The Georgia Merit System distributes applications and job information, processes applications, and performs the first screening of applicants for many state jobs, particularly those used by multiple agencies. Either the Georgia Merit System or individual state agencies and managers may recruit and screen applicants for jobs unique to specific organizations. Therefore, as an applicant, you may find that you will apply to the Georgia Merit System for some jobs and directly to state agencies for others.

This pamphlet will continue being updated to help you find out which jobs you can apply for and where and how to apply for them. It also covers what happens after you get an examination score, has tips on filling out your application, and provides other helpful information. BE SURE TO READ IT CAREFULLY.

Most Jobs For most jobs, you will need to fill out a State of Georgia Application for Employment (form MS271). You can get it from the Georgia Merit System office, State Labor Department Field Service Offices, most large State agency offices and facilities, and many colleges and vocational school placement offices in Georgia. You can also get one from our Forms Ordering Service by calling 404-657-1164, 24 hours a day or on the Internet at www.state.ga.us/GMS/stategaapp.htm.
COrrectional O.[ficer If you are applying for Correctional Officer, you
will use a special gray form, State of Georgia Correctional Officer Application for Examination (MS27-04). This is available from the Georgia Merit System, State Labor Department Field Service Offices, prisons throughout the state, and through our Forms Ordering Service listed above.
Professional License For jobs requiring a professional license or certificate, applicants may wish to get an application directly from the Regional Hospital, Community Service . Board, County Health Department or other facility where they are interested in working. (See the Licensed Professions job title descriptions for those jobs requiring a professional license or certificate.)
Supplemental Questionnaires Some jobs require that you fill out a supplemental Applicant Questionnaire. If one is needed, it will indicate this under "Type of Examination" in the description of the job. You should request a copy of the Applicant Questionnaire by job title from the Georgia Merit System or through our Forms Ordering Service listed above. Complete the questionnaire and attach it to your application.
Walk-In Tests The tests for Child Support Enforcement Agent, DFCS Services Generalist, Family Independence Case Manager, Employability Services Case Manager, Probation Officer 1/II, Parole Officer, Juvenile Probation/Parole Specialist II and Social Services Technician are given on a first-come, firstserved walk-in basis. Do not submit an application in advance for these titles unless you wish to take
the test in one of the testin~ centers outside
Atlanta. A special application will be provided for
you to complete before you begin the test session (see page 15 for details).
I Bow do I decide which jobs to applyfor?
The Continuous Recruitment section of this pamphlet and Special Recruitment Job Titles provide information about a job's minimum hiring salary, description of the duties, minimum or preferred qualifications and the type of examination required.
For most jobs, particularly those involving evaluations of training and experience, candidates actually hired will often have qualifications beyond the minimum qualifications listed. You should only apply for jobs you would seriously consider accepting and for which you are well qualified.
New employees are usually hired at the minimum salary listed. (However, agencies may approve a higher starting salary for a very well qualified applicant or for hard-to-fill jobs.)
Special Recruitment Job Titles also tells you where the vacancy is located and specifically how to apply for each title. You should apply for those jobs only ifyou are willing to work in the geographic location of the vacancy.
Before deciding what to apply for, you may want to talk with someone about the jobs that would offer you the best chance of being hired, based on your interests, qualifications, and geographic availability. Job information analysts at the Georgia Merit System and employment interviewers at local offices of the State Labor Department can help. College placement officers, technical institute job placement coordinators, high school guidance counselors, and rehabilitation counselors can also be good sources of information.
What do 'Minimum and Preferred Qual(fications" mean?

The "Minimum Qualifications" listed for a job title are the ~ amount and type of work experience, education/training and/or licensure you must have to be considered for that job. They might also be stated in terms of minimum competencies.
You may also see Job or Position "Preferred Qualifications" in our information materials. Applicants with these competencies, education or
experience will usually be given first consideration in screening and hiring.
For certain jobs, a hiring agency may have additional screening procedures. These could include work sample tests, physical ability requirements and/or medical requirements. The agency may also require a criminal background check, polygraph examination, or drug test.
Filling Out Your Application

