It gives me great pleasure to submit to you the 1999 Annual Report for the Georgia Bureau of Investigation (GBI). The information provided to you in this report represents the year ending June 30, 1999.
The GBI heads into the Year 2000 with renewed vision, due in part to the strides that were made during FY 99. In the past year, the GBI Crime Laboratory gained national and international recognition when it became the first lab of its kind in the world to receive both registration with Underwriters Laboratory to the ISO 9002 Standard and accreditation with the American Society of Crime Lab Directors-Laboratory Accreditation Board (ASCLD-LAB). The lab also

made great advances in reducing case backlogs that were impeding timely prosecutions. With the gracious support of Governor Barnes and the General Assembly, the crime lab hired 83 additional employees with the sole intent of bringing casework up-to-date. As a result of the investment in new employees, 10,000 cases have been worked since September 1999. It is our goal to retire the backlog by fall 2000.
Like the GBI Crime Lab, the Investigative Division has expanded its services to meet demands. In FY 99, the Financial Investigations Unit (FIU) began offering computer forensics to law enforcement agencies statewide. The specialized service allows information to be downloaded from a computer without compromising the integrity of the data. The GBI is the first agency to offer the service to other law enforcement offices and plans to expand operations in 2000.
As always, the Georgia Crime Information Center (GCIC) continued to lead the way in providing the state's criminal justice community with round-the-clock access to vital information. The center dedicated much of FY 99 to Year 2000 remediation to ensure uninterrupted service to law enforcement across the state.
As we move forward into a new millennium, the GBI will continue in its quest to preserve and ensure the highest quality of life for all of the citizens in the great State of Georgia. On behalf of the GBI and its employees, thank you for your continued support.
