75 years of success-- a partnership for American wildlife

In 1937, President Franklin D. Roosevelt signed the Federal Aid in Wildlife Restoration Act (now the Pittman-Robertson Wildlife Restoration Act). At a difficult time when the country was still reeling from an economic crash, Senator Key Pittman from Nevada and Congressman A. Willis Robertson co-sponsored the Pittman-Robertson bill for wildlife restoration. This radical, unprecedented law established an excise tax on sporting guns and ammunition to fund wildlife restoration and conservation.
The Act fostered partnerships between federal and state fish and wildlife agencies, the sporting arms industry, conservation groups, and sportsmen and sportswomen to benefit wildlife. It has been key to implementing the North American Model of Wildlife Conservation. In 1950, the Federal Aid in Sport Fish Restoration Act (now the Dingell-Johnson Sport Fish Restoration Act) passed. Together, the Wildlife and Sport Fish Restoration program has contributed more than $12 billion to fish and wildlife conservation in the U.S.; more than any other single conservation effort.
Monies are directed to the state level based on several factors including the number of paid sporting licenses. In Georgia, these funds are approximately $14 million a year and have helped to fund the management and acquisition of nearly 1 million acres of wildlife management areas, along with other conservation efforts.
2012 marks the 75th anniversary of the Wildlife and Sport Fish Restoration program. Generations of Georgia's citizens have benefited from this partnership and with your support, the Wildlife and Sport Fish Restoration program will continue to conserve habitat for fish and wildlife, and recreational opportunities for anglers, boaters, hunters and shooters far into the future. New Online Quota Hunt System: In order to better serve our customers, all quota hunt applications must be submitted through the new online system. This includes all previously paper-based quota hunts (including Adult/Child, Dove, Feral Hog, Dog-Deer, and Quail quota hunts). Wheelchair hunts are not included in the online system. Hunters Education Certification

National Archery in Schools Program (NASP)

Required to Purchase Most Licenses
Learn hunting and shooting skills, firearms safety and wildlife conservation. Hunter education develops the knowledge, skills and attitude necessary to become a safe, responsible hunter. Courses are available online as well as in the classroom. Go to www.gohuntgeorgia.com/ hunting/education for details and registration. If you were born on or after January 1, 1961, you need to complete a hunter education course prior to purchasing a hunting license. (See page 16 for more information) You can take a hunter education course at any age.

Does your school have an archery program? NASP is an in-school archery curriculum taught in Grades 4-12 that meets all education department standards. Schools in nearly 100 Georgia counties are NASP certified. The program promotes instruction in international-style target archery to improve educational performance and participation in shooting sports. Advanced Hunter Education Series
Take it to the next level at Charlie Elliott Wildlife Center! Young hunters (17 and under) and their parents/mentors can take a whole weekend to focus on improving hunting skills and conservation knowledge. General Hunting Information

Hunter Education & Age Requirements For Hunting
Resident and non-resident hunters born on or after Jan. 1, 1961 must successfully complete a hunter education course prior to purchasing a hunting license. Hunter education courses certified or mandated by any state wildlife agency or Canadian province are accepted. Hunter education is not required to purchase an Apprentice Hunting License or a Three-day Hunting & Fishing license. Hunter education is not required to hunt on one's own land or land of a parent or guardian (blood or dependent relationship) residing in the same household. Contact your local DNR Law Enforcement Office or (770) 761-3010 for course information or register at gohuntgeorgia.com.
Replacement Cards Anyone who completed a Georgia hunter education course can obtain a replacement card online at gohuntgeorgia.com or call 800-864-7275 (outside Atlanta) or 770-389-7275 (in Atlanta) MondayFriday from 8 a.m. to 8 p.m. and Sunday 9 a.m. to 5 p.m. for information.
Age Requirements
Hunters under age 16 are not required to complete a hunter education course; however, a child under age 16 must be under "Direct supervision" or "directly supervised", which means uninterrupted, unaided visual contact and auditory communication of a child by an adult. All children under sixteen years of age shall be accompanied by and under direct supervision of an adult eighteen years of age or older when hunting. It is unlawful for an adult to permit their child or ward (under age 16) to hunt without adult supervision. Exception: Hunters 1215 years old may hunt unsupervised after successfully completing a hunter education course. Special restrictions
Apprentice Hunting License
This license offers potential hunters (16 years of age and older) an opportunity to hunt for three days without completing a hunter education course. It also includes fishing privileges on WMAs and PFAs, and this license may be purchased multiple times. All other license requirements still apply. For more information, go to:

Hunters age 1625 must present a Hunter Education Card when purchasing a season hunting license and must possess the card while hunting.
Hunters over age 25 and born after Jan. 1, 1961 must meet hunter education course requirements but need not present their Hunter Education Card when buying a season hunting license or possess it while hunting.
Apprentice Hunter is any person who has not successfully completed a hunter education course or does not possess a hunter education certificate. Apprentice hunters may purchase an Apprentice Hunting License for the privilege to hunt and fish in Georgia.
Georgia Outdoor Recreational Pass (GORP)
Any person, age 16-64, entering any designated fee area on state-owned WMAs and PFAs must possess a valid GORP. Persons who possess a valid three-day hunting & fishing, WMA, Lifetime, Sportsman's, or Honorary license are exempt from this requirement. Designated fee areas are marked with the posting of a sign at the site or area entrance. More information at www.gohuntgeorgia.com.
License Requirements
Reliable identification and a Social Security Number (SSN) are required to purchase a license (see page 12; OCGA 19-11-9.1). Conservation rangers may require positive identification when checking licenses. All required hunting licenses and stamps must be in possession while hunting. Any person hunting or providing assistance to another hunter must meet applicable licensing requirements as specified below. It is unlawful to obtain, possess, or use multiple licenses for the purpose of circumventing the season bag limit for deer.
Resident means any citizen of the United States who has been domiciled within the State of Georgia for a period of at least three months. Residents include full-time military personnel on active duty who list Georgia as their home of record in their official military files or who are stationed at a military base located in Georgia and the dependents of such military personnel. Residents also include out-of-state college students living in Georgia. Students may use a current Georgia student ID as documentation.
Resident hunters under age 16 are not required to possess any of the following: Hunting, Big Game, Wildlife Management Area, Georgia Waterfowl Conservation, Deer-Dog Hunting, Alligator Hunting licenses or Federal Migratory Bird Hunting

