Ports Authority, we are expanding our intermodal rail services to better accommodate an expanding customer base, through a series of infrastructure improvements on- and off-terminal.
The Appalachian Regional Port, an inland rail facility to be operated by the GPA, will open additional markets across Alabama, Tennessee and Kentucky. On 42 acres in Northwest Georgia's Murray County, the site will feature onterminal rail service from CSX Transportation. The location is adjacent to U.S. 411 and features easy access to Interstate 75. The facility will handle import, export and domestic cargo.

The GPA has decided to operate the ARP with the use of three electric rubber-tired gantry cranes. These machines, adapted to rely mainly on an electric power source instead of a diesel generator, will lessen the impact of terminal operations on the surrounding community by running quieter, and virtually eliminating crane emissions.
MID-AMERICAN ARC
As the westernmost major port on the U.S. East Coast, Savannah hosts more weekly vessel calls than any port on the East Coast. The Port of Savannah is perfectly situated to expand its services to Mid-American Arc cities, ranging from Atlanta to Memphis, St. Louis, Chicago and the Ohio Valley.

The Port of Savannah's Garden City Terminal is the South Atlantic region's busiest intermodal gateway, handling 38 trains per week of import and export cargo.
To keep ahead of our growth curve, GPA is conducting a major intermodal expansion. Set for completion in 2020, the project will double rail capacity at Garden City Terminal to 1 million lifts per year. Funded in part by a $44 million federal FASTLANE grant administered by the Maritime Administration, the project will allow the Port of Savannah to better accommodate 10,000-foot long unit trains.
Served by Class I rail providers CSX and Norfolk Southern, Savannah already has one of the nation's most extensive on-dock rail infrastructures. Once complete, the Port of Savannah will have a state-of-the-art facility, unique on the U.S. East Coast.

Besides Ro/Ro cargo, the Port of Brunswick also supports international bulk and breakbulk trade.

While the Port of Brunswick handled an impressive 607,227 units of roll-on/roll-off (Ro/ Ro) cargo in Fiscal Year 2017, the terminal is poised for new growth.

Mayor's Point Terminal focuses on the export of forest products, moving 103,060 tons of breakbulk cargo in FY2017. Meanwhile, East River Terminal handled a diverse mix of bulk commodities totaling 912,106 tons.

Already the nation's largest autoport, Colonel's Island Terminal started the year with 60,000 spaces for automobile processing. In FY2017, the GPA added 30,000 to stay ahead of customer demand. Auto processors Wallenius Wilhelmsen Logistics, Mercedes and International Auto Processors have grown their operations by 200 acres on the island's south side, bringing total auto processing space to 547 acres.

In addition to the land recently developed, GPA's long-term plan is to add another 60,000 vehicle spaces on Colonel's Island. A full build-out of 150,000 spaces will more than double the terminal's 2016 footprint, and bring annual throughput capacity to 1.4 million units of cars and heavy machinery.

In all, 2.64 million tons of cargo crossed Brunswick's docks during the fiscal year.
Immediate access to I-95 means key cities and manufacturing points throughout the Eastern U.S. may be reached within a one- to two-day drive from Brunswick. Additionally, the port provides Class 1 rail service via both Norfolk Southern Railroad and CSX Transportation, linking customers to major population centers.

ECONOMIC IMPACT

Georgia's business-friendly tax structure, targeted workforce training and world-class supply chain infrastructure are important reasons why industries choose to call the state home.

A growing population, economic energy and its superior connectivity to important centers of production and commerce are what make the Peach State a magnet for new employers. Companies that ship through Georgia's ports benefit from superior road and rail infrastructure, and more global container services than any other port on the U.S. East Coast.
In Fiscal Year 2017, there were 20 announcements of new or expanding portrelated developments, totaling $1.74 billion

and bringing more than 6,400 jobs. Major announcements among these include furniture company Wayfair, with 846,000 square feet and 150 jobs in Henry County; and women's clothing and accessories retailer Tory Burch, with 753,000 square feet and 150 jobs, also in Henry County.

Other recent announcements include the opening of PortFresh, a cold storage facility handling chilled produce, with 100,000 square feet and 40 to 70 jobs in Effingham County. Other planned developments in the Greater Savannah area include Noble House Furniture, with 630,600 square feet and 60 jobs, and home accessories retailer Bestchoice Products, with 344,700 square feet and 90 jobs.
Fiscal Year 2017 was a strong year for job creation in general, with the Georgia Department of Economic Development announcing a record 30,300 new jobs across all industries, along with $6.3 billion in investment.
The success of Georgia's ports translates to strong employment opportunities throughout the state. Each year, the ports help to sustain more than 370,000 jobs, as well as $84 billion in sales and $20 billion in individual income.

GEORGIA PORTS ANNUAL REPORT FY2017

In the wake of Hurricane Harvey, the Georgia Ports Authority, maritime organizations and the greater Savannah community collected disaster relief supplies to send to the Port of Houston for neighbors impacted by the storm.

In the summer of 2017, GPA's Leadership Team worked together with the Garden City Housing Team to upgrade a local home. The group was able to tackle projects such as loading old appliances, painting walls, and demolishing dilapidated parts of the building to make a real impact on the community and in the lives of the home owners.

Every day, GPA's Port Police officers ensure the safety of port customers, making sure everyone goes home the way they arrived.
