INTRODUCTION
This rcp011 presents the final results of the State of Georgia 1997 Southeastern States Compensation Survey conducted by the Georgia Merit System. This survey rep011 contains data submitted by thi11ecn states on 100 jobs covering over 53,500 employees. This survey report is presented in two sections. The first section describes the Survey Methodology; it includes how to use the survey, definition of term" and a list of pa11icipants. The second section contains job profiles and a summmy of detailed compensation data for each job. The effective date of the data presented in this report is May 1, 1997. We appreciate your pm1icipation in this survey and welcome any comments you may have. SECTION/
SURVEY METHODOLOGY
The pm1icipant packages for the 1997 Southeastern States Compensation Survey were mailed on May 12, 1997 to all thi11een states in the Southeastern Salai)' Conference. It was requested that all data be returned by June 10, 1997. Data submitted by each state was screened for reasonableness with questionable item..;; being discussed with pai1icipants before being reconciled. Pm1icipants were asked to match jobs in their states based on the survey job descriptions and not solely by job title.

=======USING THE SURVEY---
The information in this survey report is not intended to replace or supersede your own judgment as to the establishment and/or adjustment of your organization's salary stmcturc. Federal law explicitly forbids exchange of information among competitors, whether through the auspices of an association or otherwise, where the effect may be to stabilize or fix prices and fees.
This report is intended as a tool to assist you in establishing and maintaining equitable and competitive salaty ranges. A salaty range represents the dollar limits within which employees arc paid for performing jobs assigned to the range. The range is the product of assessing the competitive pay levels within the marketplace and selecting a dollar value that reflects the competitive posture desired by the organization. Such a range is composed of three basic components which are defined as:
Minimum-
The rate of pay for a minimally qualified employee enteting a job. Typically, this is the lowest rate at which any employee is paid for a given job.
Midpoint-
Typically the rate of pay for the average perfmming employee who has attained the appropriate level of skills and the necessmy qualifications for the job. This frequently represents the going market rate for an organization.
Maximum-
This is the highest level of pay for the job. Typically employees who arc paid at or near this level arc those who have demonstrated excellent or outstanding pcrf01mancc for extended petiods, and arc exceptional employees in all respects.
The jobs rcpo11ed in this survey rcp011 are benchmark jobs which can be utilized as aids in establishing midpoints for similar jobs in your origination.

Total Respondents Reporting
The number of states rep011ing data for a job.
Total Employees in Job
The number of employees whose salary data were reported for a job.
Median
For a set of values arranged in ascending order, the values below and above which there is an equal number of values, or the arithmetic mean of the two middle values if there is no one middle number, i.e., the middle value of the set.

The average rate CUITently being paid to employees in the position.
In a salary grade sn11cture, the minimum ofthe salary range for the position. In a step system, the lowest step of pay for the position.
The rate of pay to be expected by an experienced employee. In a salary range stmcture, this is the midpoint of the range to which the position is assigned. If the position is paid using a step system. this is the rate that an employee (hired at the base sta11ing rate) will be paid after two years of service with the state.
In a salaty grade stmcture, this rate is the maximum pay for the position's grade. If a step system is used, this rate is the highest step of pay for the position.