and Conservation Stamp. However, they must possess a Deer Harvest Record.
Honorary License for Senior Citizens: Georgia residents 65 years old or older may obtain an Honorary License free of charge from any license dealer, or a permanent Lifetime License card for $10. See page 12 for details.
Honorary License for Disabled Georgians: Georgia residents who are permanently, totally disabled may obtain an Honorary License by applying to the License Unit, 2065 US Hwy 278 SE, Social Circle, GA 30025, 1-800-366-2661 or on the web at gohuntgeorgia.com.
A qualifying disability is an impairment of a permanent and total nature, which prevents gainful employment and is certified as such by the Department of Veterans Affairs, Social Security Administration, Medicaid, Medicare, or Railroad Retirement System. Honorary License for disabled Georgians must be renewed every 3 years.
Honorary License for Returning Georgia Veterans (one time only): A one-year (from date of issuance) Honorary License is available one time to returning veterans, that were on active duty for 90 or more consecutive days, and who were discharged on or after July 1, 2005. Such veterans may obtain this license by providing a copy of their DD Form 214, and a completed DNR application. Applications for this license may be obtained at any WRD office, on the web at gohuntgeorgia.com, or by contacting the License Unit, 2065 US Hwy 278 SE, Social Circle, GA 30025, 1-800-366-2661.
Resident Hunting or Hunting & Fishing License is required for all resident hunters 16 years old or older except when hunting on land owned by them or their immediate family (blood or dependent relationship) residing in the same household.
Non-Resident Hunting & Fishing License is required for all non-resident hunters, except non-resident small game hunters under 16. Additionally, non-resident big game hunters (deer, turkey, or bear) 16 years of age and older must possess a valid Big Game License. When hunting big game, non-residents under age 16 must possess a valid non-resident Hunting License, but are exempt from the Big Game License requirement. All non-resident deer hunters must possess a deer harvest record regardless of age.
Alligator hunting license is required, in addition to a valid Hunting License, for anyone 16 years of age or older hunting alligator or assisting an alligator permit holder. This privilege is not covered by the Sportsman License. However, Lifetime and Honorary License holders do not need an Alligator Hunting License.
Big game license is required for hunting deer, turkey, or bear, in addition to a

regular Hunting License. The Big Game License requirement is met by residents who possess a Lifetime, Honorary, or Sportsman License. Everyone else who hunts big game must purchase a Big Game License except non-residents under age 16 and resident hunters 16 years old or older when hunting on land owned by them or their immediate family (blood or dependent relationship) residing in the same household.
Dog-deer hunting license is required for all hunters participating in a dog deer hunt. Hunters who possess a valid Honorary, Lifetime, or Sportsman's License can obtain the dog deer license at no cost.
Deer harvest record is required for any person, regardless of age, who hunts deer. The Deer Harvest Record is valid only for a single deer hunting season. Deer hunters who are not required to purchase a Big Game License (Youth under 16, Honorary, Lifetime License holders and resident landowners and their immediate family) must obtain a free Deer Harvest Record at gohuntgeorgia.com or from any license agent. All deer hunters must obtain new Deer Harvest Record each deer season.
Wildlife Management Area (WMA) License is required for any person 16 years old or older, who does not possess a valid Honorary, Sportsman, or Lifetime License, when hunting on a WMA, PFA or State Park (except that any person hunting on a State Park quota hunt is exempt from this requirement).
Migratory Bird Hunting License or Harvest Information Program (H.I.P.) License is required for any person who possesses a license and hunts migratory birds (doves, ducks, geese, woodcock, snipe, coots, rails, or

gallinules). This license is free. This license is valid only for a single hunting season and expires at the end of February each year.
Georgia Waterfowl Conservation License is required for hunting waterfowl, except for hunters with a valid Honorary, Sportsman, or Lifetime License or children under the age of 16. Waterfowl hunters must also obtain a free Migratory Bird Hunting License (H.I.P. permit) in addition to other required licenses and stamps.
Federal Duck Stamp is required for all waterfowl hunters 16 years old or older including resident landowners and their immediate family. The stamp is valid from July 1June 30 and must be signed in ink across the face. The Federal Migratory Bird Hunting and Conservation Stamp is available at US Post Offices, 1-800-STAMP24 or usps.com.
Sportsman's License is a license that covers all hunting and fishing privileges excluding: Dog Deer License, Alligator License, and Federal Duck Stamp. This license specifically includes Hunting, Big Game, WMA, Georgia Waterfowl Conservation, Fishing and Trout Licenses. Migratory bird hunters must obtain a H.I.P. license. Deer hunters must obtain a deer harvest record. Dog Deer hunters must obtain a Dog Deer license (free of charge).
Lifetime Licenses are valid for the life of the person and cover all hunting and fishing privileges (except Federal Duck Stamp). This specifically includes Alligator, Hunting, Big Game, WMA, Georgia Waterfowl Conservation, Fishing, and Trout Licenses. Migratory bird hunters must obtain a H.I.P. license. Deer hunters must obtain a deer harvest record. Dog-Deer hunters must obtain