Important: Do not attach a resume instead of ftntng out the application completely. You may attach a resume or other material, but only in addition to completing the application form and any supplemental questionnaire(s) required.
After deciding which jobs you are qualified to apply for, write the job title and job number in the "Type of Work/Specific Job Title Sought" section on page 1 of the application. You must use the exact job title and job code listed in the Continuous Recruitment Job Titles section of this pamphlet, or in Special Recruitment Job Titles. Applications with any other titles will be discarded.
You can put up to four Continuous Recruitment Job Titles on the application. (Placing one title per application may speed processing.) However, when applying for jobs in Special Recruitment Job Titles, you can put only one (1) job title on each application, not four. Photocopies are acceptable, and especially useful, if you wish to apply for more than one position.
Availability For the job titles listed in the Continuous Recruitment Job Titles section, you may select the counties or regions of Georgia where you are willing to work. List only those places that are truly acceptable to you. Indicate "Statewide" (R923) only if you are willing to move anywhere in the state to accept a job. Mark the locations where you are willing to work on each application you send. Your availability for all continuous recruitment job titles, except Correctional Officer, is based on your most recent application.
<Correctional Officer availability is determined by the special gray application required for that job title. Your availability can only be changed when you reapply, retest, and receive a second passing score.)
For jobs in the Special Recruitment Job Titles publication, you can mark only the location listed for the vacancy. Your application will not be
processed for any other county or region. If a vacancy occurs in the future in another location, you must submit a new application.
Education and Work History In order that you receive the most accurate review of your qualifications, please be sure to put on your application a complete description of all your education, tratntng, and work. Be as detailed and specific as possible--the evaluator cannot assume any information that is not fully described on the application.
If you went to vocational school or business school, you must tell us the number of months you attended full-time. (If you only went to vocational school
part-time, you must tell us how many months it would have taken you to finish the courses if you have been a full-time student; for example, 12 months part-time might equal 6 months full-time.)
If you have attended college, you must tell us the specific number of credit hours you received, including those in your major or minor. Do not estimate them; look them up on your college transcript.
Read the instructions for the Work History section of the application and any supplemental questionnaire instructions carefully and follow them exactly. If you leave out important information, your application may not be approved or you may receive a lower rating score.
Include on your application volunteer or unpaid work experience related to the job title for which you are applying. For all jobs, paid or volunteer, you must include:
month and year when you started and ended; hours per week worked; type and number of people you supervised, if any; a detailed description of job duties, emphasizing the most
important ones and those related to the job you are applying for; and
average percentage of total work time you spent on each duty.
Attach additional pages if needed to fully describe the work you have done.
Submitting Your Application

For jobs processed by the Georgia Merit System, you may file your application by mail, courier, or in person at the Merit System offices. The Georgia Merit System address and office hours are listed on the last page of this pamphlet. Be sure the application (including photocopies) is signed and
dated. Make a copy for your files and others to take with you if you are called for interviews or to use in applying for further jobs. Do not send originals of permanent, personal documents; they cannot be returned.
Jobs listed in Special Recruitment Job Titles have a deadline for filing your application. For your application to be accepted, you need to follow the instructions shown in Special Recruitment Job Titles for that job.
The Georgia Merit System is not responsible for applications lost or delayed by a postal service, courier services, or other State agencies.
Examinations and Scores

. Applications submitted to the Georgia Merit System are reviewed to see if you have the necessary qualifications for the job(s) you have listed. If you do, you will either be scheduled for a written and/or performance test, or a trained evaluator will assess your job-related training, experience, or competencies.
If you are scheduled by the Georgia Merit System for a written test, an Appointment Notice with the time, date, and location of your test will be mailed to you. If you cannot come to that test session, you must tell us at least one work-day before the test date. Otherwise, it will count as one of your test times for that year. You will also have to wait to reapply in order to get another appointment. (Refer to the information about retest intervals at the end of this brochure.) Call our Examination Administration Section at 404-656-2728 between 8:00 a.m. and 4:30 p.m. to cancel a testing appointment.
If you were scheduled to take a written test by a state agency other than the Georgia Merit System, you should contact that agency directly at the number it provided in order to cancel your appointment. Because rescheduling to take a written test is often limited, you should try to come to the session for which you were scheduled.
Important: When you come for your test, bring your driver's Hcense or other current picture identification. Your test will not be scored until you furnish proper proof of identification.
Only one test may be taken at any one testing session. (You will have a maximum of three hours to finish most tests; a few allow you more or less time.)
After you have taken a written test or been evaluated by the Georgia Merit System, you will receive a Notice of Examination Results. If you do not have the necessary qualifications for a job, your notice will read, "Not Scored - Lacks Minimum Qualifications." If you fail a written test, your score notice will read either, "Failed Written Test" or "Not a Qualifying Score."
In most cases, but not all, passing scores on written tests or evaluations range from 70 to 100. Final scores include any veteran's preference for which you are eligible. (Agencies may also request that all
applicants only be reviewed for Minimum Qualifications. In such cases, those who meet the qualifications receive a score of "MIN," rather than a numerical score.)
Your score is normally valid for one year. At the end of that year, you must reapply and be retested or re-evaluated (if the job title is still open).
During the year, state agencies may contact you asking that you send them a job application, resume, or other additional information; or to arrange for an interview. It is important that you respond to each agency by the "Reply Date" and give it the information requested. If you do not, the agency may remove your name from the list of available applicants.
Your name can be removed from a Georgia Merit System list of available applicants if:
an agency notifies us that it was unable to contact you, or that
you did not respond to it by the Reply Date listed;
you were offered three different interviews for the same job
and did not accept any of them;
you are hired in a job with a higher salary; or you indicate you are no longer interested in a job.
If your name is removed from a Georgia Merit System list of available applicants, and your score is still valid, you can normally be placed back on the list by calling our Data Entry Section at 404656-6663, or by writing to the Merit System address listed on page 6 of this pamphlet. You may also call this number to notify the Merit System about changes in address or phone number.
If you did not do as well as you could on a written test, or you have gained additional education or experience that would improve your rating of training and experience score, you may be able to
apply again after a waiting period. Jobs listed in the Continuous Recruitment Job Titles section have a "Retest Code" that will tell you how long you have to wait to reapply and the number of times you can reapply each year.
How Jobs are Filled