a Dog-Deer license (free of charge). Lifetime License applications can be obtained at gohuntgeorgia.com, Wildlife Resources Division (WRD) offices, or by mail. For identification and proof of residency requirements see information on page 16.
LEGAL FIREARMS, PRIMITIVE WEAPONS & ARCHERY EQUIPMENT
Convicted Felons may not possess any firearm (including primitive weapons) while hunting unless that individual's right to carry has been restored (OCGA 16-11-131). This does not apply to archery equipment.
Primitive Weapons Legal weapons during primitive weapons season include crossbows, bow and arrow, and any muzzleloading firearm (scopes are legal for deer and bear).
Archery Equipment Crossbows, longbows, recurve bows, and compound bows are allowed for hunting any game or feral hog. Arrows for hunting deer, bear or feral hog must be broadhead type.
Loaded Weapon A firearm is considered loaded if a shell is in the chamber or magazine; a percussion cap is on the nipple; or powder is present on the frizzen pan. A crossbow is considered loaded if it is cocked and either has a bolt or arrow engaged or partially engaged on the shooting rail or track or with a trackless crossbow when the crossbow is cocked and a bolt or arrow is nocked.

Hunting while under the influence of drugs or alcohol.
Use of any pitfall, deadfall, snare, catch, trap, net, exposed salt or minerals, live decoy, or baited hook to take game species.
Hunting or shooting from or across a public road.
Discharging a firearm within 50 yards of a public road.
Hunting from a vehicle, plane, or boat under power.
Hunting without landowners' permission, including power line, gas line, railroad and other rights-of-way. Written permission must be obtained if land is so posted.
Use of drugs, poisons, chemicals, smoke, gas, or explosives, or electronically-amplified sounds to hunt any game species.

Use of electronic communications equipment to aid in the pursuit of game.
Use of a computer or any other device to remotely discharge a firearm for the purpose of hunting.
Selling or purchasing any game species or parts thereof, except antlers, hides, and tails of legally taken deer, tails of legally taken squirrels, and legally taken alligator products.
Disturbing wildlife dens, holes, or homes, or driving wildlife, except venomous snakes, from their dens, holes, or homes.
Blinding wildlife with lights.
Killing or crippling game without reasonable efforts to retrieve.
Holding, possessing, releasing, or importing wildlife without a permit from the DNR.
Concealing the taking or possession of wildlife (or parts) which the person in possession reasonably should have known was obtained illegally.

Closed Areas
Hunting for all species of wildlife is prohibited on that portion of Morgan Falls Lake (Bull Sluice) lying within Fulton Co. and in Willeo Creek. Counties or parts of counties not specifically open by law or regulation are closed to hunting. Counties open for hunting do not include lands lying within WMAs, PFAs, State Parks, or other State/Federal lands except when such lands are specifically opened.
Protected Species
It is unlawful to take nongame wildlife except fiddler crabs, coyotes, armadillos, groundhogs, beavers, starlings, English sparrows, pigeons, and venomous snakes. Additionally, rats, mice, frogs, spring lizards, freshwater crayfish, freshwater turtles, and freshwater mussels may be taken except for species on Georgia's Protected Species List. The taking of freshwater mussels requires a Fishing License or Commercial Fishing License. Written permission must be obtained from the landowner to hunt on power line, gas line, railroad, or other rights-of-way.

Bait and the Taking of Game & Feral Hogs Over Bait

Statewide*
It is unlawful for any person to hunt any game animal (except as noted below) or game bird upon, over, around, or near any place where any corn, wheat, or other grains, salts, apples, or other feed or bait has been placed, exposed, deposited, distributed, or scattered so as to constitute a lure, attraction, or enticement to such game animals or game birds. It shall also be unlawful to hunt any game animal or game bird upon, over, around, or near any such place for a period of 10 days following complete removal of all such feed or bait.
The placing of any feed or bait and the hunting of any game or feral hog over such feed or bait on Wildlife Management Areas is prohibited.
Any person who takes any big game, other than in accordance with the following exceptions, shall upon conviction be guilty of a misdemeanor of a high and aggravated nature and subject to a fine up to $5,000 or imprisonment up to 12 months, or both.

The DNR Board may by rule or regulation restrict the feeding, baiting, or hunting of deer and/or feral hogs upon, over, around or near such feed or bait in any county and any adjoining county, upon documented occurrence of a communicable disease in deer in such county. No person shall feed, bait or hunt deer and/or feral hogs in violation of any such restriction imposed. DNR will notify current licensed hunters by mail or electronic means within a restricted county. DNR may place signs to give such notice of restrictions.
Exceptions for Deer (Zone Limited)
In the Southern Deer Zone, deer may be hunted upon, around, over or near any feed or bait on private lands provided such person has written permission of the landowner. Any such feed or bait shall not be placed in a manner as to cause hunting on an adjacent property to be prohibited. The placing of any feed or bait and the

hunting of deer over such feed or bait on any state or federal lands is prohibited. In the Northern Deer Zone, it is unlawful to hunt deer upon, around, over or near any feed or bait when the hunter is less than 200 yards away or within sight of such feed or bait. Any such feed shall not be placed in a manner as to cause hunting on an adjacent property to be prohibited. The placing of any feed or bait and the hunting of deer over such feed or bait on any state or federal lands is prohibited.
Exceptions for Feral Hogs (Statewide)
Feral hogs may be hunted upon, around, over or near any feed or bait on private lands year round provided that any such feed or bait is not placed within 50 yards of any property ownership boundary. Any such feed or bait shall not be placed in a manner as to cause hunting on an adjacent property to be prohibited.

Landowner Liability & Hunting

Legal liability has been identified as a major concern among landowners when considering whether or not to grant access to hunters to hunt their property. Legal liability has also been offered as a reason some landowners have stopped allowing hunter access to their property. This is an important issue of concern with the increasing need of improving deer management and hunting access.
To encourage landowners to make their lands available to the public for recreational purposes, including hunting and fishing, Georgia law (OCGA 51-3-20 through 51-3-26) explicitly shields landowners from civil liability for injuries to persons who use

their land for recreational purposes without charge unless the landowner willfully or maliciously fails to guard against or warn of a dangerous condition, use, structure, or activity. Landowners will not be liable unless they violate this standard of care. Georgia Courts have interpreted this reasonable standard of care as the "duty of slight care", which is lower than that of ordinary care.
Georgia law (OCGA 27-3-1) further extends this same protection to landowners, lessees of land, or lessees of hunting or fishing rights who give permission to another to hunt or fish on their property with or without charge.

Establishing
Deer Harvest Guidelines

for Your Property or Hunting Club

Georgia is blessed with a healthy white-
tailed deer population that provides diverse recreational opportunities and generates significant economic vitality. However, Georgia's white-tailed deer herd can present a variety of management challenges as we strive to maintain a sustainable deer population within appropriate biological, ecological, and sociological limits. Properly managing this important resource is critical.
Hunting is the primary tool for managing white-tailed deer and hunting has successfully reduced the statewide deer population from 1.4 million deer in the 1990s to close to 1 million today. This reduction decreased or stabilized the deer population across much of the state resulting in improved habitat conditions, healthier deer, and substantial increases in antler quality. Finally, this success is consistent with the goal established in Georgia's Deer Management Plan.

Despite this statewide success, there are localized areas that may experience either overabundance or scarcity. Further complicating this issue is the scale at which deer density varies. There may be extreme variations in deer densities within a single county making this issue difficult or impossible to solve through regional or county level regulations on deer harvest. Thus, responsible deer management, individually or collectively, by landowners, hunting clubs and hunters is essential, especially regarding proper doe harvest rates.
It is the responsibility of hunters, clubs, and landowners to establish objectives to manage deer on the property they own, lease, or hunt. Georgia deer hunters, landowners and hunting clubs have differing management objectives. There is no statewide season and bag limit scenario that will satisfy these differing objectives. As such, Georgia's current statewide regulations provide a framework for

landowners and hunting clubs to use when establishing a harvest regime for their specific property(ies). This statewide framework is not site-specific and should never be viewed as such. However, statewide regulations do provide landowners and hunting clubs great flexibility to meet their deer management objectives.
When determining management objectives it is critical to consider property size, habitat conditions, and management of adjacent properties. Hunters often set deer management guidelines on the property they hunt through individual hunter bag limits that can, if hunter density is high, result in overharvest. For example, a 1,500 acre hunting club with 50 members has a density of 1 hunter per 30 acres. With a bag limit of 2 bucks and 3 does, overharvest is likely to occur. With this much hunting pressure, a harvest regime that is more restrictive is likely appropriate.

Considering deer harvest per land area can be an effective way to avoid an unwanted decline in deer density. General guidelines for appropriate doe harvest rates across much of Georgia are: one doe per 75 acres will decrease density, one doe per 150 acres will stabilize density, and one doe per 200 acres will increase density. Keep in mind that these guidelines may not be applicable in all areas of the state and are not a substitute for population monitoring and management, which are critical elements of any successful deer management program.
Technical assistance establishing a management program and biological advice is available to all Georgia hunters. Biologists with the state's Wildlife Resources Division are available to provide technical guidance on managing deer herds or a private biologist can be hired to develop a management strategy and monitor deer harvest. However, biological recommendations are only as good as the information provided. Better and more extensive objective data result in better recommendations.
Effective deer management requires more work than simply killing deer. At a minimum, records should be kept on each deer harvested (i.e., sex, age, weight, antler measurements). Also, fetal data from late season harvested does and observational records (e.g., antlered bucks seen, does seen, and fawns seen) add

greatly to the information used to generate advice and recommendations, although not generally required. Such data is used to establish baselines, monitor the population and adjust property-specific harvest strategies to achieve a desired goal. In many instances, a harvest strategy will be more restrictive than the statewide framework.
Decreases in deer sightings may not always mean a decrease in deer density. Deer movements and behavior are affected by hunting pressure, habitat conditions, predation, and weather. The best advice for deer hunters is to hunt where the deer are rather than where you want the deer to be. More often than not, rainy summers make it a good year to be a deer, but a bad year to be a deer hunter. Failure to adapt to deer movement and feeding patterns affected by abundant rainfall can cause some hunters to believe there is a serious decline in deer numbers in their area.
Wet growing seasons generally produce abundant natural forage and good acorn crops. Deer movement can be very limited when natural forage and acorns are abundant. Deer spend very little time, if any, in and around managed wildlife openings under these conditions. To be successful, hunters must spend more time hunting where the natural browse and acorns are located, or along travel routes leading to and from these natural feeding

areas. Knowing the "when's" and "where's" of hunting a property makes for a more enjoyable hunting experience.
It is worth considering whether feeding deer is or has altered deer activity patterns, especially when combined with hunting pressure, so that deer are more nocturnal, move less frequently, and are less exposed to harvest. This practice may create a "welfare system" such that deer do not have to "work for a living" locating natural food sources. Thus, deer remain largely sedentary and hidden during legal shooting hours, and get their fill by feeding for a short period of time during the night. This can reduce the number of deer seen and the exposure of deer to harvest. Deer always adapt to their circumstances hunters should too!
Statewide regulations provide a framework within which landowners and hunting clubs establish a harvest regime for the property they hunt. Either-sex days and bag limits are effective at protecting statewide and regional populations from over-harvest, but they cannot protect every single property from over-harvest. This is the reason site-specific, property-level deer management is critical to a successful deer management program. Ultimately, the solution rests in the hands of Georgia's deer hunters and their willingness to practice voluntary restraint and responsible deer management.