When a state agency wants to fill a vacancy, it may request a list of available applicants from the Georgia Merit System. This list would include all the applicants who are available to work in the county where the job is located. The hiring offiCial in the agency contacts as many of the applicants on the list as necessary to find a suitable applicant.
Even if a state agency interviews applicants from a list of available applicants, it . may decide to fill a vacancy by promoting or transferring a current employee. The agency may also hire an applicant who may not have been on the list, but whom the
agency considers to be the best applicant for the
job.

Test Scheclule: In Atlanta, test is given in the State Merit System exam room (room 404) every first and third Tuesday at 8:30a.m. and 11:00 a.m.
Call404-656-2724 for directions to the offices (press 1then 3 on this automated telephone system).
Testing is also conducted by local Departments of Family and Children Services in Albany, Americus, Athens, Augusta, Blairsville, Brunswick, Columbus, Fitzgerald, Gainesville, Macon, Rock Spring, Sandersville, Savannah, Swainsboro, Sylvania, Valdosta, and
Waycross. To obtain a list providing the addresses and test schedules for these locations, call the Merit System's Forms Ordering Service at 404-657-1164 and request the "Walk-In Testing Information Sheet," and one will be mailed to you. When testing at any of these locations, you should plan to arrive at least 15 minutes before the scheduled examination time. No one will be admitted after the test begins. You must bring a current photo ID, and should submit any veteran's preference documents for which you want credit.

How to AJmly for Testing outside of Atlanta: These tests are also offered in the testing centers listed on the regular Merit System application. If you wish to be.tested in one of these centers, submit a regular application to the Merit System checking the center in which you wish to be tested, and you will receive an
appointment in the mail.
Applicants should plan to arrive at least 15 minutes early to the testing session. Applicants must bring a current photo 10 and any veteran's preference documents they may wish to submit.
Minimum Qualifications:
Parole Officer and Probation Officer 1111 Completion of an undergraduate major at a four-year college or university. Applicants must also be at least 21 years old at the time of employment and meet the legal requirements for peace officers prescribed by the Georgia Peace Officer Standards and Training Council.
Juvenil~ Probation/Parole Specialist II Completion of an undergraduate major at a four-year college or university. Applicants for some of the positions in this job category must meet the legal

Social Services Technician One year of full-time (or equivalent part-time) work experience in social services delivery (case management, outreach, prevention/education, etc.) OR 90 quarter hours of college coursework that included at least 15 quarter hours in social work, psychology, mental health, nursing, education, or a related field. Most positions in this job require the possession of a current driver's license.
MINIMUM HIRING SALARIES AND RETEST INTERVALS
The Entry Salary is the minimum hiring salary for a particular job. New employees are usually hired at this salary. However, agencies at their discretion may offer a higher salary.
The Retest Code tells you how long you must wait to reapply for a job and the number of times you can reapply for the job each year. The waiting period begins with you last evaluation or test score date. For several jobs series which have the same test (for example, clerical and secretarial) taking the test for any of the jobs in the series counts as taking it for all the jobs in that series. Following is a definition of the retest codes: l=Minimum of I month (30 days) between test dates, with a maximum of 3 testings in a 12 month period. 2=Minimum of 6 months (200 days) between test dates, with a maximum of 2 testings in a 12 month period. 3=minimum of I month (30 days) between the first and second test administrations, with a minimum of 6 months ( 180 days) between subsequent test administrations.