Feral Hog
Private Lands No closed season; no limit. Feral hogs may be hunted at night with a light (no voltage restriction), which is carried on the person, affixed to a helmet or hat, or part of a belt system worn by a hunter. No hunting from a vehicle. Hunting over bait is allowed. A resident Hunting License is required to hunt feral hogs for all resident hunters 16 years old or older, except when hunting on land owned by them or their immediate family (blood or dependent relationship) residing in the same household. Non-residents must possess a nonresident hunting license. Contact the Game Management office nearest you for more information (see page 4).
National Forest & Corps of Engineers Lands (outside of WMAs) Hogs may be taken with archery equipment during archery deer season, with deer weapons during firearms deer season, with

turkey weapons during turkey season and with small game weapons during small game season. Feral hogs may be hunted with dogs with appropriate weapons restrictions while training dogs during dates when training season coincides with small game or turkey season. See page 62 for dog training seasons and rules. No limit. No night hunting. No hunting over bait. Hunting license requirements must be met. Hunter orange is required during firearms and primitive weapons deer seasons. Special regulations apply for Hartwell, Strom Thurmond/Clarks Hill, and Russell lakes (see pages 5859).
Transporting & Release Transporting live feral hogs is prohibited unless such feral hogs have tested negative for brucellosis and pseudorabies within 30 days prior to transport. It is illegal to release any trapped or transported live feral hogs into any area that is not fenced to prevent escape of such feral hog. Any persons convicted of the release of live feral hogs in violation of established laws and regulations may be subject to revocation of hunting privileges for up to three years.
Warning Feral hogs can carry infectious diseases that are transmissible to people. To avoid possible exposure, wear plastic gloves when field-dressing feral hogs; wash hands with soap and hot water immediately afterwards; avoid direct contact with blood and reproductive organs; cook thoroughly, and properly dispose of all waste.
Processing Any facility that processes hogs for a fee must be licensed as a red meat establishment by the Dept. of Agriculture. Deer processors can obtain a Custom Feral Hog Exempt license from the GA Dept. of Agriculture, Meat Inspection Section for $10. Contact the Meat Inspection Section at (404) 656-3673 for more information. This licensing requirement does not apply to anyone processing a feral hog for their own use.

An Interactive Informational Resource for Landowners, Hunters & Wildlife Management Professionals

The Feral Hogs Community of Practice (CoP) is an online resource area with information, expert advice, webinars, learning lessons, and other peer-reviewed information concentrating on the control, adaptive management, biology, economics, disease risks, and the human interface of feral hogs across the United States. It is part of the national eXtension Initiative which serves the public by making both information and experts available 24/7 on over 100 topic areas. Over the past 30 years, feral hog (also variously known as wild pigs, feral pigs, feral swine, Eurasian wild boar, European wild boar, and Russian boar) numbers and distribution have grown dramatically and have now reached a critical level across much of the United States; causing

significant economic, biologic, environmental, and natural resource damage. Between 1900 and 1990, the national population size and distribution of feral hogs had been relatively constant, numbering between 500,000 to 2 million animals and being found in 18 to 21 states. The National Feral Swine Mapping System program currently reports 37 states with established populations of feral swine. The nationwide population is now estimated at more than 6 million animals; which makes them one of the most abundant large invasive animal species to be found in the United States at present. This CoP provides critical information, resources, and expert application of knowledge on the biology, history, damage, diseases, management and control of feral hogs.

The U. S. Fish and Wildlife Service (USFWS) regulates the harvest of migratory birds by establishing framework (opening and closing dates, maximum season length, and maximum bag limits) within which states can set their migratory bird hunting seasons. Georgia annually proposes waterfowl and late-season migratory bird hunting season dates and bag limits that maximize opportunity within the framework adopted by the USFWS.

What is the wildlife restoration program? On September 2, 1937, President Franklin D. Roosevelt signed the Federal Aid in Wildlife Restoration Act (now the Pittman-Robertson Wildlife Restoration Act.) This year marks the 75th Anniversary of the most successful effort for funding long-term wildlife conservation in the World. Wildlife Management Areas Q&A

The Wildlife Management Area (WMA) system offers a wealth of hunting opportunities on approximately one million acres. Each WMA offers unique hunting opportunities based upon factors such as climate, topography, access, wildlife population dynamics and hunter interest. Therefore each WMA has specific rules and regulations. You should always be familiar with the rules and regulations for a WMA before visiting. Below are several important frequently asked questions related to hunting on WMAs.
Tip Before You Go All of the applicable rules and regulations are not featured in the WMA Q & A. So, it is highly recommended that you become familiar with all of the information provided in the annual Hunting Seasons & Regulations publication and at www.gohuntgeorgia.com before you visit the WMA system.
Q: What are the best sources of information for hunting WMAs? A: The annual Hunting Seasons & Regulations publication is your most comprehensive resource and is available in print or online at www.gohuntgeorgia.com. You can also sign up for email alerts and visit the specific WMA pages for real time information. Click on the RED envelope at gohuntgeorgia.com. In addition, Game Management region offices can provide assistance over the telephone.

Q: Where can I find maps of WMAs? A: Wildlife Resources Division offers WMA maps (line, topographic, and infrared). You view/print/download all WMA maps free of charge at: www.gohuntgeorgia.com
Q: When can I hunt on a WMA? A: Each WMA has unique hunting opportunities and regulations. WMAs are typically open for hunting during specific dates and not the entire statewide seasons. You should become familiar with the regulations for a WMA before visiting. In addition, WMAs are open to scouting outside of posted seasons (unless specified otherwise).
Q: What is a QUOTA hunt? A: A quota hunt is a hunt that allows a predetermined number of hunters to participate. A quota is placed upon a hunt for several reasons: to protect the natural resources (wildlife and their habitats); to provide a high quality hunting experience; and to maintain a high level of safety.
You must submit an application and be selected in order to participate in a QUOTA hunt (this includes children or any other persons who wish to participate in the hunt). More information on quota hunts is available in the Quota Hunt Section on pages 6366.

Q: What is the difference between a CHECK-IN and a SIGN-IN hunt on a WMA? A: CHECK-IN or SIGN-IN is required prior to hunting during any managed firearms deer, bear, turkey or hog hunt on a WMA (except as otherwise specified). It may also be required on some special hunts for other game species. Refer to the specific WMA listing to determine whether a hunt is designated as CHECK-IN or SIGN-IN. CHECK-IN Hunt: Hunters must check-in
prior to hunting. Check-in permits are available starting at noon one day prior to the hunt, and anytime during the hunt. Complete the CHECK-IN permit; deposit the bottom copy in the permit box at the check station; keep the top copy in your possession throughout the hunt. Check-In is required once for each check-in period. SIGN-IN Hunt: Hunter must sign-in prior to hunting or during the hunt as long as you have signed in BEFORE you hunt. Sign-In is required only once per hunt.
SIGN-IN and CHECK-IN hunts have different requirements for handling harvested game. See below for details.
Q: What do I do if I harvest a deer, bear, turkey or hog on a WMA? A: CHECK-IN Hunt: You must check-out your harvested game at the check station on the day of harvest. Deer harvested on CHECK-IN hunts will receive a special tag and should not be recorded on your Deer Harvest Record.
SIGN-IN Hunt: You must sign-out your harvested game at the check station/kiosk on the day of harvest. Deer harvested on SIGN-IN hunts must be recorded on your Deer Harvest Record.
MANDATORY WMA BEAR HARVEST REQUIREMENTS CHECK-IN Hunt: Must be taken to the check
station on the day of harvest for tagging. If you are unable to get to check station by 8:00PM, contact 1-800-241-4113. SIGN-IN Hunt: Must be signed-out on the day of harvest AND reported to Wildlife Resources Division by calling 1-800-241-4113 so arrangements can be made for tagging.
Q: How many deer can I harvest on a WMA hunt? A: CHECK-IN Hunt: Two deer may be harvested during any one check-in hunt, except on Quality Buck hunts (see next question). Additional restrictions may apply such as antler restrictions; refer to the specific WMA listing for details.
SIGN-IN hunt [lasting less than one week]: Two deer may be harvested during any one sign-in hunt.
SIGN-IN hunt [lasting one week or longer]: The bag limit is the statewide limit.
Important Note: Deer harvested on all SIGN-IN hunts must be recorded on your Deer Harvest Record and count toward your season limit. You are still required to sign-out the harvested deer as well.

Q: What if the WMA has Quality Buck restrictions? A: Several WMAs are managed for Quality Bucks. This means there are restrictions on the buck you may harvest. A Quality Buck WMA will have one of the following restrictions: Requires a minimum of 4 points on one side
and points must be at least one inch long OR Requires a 15 inch outside spread OR 16 inch
main beam.
On hunts having quality buck antler restrictions, only one antlered buck may be harvested. Always refer to the specific listing for a WMA to determine if it is Quality Buck and the applicable restrictions.
Q: What weapons may be used to hunt feral hog on a WMA? A: Feral hogs are not a game species and are considered incidental take during any hunt on a WMA (except during Special Hog Hunts). This means that you must use the legal weapons for the specific game species for which the WMA is open. So, if a WMA is open for small game then you may only use legal weapons for small game if you intend to hunt for feral hogs. Muzzleloaders and archery equipment are legal during small game and turkey seasons. However, during Special Hog Hunts only, you may use any legal firearm.
Electronic calls may be used for feral hog. Night hunting and baiting are prohibited on WMAs.
Q: Why are some gates closed on WMAs? A: There are a number of reasons why roads may be closed to motor vehicles. These include: provide a quality hunting experience protect sensitive and/or critical habitats and
species during nesting or other natural wildlife cycles
to minimize disturbance weather conditions may dictate closure for
public safety or to minimize damage and erosion road maintenance or repair law enforcement tool for crime deterrence
Some roads are only intended for WRD personnel to perform management related activities on a WMA (such as timber harvest, habitat management, prescribed fire or emergency response). Roads that are typically closed may be open during Big Game hunts to provide better access and evenly distribute hunters. See tip below for how to get more information on access.

Q: What are the rules related to dogs on a WMA? A: Dogs must be confined or kept on a leash except when hunting or training during designated seasons or on designated areas. See Dog Training section on page 62 for more details.
Q: How do I know if I need a Georgia Outdoor Recreation Pass (GORP)? A: Any person, age 1664, entering any designated fee area on state-owned WMAs and PFAs must possess a valid GORP. Persons who possess a valid three-day hunting & fishing, WMA, Lifetime, Sportsman's, or Honorary license are exempt from this requirement. Designated fee areas are marked with the posting of a sign at the site or area entrance.
A three-day GORP is valid for no more than three days from effective start date and an annual GORP is valid for no more than 365 days from effective start date. A GORP may be purchased at www.gohuntgeorgia.com, 1-800-366-2661, or license vendors. Transaction fees apply (please refer to page 12).
Any individual(s) or organization(s) who desire to sponsor or conduct an event, activity, or series of events or activities involving more than eight individuals on a WMA or PFA may be required to obtain a "Right of Entry" agreement (ROEA) from the Department. A Right of Entry agreement must be formally requested from the Department no less than thirty days prior to the proposed event, activity, or series of events or activities. Events that conflict with the primary uses (e.g. hunting and fishing) of a WMA or PFA may be prohibited. Contact the respective Game Management office (see page 4) for more details. For WMAs on National Forest, special use permits issued by the US Forest Service may be used in lieu of the ROEA requirement.
Q: Can I camp on a WMA? A: All camps must be in designated campgrounds, unless otherwise indicated or posted at the WMA check station. Camping is allowed anywhere on WMAs on National Forest Lands, except where posted otherwise. Forest Service regulations govern outdoor recreation on WMAs located on National Forest Lands. Camping or driving motor vehicles on managed wildlife openings is prohibited. Carving, cutting, chopping or damaging of live trees is prohibited. Camping or establishment of a campsite shall be limited to a period of time not to exceed 14 consecutive days after which the campsite shall be vacated and all personally owned property is removed for a period of not less than 7 days. During that 7 day period, a new campsite may not be established within 1 mile of the vacated campsite by the same person(s). Loaded firearms are prohibited in camping areas, except that any person possessing a license to carry a concealed firearm that is valid in this state pursuant to OCGA 16-11-126(f) or 16-11-129 may carry such firearm subject to the limitations of OCGA 16-11-126 and 16-11-127, except where prohibited by federal law. Campers are responsible

for their own trash. No person shall unreasonably disturb or annoy others through abrasive, insulting, or threatening words or actions, or disobey any lawful order of a law enforcement official, or act in a manner resulting in a breach of the peace. No generators, musical instruments, radios, televisions, or other noisemaking devices may be used after 10 p.m. or before 7 a.m., in such a manner that they may be heard by other WMA visitors.
Q: Can I collect firewood on a WMA? A: Only trees that are dead and down may be cut and used for firewood by visitors while staying on WMAs. Annual firewood cutting permits are issued for private use by the region office. On National Forests, firewood permits are available from the district US Forest Service offices.
Q: Can I fish on a WMA? A: Unless otherwise posted, fishing is allowed on WMAs according to statewide regulations. When fishing on a WMA, a Fishing License is required and on some WMAs a GORP is also required. If a GORP is required to fish, a threeday combo hunting & fishing license fulfills both fishing & GORP requirements. However, a Fishing License and a WMA License is required to fish on state Public Fishing Areas (PFAs) and Waters Creek Trophy Trout Stream on Chestatee WMA (see fishing regulations). A trout license is required in trout waters. Anglers possessing a Three-Day Fishing, Honorary, Disability, Sportsmen's, or Lifetime License are not required to have a WMA License.
Q: Can I sight in my gun or target shoot on a WMA? A: DNR provides shooting ranges on several WMAs statewide. Target practice is prohibited outside of designated ranges. Please refer to page 39 for more information.

Q: What are the restrictions for tree stands and other hunting structures on WMAs? A: Hunting structure means any portable tree stand, ground blind, stool, chair, bucket, waterfowl blind, or other similar device used for the purpose of hunting. Hunters may not construct or hunt from any tree stand that is not portable or natural. Tree stands may not be placed on utility poles or other structures supporting utility lines. For big game and feral hog hunts, hunting structures shall not be placed any sooner than one day prior to the hunt and shall be removed from the WMA no later than 12 noon the day following the hunt. For small game hunts, hunting structures may be placed and shall be removed from the WMA only on the day of the hunt, except that on opening day of dove season hunters shall not enter a managed dove field and hunting structures shall not be placed on a managed dove field prior to 10 a.m.
Q: What do I need to know about dogs and dog training on WMAs? A: See page 62.
Q: What do I need to know about riding horses or bicycles on WMAs? A: Horses and bicycles are restricted to open improved roads, designated trails, or designated areas. (GORP fee may apply. See page 16 for details.) Bicycles may be used on closed improved roads for the purpose of hunter access. Horses may be used off roads and trails during permitted field trials. Horses and bicycles may be used on National Forest Lands not otherwise closed. Horses and bicycles are prohibited on the Appalachian Trail.
Q: What do I need to know about motor vehicles (including ATVs) on WMAs? A: ATVs are allowed on open, improved roads and designated trails only during the period between 2 hours before sunrise and 2 hours

after sunset one day prior to and during big game and special hog only hunts by hunters actively participating in the hunt, except where otherwise specified. However, on National Forest Lands including WMAs on the National Forest, ATVs are restricted to designated trails unless posted otherwise. Roads may be closed at the discretion of the DNR. Vehicles may not be parked in such a way as to block an open or closed roadway. All motor vehicles are restricted to improved roads open for vehicular access. "Improved Roads" are roads that receive maintenance for the purpose of hunter access, and "Open Roads" are roads not closed with a gate, sign, earthen berm or similar device intended to prevent vehicular access. Motor vehicles (including ATVs, dirt bikes, utility vehicles, golf carts, and other off-road vehicles) must meet applicable safety, licensing, insurance and registration requirements for use on public roads. Vehicle and ATV operators must be at least 16 years old.
Fees on National Forest Lands: Fees may be charged for camping, ATV/ORV trails, shooting ranges, and boat ramps on the National Forest. These fees apply to all users. For more information, visit www.fs.fed.us/conf or contact any US Forest Service Office.

Q: What do I need to know about supervising children on WMAs? A: "Direct supervision" or "directly supervised" means uninterrupted, unaided visual contact and auditory communication of a child by an adult. All children under sixteen years of age shall be accompanied by and under direct supervision of an adult eighteen years of age or older when hunting.
Adult/Child Hunts on WMAs, State Parks & NWRs (Hunts for those under age 18) On Adult/Child Hunts for big game, all children (17 years old and under) shall be accompanied and directly supervised by a responsible adult; an adult shall supervise no more than one child. On Adult/Child Hunts for small game, one adult may directly supervise no more than two children (17 years old and under). Adults and children may possess firearms and hunt on small game and non-quota big game Adult/Child Hunts provided that an adult hunting on such hunts shall be directly supervising a child who is actively participating in the hunt. During Adult/Child big game quota hunts, only one firearm is allowed and only the child may hunt. All Adult/Child big game hunts are firearms hunts unless specified otherwise.

Public Hunting Opportunities
General Wma Regulations

All WMA laws, rules and regulations, unless otherwise specified, must be followed on Public Fishing Areas and State Parks open for hunting. WMA license is required except for State Park Quota Hunts.
Camping, hiking and other recreational uses are allowed year-round, unless otherwise posted at the WMA check station or at a specific recreation site. All WMA visitors are encouraged to wear hunter orange during the hunting seasons. Specific recreation sites may be closed as needed for management purposes by posting at the site.

Feral Hog, Deer, Bear & Turkey See WMA Q&A on page 35. Direct questions regarding a specific WMA to the region office for that WMA. See office contact info page 34.
Migratory Birds
Crows, Snipe & Woodcock may be taken on small game dates during the statewide seasons unless otherwise specified. Electronic calls may be used for crows. No limit on crows.

Duck hunting on managed impoundments at Altamaha (Butler Island), Cordele Hatchery, Evans PFA, Oconee & Rum Creek WMAs is by quota only (except that Pond 3 at Oconee WMADan Denton is non-quota). Hunters must hunt from assigned areas or ponds. Shooting hours end at 12 noon, except the last Saturday of the season, when hunting is allowed until sunset. See page 64 for quota hunt information for Altamaha (Butler Island) & Oconee (Dan Denton Waterfowl Area). For Evans PFA, Rum Creek WMA, Flat Creek PFA and Cordele Fish Hatchery see area listings on page 64. Waterfowl hunting can take place only during specified waterfowl hunting dates. Waterfowl on all other WMA locations may be hunted any day of the waterfowl season that the area is open for small game hunting or as otherwise specified.
Goose hunting is allowed on WMAs except on managed waterfowl impoundments. On managed waterfowl impoundments, geese may be taken only during managed waterfowl hunts during the state goose season.

Unlawful Activities on WMAs

Being under the influence of drugs or alcohol.
Camping or operating a motor vehicle upon any permanent wildlife opening.
Consuming alcohol except at camp sites (this regulation does not apply on National Forest Lands).
Driving a vehicle around any gate, sign, earth berm, or similar device intended to prevent vehicular access.
Hunting any game species or feral hog over bait.
Hunting within 50 yards of any road opened for vehicular access. (Possession of a loaded firearm within 50 yards of a road opened for vehicular access is considered hunting.)
Hunting within a posted safety zone.
Night hunting except for raccoon, fox, opossum, bobcat, and alligator (permitted alligator hunters only).

may carry such firearm subject to the limitations of OCGA 16-11-126 and 16-11-127, except where prohibited by federal law.
Possessing alcohol while hunting on National Forest lands.
Possessing a loaded firearm (a gun is considered loaded if a shell is in the chamber or magazine, a percussion cap is on the nipple, or powder is present on the frizzen pan) in a motor vehicle, except that any person possessing a license to carry a concealed firearm that is valid in this state pursuant to OCGA 16-11-126(f) or 16-11-129 may carry such firearm subject to the limitations of OCGA 16-11-126 and 16-11-127, except where prohibited by federal law.
Possessing or using buckshot except on dogdeer hunts.
Shooting from a motor vehicle.
Taking or possessing any wildlife except during an open season for that species.

Placing bait or wildlife food.
Possessing a cocked crossbow in a motor vehicle.

Target practicing except on an authorized shooting range.
Trapping.

Possessing a firearm during a closed hunting season for an area, except on designated shooting ranges, unless such a firearm is unloaded and stored in a motor vehicle so as to not be readily accessible, except that any person possessing a license to carry a concealed firearm that is valid in this state pursuant to OCGA 16-11-126(f) or 16-11-129

Using metal detectors or collecting artifacts.
Using motor vehicles, signage, flagging tape, or any other method(s) to close or restrict access to roads, trails or any other access features.
Using paintball equipment (this regulation does not apply on National Forest Lands).

Small Game, Furbearers, Falconry & Coyotes
Alligators are small game species and may be taken on small game dates during statewide alligator season by quota permit holders only, unless otherwise specified in the WMA listings on pages 4059. See page 29 for more information.
Coyotes may be taken during deer, bear, turkey and small game hunts. Weapons are restricted to legal firearms and archery equipment for the game species specified for a particular hunt in the WMA listings on pages 4059 of this booklet. Electronic calls may be used. No night hunting.
Falconry: All WMAs are open for falconry during listed small game dates for a specific area (see pages 4059). Field trial areas and archery-only hunting areas on WMAs are also open for small game hunting by means of falconry during the statewide falconry season.
Furbearers: Raccoons, opossum, foxes and bobcats may be hunted within statewide seasons during small game and furbearer dates, unless otherwise specified in the WMA listings on pages 4059. Furbearers may not be hunted during firearms deer hunts. Night hunting is allowed, unless otherwise specified. Hunters must pick up their dogs by 12 noon on the day following the hunt. Electronic calls are prohibited.
Small Game: Unless otherwise specified, hunters are allowed to hunt any small game with an open state season (see page 33) during the small game dates specified in the WMA listings on pages 4059. No small game or furbearer hunting is allowed during managed deer hunts except that migratory birds may be hunted during archery deer hunts during open state season unless otherwise specified.
Unprotected Nongame Species may be taken only during small game dates.
Attention Youth Quail Hunters
As part of the WRD Bobwhite Quail Initiative (BQI), quota youth quail hunts will be conducted on private farmland during the quail season. Youth hunters ages 1017 may apply. Hunt dates, locations & rules will be advertised at www.gohuntgeorgia.com beginning August 15, with an application deadline of October 15, 2012.
